The Owego Apalachin Board of Education held a Regular Meeting at Owego Free Academy, 1 Sheldon Guile Boulevard, Owego, NY, on Thursday, March 31, 2016.

I. CALL TO ORDER

President Barton called the meeting to order at 7:00 PM.

II. VII. PRESIDENT’S REPORT

President Barton gave an update on the Superintendent Search: He reiterated that unfortunately, in the first round there were no “best fits” for the district. The search was reopened and with the assistance of Alan Pole we will selected another five candidates for first round interviews. Also, we will follow same process previously outlined. The finalist interviews will be the first week of May.

VIII. SUPERINTENDENT’S REPORT

Dr. Russell complemented all those involved with the choral concert last night. He stated it was a spectacular performance from all 4th to 12th graders involved. Long Range Budget Projections /Tax Levy Limit – Kathy Blackman Mrs. Kathy Blackman, CBO Controller, presented a financial status overview. The report focused on long-range plan assumptions and tax levy limit calculation. The final budget isn’t in from NYS and there is a possibility of full restoration of the Gap Elimination Adjustment and additional foundation aide. Rebuilding OACSD – Dr. Russell Brief report – work continues on OES and they are on track to be finished in April. The building continues to be a delight for the staff and students there. The BoE took a tour of the Administration building tonight. The Maintenance building is coming along and about to show significant progress. The footers/foundations are done and the back filling has begun. The steel will be delivered by mid April. A fall completion date is expected. Finally, we have received approval for the rebuilding the road and will soon going out to bid. The engineers are working on the bus garage parking lot studies. We will go out to bid on this when completed, however, we will hold off until summer for this work.

X. PUBLIC COMMENTS Mr. Richard Ives, Owego, NY Mr. Ives stated that he was pleased to hear that the elective courses and AP courses would be brought back to the district in this proposed budget. Mr. Jerry Jones –Apalachin, NY Q. What was the projected savings of the new Medicare supplemental plan for retirees? A. Dr. Russell shared the projected savings was less than originally projected due to the loss of the Medicare Part D reimbursement.

XI. BOARD COMMITTEE REPORTS Policy Review – Policy: Administration – Continued work is being done on this portion of the policy manual.

XII. DISTRICT COMMITTEE OF THE WHOLE OAMS - Mr. Beatty stated that Mr. Francisco has worked all week on test prep and training staff for the upcoming testing. The middle-school classes are making mats and donating them to the Owego Mission for the homeless. Students will also compete in a Run/Walk 1K and will be raising money for the St. Baldrick’s Foundation during this time. AES – Mr. DiCosimo shared that the “Pint Size” blood drive will take place next week. The science themed Open House last week was another success. The building is collecting old sneakers to keep them out of the land fills and donating them to be recycled. OFA – Mr. Georgia gave kudos to Ms. Kathy Starks and Mrs. Judy Hawkins for their presentation at NYSCATE. OFA students attended “Career Day” on Wednesday at SUNY Binghamton. The Interact Club greenhouse project for the garden is coming along quickly with the help of W & W Nursery. Thank you to W & W Nursery for stepping up to help out with this project. A FRP book drive is being held and the ELA classrooms are competing to raise the most books. The OFA Spain Trip 2016 was a success and their travels can be viewed on their Facebook page. Music last night was great. MTB will be playing at a post prom fundraiser at the Owego Elks Club on Sunday. National Honor Society has received thirty-six junior applications. OES – Mrs. McKeveny has had a busy week with prepping for the 3rd-5th grade testing next week. The students had a poison prevention assembly this week. OES Students will also be able to look over a race car tomorrow.

This request is for the purpose to allow me to become the Substitute Teacher for Ms. Marinich during her leave. Specifically, I request beginning my leave of absence on April 14, 2016 and holding this position for me until Ms. Marininch’s return to work. Upon her return, I would end my leave of absence and return to my position of Special Education Aide.

I have a Bachelors Degree in Education from Oswego State 1991, received a certificate of qualification to teach in New York (expired) and taught Kindergarten in the state of Colorado. I have held an Aide position at OACSD since 2011. Prior to 2011, I was a substitute teacher for OACSD.

I believe this is in the best interest of the district and the students.

BOARD ACTION REQUESTED: Authorization for the President of the Board of Education

to sign the attached contract.

BACKGROUND: A school board is required to provide any or all health and

welfare services and facilities available to students attending the public schools. Health and welfare services are mandatory only for residents of the district (& 912). The district where the private school is located, however, must contract with the district(s) where the nonresident students of such school reside for payment of the agreed-upon amount for health services (& 912).

