Q3 Contracting, ph (651)224-2424 has been awarded a contract by Alli-ant Energy for approx. 58,000 feet of 6-inch take and up lay approx. 12 miles of 4-inch pipeline in Osceola, Iowa. Work to get underway in mid-to-late August 2017.

Appalachian Pipeline Contractors, LLP, ph (615) 264-8775 has been awarded a contract by PSNC for the installation of approx. 8 miles of 8-inch pipeline in Iredell County, North Caro-lina. Greg Greenwell is superintendent. Work to begin in late August 2017.

According to reports, contracts have been awarded for the Mountain Xpress Project proposed by Columbia Gas Transmission. The project includes construction of approx. 164.5 miles of new 36-inch natural gas pipeline from Marshall County to Cabell County, West Virginia. Contracts have been awarded to Associated Pipe Line Contractors, ph (713)789-4311, Price Gregory In-ternational, ph (713)780-7500 and Welded Construction, LP, (419) 874-3548 Started date undetermined. Job is pending final FERC approval.

Atlantic Coast Pipeline (ACP) has reportedly awarded contracts for the Atlantic Coast Pipeline. According to reports, successful contractors are: U. S. Pipeline, Inc., ph (281)531-6100, Michels Corp., ph (920) 583-3132,

Rockford Corp., ph (503) 647-0224 and Price Greg-ory, International, ph (713)780-7500. The approx. 600-mile will originate in Harrison County, WV, travel to Greensville County, VA, with a lateral extending to Chesapeake, VA, and then continue south into east-ern North Carolina, ending in Robeson County. ACP would involve the construction and operation of 333.4 miles of 42-inch pipeline; 186.3 miles of 36-inch

Snelson Companies, Inc., (360) 856-6511 has been awarded contracts by Pacific Gas & Electric for the following: (1) removal of a 3-inch pipeline valve, the abandonment of 16 feet of 3-inch pipeline, test and spool in 3 feet of 8-inch pipeline and the capping of the existing line in Stanislaus County, California. Magellan Pipeline has a job out for bid that will include construction of approximately 13.5 miles 24-inch pipeline in Seabrook , Texas. The project is called the Seabrook Phase 2 Project. It is slated to begin construction around September 11, 2017.

Enterprise Products has plans to construct approx. 73 miles of 36-inch pipeline from near Monohans, Texas to Orla, Texas in West Texas. Construction is slated to begin in October 2017. A construction contract award is pending.

Leslie Equipment Company has been an industry leader in the pipeline business for many years. John Deere’s all new 1050K PL170 and PL220 are revolutionizing the Pipelayer indus-try with larger lifting capacities (170,000 LBS for the PL170 and 220,000 LBS for the PL220), a state of the art cooling package, a best in class cab, and a dual path hydrostatic system that allows the operator to be more precise along the trench. PROPOSED PROJECTS & UPDATES Andeavor announced August 11, 2017 that the company has received enough commitments from third party ship-pers to move forward with its plans to build the Conan Crude Oil Gathering Pipeline. The 130-mile pipeline sys-tem will begin in Lea County, New Mexico, connect to a ter-minal in Loving County, Texas and then connect to a pipe-line feeding Andeavor's El Paso Refinery. The first phase of the Conan Crude Oil Gathering Pipeline will be able to move 250,000 barrels of crude oil per day. Future phases of the system could expand capacity up to 500,000 bar-rels per day. Andeavor officials reported that the system is already under construction and is expected to begin com-mercial operations in mid-2018.

Atlantic Coast Pipeline, LLCs and Dominion Transmis-sion, Inc. have received a favorable final Environmental Impact Statement for the proposed Atlantic Coast Pipe-line and the DTI Supply Header Project. A final project decision is slated for October 19, 2017. The proposed At-lantic Coast Pipeline includes approximately 564.1 miles of various diameter pipeline; three greenfield compressor stations totaling 117,545 horsepower (HP) of compression; and various appurtenant and auxiliary facilities designed to transport up to approximately 1.5 million dekatherms per

day (MMDth/d) of natural gas. Facilities to be construct-ed are located in Harrison, Lewis, Upshur, Randolph, and Pocahontas Counties, West Virginia; Highland, Augusta, Nelson, Buckingham, Cumberland, Prince Edward, Notto-way, Dinwiddie, Brunswick, Greensville and Southampton Counties and the Cities of Suffolk and Chesapeake, Vir-ginia; and Northampton, Halifax, Nash, Wilson, Johnston, Sampson, Cumberland and Robeson Counties, North Car-olina.

CHS (Cenex) plans to replace the 8-inch segment of line from Sidney, Mont., to Minot, N.D., with a state-of-the-art 10-inch pipeline. CHS has also made the important deci-sion to re-route the pipeline between Sidney, Mont., and Minot, N.D. The new route was chosen in order to minimize the amount of construction taking place in sensitive areas, while also avoiding difficult river crossings and numerous other engineering and land-use challenges. The exist-ing route of this pipeline runs from Sidney, Mont. near the North Dakota / Montana boarder to Minot, N.D., primarily on private land. The new 10-inch line will follow a new route for the majority of the 182 miles and will utilize existing easements for the rest of its length. PROPOSED PROJECTS & UPDATES source surveys. Our next step is to work with tribal leader-ship, state and federal agencies to complete the approval and permitting process. Construction is tentatively planned for Fall 2017 and will last approximately 18 months.

The FERC is preparing an Environmental Impact State-ment that will discuss the environmental impacts of the Midcontinent Supply Header Interstate Pipeline Project (MIDSHIP Project) involving construction and operation of facilities by Midship Pipeline Company, LLC in Kingfisher, Canadian, Grady, Garvin, Stephens, Carter, Johnston, and Bryan Counties, Oklahoma and leased capacity on exist-ing pipeline infrastructure in Oklahoma, Texas, and Louisi-ana. The project is proposed by Cheniere Energy Inc. The Midship Pipeline would draw natural gas out of production areas in the SCOOP and STACK plays in Oklahoma and into U.S. Gulf Coast markets. The project includes con-struction and operation of about 218 miles of mainline and lateral natural gas pipeline and appurtenant facilities from Okarche to Bennington, Oklahoma, and to lease approxi-mately 353 miles of existing pipeline capacity. Zone 1 of the MIDSHIP Project would consist of the following facili-ties in Oklahoma: approximately 198 miles of new 36-inch diameter mainline pipeline in Kingfisher, Canadian, Grady,

Garvin, Stephens, Carter, Johnston, and Bryan Counties; approximately 20 miles of new 24-inch diameter lateral pipeline (referred to as the “Chisholm Lateral”) in Kingfisher County; three new compressor stations, totaling 124,710 horsepower, in Canadian, Garvin, and Bryan Counties; nine receipt and two delivery meter stations in Kingfisher, Canadian, Grady, Garvin, and Bryan Counties; and other appurtenant facilities. Zone 2 of the MIDSHIP Project would involve 353 miles of existing pipeline capacity leased from the Midcontinent Express Pipeline LLC, and/or Gulf Cross-ing Pipeline Company LLC pipelines, operated by Kinder Morgan and Boardwalk Pipeline. The pipeline itself is ex-pected to enter service in early 2019.

