2 Delegated Powers and Duties

The RDMC has the authority to:

(a) Represent to Council on all governance issues relating to the statutory functions, powers and duties within its terms of reference.

(b) Recommend how Council should develop Māori capacity to contribute to its

decision-making processes. (c) Review and determine how the steps that Council will take to develop Māori

capacity to contribute to its decision-making processes should be described, planned and monitored in the draft and final Ten Year Plan.

(d) Formally receive iwi/hapu management plans. (e) Recommend the establishment of working parties as the need arises.

3 MATTERS ARISING FROM THE MINUTES – 15 MAY 2015

Member T Pehi asked that her attendance be acknowledged.

Member Edmonds acknowledged the comment made by Vivien Rauhina regarding the spraying of weeds on the roadside verges was in reference to watercress being sprayed.

Margaret Hawthorne, Acting Chief Executive/Group Manager Community Services advised that she would investigate whether Council’s contractors could use a coloured dye to identify what had been sprayed.

That the Public-Business Minutes of the Ruapehu District Māori Council meeting held on 15 May 2015, amended as agreed, are confirmed as a true and correct record.

4 606713 – PUBLIC FORUM: TEMPORARY SUSPENSION AND A05-0014REINSTATEMENT OF STANDING ORDERS

The Board temporarily suspend Standing Orders in their entirety to allow Members of the public to address the Council.

1 That the Report on Public Forum: Temporary Suspension and reinstatement of Standing Orders be received.

2 That pursuant of section 27(4) Schedule 7 of the Local Government Act 2002, the Board temporarily suspends Standing Orders in their entirety to allow Members and the public to address the Council.

Matua David sought clarification on the following matters: o Whether King Tāwhiao’s name is being put on the new sign at the northern

entrance and whether the lighting would be adequate enough to show up King Tawhiao’s photo.

o Whether Te Rohe Potae Kōhatu on Hakiaha Street, Taumarunui which represents the King Country could include dialogue in reference to King Tāwhiao.

Matua David also advised that he would discuss these matters at Nga Kaumatua o Te Mauri Atawhai hui being held June 30 2015 and invited Chairperson Ashford, Member Wi and Jo Tocker, Council’s Policy Planner to attend the hui.

Whaea Hinekopa acknowledged Members and gave an overview of her whakapapa in acknowledgement to her tupuna – King Tawhiao.

Matua Parkus Manunui acknowledged Members and advised he was attending to support the work of the Ruapehu District Māori Council.

That, pursuant to Section 27 (4) Schedule 7 of the Local Government Act 2002, the Board reinstates Standing Orders in their entirety for consideration of the Agenda.

Nic Peet tendered his apologies to Members and advised that he would attend the next hui on 7 August 2015. Mr Peet was able to attend due to the flooding event that had occurred in the lower Manawatu-Wanganui Region.

6 606491 – LONG TERM PLAN 2015-25 M35-0072

Members considered a Report on the outcomes of Long Term Plan 2015-25 following the deliberation process held on 5 May 2015. The outcomes are scheduled to beadopted by Council at their meeting on 30 June 2015.

7 605819 – RUAPEHU WASTEWATER TREATMENT PLANT RE-CONSENTING:NATIONAL PARK, OHAKUNE AND RAETIHI A05-0014

Members considered a Report on the Ruapehu Wastewater Treatment Plant re-consenting: National Park, Ohakune and Raetihi. Council’s Environmental Manager, Anne-Marie gave a PowerPoint presentation and updated Members on the progress of the resource consent process. Anne-Marie also presented Members with the draft recommendations for the upgrade of the Treatment Plants that were proposed following consultation with the Wai Group Working Party.

Members’ thanked Anne-Marie for the presentation and acknowledged the hard work that had been undertaken with direction from the Wai Group Working Party.

Cr P Pehi advised that he had recently completed the Resource Management Commissioner training and acknowledged the obligation to consult under the Resource Management Act 1991 (RMA). He also advised his status as Mana Whenua in National Park and acknowledged that he was also speaking on behalf of Member T Pehi.

