A water allocation plan (WAP) ensures that water resources are managed sustainably for current and future users. The plan sets out the ‘rules’ for the allocation, use and transfer of water in a Prescribed Area. What is a Prescribed Water Resource? A water resource is prescribed when it is under stress and needs to be managed carefully. A water licence is required to use water in a prescribed area. The groundwater in Kangaroo Flat was prescribed in July 2004 (see map on page 2). Developing a Water Allocation Plan? Once a water resource has been prescribed, a water allocation plan must be prepared to guide the granting of licences to take water and the transfer of a licence and/or water allocation. The process to develop a plan is outlined in the Water Resources Act 1997 (see Figure 1). The first step to prepare a plan is to prepare a proposal statement. The proposal statement is like a “table of contents” for the water allocation plan. It sets out what will be in the plan and any investigations that are required. THE PROPOSAL STATEMENT A proposal statement has been prepared for Kangaroo Flat. This information sheet provides a summary of the proposal statement. The Board is currently consulting with the local community on the contents of the proposal statement. Submissions will be received until 2 March 2005. A Plan to Manage Groundwater in Kangaroo Flat

WHAT IS A WATER ALLOCATION PLAN?

A water allocation plan (WAP) ensures that water resources are managed sustainably for current and future users.

The plan sets out the ‘rules’ for the allocation, use and transfer of water in a Prescribed Area.

What is a Prescribed Water Resource? A water resource is prescribed when it is under stress and needs to be managed carefully. A water licence is required to use water in a prescribed area.

The groundwater in Kangaroo Flat was prescribed in July 2004 (see map on page 2).

Kangaroo Flat and the Northern Adelaide Plains A proposal statement has also been prepared for the Northern Adelaide Plains (see Map on page 2). This proposal statement only covers the area shown as Kangaroo Flat, but it is intended that a single water allocation plan will be prepared that covers both the Northern Adelaide Plains and Kangaroo Flat following the completion of consultation on the proposal statement.

Key Issues The proposal statement outlines what issues the water allocation plan will address.

The following issues will be addressed in a water allocation plan:

S The sustainable extraction level for the groundwater resources of Kangaroo Flat will be determined.

S The quality of the groundwater will be assessed.

S The existing demands on the groundwater resource will be identified, as will future water requirements.

S Water dependent ecosystems will be identified, and their water needs determined.

S Appropriate groundwater monitoring will be determined, both across the region and at a property scale.

S The economic and social impacts of water allocation (short and long term) will be assessed.

S Methods for the efficient use of water will be highlighted.

DETAILED INVESTIGATIONS TO BE UNDERTAKEN

The proposal statement also outlines investigations that need to be undertaken before a water allocation plan is developed. Investigations required include:

S Identifying ecosystems that are dependent on the groundwater resources of Kangaroo Flat, and determining their water requirements.

S Defining a sustainable level of groundwater extraction (to allow for the recovery of the aquifers that are under stress).

S Identifying any impacts of the long term use of water for irrigation in the region.

S Assess the current and future demands on the prescribed groundwater resource.

S Investigate options for ASR within the region.

DEVELOPING THE PLAN

The development of a water allocation plan for the Northern Adelaide Plains and Kangaroo Flat will take some time, and will involve further investigations and extensive consultation with the local community. An indicative timeline is provided in Figure 2.

Consultation with the Community The community of Kangaroo Flat will have extensive involvement in the development of a water allocation plan for the region. This will be undertaken in a wide range of ways.

Water Allocation Planning Committee A water allocation planning committee has been established to provide overall guidance for the development of the new water allocation plan. The committee is a joint committee of the Virginia Horticulture Centre and the Northern Adelaide and Barossa Catchment Water Management Board, and includes representatives of both Boards, as well as community members and a representative of the Department of Water Land and Biodiversity Conservation (DWLBC).

Workshops and Working Groups The Board expects to use a number of working groups and hold a number of workshops to consult with the local community. The working groups will address a number of key issues of relevance to the water allocation plan.