Cimarron River Pipeline, LLC has filed a pre-filing re-quest for the Cimarron Expansion Project. The project would include extending Cimarron’s pipeline system ap-proximately 45 miles by constructing new pipeline in Bea-ver County, Oklahoma and Seward County, Kansas and leasing approximately 21 miles of an existing, currently idle pipeline in Texas County and Beaver Counties, Oklahoma, from Southern Star Central Gas Pipeline, Inc. An anticipat-ed FERC application filing date is January 2018 with antici-pated construction slated for January 2019.

FERC has issued a favorable Environmental Assessment for the WB XPress Project, proposed by Columbia Gas Transmission, LLC. Columbia is requesting authorization to perform the following: installation, construction, and operation of about 29 miles of various diameter pipeline; modifications to seven existing compressor stations; con-struction and operation of two new compressor stations; uprates and restoration of the maximum allowable operat-ing pressure on various segments of the existing WB and VB natural gas transmission pipeline systems; and installa-tion of various appurtenant and auxiliary facilities, all locat-ed in either Braxton, Clay, Grant, Hardy, Kanawha, Pend-leton, Randolph, and Upshur Counties, West Virginia, or Clark, Fairfax, Fauquier, Loudoun, Shenandoah, or Warren Counties, Virginia.

Columbia Gas Transmission has submitted a NEPA pre-filing request with the FERC for the Buckeye Xpress Project. The proposed project would include replacement of approximately 64 miles of existing, aging 20-inch and 24-inch natural gas pipeline from Vinton, Ohio, to Burling-ton, Ohio, on a portion of Columbia’s R-System. Columbia proposes to replace the existing pipeline potentially with 36-inch-diameter pipeline necessary to provide 275,000

Dth/d of additional firm capacity for the project. Upon com-pletion, the replaced line will be known as R-801. Columbia is proposing to place the project into service in November 2020. A phased in-service approach may be considered once customer negotiations are complete.

Columbia Gas Transmission’s has received a favorable Final Environmental Impact Statement from the FERC for its proposed Gulf Xpress Project. The Gulf XPress Project, a network of seven new compressor stations in Kentucky, Tennessee and Mississippi, will greatly broad-en the reach of low-cost, U.S.-produced natural gas from the Appalachian Basin. The project needs approvals from other agencies before FERC can issue a final certificate authorizing construction.

Columbia Gas Transmission’s has received a favorable Final Environmental Impact Statement from the FERC for its proposed Mountaineer XPress Project. The project would include about 164 miles of new 36-inch natural gas pipeline from Marshall County to Cabell County; about 6 miles of new 24-inch natural gas pipeline in Doddridge County; three new compressor stations in Doddridge, Cal-houn, and Jackson Counties; two new regulating stations in Ripley and Cabell Counties; about 296 feet of new, 10-inch natural gas pipeline at the Ripley Regulator Station to tie Columbia Gas’ existing X59M1 pipeline into the MXP-100 pipeline in Jackson County; an approximately 0.4-mile-long replacement segment of 30-inch natural gas pipeline in Cabell County; and upgrades to one existing compressor station (Wayne County) and two compressor stations (Mar-shall and Kanawha Counties).

Commonwealth LNG announced that the FERC has ac-cepted its application to initiate the Pre-Filing Process for a Liquefied Natural Gas (LNG) Export Facility near Cam-eron, Louisiana. The project will have the capacity to liq-uefy and ship 9 million tonnes per annum of LNG. Pending a successful Environmental Review process and receipt of a FERC Order, Commonwealth LNG expects to begin con-struction in 2019 and commercial operation in 2022.

DCP Operating Company, LP has submitted an ap-plication to the FERC seeking authority to construct the Mewborn 3 Residue East Pipeline. The project includes approximately 8.4 miles of 20-inch-diameter natural gas pipeline with a maximum capacity of 253million cubic feet per day (MMcf/d) in Weld County, Colorado.

DTE Midstreams Appalachia, LLC’s Birdsboro Pipeline Project has an application before the FERC seeking au-thority to construct their proposed pipeline project in Berks County, Pennsylvania. The project would include 13.19 miles of 12-inch diameter pipeline; installation of a new pig receiver at the Birdsboro Facility; installation of one new

The staff of the FERC has prepared a favorable Environ-mental Assessment for the Eastern Market Access Proj-ect proposed by Dominion Cove Point LNG, LP. DCP requests authorization to construct, install, modify, own, operate, and maintain natural gas facilities in Virginia and Maryland to provide 294,000 dekatherms per day of firm natural gas transportation service to Washington Gas Light Company and Mattawoman Energy, LLC’s Mattawoman Energy Center, a power generation facility. The proposed Eastern Market Access Project includes the following fa-cilities: a new 24,370-horsepower natural gas compressor station and ancillary facilities, and two new taps for cus-tomer delivery at the existing Washington Gas Light Com-

pany Interconnect in Charles County, Maryland; one new 7,000-hp electric reciprocating compressor unit and dis-charge gas cooler, replacement of three gas coolers and compression cylinders for three existing compressors, and an increase to 30-inch-diameter discharge piping at the Loudoun Compressor Station in Loudoun County, Virginia; one new meter building to enclose existing equipment at the Loudoun Metering and Regulating Station in Loudoun County, Virginia; and re-wheeling of the compressor on an existing 17,400-hp electric unit and upgrading of two gas coolers at the Pleasant Valley Compressor Station in Fair-fax County, Virginia.

