Enterprise Products is expected to construct approximately 416 miles of 24-inch pipeline from Midland, Texas to Sealy, Texas. It is expected the job will be placed out for bid in February 2017 and begin construction in April or May 2017.

The Hillabee Expansion Project - Phase I has been awarded to Price Gregory International, Inc., ph (713)780-7500. The Phase 1 project includes construction of approximately 5.3 miles of 42-inch-diameter pipeline loop in Coosa County, Alabama (Proctor Creek Loop); construction of approxi-mately 2.6 miles of 42-inch-diameter pipeline loop in Coosa County, Alabama (Hissop Loop); construction of approxi-mately 7.5 miles of 42-inch-diameter pipeline loop in Tallapoosa County, Ala-bama (Alexander City Loop); and con-struction of approximately 4.7 miles of 48-inch-diameter pipeline loop in Autau-ga and Chilton Counties, Alabama (Bill-ingsley Loop). Doug Gregory is superin-tendent. Construction is expected to get underway around December 1, 2016.

Northern Clearing Inc., ph (715) 682-6646 has been awarded a contract by Price Gregory International, Inc. for the clearing of approximately 20 miles of 48-inch and 42-inch pipeline right-of-way in Coosa, Tallapoosa, Autauga and Chilton Counties, Alabama. Superinten-dent is Jim Junker Jr. Work was slated to begin in November 2016.

Contracts have been awarded to: Spread 1 - Pumpco, Inc., ph (979)542-9054, Spread 2 - Strike Construc-tion, ph (888)353-1444 and Energy Services South, ph (205)652-9165 for the Diamond Pipeline Proj-ect. The job includes approximately 440 miles of 20-inch pipeline from Cushing, Oklahoma to Memphis, Tennessee. Mainline construction is anticipated to get underway in January 2017.

Atlantic Coast Pipeline, LLC, which has proposed a 600-mile natural gas transmission pipeline to bring much-needed energy to Virginia and North Carolina, announced it has signed a construction contract with Spring Ridge Constructors, LLC (SRC), a joint ven-ture of leading natural gas pipeline construction com-panies. Comprised of Price Gregory International, Inc., a Quanta Services, Inc. company; U.S. Pipe-line, Inc.; SMPC, LLC; and Rockford Corporation, a Primoris Services Corporation company, the joint venture will serve as the Atlantic Coast Pipeline's lead construction contractor. the Atlantic Coast Pipeline (ACP) would run from Harrison County, West Virginia, southeast through Virginia with a lateral extension to Chesapeake, Virginia, and then south through east-ern North Carolina to Robeson County. If approved,

construction is scheduled to begin in early 2017.

Bids are in and being evaluated for a job for Enter-prise Products which will consist of construction of approximately 42 miles of 10-inch pipeline near LaPorte, Texas. Construction is anticipated to get underway in January 2017.

According to reports, Strike Construction, ph (888) 353-1444 has been awarded a contract for a job which will consist of construction of approximately 140 miles of 48-inch pipeline from Robstown, Texas to Browns-ville, Texas. Construction start is anticipated for January 2017.

Official contract awards are still pending for the Energy Transfer Rover Pipeline Project. The Rov-er Pipeline is designed to transport 3.25 billion cubic feet per day (Bcf\day) of natural gas through approxi-mately 710 miles of 24-inch, 30-inch, 36-inch and 42-inch pipeline. Additionally, the Rover Pipeline Project will construct a pipeline segment from the Midwest Hub in Defiance County, Ohio area through Michigan to an intercon-nection with Vector Pipeline thereby enabling deliver-ies to additional points in Michigan and to the Union Gas Dawn Hub in Ontario, Canada. It is anticipated construction will begin in April or May of 2017.

Right-of-Way Clearing & Maintenance, ph (724) 836-2730 Inc has been awarded a contract by Otis Eastern Service, LLC for maintenance work on ap-proximately 28 miles of 36-inch and 30-inch pipeline right-of-way in Westmoreland County, Pennsylvania. Headquarters is in Alexandria, Pennsylvania. Super-intendent is James Merenda. Work is underway.

The Sabal Trail project includes construction of ap-proximately a total of 516 miles of 36-inch natural gas pipeline. The 36-inch-diameter mainline transmission pipeline will extend roughly 481.6 miles from the Tal-lapoosa Interconnection in Tallapoosa County, Ala-bama, through Georgia, and terminate at the Central Florida Hub in Osceola County, Florida. Construction of two laterals are also associated with the project - a 13.1-mile-long, 36-inch-diameter lateral (Hunter Creek Line), extending from the proposed Reunion Compressor Station to Florida Gas Transmission’s system in Orange County, Florida and a 21.5-mile-

long, 24-inch-diameter lateral pipeline (Citrus County Line) extending from a point in Marion County, Florida, to Duke Energy Florida’s proposed electric generation plant in Citrus County, Florida. Contractors construct-ing the project include: Price Gregory International, Inc., ph (713)780-7500, MPG Pipeline Contractors, ph (713)955-9901, Troy Construction, ph (281)437-8214 and Rockford Corporation, ph (503)647-0224. Contractors are underway.

Florida Southeast Connection, LLC is a wholly owned subsidiary of NextEra Energy is moving for-ward to construct the Florida Southeast Connection project. The project would include construction of a 126 mile, 30- and 36-inch pipeline from Sabal Trail’s Central Florida Hub to FPL’s Martin Clean Energy Center in Indiantown, Florida. Rockford Corpora-tion, ph (503) 647-0224 is the successful bidder on this project. Construction is underway.

localized occurrences, such as those in conventional accumulations. Because of that, continuous resourc-es commonly require special technical drilling and recovery methods, such as hydraulic fracturing.

Undiscovered resources are those that are esti-mated to exist based on geologic knowledge and theory, while technically recoverable resources are those that can be produced using currently available technology and industry practices. Whether or not it is profitable to produce these resources has not been evaluated.

USGS is the only provider of publicly available estimates of undiscovered technically recover-able oil and gas resources of onshore lands and offshore state waters. The USGS Wolfcamp shale assessment was undertaken as part of a nationwide project assessing domestic petroleum basins using standardized methodology and protocol.

