9.9 Village of Fonda
This section presents the jurisdictional annex for the Village of Fonda.

9.9.2 Municipal Profile
This section provides a summary of the community.
Population
According to the U.S. Census, the 2010 population for the Village of Fonda was 795 with the population of
119 for those over age 65. That is 15.0 percent of the population over age 65.
Location
The Village of Fonda is located in the northern central portion of Montgomery County within the Town of
Mohawk. It shares its boundaries with the Town of Mohawk to the northeast and west and the Village of
Fultonville to the south.
Brief History
Douw Fonda, considered to be the founder of the village, originally known as Caughnawaga, settled in Fonda
in about 1750. The village itself extended from the old stone church and parsonage to Douw Fonda’s trading
post near the river within the circle of the present race track. The east end of the village is still to this day often
referred to as Caughnawaga. Its name in the Iroquois language is “Kanawake” and means “above the rapids.”
One of Douw Fonda’s three sons, Jelles (or Giles), born in 1727 was an extensive landholder and trader in the
village and during the Revolutionary War he served as a major in the Tryon County Militia. His home was
burned with others during the raid on Caughnawaga. In 1836, Fonda became the county seat as a result of its
geographical location in the center of the county, growth in population and construction of the Utica and
Schenectady railroad. The Village of Fonda was incorporated in 1850. The only industry in the village now is
Kasson and Keller, manufacturer of aluminum products.
Governing Body Format
The Village of Fonda is the seat of Montgomery County. The Village is governed by the Mayor and Board
comprised of four Trustees. This governing body will be responsible for the adoption and implementation of
this plan.

Growth/Development Trends
The following table summarizes major residential/commercial development and major infrastructure
development that are identified for the next five years in the Village. Refer to the map in section 9.9.8 of this
annex which illustrates the hazard areas along with the location of potential new development.
In general no major residential development is expected, however a possible healthcare facility is under
consideration but will not be located in a flood hazard area.
9.9.3 Natural Hazard Event History Specific to the Municipality
Montgomery County has a history of natural and non-natural hazard events as detailed in Volume I, Section
5.0 of this plan. A summary of historical events is provided in each of the hazard profiles and includes a
chronology of events that have affected the County and its municipalities. The table below presents a
summary of natural events that have occurred to indicate the range and impact of natural hazard events in the
community. Information regarding specific damages is included if available based on reference material or
local sources.

Other Vulnerabilities Identified by Municipality
The following section describes vulnerabilities that impact the Village:
Severe Storm
The community has seen an increase in severe storms over the past few years.
Severe Winter Storm
Ice storms have increased in severity and damage over the past few years.
Life Safety
Hurricanes Irene and Lee required the community to establish a shelter at the Fonda-Fultonville Central
School. An evacuation took place in the Park Street area and the Fonda Fairgrounds. At the time of the
storms, the Fair was about to begin. It is important facilities like the Fonda-Fultonville Central School remain
safe during storms to be able to operate as a shelter for the community.
Infrastructure
Hurricanes Irene and Lee caused substantial damage to the sewer plant and both the County and Village DPW
buildings. To ensure continuity of services, these buildings and its associated infrastructure must be protected
from storm damage.
Flood
The community has seen an increase in floods over the past few years. The Park Street area remains vulnerable
to flooding. The road was closed during Hurricanes Irene and Lee forcing County Offices, Village Offices,
Fonda Fairgrounds, the wastewater treatment plant, Browns Bus, Dairy Isle, Prime Sign, A Cut Above, and the
County and Village DPWs to close. Due to the flooding threat present at 16 Park Street, the property was
elevated in support of the community mitigation strategy to support the protection of hazard-prone areas. The
community has also looked into raising the level of Marble Road due to flooding. A creek running through the
Village known as “Broadway Creek” is a source of flooding. The Broadway Creek passes under the Midway
Alley Bridge and then under State Highway 5 (Main Street) and the CSX Railroad, eventually discharging into
the Cayadatta Creek. The Creek starts up in the fields of the Town of Mohawk and then flows down into the
Village near Court Street. Running behind several residences off Broadway, the creek enters an underground
tunnel near 36 Broadway. After this area, it continues underground beneath private properties, including the
St. Cecilia’s Roman Catholic Church. Ice jams also pose a flooding threat to the community.
However, based on community input the facilities identified as being located in the extreme hazard zone, have
not experienced historic flooding, These include Kason Keller, Inc., Fonda Post Office, Fonda Fire Station
(now ambulance, Village of Fonda Municipal Building, Route 30A Bridge, CSX Transportation maintenance
station, National Grid Substation Fonda,

Community Classifications
The classifications listed below relate to the community’s ability to provide effective services to lessen its
vulnerability to the hazards identified. These classifications can be viewed as a gauge of the community’s
capabilities in all phases of emergency management (preparedness, response, recovery, and mitigation) and are
used as an underwriting parameter for determining the costs of various forms of insurance. The Community
Rating Systems (CRS) class applies to flood insurance while the Building Code Effectiveness Grading
Schedule (BCEGS) and Public Protection classifications apply to standard property insurance. CRS
classifications range on a scale of 1 to 10 with class 1 being the best possible classification, and class 10
representing no classification benefit. Firewise classifications include a higher classification when the subject
property is located beyond 1,000 feet of a creditable fire hydrant and is within five road miles of a recognized
Fire Station.