Driftwood LNG, LLC (DWLNG) has filed an application seeking authorization from the FERC for the proposed Driftwood LNG Project located in Calcasieu Parish, Loui-siana. DWLNG is requesting authorization to construct and operate liquefied natural gas (LNG) export facilities, includ-ing five LNG plants, three LNG storage tanks, marine facili-ties and associated infrastructure and support facilities. line, compression and related facilities. The pipeline will be capable of transporting up to 4 Bcf/d of natural gas to the facility. If approved, construction start is slated for 2018.

Eastern Shore Natural Gas Company has received a fa-vorable Environmental Assessment for its 2017 Expansion Project. The project would involve construction of approxi-mately 40 miles of pipeline and appurtenant facilities lo-cated in Pennsylvania, Maryland, and Delaware to provide 61,162 dekatherms per day of additional firm transportation service. Final FERC approval is pending.

Enterprise Products Partners L.P. announced the con-struction of a new 571-mile pipeline to transport growing volumes of natural gas liquids (“NGL”) from the Permian Basin to Enterprise’s NGL fractionation and storage com-plex in Mont Belvieu, Texas. The Shin Oak NGL Pipeline will originate at Enterprise’s Hobbs NGL fractionation and storage facility in Gaines County, Texas. The 24-inch diam-eter pipeline will have an initial design capacity of 250,000 barrels per day (“BPD”), expandable to 600,000 BPD. This project is supported by long-term customer commitments and is expected to be in service in the second quarter of

2019. In addition to mixed NGL supplies aggregated at the Hobbs facility, the Shin Oak pipeline will provide takeaway capacity for mixed NGLs extracted at natural gas process-ing plants in the Permian region, including two Enterprise facilities that began service in 2016 and the Orla I plant that is scheduled to begin operations in the second quarter of 2018. In tandem with Enterprise’s existing NGL pipelines, this new pipeline will also increase the company’s capacity to transport purity NGL products from Hobbs to Mont Bel-vieu. Enterprise’s Mont Belvieu NGL complex is the larg-est of its kind in the world, offering customers access to approximately 130 million barrels of underground storage capacity, and 670,000 BPD of NGL fractionation capability. Enterprise is building a ninth fractionator at Mont Belvieu that will increase NGL fractionation capacity by 85,000 BPD following its expected completion in the second quarter of 2018. Mont Belvieu is pipeline-connected to the expanding U.S. petrochemical industry on the Gulf Coast, as well as Enterprise’s industry-leading LPG and ethane deepwater marine export terminals on the Houston Ship Channel.

Valley Pipeline LLC and Equitrans LP. Mountain Valley requests authorization to construct and operate certain in-terstate natural gas facilities in West Virginia and Virginia, known as the Mountain Valley Project. The MVP is de-signed to transport about 2 billion cubic feet per day (Bcf/d) of natural gas from production areas in the Appalachian Basin to markets in the Mid-Atlantic and Southeastern United States. Equitrans requests authorization to con-struct and operate certain natural gas facilities in Pennsyl-vania and West Virginia, known as the Equitrans Expansion Project. The MVP facilities include: about 304 miles of new 42-inch-diameter pipeline extending from the new Mobley Interconnect in Wetzel County, West Virginia to the exist-ing Transcontinental Gas Pipe Line Company LLC Station 165 in Pittsylvania County, Virginia; 3 new compressor sta-tions (Bradshaw, Harris, Stallworth) in West Virginia, total-ing about 171,600 horsepower; 4 new meter and regulation stations and interconnections (Mobley, Sherwood, WB, and Transco); 3 new taps (Webster, Roanoke Gas Lafayette, and Roanoke Gas Franklin); 8 pig launchers and receivers at 5 locations; and 36 mainline block valves. The Equitrans facilities include about 7 miles total of new various diameter pipelines in six segments; new Redhook Compressor Sta-tion, in Greene County, Pennsylvania, with 31,300 hp of

compression; 4 new taps (Mobley, H-148, H-302, H-306) and 1 new interconnection (Webster); 4 pig launchers and receivers; and decommissioning and abandonment of the existing 4,800 hp Pratt Compressor Station in Greene County, Pennsylvania.

Gulf South Pipeline has submitted application for an ap-plication with the FERC seeking a Certificate of Public Con-venience and Necessity to construct, operate, and maintain a new 10,000 horsepower natural gas compressor station to be named the Westlake Compressor Station, approxi-mately 0.3 miles of 16-inch natural gas pipeline, a new de-livery meter station, and a new receipt meter station on anexisting Gulf South facility site all located in Calcasieu Par-ish, Louisiana. Subject to receiving all required authoriza-tions and approvals, Gulf South proposes to begin con-struction of the project in the fall of 2018 and place the project in-service by August 1, 2019.

Jordan Cove Energy Project, L.P. and Pacific Connec-tor Gas Pipeline, LP has filed a pre-filing review request with the FERC for their proposed LNG and Terminal Pipeline. Upon completion of the pre-filing review process, applicants will file applications with the Commission for

authorization to construct the LNG Terminal and Pipeline. The project is designed to create a new LNG export point on the Oregon coast to serve overseas markets particularly around the Pacific Rim. The LNG Terminal would be capa-ble of receiving natural gas, processing the gas, liquefying the gas into LNG, storing the LNG, and loading the LNG onto vessels at its marine dock. The proposed liquefaction facility would be capable of producing up to 7.8 million met-ric tons per annum of LNG. PCGP proposes to construct and operate a new, approximately 233-mile long, 36-inch natural gas transmission pipeline crossing through Klam-ath, Jackson, Douglas, and Coos Counties, Oregon. The pipeline would be designed to transport 1,200,000 deka-therms per day of natural gas to the LNG Terminal from interconnections with the existing Ruby Pipeline LLC and Gas Transmission Northwest LLC systems near Malin, Or-egon. If approved and the project proceeds, construction is slated for the 2nd quarter of 2019 with an in-service date projected of 2024.