THIS IS THE LARGEST ESTIMATE OF CONTINUOUS OIL THAT USGS HAS EVER

ASSESSED IN THE UNITED STATES

The Wolfcamp shale in the Midland Basin portion of Texas' Permian Basin province contains an estimat-ed mean of 20 billion barrels of oil, 16 trillion cubic feet of associated natural gas, and 1.6 billion barrels of natural gas liquids, according to an assessment by the U.S. Geological Survey. The Survey stated that the estimate of continuous oil in the Wolfcamp shale assessment is nearly three times larger than North Dakota’s Bakken play and the single largest U.S. unconventional crude accumulation ever as-sessed. The Wolfcamp shale is being labeled as the largest ever U.S. oil find.

"The fact that this is the largest assessment of con-tinuous oil we have ever done just goes to show that, even in areas that have produced billions of bar-rels of oil, there is still the potential to find billions more," said Walter Guidroz, program coordinator for the USGS Energy Resources Program. "Changes in technology and industry practices can have sig-nificant effects on what resources are technically recoverable, and that's why we continue to perform resource assessments throughout the United States and the world."

Although the USGS has assessed oil and gas resources in the Permian Basin province, this is the first assessment of continuous resources in the Wolfcamp shale in the Midland Basin portion of the Permian.

Since the 1980s, the Wolfcamp shale in the Midland Basin has been part of the "Wolfberry" play that en-compasses Mississippian, Pennsylvanian, and Low-er Permian reservoirs. Oil has been produced using traditional vertical well technology.

However, more recently, oil and gas companies have been using horizontal drilling and hydraulic frac-turing, and more than 3,000 horizontal wells have been drilled and completed in the Midland Basin Wolfcamp section.

The Wolfcamp shale is also present in the Delaware Basin portion of the Permian Basin province, but was not included in this assessment. The Permian Basin province includes a series of basins and other geo-logic formations in West Texas and southern New Mexico. It is one of the most productive areas for oil and gas in the entire United States.

Continuous oil and gas is dispersed throughout a geologic formation rather than existing as discrete,

PROPOSED PROJECTS & UPDATES PROPOSED PROJECTS & UPDATES Buckeye Partners, L.P. announced that one of its oper-ating subsidiaries, Buckeye Pipe Line Company, L.P., has successfully closed a binding open season for the second phase of its Michigan/Ohio Pipeline Expansion Project. Once complete, the second phase of the project will allow Buckeye to offer expanded transportation service of refined petroleum products from origin points in Woodhaven and Detroit, Michigan, Toledo, Findlay and Lima, Ohio, and Midland, Pennsylvania to a destination point in the Altoona area in central Pennsylvania. Buckeye intends to reverse a portion of its existing Laurel pipeline to facilitate the trans-portation of refined petroleum products from Pittsburgh to central Pennsylvania. Based on the positive commitment from prospective shippers, Buckeye Pipe Line will move forward with the Project, subject to the necessary approv-als required for implementation. The Project is expected to be completed before the end of 2018. “This project demonstrates Buckeye’s ability and willingness to meet the needs of our customers,” said Robert A. Malecky, Presi-dent, Domestic Pipeline and Terminals. “Evolving mar-ket conditions across the region continue to support the movement of Midwest products into central Pennsylvania. Building on the recent successful completion of the first phase of our Michigan/Ohio Pipeline Expansion Project, this

second phase further expands our pipeline capacity across Michigan and Ohio and provides pipeline connectivity into markets in central Pennsylvania through our existing pipe-line infrastructure. We are committed to addressing the region’s shifting supply and demand needs while providing safe and reliable transportation of fuels.”

UPDATE! The staff of the FERC has prepared a favorable Final Environmental Impact Statement (EIS) for the Leach XPress and Rayne XPress Expansion Projects, proposed

by Columbia Gas Transmission, LLC and Columbia Gulf Transmission, LLC. Columbia Gas is requesting authoriza-tion to construct, operate, abandon in-place, replace, and operate certain natural gas pipeline facilities in West Vir-ginia, Pennsylvania, and Ohio to transport about 1.5 million dekatherms of natural gas per day of firm transportation service to natural gas consumers served by the Columbia Gas pipeline systems. Columbia Gulf requests authoriza-tion to add new compression in Kentucky to provide about 621,000 dekatherms per day of firm transportation on Co-lumbia Gulf’s system. The final EIS addresses the potential environmental effects of the construction and operation of the following facilities: 132 miles of new 36-inch-diameter natural gas pipeline, 24 miles of 36-inch-diameter loop-ing pipeline, 28 miles of 20-inch-diameter pipeline to be abandoned in place, 3 new compressor stations, and ap-purtenant facilities including 2 existing compressor station modifications, 4 new and 1 modified regulator stations, 13 pig launcher and receiver facilities, 9 mainline valves and 5 odorization facilities proposed by Columbia Gas; and two new compressor stations, and a modification to an existing measurement and regulation station proposed by Columbia Gulf. Construction startup is anticipated after all approvals have been received.

Canyon Midstream Partners, LLC announced the expansion of its James Lake Midstream System into Winkler County, Texas. With additional compression Can-yon Midstream’s new field facility in Kermit, Texas, they plan to construct a 22-mile trunkline extension capable of delivering up to 60 million cubic feet per day to the James Lake plant for treating and processing. The James Lake system currently consists of a 110 MMcf/d cryogenic gas processing plant in Ector County, Texas, and eight field compressor stations, 90 miles of high-pressure trunkline and 90 miles of low-pressure gathering lines in Ector, An-drews and Winkler counties, Texas.

Columbia Gas Transmission has an application before the FERC seeking authority for the WB Xpress Project which includes construction of approximately 29.2 miles of various diameter pipeline, modifications to seven existing compressor stations, construction of two new compressor stations, and uprating the maximum allowable operating pressure on various segments of Columbia’s existing Line WB and Line VB natural gas transmission systems. The WB Xpress Project facilities are designed to expand the ca-pacity of Columbia’s existing system to transport up to ap-proximately 1.3 million dekatherms per day of natural gas.

PROPOSED PROJECTS & UPDATES Facilities to be constructed or uprated are located in Clay, Kanawha, Grant, Upshur, Randolph, Pendleton, Braxton, and Hardy Counties, West Virginia and in Clark, Fauquier, Fairfax, Loudoun, Shenandoah, and Warren Counties, Vir-ginia. Construction start is anticipated for winter of 2017.

