FROM THE EDIITR

Well here it is time foranother issue of the Bulletinto go to press. It seemslike only yesterday I was

winging my way across thecountry to New York on my first

trip to the Garden. What anexperience. My trip didn't

get off to a very smooth start.

I arrived at San FranciscoInternational Airport at 10:00

PM to find out my 10:45 flightwas really a 10:00 flight and

it had just departed! (Alwaysdouble check your travel agent!)After I collected my thoughts and

got re-routed off I went for NewYork via Chicago. I had a 2hour lay over in Chicago and a

plane change. Only minutes

before take off I was informedthat my dog couldn't be locatedand that he might have gone onto Philedelnhia. PANIC! Well,at the last minute he wasfound and off we went. Uponmy arrival I was hustled into acab and off we went to theStatler Hilton Hotel, justacross the street from MadisonSquare Garden. After a shortnap off I went to the ALACBoard meeting in Keke "Blumberg'ssuite. With so many topicsunder discussion the Boardmeeting ran far longer thatexpected and overlapped thegeneral meeting that was heldat Luchows resturant with theannual awards dinner. RaenaWilks was our hostess for thegala affair and I believe I cansay that all had a great time.Thank you Raena! I think thegreatest thrill of all wasmeeting everyone! It would takea page to list everyone I me t

The flight back was smooth as glassand before I knew it it was all inthe past... Back to reality...But I must say that I'm going totry to make the Garden a must fromnow on.

MINUTES OF THE BOARD OF DIRECTORS

November 26, 1977

The meeting of the Board of Directors was called to order at

9:3n by Keke Blumberg, Vice President, with a quorum of the

Board present. Those present were Ed Sledzik, Keke Blumberg,

Steve Campbell, Dick Hoyt, Phyllis Marcy, Shirley Scott, and

Janet Whitman. The secretary read the names of the proposed

new members. The membership of all was approved by the Board.

The minutes of the last meeting were read and corrected.

Ed Sledzik read theby George Gassett.of his health and awas accepted by the

letter of resignation sent to the BoardHis resignation was necessary becausetime consuming new job. The resignationBoar. The position was filled by Pal Voight.

Dick Hoyt gave a report on the American Lhasa ApsO Club Futurity,which included Futurity eligibility, Futurity location and dates,Futurity regions, Futurity hosts, and Judges.

A nominating committee for next years officers were elected.Georaphical locations were considered. Dick Hoyt was electedChairperson. Nominations were taken from the floor. JackRussell and Carol Dean were elected. Alternates are Onnie Martinand Ruth Smith.

The Champion- CD book will be available for $5.00 per copy.Postage will be S 1.00 and .32.00 overseas.

Ed Sledzik brouFht a copy of a report written by Dr. Finkelabout Renal Disease in the Lhasa Apso. The report will beprinted in its entirity in the next news bulletin.

Ed Sledzik submitted for consideration a resolution that ALAChave one National Specialty Show. A nopy of said resolutionwill be on the agenda for the next Board meeting. Thisresolution would commence as of 1981.

A motion was made by Dick Hoyt to adjourn the meeting. Themeeting was Adjourned at 12130.

Dear Keke:

This letter is in reference to the letter you receivedfrom Mr. William Stifel of the AEC, dated August 26, 1977. I haveenclosed a copy of a letter sent to Mr. Stifel, by me.

As I have tried before to tell ALAC, any change regardingthe hair being tied back, belongs in the Obedience Regulations, notin any standard. There is no other.breed standard that lists anythingin relation to obedience; but more important, is that no obediencejudge is obligated to look at any standard. This means, if thischange had come about in our standard, no obedience judge would haveto abide by it. The Obedience Regualtion book is their "bible".

Mr. Stifel's letter is typical of the correspondence thatI have received from AKC, and many people that have written to mehave received from ANC, in reference to the hair being tied back.

I do not feel ALAC should be misled. The AEC is using"double talk" and evasive answers to our request. At first theytold our previous Obedience Chairman, Barbara Wood, that the Lhaaascould go ahead and go in the obedience ring with the hair back, becausewe could legally do this in the Breed ring. When I first heard this,my opinion was "no way, the obedience regualtions are clear and nojudge is going to go by your word that the ANC said it was alright!"The AEC later changed their statement and said no we could not dothis. (Without, apparently any reason.)