Kinder Morgan Border Pipeline LLC is seeking authority from the FERC to amend its Natural Gas Act Section 3 au-thorization and Presidential Permit. KM Border is seeking authorization to increase the authorized design capacity

of its border facilities from approximately 300 million cu-bic feet (MMcf) per day to 450 MMcf per day. The opera-tional changes on KM Border’s intrastate pipeline system includes adding new upstream compression and would result in KM Border having the ability to move additional quantities of natural gas through its Border Crossing Fa-cilities. According to KM Border, the increase in capabil-ity to move gas through the existing facilities would be ac-complished by system modifications to nonjurisdictional facilities upstream of its cross-border facilities. KM Border further states that modifying its existing Presidential Per-mit and NGA Section 3 authorization would align existing authorizations with planned capabilities of its cross-border facilities to provide additional capacity to current customers and serve growing demands for natural gas in Mexico.

Mainline Midstream, LLC, wholly owned by Riverstone Holdings and managed by Mainline Energy Partners, LLC announced the acquisition of more than 1,000 miles of oil and gas pipeline and rights of way in the SCOOP/STACK/MERGE resource play in Oklahoma. Medallion Pipeline Company, LLC, a subsidiary of Me-dallion Midstream LLC, recently announced the successful closing of its binding open season for a major expansion of its existing crude oil pipeline system in the Midland Basin (the “Expansion”). As previously announced, the Expan-sion will nearly double the capacity of Medallion’s existing Wolfcamp Connector mainline system through a partial loop of the Wolfcamp Connector system (the “Wolfcamp

Expansion”) and will increase the capacity of the existing Howard Lateral (the “Howard Expansion”). The Wolfcamp Expansion will increase the existing capacity on the Wolf-camp Connector from 105,000 barrels per day to 200,000 barrels per day and the Howard Expansion will increase the capacity of the existing Howard Lateral from 60,000 barrels per day to 85,000 barrels per day. Based on the binding capacity bids received during the open season, Medallion has executed a long-term Transportation Services Agree-ment sufficient to move forward with the construction of the Expansion. In addition, one existing committed shipper on the Wolfcamp Connector has agreed to extend its current Transportation Services Agreement to obtain the benefit of the Expansion rate. Once complete, the Expansion will provide much-needed capacity to transport crude oil pro-duced in the Midland Basin to downstream pipelines and markets. The Expansion is expected to commence partial commercial operations in the third quarter of 2017 and full commercial operations in the fourth quarter of 2017.

The project would provide approximately 223,000 dekatherms per day of firm transportation service from Millennium’s existing Corning Compressor Station to an interconnect with Algonquin Gas Transmission, LLC in Ramapo, New York.

NAmerico Partners LP is proposing a multibillion-dollar pipeline to carry natural gas from fast-growing fields in West Texas to the Gulf Coast. The pipeline, one of at least three being considered to ease a looming gas glut in the Perm-ian producing region, would link to existing lines, including those that export gas to Mexico and to a Cheniere Energy Inc. liquefied natural gas export facility under construction. The pipeline would be the first major project by NAmerico Partners, founded two years ago in Houston. The company is backed by private equity fund Cresta Energy LP, whose

management includes former executives from Regency En-ergy Partners LP, a large energy infrastructure company that was bought by Energy Transfer Partners (ETP.N) in 2015. A spokesperson from NAmerico stated that discus-sions with prospective shippers were at an advanced stage, and the pipeline would begin operations in 2019 if enough of them committed to supplying gas. NAmerico's 468-mile (753-km) pipeline, named the Pecos Trail Pipeline, would transport some 1.85 billion cubic feet per day of natural gas to the major Gulf Coast refining and petrochemical hub in Corpus Christi. Kinder Morgan, which operates the largest natural gas pipeline network in North America, also recently outlined a plan to build a 430-mile pipeline traveling a simi-lar route. It would be able to move 1.7 bcf per day of gas. Enterprise Products Partners, another large pipeline opera-tor, has said it may build a gas line to Corpus Christi, Texas, from the Permian. Kinder Morgan has also said its pipeline would begin operations in 2019 if enough shippers com-mit. Analysts said the potential for new supplies could allow multiple projects to proceed. The projects are being planned as big producers including Exxon Mobil, Apache Corp. and Chevron Corp. are expected to pour billions of dollars into drilling in the Permian, a vast shale play in West Texas known for its low production costs and massive reserves.

National Fuel Gas Supply Corporation is requesting FERC approval to abandon, construct, and operate the Line YM28 & Line FM120 Modernization Project in Cam-eron, Elk, and McKean Counties, Pennsylvania. The natu-ral gas project would consist of the following: approximately 14.4 miles of new 12-inch diameter pipeline installed within existing rights-of-way in McKean County (designated Line KL); approximately 5.8 miles of new 6-inch-diameter pipe-line installed via insertion into the existing 12-inch-diameter FM120 pipeline in McKean and Elk Counties; abandon-ment in place of approximately 7.7 miles of the existing Line YM28 in McKean County; approximately 12.5 miles of Line FM120 removed from service in McKean, Elk, and Cameron Counties; removal and relocation of a meter set to the proposed Line KL; and new ancillary facilities includ-ing an interconnect in McKean County and miscellaneous valve and piping modifications. Construction slated for May, 2018.

Northern Natural Gas Company has received a favorable Environmental Assessment from the FERC for its proposed Des Moines B-Line Loop Project. The project would in-clude a total of 13.8 miles of 20-inch diameter pipeline loop in two non-contiguous segments and appurtenant facilities

in Boone and Polk Counties, Iowa, and abandoning two short segments of pipeline in Polk County, Iowa. The esti-mated cost of the project is $32.5 million. In-service for the project is slated for late fall 2017.

The staff of the FERC will prepare an Environmental As-sessment that will discuss the environmental impacts of the 2018 Expansion Project involving construction and opera-tion of facilities by Paiute Pipeline Company in Douglas and Lyon Counties and Carson City, Nevada. Paiute plans to construct approximately 8.4 miles of pipeline to upsize or loop four sections along its Carson and South Tahoe Lat-erals in Douglas and Lyon Counties and Carson City, Ne-vada. The project would provide 4,604 dekatherms per day of new natural gas transportation capacity to meet growing demands in the above mentioned areas and in El Dorado County, California. The project would consist of: construc-tion of 0.34 miles of new 12-inch pipeline paralleling Pai-ute’s existing South Tahoe Lateral pipeline (Segment 1); replacement of 1.58 miles of existing 8-inch Carson Lateral Loop pipeline with 12-inch pipeline (Segment 2); replace-ment of 2.34 miles of existing 10-inch pipeline along Pai-ute’s existing Carson Lateral pipeline with 20-inch pipeline (Segment 3); and construction of 4.17 miles of new 20-inch

pipeline loop paralleling Paiute’s existing Carson Lateral pipeline (Segment 4). There are no aboveground facilities planned for the project. Exxon and Saudi Basic Industries Corp 2010.SE, an arm of Saudi Aramco, the state-owned energy company, also have proposed building a multibil-lion-dollar chemical and plastics plant outside of Corpus Christi. That plant would use natural gas as a raw material.