Columbia Gas Transmission is proposing to construct the Mountaineer Xpress Project. Columbia Gas proposes to construct and operate approximately 170.1 miles of vari-ous diameter pipeline, modify threes existing compressor stations, construct and operate three new compressor sta-tions, and install various appurtenant and auxiliary facili-ties, all located in either Marshall, Wetzel, Tyler, Doddridge, Ritchie, Calhoun, Wirt, Roane, Jackson, Mason, Putnam, Kanawha, Cabell, and Wayne Counties, West Virginia. Construction is anticipated to begin in Fall of 2017.

Columbia Gas Transmission has filed an application with the FERC to install and operate compression, pipeline, and appurtenant facilities in Louisa and Goochland Counties, Virginia, USA. The project known as the Central Virginia Connector Project, Columbia proposes the following modi-fications to the Louisa Compressor Station: install a new 6130 hp (4573 kW) Solar Centaur 50 turbine for incremen-

tal capacity increase and replacement of existing horse-power housed within a new compressor building; upgrade the fire & gas detection system in the existing Solar Saturn compressor building; replace three fuel gas rotary meters; install a compressed air system, including two 40 HP air compressors and receivers; relocate existing networking and communications from old control room to new building; install one blowdown silencer unit; and place the three ex-isting Solar Saturn units rated 1350 hp each (1007 kW) on standby service. Columbia proposed to begin some work on the project in winter of 2017 with the main construction getting underway in Spring of 2017.

Dominion Transmission, Inc. has received approval from the FERC to construct and op-erate certain compression facilities in Penn-sylvania, Maryland, and Virginia - the Leidy

South Project. As part of the Leidy South Project, Dominion proposes to: replace two 1,100 horsepower (hp) compres-sor units with one 10,915 hp gas-fired compressor unit, and install approximately 1,300 feet of 30-inch-diameter dis-charge piping and auxiliary equipment at its existing Finnefrock Compressor Station in Clinton County, Pennsyl-vania; install one suction filter/separator at its existing Cen-

tre Compressor Station in Centre County, Pennsylvania; install one new 13,220 hp gas-fired compressor unit, auxil-iary equipment, and buildings at its existing Chambersburg Compressor Station in Franklin County, Pennsylvania; in-stall one new 15,900 hp gas-fired compressor unit, auxil-iary equipment, and buildings at its existing Myersville Compressor Station in Frederick County, Maryland; install one new 8,000 hp electric compressor unit, auxiliary equip-ment, and buildings, as well as reconfigure two existing re-ciprocating engines at its Leesburg Compressor Station in Loudoun County, Virginia; install a new cooler and filter separator at its existing Quantico Compressor Station in Fauquier County, Virginia; and construct and operate a new metering and regulating (M&R) station in Loudoun County, Virginia (Stonewall M&R Station).The project is pro-jected in-service date of October 2017.

Dominion Carolina Gas Transmission, Inc. received a favorable Environmental Review for the proposed Transco to Charleston Project. The project includes approximate-ly 60 miles of pipeline (Moore to Chappells Pipeline - 55 miles of new 12-inch diameter natural gas pipeline and the Dillon Pipeline -5 miles of 4-inch pipeline) also including compressor station work - Moore Compres-sor Station (existing) - install two new 1,400 horsepower compressor units - install ad-ditional gas cooling units; Dorchester Com-pressor Station (new) - construct a new compressor station with three, 1,050 horse-power compressor units; Southern Com-pressor Station - remove three 1,050 horse-power compressor units - convert one 1,050 horsepower compressor unit from standby to baseload service; and the Charleston Town Border Station - install an overpressure pro-tection system and controls. Work will be in Spartanburg, Laurens, Newberry, Green-wood, Dillon, Dorchester, Aiken and Charles-ton Counties, South Carolina. Receipt of the Environmental Assessment for the project is expected from the FERC on October 19, 2016 with a final FERC project decision ex-pected on January 17, 2017. If approved, construction is slated for winter 2017.

NEW! The staff of the FERC will prepare an Environmental Assessment that will discuss the environmental impacts of the St. Charles Parish Expansion Project involving con-struction and operation of natural gas pipe-line and compression facilities by Gulf South Pipeline Company, LP in St. Charles and St.

John the Baptist Parishes, Louisiana. Gulf South plans to begin construction of the project in the fall of 2017 and place the facilities in-service by September 1, 2018. The project purpose is to provide 133,333 dekatherms per day to serve Entergy Louisiana, LLC’s proposed natural gas-fired power plant facility located near Montz, Louisiana. Construction of the project would include a new 5,000 horsepower com-pressor station near Montz, Louisiana (Montz Compressor Station); about 900 feet of new 16-inch-diameter pipeline; and auxiliary facilities.

PROPOSED PROJECTS & UPDATES its existing natural gas pipeline which serves the existing Enstor Katy Storage Facility in Fort Bend County, Texas. Gulf South proposes to abandon, in place in some areas and by removal in others, a total of approximately 1.25 miles of 12-inch diameter natural gas pipeline. It will then replace it with a new 30-inch pipeline. Gulf South plans to begin construction of the Katy Lateral Project by April 2017 and to be complete by October 1, 2017.

Kinder Morgan Cochin LLC and Kinder Morgan Cochin ULC is expected to get underway with construction soon on the Utopia Pipeline project. The project involves con-struction of approximately 215-miles of 12-inch diameter pipeline from Harrison County, Ohio to Kinder Morgan’s ex-isting pipeline and facilities in Fulton County, Ohio, where the company would then move product eastward to Wind-sor, Ontario, Canada. It is expected it will be constructed in three spreads – Spread 1 – 42 miles of 12-inch; Spread 2 – 78 miles of 12-inch; and Spread 3 103 miles of 12-inch. The Utopia system would transport previously refined or fractionated natural gas liquids, including ethane and eth-ane-propane mixtures.