Flood Vulnerability Summary
The Village maintains lists/inventories of properties that have been damaged by floods. During Sandy and
other recent events, there were no structures damaged. The Village did not have any buildings substantially
damaged during these events. There was one property interested in mitigation, 16 Park Street, which was
elevated. Funding sources for this elevation was provided by HMGP.

Resources
The Village FPA is the sole person assuming the responsibilities of floodplain administration within the
community. The Village currently does not provide any education or outreach to the community regarding
flood hazards/risk or flood risk reduction. The FPA indicated that there are barriers to running an effective
floodplain management program that includes lack of funding and staff and he does not feel adequately
supported to fulfill his responsibilities as the FPA. The FPA wound consider attending continuing education
and/or certification training on floodplain management if offered.
Compliance History
The Village is currently in good standing with the NFIP; however, it is unknown when the last compliance
audit was conducted.
Regulatory
The Village's floodplain management regulations/ordinances meet the minimum requirements set by FEMA
and New York State. The Village does not have other ordinances, plans or programs that support floodplain
management.
Integration of Hazard Mitigation into Existing and Future Planning Mechanisms
It is the intention of the Village of Fonda to incorporate hazard mitigation planning and natural hazard risk
reduction as an integral component of ongoing municipal operations. The following textual summary
identifies relevant planning mechanisms and programs that have been/will be incorporated into municipal
procedures, which may include former mitigation initiatives that have become continuous/on-going programs
now considered mitigation “capabilities:”
Hazard Mitigation – The Village actively supports this Hazard Mitigation Plan by implementing,
monitoring, and updating its implementation as defined in Section 7.0 of this plan. County-wide
initiatives identified in the County annex are also supported throughout the life cycle of the plan.
Floodplain Management – The Village continues to pursue its options of membership in the CRS
program. Efforts have been made as well to ensure compliance with, and good standing in, the NFIP.
Village officials continue to educate themselves on floodplain management issues and pursue training
opportunities available. Flood hazard risk remains a consideration during the planning, design, and
engineering of waterfront development under the Local Waterfront Revitalization Program (LWRP).
Building Code, Ordinances, and Enforcement – The Village is continuing to incorporate hazard
information and recommendations from this Hazard Mitigation Plan into pending updates and
revisions to be made to Zoning, Subdivision, and Site Plan Review ordinances.
Emergency Response Plan – The Village continues to develop, enhance, and implement existing
emergency plans. There is currently an emergency response plan for the Village. Having this plan
affords the Village the opportunity to outline in detail the functions and responsibilities of each
department during a large scale natural or man-made emergency, so that response to emergencies
lessens the severity of a disaster on property and the population. This plan includes many pre-event
actions that both mitigate disaster losses and directly supports recovery efforts.

9.9.6 Mitigation Strategy and Prioritization
This section discusses past mitigations actions and status, describes proposed hazard mitigation initiatives, and
prioritization.
Past Mitigation Initiative Status
The following table indicates progress on the community’s mitigation strategy identified in the 2008 Plan.
Actions that are carried forward as part of this plan update are included in the following subsection in its own
table with prioritization. Previous actions that are now on-going programs and capabilities are indicated as
such in the following table and may also be found under ‘Capability Assessment’ presented previously in this
annex.

Completed Mitigation Initiatives not Identified in the Previous Mitigation Strategy
In support of the mitigation initiative focusing on protection hazard-prone properties, the homes located at 16
and 21 Park Street were elevated.
The Fonda-Fultonville waste water treatment plant had experienced flood damages from the Irene Lee 2011
events including water in the basement of the facility and isolation due to inundated road. In 2015, a sump
pump/one way check valve was installed to prevent water infiltration in basement due to backflow from the
pump station.
Proposed Hazard Mitigation Initiatives for the Plan Update
The community identified mitigation initiatives they would like to pursue in the future. Some of these
initiatives may be previous actions carried forward for this plan update. These initiatives are dependent upon
available funding (grants and local match availability) and may be modified or omitted at any time based on
the occurrence of new hazard events and changes in the Village’s priorities. Table 9.9-11 identifies the Village
of Fonda’s updated local mitigation strategy.
As discussed in Section 6, 14 evaluation/prioritization criteria are used to complete the prioritization of
mitigation initiatives. For each new mitigation action, a numeric rank is assigned (-1, 0, or 1) for each of the
14 evaluation criteria to assist with prioritizing actions as ‘High,’ ‘Medium,’ or ‘Low.’ The table below
summarizes the evaluation of each mitigation initiative, listed by Action Number.
Table 9.9-12 provides a summary of the prioritization of all proposed mitigation initiatives for the plan update.

Hazard area extent and location maps have been generated for the Village of Fonda that illustrate the probable

generated for those hazards that can be clearly identified using mapping techniques and technologies, and for
which the Village of Fonda has significant exposure. These maps are illustrated in the hazard profiles within