PennEast Pipeline Company LLC applauded the FERC issuance of a Final Environmental Impact Statement (EIS), validating after nearly three years of scientific review and input from numerous stakeholders that the approximately 120-mile underground natural gas pipeline can be built with little impact on the environment. The Final EIS is the last major federal regulatory hurdle for PennEast Pipeline prior to an anticipated favorable order from FERC Commis-sioners that would result in approval of the project. Pen-nEast recently requested expedited final approval for the project from the FERC. The 120-mile Project is more than 90 percent subscribed under long-term contracts with local gas utilities, power generators and other energy custom-ers. Local customers will benefit from the delivery of clean, American energy that is slated to be approximately 30 per-cent less expensive than natural gas supplies from the Gulf of Mexico, which have traditionally fueled the northeast.

A study by Concentric Energy Advisors found that due to pipeline constraints in the region, consumers would have saved nearly one billion dollars during the winter of 2013-2014 had PennEast been in service. Prices during that win-ter spiked to more than 70 times that of non-peak periods.

A subsidiary of Plains All American Pipeline, L.P. an-nounced a successful conclusion to the open season for additional capacity from the Delaware Basin to Cushing, OK (Sunrise Expansion Project). The Partnership an-nounced that it has received sufficient committed volume from shippers to expand portions of its pipeline systems to accommodate a volume increase of approximately 120,000 barrels per day of movements from the Delaware Basin and Midland to Cushing, OK. The committed volume will move on a combination of new and existing pipelines. The Part-nership plans to extend its Sunrise Pipeline system, which currently originates at Midland and connects with Colo-rado City, by building approximately 180-miles of 24-inch pipeline from Colorado City, TX to Wichita Falls, TX. The balance of the capacity will be provided by a combination of spare capacity and capacity enhancements to existing pipelines, which include capacity expansions to our Dela-ware Basin system of up to 200,000 barrels per day. The pipeline system will deliver to Plains' and third-party termi-nals in Cushing, OK. Subject to timely receipt of necessary permits and regulatory approvals, the additional capacity is expected to be operational in early to mid-2019.

Port Arthur Pipeline, LLC, a subsidiary of Sempra LNG & Midstream, is proposing to develop a natural gas pipeline in connection with the proposed development of the Port Arthur Liquefaction Project by Port Arthur LNG, LLC, and PALNG Common Facilities in Jefferson County, Texas. The proposed Port Arthur Pipeline Project would consist of two segments oriented north and south of the proposed liquefaction project. The 27.6-mile northern portion of the proposed pipeline project would extend from Vidor in Or-ange County, TX to the proposed liquefaction project, with the majority of the proposed pipeline co-located with exist-ing energy infrastructure rights-of-way. The approximately 7-mile southern portion of the proposed Pipeline Project would originate in Cameron Parish, Louisiana on the east bank of Sabine Lake and terminate at the Port Arthur Liq-uefaction Project. The proposed pipeline project would in-terconnect the Port Arthur Liquefaction Project to various intra- and interstate pipelines, providing access to a num-ber of major U.S. natural gas supply basins. An FERC ap-plication was submitted on November 29, 2016 and Port Arthur Pipeline, LLC anticipates FERC authorization by May 2018. Construction is expected to begin in the third quarter of 2021, with commercial operations expected to begin in third quarter of 2022.

Spire STL Pipeline, LLC has received a Notice of Environ-mental Review for the proposed Spire STL Pipeline Project. The project includes: the construction of approximately 59 miles of a new greenfield, 24-inch diameter pipeline; the ac-quisition of approximately seven miles of existing Line 880, currently owned by Laclede Gas Company (Laclede); and minor modifications to line 880 after it is acquired. Spire’s new pipeline would extend from an interconnection with the Rockies Express Pipeline (REX) southward through Scott, Greene and Jersey Counties, Illinois and St. Charles and St. Louis Counties, Missouri to an interconnection with the Laclede’s Line 880. Combined the project will be a new, ap-proximately 66 mile long interstate natural gas pipeline that is designed to provide approximately 400,000 dekatherms per day (Dth/d) of new firm natural gas transportation ser-vice to the St. Louis metropolitan area. FERC issuance of the Environmental Assessment is expected September 29, 2017 with a final decision slated for December 28, 2017.

Texas Eastern Transmission, LP and Pomelo Con-nector, LLC has an application before the FERC seek-ing approval to abandon, construct, modify, and operate gas pipeline facilities in Texas. Pomelo’s project known as the Pomelo Connector Pipeline Project would pro-vide up to 400,000 dekatherms per day (Dth/d) of firm transportation service from an interconnection with Texas Eastern at the proposed Pomelo Petronila Compressor Station in Nueces County, Texas, to the Nueces Header pipeline system. Texas Eastern’s project, known as the South Texas Expansion Project (STEP), would provide approximately 396,000 Dth/d of firm natural gas trans-portation service to an interconnection with the Nueces Header. Pomelo Connector Pipeline consists of construc-tion and operation of approximately 14 miles of 30-inch-diameter pipeline, a new 5,000 horsepower compressor station, approximately 0.2 mile of new 30-inch-diameter pipeline, and associated aboveground facilities in Nueces County, Texas. Pomelo would engage in certain construc-tion, operation, maintenance, and abandonment activi-ties under blanket construction certificate authorization, and abandon all of the capacity of the Pomelo Connector Pipeline upon the in-service date by lease to Texas East-ern. STEP consists of construction and operation of a new 8,400 hp gas turbine unit in Nueces County, Texas; piping modifications at its existing Angleton Station property in Brazoria County, Texas; a new 8,400 hp gas turbine unit at its existing Blessing Compressor Station in Matagorda County, Texas; clean burn emission work and piping modi-fications at its existing Mont Belvieu Compressor Station in Chambers County, Texas; and piping modifications at its existing Vidor Compressor Station in Orange County, Texas. Issuance of the FERC Environmental Assessment is scheduled for September 18, 2017 and a final FERC decision is slated for December 17, 2017.