Nueva Era is a joint venture between Howard Energy Partners (HEP) and Grupo Clisa. Through subsidiaries Impulsora Pipeline and Mid-stream de Mexico, Nueva Era will design, construct and operate an approximate com-bined 190 mile, 30-inch pipe-line system to transport natu-ral gas supplies from the U.S. to end-users in and around Monterrey, Mexico (Implusora Pipeline – 17 miles in Webb County, Texas, an Internation-al Border Crossing in Webb County, Texas and 170 miles in Mexico – Midstream de Mexico Pipeline). The Impul-sora pipeline originates at the HEP Webb County Hub and transports gas to an international border crossing between the United States in Webb County, Texas, and Mexico in the vicinity of Colombia, State of Nuevo Leon. Midstream

de Mexico will originate at the border crossing and extend to measurement stations near Monterrey, Nuevo Leon. Nueva Era will provide seamless service to shippers wish-ing to transport on both pipelines. Impulsora received its Presidential Permit on May 14, 2015, to construct, operate and maintain border-crossing facilities. Construction is an-ticipated to begin in 2016.

Millennium Pipeline Company has re-ceived FERC approval for the Valley Lateral Project. A favorable Environmental Assess-ment has been received from the FERC. Mil-

lennium proposes to construct 7.8-miles of 16-inch diam-eter lateral pipeline from Millennium’s existing mainline in Orange County, New York to the CPV Valley Energy Center.

Mountain Valley Pipeline, LLC and Equitrans, LP has re-ceived a favorable Draft Environmental Impact Statement from the FERC for the Mountain Valley Pipeline Project and the Equitrans Expansion Project. The Final Envi-ronmental Impact Statement from the FERC is expected in March 2017 with a final project decision slated for June 2017. The Mountain Valley Pipeline Project would consist of about 301 miles of new 42-inch-diameter pipeline, be-

ginning at the Mobley Interconnect and receipt meter sta-tion in Wetzel County, West Virginia, and terminating at the Transco Interconnect and delivery meter station at the ex-isting Transcontinental Gas Pipe Line Company Compres-sor Station 165 in Pittsylvania County, Virginia. In addition, Mountain Valley intends to construct and operate three new compressor stations and other aboveground facili-ties. The Equitrans Expansion Project would consist of a total of about 8 miles of various diameter pipelines in six segments. These segments include the parallel 12-inch-diameter H-158 pipeline and 6-inch-diameter M-80 pipeline extending about 0.2-mile each in Greene County, Penn-sylvania; the 24-inch-diameter H-305 pipeline that would extend about 540 feet in Greene County; the 3-mile-long new 30-inch-diameter H-316 pipeline in Greene County; the 4.2-mile-long new 20-inch-diameter H-318 pipeline in Allegheny and Washington Counties, Pennsylvania; and the new H-319 pipeline that would extend about 200 feet in Wetzel County, West Virginia. Equitrans also proposes to abandon its existing Pratt Compressor Station and replace it with the new Redhook Compressor Station in Greene County, Pennsylvania; and to construct and operate taps in Greene County and Washington County, Pennsylvania, and an interconnect and two taps in Wetzel County, West

Northern Natural Gas is proposing the Northern Lights 2017 Expansion project. The proposed project will consist of construction and operation of approximately 4.8 miles of 8- and 12-inch diameter branch line loop extensions in Sherburne and Isanti Counties, Minnesota. FERC has is-sued a Notice of Environmental Review for the project. Is-suance of the Environmental Assessment is expected on November 9, 2016 with a final FERC project decision slat-ed for February 7, 2017.

The staff of the FERC has prepared a Draft Environmental Impact Statement (EIS) for the NEXUS Gas Transmission (NGT) Project and Texas Eastern Appalachian Lease (TEAL) Project, proposed by NEXUS Gas Transmission, LLC and Texas Eastern Transmission, LP. NEXUS and Tex-as Eastern request authorization to construct a new green-field pipeline and expand an existing pipeline system from the Appalachian Basin to deliver 1.5 million dekatherms per day to consuming markets in Northern Ohio, Southeastern Michigan, and Ontario, Canada. DTE Gas Company and

Vector Pipeline L.P. are requesting approval to lease ca-pacity on their systems to NEXUS. The Draft EIS assesses the potential environmental effects of the construction and operation of the projects in accordance with the require-ments of the National Environmental Policy Act. The FERC staff concludes that approval of the projects would result in some adverse environmental impacts; however, most of these impacts would be reduced to less-than-significant levels with the implementation of NEXUS’s and Texas East-ern’s proposed mitigation measures and the additional rec-ommendations in the draft EIS. The NGT Project consists of about 255.9 miles of pipeline composed of the following facilities: 208.9 miles of new 36-inch-diameter natural gas pipeline in Ohio; 47 miles of new 36-inch-diameter natu-ral gas pipeline in Michigan; associated equipment and facilities. The TEAL Project would include two main com-ponents: 4.4 miles of new 36-inch-diameter loop pipeline in Ohio; 0.3 mile of new 30-inch-diameter interconnecting pipeline Ohio; and associated equipment and facilities. The projects’ proposed aboveground facilities include five new compressor stations in Ohio; additional compression and related modifications to one existing compressor station in Ohio; five new metering and regulating stations in Ohio;

one new metering and regulating station in Michigan; and minor modifications at existing aboveground facilities at various locations across Ohio.

National Fuel Gas Pipeline / Empire Pipeline have an application before the FERC seeking authority for the Northern Access 2016 Project. The proposed project will include Supply's construction of approximately 97-miles of new 24-inch diameter pipeline, from Sergeant Township, McKean County, Pa., to an interconnection with Supply's existing Line X-North, at or near the Porterville Compressor Station in the Town of Elma, Erie County, N.Y.; an approxi-mately 5,000 horsepower compression addition at Supply's existing Porterville Compressor Station; and an intercon-nection with Tennessee Gas Pipeline's 200 Line in the Town of Wales, Erie County, N.Y. The project will also include Empire’s construction of a 24-inch pipeline segment of ap-proximately 4 miles, replacing 3.3 miles of existing 16-inch Supply pipeline and 0.7 miles of existing Empire pipeline in the Towns of Wheatfield and Pendleton, Niagara County, N.Y.; a new, approximately 22,000 horsepower compres-sor station in the Town of Pendleton, Niagara County, N.Y.; and a new natural gas dehydration facility in the Town of

Wheatfield, Niagara County, N.Y. The project awaits final FERC approval.

