Happy Anniversary to all! This year PMAA will celebrate 75 years of service to municipal authorities across the Commonwealth. Since 1942, generations of community leaders have provided guidance to the Association through the decades, meeting challenges with the collective voice of more than 700 municipal authorities. Join us in Hershey, September 10 – 13, for the 75th diamond year anniversary of PMAA’s 2017 Annual Conference & Trade Show.

PMAA’s conference is a unique gathering of authority board members, managers, engineers and consultants, the largest con-ference of its kind in Pennsylvania and educational offerings are designed specifically for each interest. Presentations address administrative, legal, finance, wastewater and water issues and provide valuable information from experts and decision-mak-ers on topical issues. As part of the conference, there are PA Department of Environmental Protection approved courses for operators; continuing legal education approved solicitor’s tracks; and sessions for engineers requiring professional develop-ment hours. Accreditation hours are noted in the schedule of educational sessions. Be on the lookout soon for more specifics regarding our Operator and Solicitor Day program tracks.

Many new elements have been added to this year’s event:• Sunday night Welcome Reception with the exhibitors in the Trade Show Hall;• Keynote Speaker: Dr. Charles Kupfer – taking us back in time to 1942 in Pennsylvania;• Professional Luncheons and presentations for authority board members, managers, engineers, fiscal administrators

and solicitors;• A very special 75th Anniversary Banquet celebration this year which will take place on Monday evening;• General Session (all attendees) including authority ownership, DEP overview and the ever popular “Tell It to the Judge.”

The traditional breakout sessions, dedicated trade show hours and an entertaining slate of activities for spouses round out a comprehensive program with education and fun planned for everyone. We welcome everyone to Hershey.

Cancellation Policy Full amount of conference registration or fees for ticketed events will be refunded if a written can-cellation notice is received by PMAA no later than Tuesday, August 1, 2017. After this date, a $50.00 charge will be assessed to cover handling costs on registration cancellations and a 10% charge will be applied to ticketed function cancellations. Refunds will be issued after the conference. If registration is paid via credit card, refunds will be credited immediately back to the card used for payment. K e y n o t e S p e a k e rDr. Charles Kupfer, PhD1940’s Pennsylvania Dr. Charles Kupfer is an Associate Professor of American Studies and History at Penn State University. A graduate of Sidwell Friends, Johns Hopkins and Oxford, Dr. Kupfer earned his PhD from the University of Texas in 1998. He will tell the story of 1942-43 Pennsylvania—the towns, people, businesses and culture.

The two-proposed combined heat andpower system technologies evaluated for the project will be described and actual data in terms of electrical and thermal energyproduction and financial performance will be provided.

Food is Fuel: Virginia’s Organics Co-Digestion FacilityDennis Clough, Energy Systems Group Hear an overview of the project scope, startup process, challengesand operating results for the Frederick-Winchester Service Authority’s Green Energy Facility, which is one of the first facilities in the United States to add anaerobic digestion – sized and designed from inception - for high strength organic waste codigestion.

Heat Recovery from Biosolids Dryer to Reduce Costs at Lancaster Area Sewer Authority (LASA)Jeffrey S. Culton, Buchart-Horn, Inc. Scott Fertich, Lancaster Area Sewer AuthorityAnticipating more stringent regulations, LASA proactively began a biosolids upgrade and improvements project which includes a biosolids dryer. The biosolids drying process produces a large amount of high temperature off gases that are normally vented to the atmosphere. Recently, dryer manufacturers have devel-oped methods of recovering the heat from these off gases. The use of a dryer recovery system provides substantial operating cost savings making drying a much more attractive option for the final treatment of biosolids.Moderator: Michael Schober, PE Columbia Municipal Authority/T&M Associates

The KVWPCA operates and maintains a wastewater treatment plant, interceptor sewers, eight pumping stations and associated force mains in multiple communities. The presenter will describe the various monitoring techniques used and the devices utilized to capture the necessary data to evaluate Kiski’s plant capacity.
