Along with the ballot format indicating the names of the candidates forMayor and Councilmember, this pamphlet contains information onProposition 408, a local measure submitted to the voters by the ChandlerCity Council. Proposition 408 asks voters for the continuation of the localalternative expenditure limitation (Home Rule) for Chandler for the nextfour years. This information is also available on the City of Chandler’s Webpage at http://www.chandleraz.gov/elections.

The Federal Voting Rights Act requires this pamphlet to be prepared inboth English and Spanish. One pamphlet has been mailed to eachhousehold containing a registered voter. Please make it available to allregistered voters in the household.

RESOLUTION NO. 5156

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OFCHANDLER, ARIZONA, RECOMMENDING THE CONTINUATIONOF THE LOCAL ALTERNATIVE EXPENDITURE LIMITATION - HOMERULE OPTION.

WHEREAS, the Arizona State Constitution permits the submission of alocal alternative expenditure limitation to the voters of a city or town; and

WHEREAS, the voters of the City of Chandler in 1982, 1986, 1990, 1994,1998, 2002, 2006, 2010 and again in 2014 adopted an alternative homerule expenditure control program. On May 18, 2010 the voters of the Cityof Chandler adopted the one-time override of the state-expenditurelimitation; and

WHEREAS, the City Council of Chandler, after two public hearings, hasdetermined that a continuation of the local alternative expenditurelimitation – home rule option is necessary for the City of Chandler.

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City ofChandler:

SECTION 1. That the following local alternative expenditure limitation– home rule option, be submitted to the qualified Chandler voters atthe Primary Election scheduled for August 28, 2018:

NOW, BE IT FURTHER RESOLVED by the Chandler City Council:

“The City Council of the City of Chandler shall annually, as part of theAnnual Budget, adopt an expenditure limitation to govern the City ofChandler budget for the fiscal year immediately following suchadoption. The Expenditure Limitation shall be adopted each year aftera Public Hearing at which the citizens of the City may comment on theproposed expenditure limitation. No expenditure may be made inviolation of such Budget, nor may any proposed expenditures be inexcess of estimated available revenues except that the City Councilmay, by three-fourths vote, declare an emergency and suspend theeffect for one fiscal year at a time. Established exclusions shall continueto apply.”

ALTERNATIVE EXPENDITURE LIMITATION(Home Rule Option)

SUMMARY ANALYSIS

The voters of the City of Chandler in 1982, 1986, 1990, 1994, 1998, 2002,2006, 2010 and again in 2014 adopted a local alternative expenditurelimitation-Home Rule Option. The purpose of this election is for thecontinued use of the Home Rule Option.

Pursuant to the Arizona State Constitution, the City of Chandler seeksvoter approval to adopt a Home Rule Option to apply to the City for thenext four years beginning in 2019-20. Under a Home Rule Option ifapproved by the voters, the City estimates it will be allowed to expendapproximately $569,511,658 in 2019-20, $541,356,501 in 2020-21,$543,432,400 in 2021-22, and $558,045,944 in 2022-23.

With approval of the Home Rule Option, the City will utilize the expenditureauthority for all local budgetary purposes within the General Government,Public Safety, and Public Works & Utilities Departments.

Under the state-imposed limitation, after considering the constitutionallyallowed exclusions, the City estimates it will be allowed to expendapproximately $450,001,679 in 2019-20, $435,139,638 in 2020-21,$444,102,667 in 2021-22, and $448,059,000 in 2022-23 for localgovernment operations.

The amount of revenue estimated to be available to fund the operation ofyour City government is approximately $569,511,658 in 2019-20,$541,356,501 in 2020-21, $543,432,400 in 2021-22, and $558,045,944 in2022-23. These revenue estimates are the same under the Home RuleOption or the state-imposed expenditure limitation. The City property taxshall be limited to the amount prescribed in the Arizona State Constitution.

Any and all dollar figures presented in this summary are estimates onlyand are based upon information available at the time of preparation of thisanalysis. The budget and actual expenditures in any of the four years maybe more or less than the expenditures noted above depending uponavailable revenue.

If no alternative expenditure limitation is approved, the state-imposedexpenditure limitation will apply to the City.

ARGUMENT “FOR” PROPOSITION 408

Official Position on Prop 408/Home Rule Option:

The Chandler Chamber of Commerce is an enthusiastic supporter of Prop408, the Home Rule Option. Chandler voters have wisely invoked HomeRule for local budgeting control nine consecutive times. This year shouldbe no different.

As Chandler maintains its leadership of economic development in theregion it is critical our elected officials are given the freedom to dictateour budget in a manner unique to our city. This voter-approved measureallows the city to maintain its level of quality services that our city hasbecome known for, and our constituents count on.

Allowing city officials the necessary flexibility to shift funds where andwhen they are needed isn’t possible without Home Rule (Prop 408). Thisrevenue would still be collected, however, our elected officials would beprevented from putting this money to essential functions such as police& fire, streets, parks, libraries and more. They would be forced to makedrastic cuts to critical services our community depends on and haverightfully come to expect.

As your elected representatives of the City of Chandler, we askyou to join us in voting “yes” on Proposition 408 - AlternativeExpenditure Limitation, Home Rule Option.