Natural Gas Pipeline Company of America has filed an application with the FERC seeking approval to construct its proposed Gulf Coast Southbound Expansion Project. Natural proposes to construct and operate a new compres-sor station, identified as Compressor Station 394 (CS 394), and a new approximately 4,000-foot-long, 30-inch-diame-ter lateral, with connections to Natural's existing Gulf Coast Line and A/G Line in Cass County, Texas. Natural is also requesting authorization from the FERC to abandon two compressor units at its Compressor Station 301 (CS 301) located in Wharton County, Texas. FERC is preparing an Environmental Assessment for the project. Pending regu-latory approvals, the project is expected to be placed into service in October 2018.

Northern also proposes to install and operate an additional 15,900 horsepower compressor unit at an existing compressor station in Rice County, Min-nesota. Short segments of pipeline will be removed to ac-commodate compressor station tie-ins. The total cost of the project is $44,068,126.

Paulsboro Natural Gas Pipeline Company, LLC has an application before the FERC seeking approval for the Dela-ware River Pipeline Relocation Project. Paulsboro pro-poses to abandon about 2.4 miles of 6- and 8-inch-diameter natural gas pipeline extending across the Delaware River between Delaware County, Pennsylvania and Gloucester County, New Jersey. Paulsboro would replace the aban-doned pipeline with 2.6 miles of 12- and 24-inch-diameter pipeline installed under the Delaware River using the hori-zontal directional drill method. The purpose of the project is to facilitate the United States Army Corps of Engineers’ dredging activities for the Delaware River Main Channel Deepening Project (45-Foot Project). The project would in-crease natural gas transportation capacity from 38 million standard cubic feet per day (MMScf/d) to 57.7 MMScf/d to

the sole customer served by the pipeline, Paulsboro Refin-ing Company, LLC. FERC is expected to issue a final proj-ect decision on October 16, 2016.

The staff of the FERC has prepared a favorable and condi-tional Final Environmental Impact Statement for the Rover Pipeline, Panhandle Backhaul, and Trunkline Backhaul Projects. The Rover Pipeline Project would include approx-imately 510.3 miles of new 24- to 42-inch-diameter natural gas pipeline in Michigan, Ohio, Pennsylvania, and West Virginia, and appurtenant facilities that include 10 compres-sor stations, 21 meter stations, 6 tie-ins, 11 pig launcher and receiver facilities, and 78 mainline valves. The Pan-handle and Trunkline Backhaul Projects include upgrades and modifications to allow for bi-directional flow of natural gas on their existing pipeline systems. Modifications along the Panhandle system would occur at existing facilities in Michigan, Indiana, and Illinois. Likewise, modifications and upgrades to the Trunkline system would occur at existing facilities in Illinois, Tennessee, and Mississippi.

of new build 24-inch-diameter steel pipeline originating at an interconnection with the Rockies Express Pipeline LLC pipeline in Scott County, Illinois, extending down through Greene and Jersey Counties in Illinois before crossing the Mississippi River and extending east in St. Charles County, Missouri until crossing the Missouri river and tying into an existing 20-inch-diameter steel transmission pipeline in St. Louis County, Missouri that is currently owned and oper-ated by LGC. As part of the proposed project and subject to LGC’s receipt of approval from the Missouri Public Service Commission, Spire plans to purchase Line 880 from LGC and modify approximately nine miles of existing 20-inch-diameter steel natural gas pipeline located in St. Louis County, Missouri that will connect the new build part of the project to the Enable Mississippi River Transmission, LLC pipeline along the western bank of the Mississippi river in St. Louis County, Missouri. The total length of the entire project will be approximately 70 miles. If the project moves forward, it is expected construction could begin in February 2018 with a tentative in-service date of November 2018.

Tennessee Gas Pipeline Company has received a No-tice of Environmental Assessment Review from the FERC for the Southwest Louisiana Supply Project. Tennes-see Gas proposes to construct approximately 2.4 miles of

30-inch-diameter pipeline lateral in Madison Parish, Louisi-ana; approximately 1.4 miles of 30-inch-diameter pipeline lateral in Richland and Franklin Parishes, Louisiana; five meter stations to allow Tennessee to receive gas on its ex-isting 800 Line from five interconnecting pipelines; one new compressor station in Franklin Parish, Louisiana; and to re-place a turbine engine at an existing compressor station in Rapides Parish, Louisiana. A final FERC project decision is slated for December 28, 2016.

Tennessee Gas Pipeline Company, L.L.C. has submit-ted an application to the FERC for its proposed Lone Star Project. The Lone Star Project includes the construction, and operation of the following facilities in the state of Texas: (1) construction of a new 10,915 horsepower (hp) compres-sor station 3A to be located in San Patricio County, Texas; and (2) construction of a new 10,500 hp compressor station 11A to be located in Jackson County, Texas. The proposed facilities will be located on Tennessee’s 100 Line, between Tennessee’s existing Compressor Station 1 and Com-pressor Station 17, in San Patricio and Jackson counties, Texas. Tennessee states that the facilities will provide firm transportation service of up to 300,000 dekatherms per day to Corpus Christi Liquefaction, LLC. Texas Eastern Transmission, LP has an application be-fore the FERC seeking approval for its proposed Marshall County Mine Panel 17W Project. Texas Eastern proposes to excavate and elevate sections of four natural gas trans-mission pipelines Lines 10, 15, 25, and 30 to monitor po-tential strains on the pipeline sections due to anticipated longwall mining activities of Marshall Coal in Marshall County, West Virginia. Prior to elevation, portions of two of the lines, Lines 10 and 15, will be replaced with new pipe to accommodate a minimum of a Class 2 design. To minimize impacts to wetlands, all but two, approximately 140 and 85-foot sections of Lines 10 and 15 will be removed during the elevation and replacement work. Texas Eastern will also perform maintenance activities on sections of Lines 25 and 30. The four mainline sections will be returned to natural gas service while remaining elevated using sandbags and skids until the longwall mining activities have been com-pleted. Once the mining activities have been completed, the two sections of Lines 10 and 15 located within wetlands will be removed and the four elevated pipeline sections

will be reinstalled belowground, hydrostatically tested, and placed back into service. The project is expected to be completed and all pipeline segments returned to service by September 1, 2018.