Subject: Simmons Recovery Consulting Contract, Extension of Not to Exceed Limit and duration The current contract between the Owego Apalachin Central School District (OACSD) and Simmons Recovery Consulting (SRC) has a not to exceed limit of $1,250,000 and a duration ending in 2016. This memorandum authorizes the revision of that not to exceed limit to a new limit of $2,000,000 and a two-year extension until 10/10/2018. All other aspects of the contract remain unchanged. April 2016 Re: Vehicle Replacement Schedule Several years prior to my becoming the Transportation Supervisor, OACSD implemented a regular replacement schedule of its school buses. This was done as a proactive step because the fleet is too large to consider purchasing all at once and the burden would be too costly for the taxpayers. The schedule recognizes that the fleet needs to be updated on a regular basis to keep current with safety, technology, and the NYS DOT changes, thus preventing costs from becoming prohibitive to maintaining an older fleet. Our school board has long supported the NYS DOT expectation of ten years being the useful life of a school bus. Currently, this setup should have us buying 4 buses per year plus a small vehicle on occasion. Our replacement cycle is important because today’s buses get better fuel mileage, produce fewer emissions than ever before and the cost per mile is lower which helps to keep our maintenance costs steady. We also purchase extended warranties on the engines and the ‘northeast protection’ to help fight against corrosion. Currently the life cycle of a school bus goes something like this. A new bus is put on a regular route, after about 8 years, it is replaced and goes to the auxiliary duty bus line. After about 2 or 3 years, or more, as an auxiliary duty bus, it will be sold at auction. As of April 1, 2016, our fleet looked liked this: Regular Route Buses Bus # Year Miles Bus # Year Miles

Auxiliary duty buses are used when the regular route buses are in for service, inspection or have a mechanical defect. They are also used when a regular route bus is on a field trip or sports trip and we have to transport children on their regular route. Consequently, a number of our auxiliary duty buses are running daily transporting children. For these reasons, even the auxiliary duty buses must meet the strict guidelines of NYS DOT and without a regular replacement schedule it won’t be cost effective to meet those guidelines. We also have two minivans and one suburban. They are used for transporting four or fewer students and for staff to use for conferences. V1 2013 Dodge 34,184 miles V3 2016 Dodge 1985 miles 252 2009 Chevy 110,933 miles At this time, the buses we are planning on sending to maintenance or to auction this year are: 242,227, 228, 229. These buses are older generation vehicles that get less miles per gallon and due to age, these vehicles are also experiencing rust issues. With age, the structural integrity of a bus becomes compromised due to road salt and road conditions. Once this starts to happen, NYSDOT pays close attention to see if it becomes a safety issue for the students. It is extremely labor intensive to keep rust at bay. At this time, the buses we are planning on sending to the auxiliary duty are: 239, 241, 243. These buses will be good auxiliary duty buses and should provide several more years of service. There are additional reasons to stay on a regular replacement cycle. Newer buses are engineered to incorporate advanced safety and technology features into them such as anti-lock brakes, computerized traction control and the latest in electronic engines and transmissions. These and many other safety features make the newer buses safer for the driver, the general public, and the children we transport. Newer buses get better fuel mileage and are ‘cleaner burning’ putting less emissions and particulate matter into the air, which have been linked to asthma and other health related issues. Maintenance costs for the transportation department continue to stay at a level pace because of the implementation of newer buses.

Our business requires the highest levels of dependability and safety to maintain tight costs and effective scheduling while we transport our children, ‘our precious cargo’. A regular replacement of vehicles is an integral part of making this happen. Financing: This proposition seeks approval to borrow $510,000 for the purchase of four school buses. Payment for these buses is structured to match state aid payments which are disbursed over a five year period. These buses will be delivered to the district sometime in the 2016-17 school year. However, the payments will not impact the budget until the 2017-18 school year, this is done intentionally. This practice allows the District to match bus payments to State Aid. As a result the spending is offset by State Aid revenue at an expected transportation aid ratio of 82.8% which minimizes any impact to local taxpayers. Another important point to remember is the overall bus payment schedule. As the payments for this group of buses begins, the payments for another group of buses will end, making the impact on the overall budget minimal. As long as we consistently replace a small portion of our fleet annually the result is smoother and more predictable, which is beneficial to our budgeting and ultimately our public.