They have never given a direct and factual reason why thiscould not be changed. If you will note their correspondence, you willsee clearly that they never really answer. Again, they have demonatratedtheir double talk through Mr. Stifel's letter. No where in his letterdoes he give a valid reason why this change cannot take place. Ner havewe ever received a valid reason from any member of the AKC.

Is a change so much bother? This could not be a reason, forthe are always changing other rules, in breed and obedience. I feelALAC should continue to support our request for a change in the ObedienceRegulations until we are satisfied with a valid reason, or until it ischanged. We should not sit back and take a "no" for an answer just becausethey do not feel like changing the rule.

Taking your points and/or reasons in the order in whichthey are given in your letter, I would like to comment on these ifI may.

If you are referring in your first paragraph, to not havingan amendment being approved in the "Standard", I can see your point.I believe the place for an amendment in relation to obedience, belongsonly in the Obedience Regulations, not in our standard. However, youdo not mention this point and seem to say the whole idea has nochance of being approved. In your letter you have made no point orreal reason that I can see for an amendment not being approved, andI will explain further.

You mention that before 1969 the Obedience Regulations didnot specify which breeds could be shown with the hair back and thatmany problems arose from this; however, you do not state that theproblems still occur (for if they do, it certainly must be in smallmeasure) so evidently these problems have been solved by adoptingthe ruling allowing some of the breeds to have the hair tied back.So what has this to do with the Lhasas problem now? We are askingonly to be given the same allowance, and for good reason, that otherbreeds are allowed. Just because they are allowed to have their hairback in the show ring, why does this make it the same in the obediencering? (And actually, if we are going by this, there is nothing thatsays we cannot go into the breed ring with the Lhasas hair tied back now).

You say "that if a particular breed were permitted to tiethe fall back for obedience exhibition only, than this organization(Arc) would be in the position of acknowledging that there was aproblem in the ability of the breed to see, as it was currentlyexhibited in the breed ring". Your first statement is similar to acity saying that they won't arrest anyone for committing a crime -because it would be admitting they have crimes. (Is the AKC infallable?)

As far as being blindfolded, you miss the important factthat in the breed ring now, exhibitors are constantly grooming theirdogs and are keeping the hair out of the eyes, if that handler sodesires (which of course you cannot do in obedience). Almost everybreeder, exhibitor, as well as many pet owners, keep the hair out ofthe eyes while the dog is at home - for sight as well as medicalreasons. This alone should say something to the ARC.

You then declare that if we have a problem, we may cut orthin out our dogs hair. Apparently the AIX has not been involvedwith many long haired dogs, for if they were, they would know thereis only so much thinning one could possibly do, before you had nohead fall left, in order to allow the dog to see.

In reference to your saying you can hardly conceive of anybreed club wanting such a penalty in its standard, or any clubwanting to encourage that much hair over the eyes; is this your wayof telling us it is our fault if we allow that much hair over ourdogs eyes? This is the way our dogs are, and even states it assuch in our standard. The AIX did approve this standard, so ifyou want to blame anyone, it certainly seems to lie elsewhere thanthe Lhasa owners. Just as a reminder, the Shih Tzu and many otherbreeds, have just as much hair over the eyes as does the Lhasa.

Stated further is your argument that deals with the dogsof a particular breed that might go on to obtain advance degrees inobedience if they could be shown with the hair tied back. Yourpercentages are interesting, but are taken on only one side of thefence. You have no statistics for the percentage of dogs that wouldfurther their titles if the hair were tied back. From talking tomany exhibitors and through many letters I have received, I am surethe percentages would be different.

Why is it so difficult for the rule to simply include thesebreeds that do have a problem with hair over the eyes, as you probablyknow, it is not only the Lhasas that wish this change. As I havestated before, it could be composed as such:"No dog shall be eligible to compete if it appears to have beendied or colored in any way, or the coat shows evidence of chalk orpowder, or if the dog has anything attached to it for protection oradornment, or for any other reason, except for those dogs which havehair that hangs over the eyes, and having it down might impair theirvision. At the discretion of their handlers, the hair may simply betied back,. An offending dog may, at the judges sole discretion, bejudged at a later time, if the offending condtion has been corrected."

This would certainly eliminate any problem of "ears tiedback, knitted sleeves, curlers or such". Why is this such a problemto change this? We have never seen yet, a logical reason, why thisproposed change cannot take place. It is quite simple and to the point.Thank you for your time in reading this; we would appreciateyour comments and thoughts in relation to this problem and what wecould do further to have this change come about.