The staff of the FERC will prepare an environmental impact statement (EIS) that will discuss the environmental impacts of the Northeast Supply Enhancement Project (NESE) in-volving construction and operation of facilities by Transcon-tinental Gas Pipe Line Company, LLC in Lancaster County, Pennsylvania; Somerset and Middlesex Counties, New Jer-sey; and in State of New Jersey and State of New York ma-rine waters in Raritan Bay and Lower New York Bay. Transco plans to expand its existing interstate natural gas transmis-sion system in Pennsylvania, New Jersey, and New York. The NESE Project would provide about 400 million standard cubic feet of natural gas per day to National Grid for ser-vice to National Grid’s domestic and commercial customers. According to Transco, its project would ensure adequate natural gas supply to support demand growth, provide natu-ral gas supply diversification and reliability, and improve air quality as a result of conversion from heating oil systems to natural gas. Transcontinental Gas Pipe Line Company, LLC has re-ceived approval from the FERC for the Virginia Southside Expansion Project II, which is intended to provide 250,000 dekatherms per day (Dth/day) of incremental firm transpor-tation service for Virginia Power Services Energy Corpora-tion, Inc. Transco proposes the construction and operation of the following new facilities and modifications to existing

facilities: the Greensville Lateral, consisting of approxi-mately 4.19 miles of 24-inchdiameter pipeline extending from milepost 5.2 on Transco’s existing Brunswick Lateral in Brunswick County, Virginia, to VEPCO’s proposed pow-er plant in Greensville County, Virginia; one 25,000 horse-power electric-driven compressor unit at Transco’s existing Compressor Station 185 in Prince William County, Virginia; two 10,915 hp gas-driven compressor units, three bays of cooling equipment, and the re-wheeling of two existing com-pressor units at Transco’s existing Compressor Station 166 in Pittsylvania County, Virginia; a new delivery meter station and gas heaters at the terminus of the Greenville Lateral at VEPCO’s Greensville power plant; modifications to odoriza-tion/deodorization facilities at Transco’s Compressor Station 140 in Spartanburg County, South Carolina, and to valve settings and meter stations between Compressor Station 140 and Transco’s Tryon Lateral and on Transco’s mainline in North Carolina and South Carolina; and various related appurtenances underground facilities and aboveground fa-cilities such as valves and valve operators, launchers, and receivers. Transco estimates that the project will cost ap-proximately $190.8 million. Construction is slated to begin in January 2017.

Transcontinental Gas Pipe Line Company, LLC is pro-posing the Gulf Connector project. The Gulf Connector Expansion Project is a 475,000 dekatherm per day expan-sion of the Transco pipeline system in Texas and Louisiana to connect U.S. natural gas supplies with global liquefied natural gas (LNG) markets. Constructed in two phases, Gulf Connector will deliver natural gas to feed two liquefied natural gas export terminals in Texas — one located on the northern coast of Corpus Christi Bay in the first quarter of 2019, and another located on the coast of Freeport Bay in the third quarter of 2018. Both liquefaction facilities are currently under construction. The Gulf Connector project involves adding compression and making the natural gas flow bi-directional on a portion of the Transco system be-tween Louisiana and south Texas. It will include the instal-lation of: a new 7,800 hp compressor station (Compressor Station 17) in San Patricio County, Texas; a new 21,600 hp compressor station (Compressor Station 23) in Victoria

County, Texas; a new 1,500 hp compressor station (Com-pressor Station 32) in Wharton County, Texas; piping and valve modifications on Transco’s mainline at existing facili-ties in Wharton and Hardin Counties, respectively, to allow for bi-directional flow; the addition of one new interconnect with Corpus Christi LNG to be installed in San Patricio County, Texas adjacent to the new proposed Compressor Station 17; and the use of Decommissioned Compressor Station 20 in Refugio County, Texas as a construction stor-age yard. If approvals are in place, the job is expected to begin construction in the 3rd quarter of 2017.

WBI Energy, the pipeline and midstream subsidiary of MDU Resources Group, will move forward with construction of its Valley Expansion Pipeline Project in eastern North Dakota and western Minnesota. WBI Energy has secured the capacity commitments needed for the 38-mile, 16-inch natural gas pipeline that will connect WBI Energy's existing

system near Mapleton, North Dakota, with the Viking Gas Transmission Company pipe-line near Felton, Minnesota. Survey work has begun on the route and construction is expected to start in early 2018. A pre-filing request has been submitted to the FERC for the project.

TransCanada Corporation that the Govern-ment of Canada has approved the company's $1.3 billion 2017 NGTL System Expansion Project, which will provide important addi-tional capacity to meet the needs of natural gas shippers. The expansion project includes five new pipeline sections totaling 230 kilo-meters and the addition of two compression facilities. The first facilities are expected to be ready for service in the second quarter of 2017, with the entire project expected to be completed by the second quarter of 2018. The project will require the purchase of $1.2 billion in Canadian goods and services, in-cluding approximately $800 million in labour income during construction. TransCanada has engaged in extensive consultation with Indigenous communities, working with 55 communities in the project area. TransCana-da will continue to engage Indigenous com-munities and landowners throughout the life cycle of the project. Today the NGTL System gathers approximately 75 per cent of WCSB production. It provides shippers with signifi-cant options to transport WCSB natural gas to growing markets in North America. So far in 2016, NGTL's average transported vol-ume is approximately 11.3 billion cubic feet per day (Bcf/d), compared to the 2015 aver-

Sawyer Manufacturing is now officially certified by the American Society of Mechanical Engineers (ASME) and the National Board Inspection Code (NBIC) with R Stamp and U Stamp certifications. These certifications declare that Sawyer is capable of meeting ASME and NBIC standards for the fabrication, repair, and alteration of boilers, pressure vessels, and other pressure retaining items. The ASME “U” stamp certifies Sawyer’s capabilities with new construction and fabrication, while the NBIC “R” stamp refers to repairs and alterations.