Member T Pehi questioned the consultation process undertaken by Council in reference to the representatives on the Wai Group Working Party and highlighted that as Mana Whenua and ‘ahi ka’ residing in National Park, she had not been included in the Wai Group Working Party.

Members considered a Report on the Rail Corridor Designation in relation to the concerns raised around the train storage in the Taumarunui railway yard.Margaret Hawthorne, Acting Chief Executive and Council’s Group Manager Community Services spoke to the Report and answered Members questions.

Members considered a Report on the outwards Correspondence acknowledging the appointment of Member Otimi as the Iwi representative for Ngāti Tuwharetoa on the Ruapehu District Māori Council.

Member Otimi questioned the outwards correspondence process and indicated a need for a compliance schedule to be created.

Council’s Policy Planner, Jo Tocker advised that the outwards correspondence is astandard process which is undertaken internally by Council’s Support Officer and only involves the Chairperson.

10 606560 – UPDATES AND PROGRESS REPORT M35-0072

Members considered a Report on Updates and Progress on the following matters:

Fire Siren – Taumarunui Fire Station The Report on the fire siren at the Taumarunui Fire Station was deferred to the next meeting on 7 August 2015 to allow time for the Fire Service to get back to Council.

Rating Information Brochure Members received the Rating Information Brochure identifying a summary with a definition, a description and the cost of the services Council provides. Cr P Pehi spoke about the removal of gazetted parcels of non-rateable land which are being undertaken by Councils and would like a meeting with the Rates Working Party to discuss this matter.

12 606711 – DEPUTATION: RICHARD KINGI AND KAUMATUA, NGĀTI KURAWHATIA A05-0014

Chairperson Ashford acknowledged and welcomed Matua Richard Kingi and the Kaumatua of Ngāti Kurawhatia to the meeting.

Matua Richard addressed the Members in reference to the letter mandating him onthe Ruapehu District Māori Council (RDMC) as the Iwi representative for Ngāti Kurawhatia supported by Tamaupoko, which was received on 16 February 2015. He further expressed his disappointment as there had been no outcome from this to date.

Member Edmonds expressed that Ngāti Kurawhatia was represented by Tamahaki Hapū.

Kaumatua Bobby Gray spoke in support of Matua Richard’s kōrero and expressed the importance of Ngāti Kurawhatia being represented on the RDMC. He also explained the whakapapa links of Ngāti Kurawhatia to Tamahaki, Tamaupoko, Hinengakau and Tupoho.

Chairperson Edwin explained RDMC’s current Terms and References and asked for comments from Uenuku and Nga Hapū o Uenuku representatives.

Member T Pehi questioned the Southern Iwi representation as per the Terms and References and asked who this encompassed.

Whaea Aroha Hema spoke in support of the kōrero given by Richard and Kaumatua Bobby. She also extended an invitation to Members to have a hui at Paraweka Marae in Pipiriki.

Member Te Wanikau-Turoa expressed the views of Uenuku in reference to Ngāti Kurawhatia and Tamaupoko.

That the Report on Deputation: Richard Kingi and Kaumatua, Ngāti Kurawhatia bereceived.

There being no further business the meeting closed with a karakia by Member Wi at 3.50pm.

2.2 Council subscribes to a range of magazines and newspapers and from time to time, there are articles that may be of interest to Members.

Discussion 3.1 The cover story in the August 2015 edition of the New Zealand Management magazine is

an article which articulates many of the leadership roles that Traci Houpapa is involved with. This article is included in this Report for Members information.

Subject: Remuneration for Ruapehu District Māori Council

Purpose of Report 1.1 The purpose of this Report is to outline the remuneration for meeting allowance and

vehicle mileage paid to Members.

Background 2.1 The Ruapehu District Māori Council (RDMC) was formally established by resolution of

Council’s elected Members at its meeting on 28 April 2009, with the regular cycle of six weekly meetings RDMC Members meet about eight times per year.

2.2 At the RDMC meeting on 25 September 2009, Members agreed for the meeting allowance to be set at $150.00 per meeting and for vehicle mileage to be paid at $0.70 per kilometre (taxable). During this time, an appropriate funding stream for Members was still being investigated by the Chief Executive and Council staff.