Since 1982, Chandler voters have reliably approved the City'suse of an alternative expenditure limit -- or “Home Rule Option.”This process is necessary so the revenues collected in the Citycan be used to fund critical services. Without this voter-approved authority, these revenues would still be collected.However, we could not spend them to provide core cityfunctions such as public safety, streets and parks maintenance,libraries and other critical services. The City would be forced tomake drastic cuts to service levels and our ability to meet thebasic needs of our citizens would be jeopardized.

Please know that the approval of this authority does not raiseexisting taxes or create new ones. It will not give the City theauthority to spend more than we collect in revenues. Actualexpenditures will continue to be subject to our public budgetingprocess and the City's conservative fiscal policies. This approvalsimply allows the City to spend the revenues we collect ratherthan being constrained by an outdated state-imposed formulabased on fiscal year 1979-80 expenditures.

VOTER IDENTIFICATION AT THE POLLS

Every qualified elector is required to show proof of identity at the pollingplace before receiving a ballot. CONSIDERANDO QUE, la Constitución del Estado de Arizona permite lasumisión de la alternativa local al límite de gastos a los electores de unaciudad o pueblo; y

ARGUMENTO “A FAVOR” DE LA PROPOSICIÓN 408

Postura Oficial Sobre la Proposición 408/Opción de Autogobierno:

La Cámara de Comercio de Chandler es una entusiasta partidaria de laProposición 408, la Opción de Autogobierno. Los votantes de Chandlersabiamente han invocado nueve veces consecutivas el Autogobierno afin de controlar el presupuesto local. Este año no debería ser diferente.

Mientras que Chandler mantiene su liderazgo de desarrollo económicoen la región, es crítico que se les provea a los funcionarios electos lalibertad de dictar nuestro presupuesto en una forma única para nuestraciudad. Esta medida aprobada por los votantes permite a la ciudadmantener su nivel de servicios de calidad, por los que nuestra ciudad hallegado a ser conocida y en los cuales cuentan nuestros constituyentes.

Permitir a los funcionarios de la ciudad la flexibilidad necesaria paradesplazar los fondos dónde y cuándo se necesiten no es posible sin elAutogobierno (Proposición 408). Estos ingresos aún serán recaudados,sin embargo, nuestros funcionarios no podrían asignar estos fondos afunciones esenciales tales como policía y bomberos, calles, parques,bibliotecas y más. Ellos se verían obligados a realizar cortes drásticos enservicios críticos en los cuales depende nuestra comunidad y a los quecon todo derecho ha llegado a esperar.

Estimados electores de Chandler:

Como sus representantes electos de la Ciudad de Chandler, les invitamospara que nos acompañen a votar “sí” a la Proposición 408 – Alternativaa la Limitación de Gastos, Opción de Autogobierno.

Desde 1982, los votantes de Chandler han confiablemente aprobado eluso de la Ciudad de un límite alterno de gastos -- u “Opción deAutogobierno”. Este proceso es necesario para que los ingresosrecolectados por la Ciudad se puedan usar para financiar servicioscríticos. Sin esta autoridad aprobada por los votantes, estos ingresos aúnserían recolectados. Sin embargo, no los podríamos gastar para proveerfunciones citadinas fundamentales tales como seguridad pública,mantenimiento de calles y parques, bibliotecas y otros servicios críticos.La Ciudad se vería obligada a hacer cortes drásticos a los niveles deservicio, y nuestra capacidad de satisfacer las necesidades básicas denuestros ciudadanos se pondrían en peligro.

Por favor esté consciente de que la aprobación de esta autoridad noaumenta los impuestos existentes ni crea impuestos nuevos. No le daráa la Ciudad la autoridad de gastar más de lo que recolectemos eningresos. Los gastos en sí seguirán estando sujetos a nuestro procesodel presupuesto público y a las normas fiscales conservadoras de laCiudad. Esta aprobación simplemente permite que la Ciudad gaste losingresos que recolectamos en lugar de estar limitados por una fórmulaarcaica impuesta por el estado basándose en los gastos del año fiscal de1979-1980.

Un voto de “sí” a la Proposición 408 continuará asegurando que nuestrasdecisiones sobre el presupuesto se tomen a nivel local. Por favoracompáñenos para apoyar este vital asunto y ayudarnos para queChandler siga adelante.

TÍTULO OFICIAL: Una resolución que propone unacontinuación del límite de gastos alternativo local (Autonomía)para la Ciudad de Chandler.

TÍTULO DESCRIPTIVO: La propuesta sustituye el límite degastos impuesto por el estado mediante la continuación dellímite de gastos alternativo para Chandler para los próximoscuatro años. Anualmente, el Concejo de la Ciudad determinarála cantidad del límite de gastos alternativo para el año fiscaldespués de al menos una audiencia pública. Las exclusionesestablecidas se seguirán aplicando.

Un voto de “SÍ” tendrá el efecto de continuar el límite de gastosalternativo local (Autonomía) para la Ciudad de Chandler.

Un voto de “NO” tendrá el efecto de no permitir que la Ciudadde Chandler continúe un límite de gastos alternativo local(Autonomía) y de requerir que los gastos de la Ciudad esténlimitados por la fórmula de gastos impuesta por el estado.