Contract Reaffirms Rover Pipelines’ Commitment to Purchase Local Goods and Services for the $4.2 Billion Pipeline

Rover Pipeline LLC, a subsidiary of Dallas-based Energy Transfer Partners and Mount Vernon, Ohio-based Ariel Corporation announced that Ariel has been awarded the contract to supply 39 natural gas compressors to the Rover Pipeline. The total cost of the contract is estimated at more than $34 million.

Rover Pipeline is a natural gas pipeline that will transport domestically produced natural gas from multiple process-ing facilities in Northeast Ohio, West Virginia and Pennsyl-vania to multiple markets in the central United States in-cluding Ohio and Michigan. The pipeline also will facilitate natural gas deliveries to markets in the Northeast, Great Lakes and Gulf Coast regions of the United States as well as to Canadian Provinces. The $4.2 billion pipeline is de-signed to transport up to 3.25 billion cubic feet of natural gas through 36” and 42” diameter pipeline.

“Energy Transfer has a ‘buy American’ mentality,” said Joey Mahmoud, senior vice president, Energy Transfer Partners and project executive for Rover Pipeline. “We are proud to announce this contract with Ariel as they have been an integral part of the Ohio business community for nearly 50 years. Their deep Ohio ties are especially important to us as more than 200 miles of our proposed route passes through Ohio.

“We are looking forward to becoming an integral part of the Ohio business and civic communities as well through the anticipated 6,500 construction jobs we will be bringing to the state and the 30-40 permanent jobs associated with the Ohio section of our Rover Pipeline.”

Rover Pipeline purchased a combination of Caterpillar natural gas engines and Ariel compressors providing in ex-cess of 211,000 horsepower at nine compressor stations along its proposed 711-mile route.

HEARD ON THE LINE Bronc McMullenNominated to the "National Pipeliners Hall of Fame"

Bronc McMullen began his career in the pipeline industry during the summer of 1966 at the age of 14. On his first job, for Associated Pipeline, he worked in the rock ditch. Before that summer was over, he had started swamp-ing on a bulldozer for his father, Sailor. That summer, he worked in TN, OH, PA, and eventually finished out the year working for Bechtel in Waterloo, NY.

The following year Bronc hired out to Latex Pipeline Company and stayed with them until his father retired from pipelining in 1972. Afterwards, he ran a dozer and drove a low-boy for Chief Forbes with Curran & Co., and since, he has worked for almost every major contractor in the in-dustry. His pipeline career has carried him to almost every state in the lower 48 and to many other countries around the globe. Bronc has performed almost every type of job on the pipeline except for welder/welder's helper. He has also on numerous occasions worked as Spreadman, Asst. Spreadman, Chief Inspector and as a R.O.W. consultant.

Bronc and his beautiful wife, Judy were married at Pine Grove Baptist church in Ashland, MS on April, 17th 1976. They spent their honeymoon in a Peterbuilt truck as he worked for Associated Pipeline in New Iberia, LA. Bronc and Judy have two sons, Dave and Shane. Dave has a 15 year old daughter named Jewel. Shane and his wife Jennifer have a 2 year old, Josephine.

Judy said, “When I married Bronc, it opened a whole new world of possibilities for me that I have really enjoyed. I have met so many wonderful people in the pipeline world that I now call family.”

in livestock stockyards. He was a member of Bethes-da United Methodist Church. Mr. Sanders is survived by his son, David Henry Brewer of Crystal Springs; daughters, Mandy Lynn White of Hazlehurst, Pamela Dawn Pearson of Laurel and Bobbi Michele Sand-ers of Wesson; mother, Van Fairchild of Hazlehurst; brothers, Mickey Ray Sanders of Wesson and Robin Dale Sanders of Hazlehurst; sister, Mary Lou Jones of Hazlehurst; 8 grandchildren; numerous nieces and nephews.

Donald Gene Burr, age 76, died in Little Rock, Arkansas on Wednes-day, October 12, 2016. He was born October 12, 1940 in Madisonville, Texas to Elsie Jean Goodrum Burr and C.W. “Buddy” Burr. He is pre-ceded in death by his loving wife Wilna J. Sullivan Burr. Surviving

siblings are Jimmy Burr and wife Kay, Almera Mc-Coslin, Dwight Burr and wife Gloria, Nancy McDon-ald and husband George and Cynthia Stretz and husband Larry. Donald’s first love was riding horses and working on a ranch. He grew up working cattle on Big 4 Ranch with his Dad and brothers. They have many fond memories of riding horses, spend-ing time with his friends, cutting up and pulling she-nanigans on one another. The stories never end, one could write a book. Donald, aka “Zero”, was an icon in the field of oil and gas, traveling to many countries and all over the United States. His work ethics were evident in his long standing career and how well he was known throughout the industry. He was the last of a dying breed. He is survived by his children Debbie Williams and husband James, Don-na Jean Moore and husband Don, and Laura Glass and husband Jim. Donald “Daddy”, “Granddaddy” and “Grand Pa” will be deeply missed by his grand-children and great-grandchildren. His grandchildren include Kimberlee Williams Santibanez and hus-band Saul, Heather Williams Penick and husband Nick, Sara Moore and fiancé James Lynaugh, Kallie Moore, Lisa Mott and husband Chris, Tim Glass and wife Tish, LaDawna Risseeuw, Isaac Risseeuw and wife Amy, and Billy Risseeuw and wife Cassi. Also included are his 18 great-grandchildren and 5 great-great grandchildren. Other surviving family mem-bers include a host of nieces, nephews and cousins.

Jared Scott Lippe, 23, of Wade, MS passed away on Sunday, October 30, 2016 in Hurley, MS. Jared was born on November 8, 1992 in Ocean Springs, MS. He was an avid out-doorsman, who enjoyed hunting and fishing. He had a passion for cars and loved to live life to the fullest. He

enjoyed his pipelining career and loved all his work family who he met along the way. He will be remem-bered for being a man with a big heart and for the love he had for his family, especially his little boy Drayke. Jared was preceded in death by his grand-parents, Pat Martin, Les and Cay Lippe and Mariam Arnett. He is survived by his parents, Mark and Tara Lippe; his son, Drayke Scott Lippe; Kyrstin Lynn; sis-ters, Cathy McNease and Chrystal (Pierre) Zohner; brother-in-law, Lane McNease; nieces and nephew, Maggie Claire McNease and Chloe and Brayden Zohner; grandfather, George Martin; aunts and un-cles, Tommy Brooks, Steve Kirkland, Callie (Ray) Laurent, Lisa (Frank Darden) Walker, Bill (Terry) Martin, Rick (Cathy) Martin, Steve (Debbie) Lippe, and Debbie Hewett; along with numerous cousins, other family members and friends.