2.3 As part of the Exception Annual Plan 2011/12 process, Council resolved to allocate funding of up to $15,000 to cover the remuneration that was agreed by Members at its meeting on 25 September 2009. Since 1 July 2014, the vehicle mileage paid to Members is now at a rate of $0.77 per kilometre (taxable).

2.4 As part of the Long Term Plan 2015-25 processes, Council reallocated a further $20,000 to RDMC to meet the challenges outlined in their submission.

Discussion 3.1 Although RDMC is not a legal body of Council the remuneration for mileage is paid in

accordance to the Elected Members Remuneration and Expenses Policy. In particular, this refers to Clause 5.1(a) (b) as follows:

(b) Elected Council members can be paid for vehicle mileage expenses while travelling to and from Council meetings from within the boundaries of the Ward they represent.

(c) Vehicle mileage expenses can be paid to any Elected Councillor, member of a Community Board or Ward Committee subject to the condition that vehicle mileage expenses only be paid for travel to and from the meeting from within the boundaries of the Ward they represent.

3.2 As stated above, Members who reside outside the Ruapehu District boundary can only claim vehicle mileage within the boundary of the District i.e. from the top of the Punga/Hiwi’s etc.

Purpose of Report 1.1 The purpose of this Report is to update Members on any outstanding issues and to allow

further discussion of these issues where necessary.

Discussion 2.1 Nga Kaumatua O Te Mauri Atawhai Hui

2.1.1 Chairperson Ashford and Jo Tocker, Council’s Policy Planner attended Nga Kaumatua O Te Mauri Atawhai hui which was held on 30 June 2015 at the Taumarunui Senior Citizens Building on Morero Terrace, Taumarunui.

2.1.2 Jo Tocker gave an update on the King Tāwhiao Sign Project and explained the consultation process that was undertaken with the Project Working Party Group in 2013 and 2014. She also explained that Nga Kaumatua o Te Koura Marae had a discrepancy with the words that had been given by a former RDMC Member and that the matter had now been rectified. Feedback from the discussion was positive and well received.

2.1.3 Chairperson Ashford gave an update on the following matters:

(a) Te Ture Whenua Māori Reform Bill(b) Rail Corridor Designation (c) The Long Term Plan 2015-25

2.1.4 Nga Kaumatua O Te Mauri Atawhai hui are held on the last Tuesday of every month at 10.00am. This is an information sharing forum where the wider community and Iwi organisations meet to discuss what is happening around the town. Members are welcome to attend.

2.2 Kaumatua Hui

2.2.1 Chairperson Ashford attended the Kaumatua Hui held on 9 July 2015 at the Maara Kai Whenua on Taumarunui Street, Taumarunui to discuss the deterioration of the monument (kōhatu) at Te Peka on Pei Te Hurinui Drive, Taumarunui and the kōhatu at Horongopai on the Ongarue Back Road, Taumarunui which were raised by Vivien Rauhina at the RDMC meeting on 15 May 2015. These matters will be further discussed by the Kaumatua and taken back to Nga Kaumatua O Te Mauri Atawhai Hui.

2.2.2 Chairperson Ashford also discussed the matter that was raised by Kaumatua David Turu at the RDMC meeting on 26 June 2015 in reference to Te Rohe Potae kōhatu on Hakiaha Street, Taumarunui (which represents the King Country) and the dialogue relevant to King Tāwhiao.

2.2.3 Prior to attending the Kaumatua Hui on 9 July 2015, Chairperson Ashford and Jo Tocker visited the (Hakiaha Street, Te Peka and Horongopai) sites and took photos of the kōhatu. These photos were compiled into a booklet and presented to the Kaumatua at the hui.

2.2.4 The Kaumatua Hui are held every Thursday at 10.00am and anyone is welcome to attend. The hui provides an opportunity for individuals and the community to discuss matters with local Kaumatua. Members are encouraged to attend.

2.3 Non-Rateable Land

2.3.1 Erik Lei, Council’s Management Accountant – Projects is happy to discuss the removal of gazetted parcels of non-rateable land with the Rates Working Party, but is only available on a Monday or Wednesday. Once a date has been confirmed by Members of the Rates Working Party, Jo Tocker will notify Erik of the details.