Texas Eastern Transmission, LP has received approval to move forward with construction of the Bayway Lateral Project. Texas Eastern will construct and operate approxi-mately 2,300 feet of 24-inch-diameter lateral pipeline, a new metering and regulating station that will include two separate delivery points, and related appurtenances and ancillary facilities. The Bayway Lateral Project will extend from an interconnection with Texas Eastern’s existing 42-inch-diameter Line 38 to Phillips 66’s Bayway Refinery and Linden Cogen’s cogeneration plant in Linden, New Jer-sey. The project is designed to provide up to 300,000 deka-therms (Dth) per day of firm transportation service. Texas Eastern estimates the cost of the Bayway Lateral Project to be $30,867,969. The project has a slated in-service date of late 2017.

Texas Eastern Transmission, LP and Brazoria Inter-connector Gas Pipeline, LLC (BIG Pipeline) filed jointly an application with the FERC seeking approval to con-struct certain natural gas pipeline facilities. The proposed project is known as the Stratton Ridge Expansion Proj-ect, and is designed to provide the capacity necessary for Texas Eastern to transport up to 322,000 dekatherms per day of natural gas on a firm basis from Texas Eastern’s existing interconnections to a delivery point on the BIG Pipeline near Stratton Ridge, Texas. The Stratton Ridge Project would consist of: a new Angleton Compressor Station, consisting of a 12,500 horsepower electric motor-driven compressor in Brazoria County, Texas; a new 0.5 mile, 30-inch-diameter pipeline lateral in Brazoria Coun-ty, Texas to interconnect with the BIG intrastate pipeline system; installation of Clean Burn Equipment at the Mont Belvieu Compressor Station in Chambers County, Texas; and installation of minor auxiliary and support facilities (launcher and receiver modification, valves, piping modifi-cation) at existing Texas Eastern facilities in San Jacinto, Lavaca, Waller, and Shelby Counties, Texas. In-service is slated for 2019.

TexStar Midstream Logistics along with Castleton Com-modities International and Ironwood Midstream Energy Partners are planning a 730-mile pipeline that extends from the Permian Basin southeast to Corpus Christi. The pipeline, known as the EPIC Pipeline, would have the capacity of car-rying up to 40,000 barrels per day of crude and condensates from West Texas to Gulf Coast refineries and ports.

Targa Resources Corp. plans to build a $1.3 billion natural gas liquids pipeline from West Texas’ Permian Basin to its plant in Mont Belvieu, east of Houston. Targa will sell space in the new line, which it has named Grand Prix, to other companies, and also connect it to Targa’s North Texas sys-tem. Grand Prix will be able to transport as much as 550,000 barrels per day. Targa called itself one of the largest gather-ers and processors of natural gas in the Permian, with about 1.7 billion cubic feet per day of current processing capacity. It is adding capacity worth 700 million cubic feet per day across the Permian’s Midland and Delaware basins.

The staff of the Federal Energy Regulatory Commission has prepared an Environmental Assessment for the Bor-der Crossing Project, proposed by Valley Crossing Pipe-line, LLC. Valley Crossing is requesting authorization to construct and operate an approximately 1,000-foot-long, 42-inch-diameter, natural gas transmission pipeline in the Gulf of Mexico, across the international boundary between the United States of America and the United Mexican States (Mexico). The project would connect the non-jurisdictional Valley Crossing System with the Mexican Marina Pipeline and facilitate the delivery/export of up to 2.6 billion cubic feet per day of natural gas to Mexico.

Venture Global Plaquemines LNG, LLC (Plaquemines LNG) and Venture Global Gator Express, LLC (Gator Ex-press Pipeline) has an application before the FERC seek-ing authority to construct a liquefied natural gas (LNG) ex-port terminal and pipeline facilities located in Plaquemines Parish, Louisiana. Together the proposals are referred to as the Plaquemines LNG and Gator Express Pipeline

Project or Project. Plaquemines LNG and Gator Express Pipeline are proposing to construct and operate a new LNG export terminal and associated facilities along the west bank of the Mississippi River in Plaquemines Parish, Louisiana (Terminal) and to construct and operate two new 42-inch diameter natural gas pipeline laterals that will connect the Terminal to the pipeline facilities of Tennessee Gas Pipeline Company and Texas Eastern Transmission. The two parallel and adjacent laterals (11.7 and 15.1 miles long) would be operated at an MAOP of 1,200 pounds per square inch and will be designed to provide firm transportation capacity of approximately 1,970,000 Dt/d to the Terminal. Total cost of the pipeline portion of the project is estimated to be approxi-mately 284 million dollars.

WBI Energy has received a Notice of Environmental Sched-ule Review for the proposed Valley Expansion Project. The project would provide an additional 40 million cubic feet per day of firm transportation on its system. WBI Energy pro-poses to construct a new 2,600 horsepower electric-driven compressor station in Cass County, North Dakota; 38 miles of new 16-inch diameter pipeline between Mapleton, North Dakota and Felton, Minnesota; and farm taps, valve settings, and ancillary facilities. WBI Energy proposes to replace two existing town border station delivery points and construct one regulator station in Burleigh, Stutsman, and Barnes Counties, North Dakota. Issuance of the Environmental As-sessment from the FERC is expected September 20, 2017 with a final FERC decision expected December 19, 2017.

Williams Partners L.P. has filed an application with the FERC seeking authorization for its Northeast Supply En-hancement project, which would create 400,000 dekath-erms per day of incremental firm transportation capacity to markets in the northeastern United States for the 2019/2020 winter heating season. Transco, the nation’s largest-volume and fastest-growing interstate natural gas pipeline system, is a wholly owned subsidiary of Williams Partners L.P., of which Williams owns approximately 74 percent. Transco has executed precedent agreements with subsidiaries of Nation-al Grid – the largest distributor of natural gas in the north-eastern U.S. – for firm transportation service under the proj-ect. Once complete, the project will help meet the growing natural gas demand in the Northeast, including the 1.8 mil-lion customers served by National Grid in Brooklyn, Queens, Staten Island and Long Island. Subject to approval by the Federal Energy Regulatory Commission, the Northeast Supply Enhancement project will consist of approximately 10 miles of 42-inch pipeline looping facilities, three miles of onshore 26-inch looping facilities, 23 miles of offshore 26-inch looping facilities, the addition of 21,902 horsepower at an existing compressor station; a new 32,000 horsepower compressor station; and related appurtenant facilities. The certificate application reflects an expected capital cost of $926.5 million and a target in-service date of Dec. 1, 2019.