Delbert Poe, age 92 of Hempstead, Texas passed away on Friday, No-vember 4, 2016. He is preceded in death by the love of his life, his wife, Patsy Poe; and survived by his daughter Cynthia Pierce and hus-band Dan; brother, Alton Poe and wife Annetta; sister, Alice Poe; grand-

daughter, Summer and husband Dr. Andrew Russo; grandson, Matthew Skinner and wife Charlotte; great granddaughter, Lily Cate Skinner. Mr. Poe was born April 8, 1924 on a cattle ranch in Gunsight, Texas. He served his country with honor as a US Marine during WWII. Working as a pipeliner, he and Patsy traveled extensively across the United States. All of his adult life, he proudly served his community as both a Mason and Shriner. With his true spirit of gen-erosity, he taught many local children to fish at Poe's Catfish Ranch, a venture he and Patsy enjoyed in their twilight years.

Delbert Babbitt, 74, of Farmington, NM died Nov. 10, 2016, at Mercy Regional Medical Center in Durango, Colo. Delbert was born July 9, 1942, to Opal and Jack Babbitt, and he grew up in Greeley, Colo. Del-bert enjoyed his many years working as a foreman on a variety of gas and oil pipelines throughout the U.S. He was an avid fisherman, who will be missed by his family and friends. Delbert was preceded in death by his parents; son, Jeff; and sister, Verla. He is survived by his wife of 31 years, Delma Babbitt; three sons, Steve of North Dakota, Jack of Greeley, and Shawn of Texas; step-son Gary Smouse of Do-lores; step-daughter, Shanda King of Cortez; sister, Betty Dinkel of Westminster;12 grandchildren; and four great-grandchildren.

Robert Alan "Rags" Gros, age 52, passed away on July 9, 2016 in a lo-cal hospital. "Rags" was a lifetime resident of Carlyss. He graduated from Sulphur High School in 1981, and was a member of Pipeliners Local Union 798. "Rags" enjoyed cooking, hunting, fishing, and loved

being outdoors. Most of all he loved his family. Sur-vivors include his father, Wallace Gros of Carlyss; daughters, Tasha Gros Richard and husband, Justin and Danika Ann Gros both of Carlyss; four grandchil-dren, Kailey, Baylor, and Blayne Richard, and Hunter Doty; four siblings, Randy Gros and wife, Kat, Wal-ly Gros and wife, Pat both of Sulphur; Lucille Gros Dronet and husband, Johnny and Donna Gros both of Carlyss; a sister-in-law, Sally Schrumpf and hus-band, Charlie of Sulphur; and numerous nieces and nephews. He is preceded in death by his mother, Bil-lie Ruth Gros, and one brother, Greg Gros.

Stanley F. Bieri, of Evart, passed away October 27, 2016 at Spectrum Health Butterworth Hospital in Grand Rapids. He was 88. Mr. Bieri was born July 18, 1928 in Osceola Town-ship, Osceola County, Michigan to John Q. and Gladys (Head) Bieri. He graduated from Hersey High School

in 1946 and went on to proudly serve in the U.S. Army as a M.P. during the Korean War. Stanley mar-ried Harriet E. Wheatcraft on July 3, 1951 in Man-sfield, Ohio. He was a lifelong Evart area resident. Mr. Bieri worked in many states welding for various pipeline companies for 42 years, retiring in 1990.

He was a member of Pipeliner’s Union 798. Stanley enjoyed farming, making maple syrup, cutting wood, camping, fishing, but his favorite activity was spend-ing time with his grandchildren. Stanley is survived by his wife of 65 years, Harriet E. Bieri of Evart; his two daughters, Susanne Bieri of Evart, Kathleen Bieri of Buckley; his son, Michael (Seraphim) Bieri of Evart; seven grandsons, John (Ashley) Bieri of Ev-art, Will Bieri of Evart, Shane Douglas of Evart, Ryan Douglas of Evart, Travis Douglas of Evart, Ian Bieri-Brintnall of Buckley, Jacob Bieri-Brintnall of Buckley; and five great grandchildren, Madelyn, Blake, Jayde, Jaylee, and Ava. Mr. Bieri was preceded in death by his parents; two sisters; Irene Fairchild and Connie VanOrder; and four brothers, Beauford, Alex, Philip, and Paul Bieri.

Honoring the wishes of Robert Howell, 90 years of age, who passed away on Thursday, November 10, 2016 at Clyde Cosper Veterans Home in Bonham, Texas. Robert was born on October 4, 1926 in Floyd County Texas, south of Lubbock to Lewis and Alie (Cummings) Howell. His is

preceded in death by his wife of 31 years, Nadene Howell; son, Robert Howell Jr.; two brothers, Jack and Lawrence Howell; two sisters, Gladys Sheridan and Dorothy Brown. He is survived by his daughter, Wanda Grace Howell; step daughter, Billie Binz and husband Bob of Cedar Hill; grandchildren, Lisa Mon-goven and husband Tom of Flower Mound, Darren Binz and wife Cathryn of Allen; five grandchildren; Brynne, Travis, Courtney, Jaxie, Trina, other survi-vors include, Sandy and Alton Steeleman, Grady Cummings, Dan Howell, Jeff Howell, Lewis Wayne Sheridan and wife Doris, and Amy Alaniz and hus-band Jim. Robert graduated from Ector High School in 1945 and immediately joined the United States Army and was honorably discharged in November 1946. During his lifetime he worked throughout the U.S. with various construction companies in the pipeline construction until his retirement in 1990. He enjoyed hunting, fishing, cooking, canning, his pets, and family get togethers.

Bobby Joe Sanders, 59, passed away November 20, 2016 at Hardy Wilson Memorial Hospital. Mr. Sanders, a native of Wesson, had lived his entire life in Copiah County. He worked in the pipeline con-struction business all of his career and also worked