From Julie Prejean - I'm just going take a minute to say how awesome my pipeline family is. Some pipeline ladies from my area here in Ohio participated in a food drive for a local church. It's a small church in need that of course helps the local folks with what-ever they can and one thing they do is help feed their com-munity. Their food pantry was just about out so a food drive was started and the pipeline wives heeded the call. Now we are from all over the country but our husbands are working here and usually whatever area we wind up in we usually do community projects. So, here is a picture of the group who collected the donations for the church. I just wanted to take a minute and appreciate all who contributed to this effort. Some who donated are not pictured as well, but thank you to all who helped.

Gary O'quin "Quin" Dupree Jr., 66, of Wamsutter, WY, passed away July 14, 2017. Quin was born June 19, 1951 in Shreveport, LA to Gary O'quin Dupree Sr. and Doris Shaw Dupree; he grew up in Ida, LA and has lived in Wyoming since 1978. Quin loved music and music trivia; he cherished his catalog of nearly 10,000

vinyl records. He was a member of Down Home Country Band as a drummer for many years. He owned and operat-ed Dupree's Welding for 36 years, and he worked for C.I.G. as a welder/pipeline inspector. He loved sports and spon-sored several sports teams; he enjoyed playing basketball and softball, and he played in a pool league. Quin had a giving heart, and he loved to please people, especially in cooking. He loved to cook for people in the BBQ pits he built himself, and he enjoyed the compliments of his food. Quin was quick witted and funny and he enjoyed a good laugh. He loved his family and friends and will be greatly missed. Quin was preceded in death by his parents and his brother Donnie Dupree. Left to cherish his memory is his wife of 45 years, Norma Reed Dupree, who were married on May 13, 1972, his 3 children; Trae Dupree and wife Jen-nifer of Casper, WY, Summer Van Kam and husband Matt of Rock Springs, WY, and Reed Dupree of Rock Springs, WY, his brother Ronnie Dupree and wife Jeannie of Ida, LA, his sister Gwen Yancy and husband Dale of Monroe, LA, his 10 grandchildren; Clayton, Paula, Ellie, Taylynn, Ni-cole, Jordan, Dylan, Shaun, Bo, and Halston, and 1 great grandchild, Braxton. Also survived by numerous nieces, nephews, relatives and friends he considered to be family.

Israel “Izzy” Martinez, 47, of Pampa, went home surrounded by family on Sat-urday, August 5, 2017. He was born on August 15, 1969 in Dallas, Texas to Al-fredo and Mary Martinez. Izzy had lived in Pampa since 1976 and worked as a pipeliner and utility consultant for several contractors in Texas and the surrounding

areas. His character had a lasting effect on anyone that he met. He protected those he loved and was always taking up for the underdog and made them feel as if they were the most important person in world even if they were strangers. Izzy’s smile was infectious and he loved making people laugh. He loved the Lord with all his heart and because of that loved helping and training people at work. Although he had no children of his own, family was the most important thing to Izzy and he worked very hard to support them. He had many “adopted” kids that he cared for, of whom his fa-vorite was Jaden Grace Warner. He cared deeply about his parents and other family members and would do anything for them. Izzy’s hobbies included his love for his custom Harley Davidson Hawg and playing pool. He leaves behind a very close brotherhood and multitude of friends and will

be dearly missed. Izzy is preceded in death by his grand-parents; numerous aunts and uncles; most recently his aunt Julia P. Leal from Quitaque; and four cousins, Patrick Martinez, Melchor Martinez, Felipe Leal, and Jose Leal. His survivors include his parents; two sisters, Belinda Scott and husband Lee of Pampa and Zelda Martinez of Canyon; two brothers, Alfred Martinez Jr., and Isaac Martinez and wife Malory all of Pampa; three nieces, his precious “dance partner”, Kimberly Christian Brown and husband Garrett of North Pole, Alaska, Isabella Middleton, and Sophia Lynn Middleton both of Pampa; two nephews, Nethanial Cruz Martinez of Jasper and his “Number 1” Isaac Michael Mar-tinez of Pampa.

Walter Harold Elkins, Sr., 73, passed away on Monday, July 17, 2017 at his home in Zachary, LA. He was a longtime Union Member of Pipeline Construction Workers of Louisiana Local #692 and Business Manager until retirement with over 50 years of being proud to serve the union. He was a Board Member with the

Southeast Laborer's District Council, the Southwest La-borer's District Council, the Midwest Region, and with the Louisiana Laborer's Health and Welfare. Pallbearers were the Executive Board of Local Union #692, Scotty Odom, Ellis Quave, Byron Lewis, Rayford Welch, Steve Lovett, Donald Dyer, and Michael Cudo. He is survived by his wife, Evelyn Elkins; two daughters, Barbara Moore, and Tammy Doyal, and husband, Derrel; two sons, Dewayne Elkins and wife, Tina, and Harold Elkins; two sisters, Rose Rankin and Jessie Lee Elkins; two brothers, Jimmy Elkins and wife, Debbie, and Leroy McDaniels and wife, Elaine. Grandchildren, Ashley Elkins, Stephanie and Billie Joe Monk, Adrianne Elkins, Lacy Elkins, Dewayne Elkins, Jr.; 13 great-grandchildren; niece, Phyllis Kirkland, brother-in-law, James Ainsworth and wife DeDe, his favorite cousin, Becky Pinkerton; his longtime friend he called "his Girl from Washington DC", Tracey Barrick; and his four legged pets, Bear, Sassie, Pretty Boy, Bud, Baby Girl, Baby Boy, George, Rocky, Abie Gail, and Brutus. He was preceded in death by his son, Lil' Harold Elkins, Jr.; brothers, Tommy Cloud and Jerry Elkins; mother, Lena West Elkins; father, Alonzo Elkins; niece, Carissa Higginbotham.

Owen Martin Hartness passed away at his home surrounded by his family on Sunday, August 13, 2017. Owen Martin Hartness was born on June 8, 1939 in Pawhuska, Oklahoma, to Ezra and Dor-thy (Davis) Hart¬ness. Owen grew up and attended school in Pawhuska, Oklahoma. After school, Owen married the love of his

life, Janelle on April 3, 1957 in Miami Oklahoma. At the age of 17, Owen began working as a welder for Pipeliners Local

Union 798. Owen retired from the Pipeliners Local Union 798 in 1996 after 40 years of service. During his years as a welder, Owen and Janelle traveled the United States, even venturing to foreign countries. During Owen's spare time he had several hobbies, he was an avid antique collector, he loved to create bead and leather work, and participate in and attend rodeos. Throughout it all, his passion was his horses. Over the years, Owen trained countless race, barrel and roping horses, and taught many young riders the proper technique of riding and roping. All five of his daughters spent many of hours with their father learning the proper way to ride and take care of the horses. Owen was a member of the Seneca-Cayuga Nation of Oklahoma, 798 Pipeline Welder's Union, and the American Quarter Horse Association (AQHA).Owen is preceded in death by his parents, Ezra and Dorthy (Davis) Hartness, brothers, Don and Buddy Hartness, and sisters, Barbra Robinson, Dossie Milleson, and Hazel Whited. Those left to cherish his memory, wife Janelle of the home, daughters, Lisa Da-vis, of Peru, Dee Hutton (Billy), of Peru, Tonja Hart (Jim-my), of Bowring, OK, Marna Beasley (Donnie), of Peru, and Mickey Sims (Doug), of Sedan, brother Timmy Hartness, of Pawhuska, OK, brother in-law, James Milleson, of Pawhus-ka, OK, sister in-law, Deloris Hartness, of Pawhuska, 15 grandchildren, 32 great grandchildren and countless ex-tended family and friends.

Roger L. Jenkins, 79, of Coleman, died at home Saturday, July 15 2017 with his family by his side. He was born in Denver Township, Isabella County the son of the late Paul and Lepha (Smith) Jenkins. Roger married Carol S. Allison, March 16, 1957 in Coleman. He retired in 1995 after 30 years of service with Local 798 Pipeliners. Survivors include his wife of 60 years, Carol; sons, Steven and Dawn Jenkins of Traverse City, Randy Jenkins of Coleman, David Jen-kins and Machelle Keels of Coleman; nine grandchildren; 14 great-grandchildren; many nieces and nephews. He was preceded in death by a granddaughter, Catrina Jenkins; five great-grandchildren including Ashton and Mackenzie Kratz; brothers, Dan, Rolland, Lyle, Buck, Delmas and Bob Jen-kins; sisters, Delilah Bowers and Mary Haggart.

Chad Michael Kanine, 41, of Sumner, passed away on June 11, 2017 in New Town, ND where he was working. He died due to a drowning accident. Chad was born October 16, 1975 the son of Terry Kanine and Linda (Hilts) Groat. Chad had the biggest heart and gave everything to anyone. He loved hunting, working on old

trucks, and of course his dogs. Chad was a pipeline worker for over 15 years and will especially be remembered for being funny, loyal, and how much he loved his family. Chad is survived by his son Lukas Case of Mt. Pleasant; father Terry Kanine of Sumner; mother and step-father Linda and

Wayne Groat of Drummond Island; sisters Tammy (Donnie) Dickerson of Coleman, Michele (Rachel Rushing) Kanine of Marion Oaks, FL, Courtney (Autumn Goffnett) Groat of St. Louis, and Aubrey (Todd Hamilton) Groat of Mt. Pleasant; and many extended family members. Chad is preceded by his grandparents Forest and Jerry Hilts, Frank and Doris Kanine, his aunts Betty High and Kathy Bardos Guarisco, and his cousin that he loved dearly Ben Hilts.

William Anthony "Bill" Leone, 71, passed away on Friday, July 28, 2017, in Shreveport, Louisiana, after a sudden ill-ness. Bill was born in Shrewsbury, Mas-sachusetts on November 6, 1945, but had been a resident of Shreveport for the last 38 years. Upon graduation from Louisiana Tech, where he was a member of Kappa

Sigma Fraternity, he spent his entire professional life work-ing in the pipeline business, first at Cap-Con International and then at Ford, Bacon and Davis. He later founded Delta Gulf, a national pipeline construction company, where he served as President and CEO, and in 2007 he was elected President of the Pipeline Contractors Association of Ameri-ca. He is survived by his wife, Emma Maye Leone; daughter Anna Carolina Leone Frierson and Bratton of Shreveport; daughter Gina Maria Leone Hyman and Matt of Houston; nephew Trey Leone and Katie of Shreveport; nephew John Henry Leone of Massachusetts; niece Tracey Walnista of Massachusetts; niece Valeria Bellmann Mitchell and Mi-chael of Shreveport; niece Cecilia Bellmann Winkler and David of Shreveport; grandchildren Emma Gayle Frierson, Anna Spencer Frierson, Leone Bratton Frierson, William Guy Hyman, Henry Leone Hyman, Mary Miia Hyman, and Hagan Caroline Hyman.

Funeral services for John David "Johnny" Kelly, age 56 a pipeliner of Oak Grove, Louisiana were Sunday, August 20, 2017 at Goodwill Church of God in Goodwill, Louisiana. Reverend Kenny Herring officiated. Mr. Kelly passed away Wednesday, August 16, 2017 from injuries sustain in a single motorcycle accident on Scottsville Road in Charlot-tesville, Virginia. He is preceded in death by his mother, Jo Anne (Bennett) Kelly. Johnny is survived by his daughter, Jessica Ann Kelly of West Monroe, Louisiana; his father, Glen Kelly of Oak Grove, Louisiana; his brother, Perry Kelly of Oak Grove, Louisiana; sister, Terry Shaw of Greenville, South Carolina; nephew, Drew Kelly of Monroe, Louisiana; 3 nieces, Caroline Kelly of Forest, Louisiana and Madison and Ella Shaw of Greenville, South Carolina.Pallbearers were: David Womack, Dean Helmer, Larry Abernathy, Matt Thielen, Mickey Kelly, Brian Kelly and Gary Kelly. Honor-ary Pallbearers were: Drew Kelly, Neal Kelly, Travis Kelly, Danny Kelly, Brian Mitchell Kelly, Jay Kelly and The Mears Construction Company.
