Minister In-charge of the Capital Administration and DevelopmentDivision: There are five Federal Government Hospitals namely Pakistan Instituteof Medical Sciences (PIMS), Federal Government Polyclinic (FGPC), NationalInstitute of Rehabilitation Medicine (NIRM), Federal General Hospital (FGH)and Capital Hospital (C.H) which are under administrative control of CapitalAdministration and Development Division. The detail of steps being taken by theGovernment to improve the performance of the said hospitals and to providebasic health facilities to public in Islamabad is at Annexure-A.

149. *Ms. Nafeesa Inayatullah Khan Khattak:(Deferred during 46th Session.)

Will the Minister for Federal Education and Professional Training bepleased to state:

(a) whether it is a fact that the Masters qualifications in Pakistanare not at par with foreign education system; if so, the reasonsthereof; and

(b) the criteria being adopted by the Inter Board Committee ofChairmen while granting equivalence certificate in above case?

Minister for Federal Education and Professional Training(Mr. Muhammad Baligh-Ur-Rehman): (a) The Masters qualification (02 yearsProgram) is not at par with foreign education system. Bachelors and Masters’Programs of 2 years each are equivalent to 16 years of foreign education it Pakistan.Higher Education Commission (HEC) being aware of this inconsistency hasdeveloped ‘The Pakistan Qualification Framework’ (PQF) equating the Master’sdegree involving 17 and 18 year education at par with the foreign Master’s degree,The detail of PQF is at Annex-I.

HEC has also started Bachelors of Studies (BS) 4 year programs in manydisciplines, since 2008, the Model of BS is at Annex-II. HEC has notified to allpublic and private sector Universities across the country in Mar, 2016 that 02year programs under Bachelors of Arts (BA) & Bachelors in Sciences (BSc)along with Master of Arts (MA) and Masters in Sciences (MSc) are to be phasedout by 2018 and 2020 respectively, which will bring the Pakistani education systemat par with the foreign education system. The notification is at Annex-III.

(b) This part of the question does not pertain to Inter Board Committeeof Chairman (IBCC). Equivalence certificates of foreign and local degrees areissued by HEC according to PQF after confirmation of accreditation status of thedegree awarding institution. The detail is at Annex-IV.

(b) the steps being taken to preserve the said National Flag?

Will the Minister In-charge of the Cabinet Division be pleased to statethe steps taken by the Government to promote tourism in Islamabadduring the last four years?

Minister In-charge of the Cabinet Division: The detail of steps takenby Pakistan Tourism Development Corporation (PTDC) is enclosed (Annex-I).

ANNEX-I

1. Re-opening of PTDC Restaurant at Daman-e Koh, Islamabad

PTDC Restaurant at Daman-e-Koh was operational through leaseagreement and after a period of approximately 30 years, now PTDC managementis successfully running the Restaurant w.e.f. 19-05 2014.

2. Launching of “Pakistan Tourism Friends Club”.

In order to facilitate domestic and international tourists and provide thembetter facilities, on affordable rates, PTDC launched Pakistan Tourism FriendsClub on 14 May, 2014. A number of members of the club are Islamabad residents.PTDC is providing 20 percent discounts on room rent at its motels all over Pakistanto the members.

3. Marketing of Tourism products and services through SMS Service.

Marketing of PTDC Motels Services and Tour Package was launchedthrough Mobile SMS Service for the general public. Overall a good responsefrom a number of families and student groups has been received.

4. Rawalpindi – Naran – Rawalpindi Tourist Coach Service

Pakistan Tours Ltd, a subsidiary of PTDC, regularly operates Bus Servicebetwean Rawalpindi and Naran every summer season. In order to publicize thisregular activity, its opening ceremony is held every year in the 1st week of Junewhich continues operation till 31st August.

5. Organizing Tourism Promotional Events

PTDC Organized World Tourism Day Seminar and Photo Exhibition onSeptember 27 in 2014, 2015 and 2016.

6. Participation in events at Islamabad.

PTDC participated in the following events at Islamabad by setting uptourist information stalls where tourism documentaries were displayed and tourismliterature was distributed.

i. Lok Virsa Festival, May 2016.

ii. National Science Fair, 2-7 December 2016 at Shakar Parian,Islamabad.

iii. Mela Yaran at PNCA Art Gallery, 17-19 February 2017.

7. Projects for Future Development.

i. Islamabad City Tour Bus Service will be launched on World TourismDay, September 27, 2017.

ii. Proposals are underway to setup a tourist resort at PTDC’s 25 acreland located near Shakar Parian, Islamabad.

30. *Mr. Junaid Akbar:

Will the Minister In-charge of the Capital Administration andDevelopment Division be pleased to state:

(a) whether it is a fact that people in Islamabad prefer privateeducational institutions; if so, the reasons thereof; and

(b) the steps taken by the Government  to motivate people ofIslamabad for Government educational institutions?

Minister In-charge of the Capital Administration and DevelopmentDivision: (a) It is a not a fact. The public sector schools and colleges in Islamabadare a preferred choice of residents. Every effort is being made by the FederalDirectorate of Education, Islamabad to impart quality education and to createconducive, safe and secure environment to the students in the EducationalInstitutions.

(b) The present government has recently initiated Prime MinisterEducation Reforms programme mainly focused on the uplifting of the standard ofthe Educational Institutions in Islamabad. Following steps have so far been takenby the FDE:—

A comprehensive programme for improving standards of educationhas been launched in two phases. In 1st phase 22 Institutions havebeen upgraded by providing missing facilities i.e. additionalclassrooms, well equipped labs, playground, clean drinking facility,toilet rooms, teachers training etc.

In 2nd Phase renovation/ rehabilitation of physical infrastructure of200 Educational Institutions under PMERP in ICT is in process@ Rs. 2742.001 Million whereas Rs. 1000 Million has beensanctioned for the scheme. However in phase-III, the remaininginstitutions will be upgraded and missing facilities if any shall beprovided whose cost estimation is in process through Project Director(phase II) of PMERP.

To address the transport issue a comprehensive scheme for theprovision of 200 buses and 30 coasters has been initiated in theeducational institutions of ICT under PMERP. In 1st Phase 70 buses

have been handed over to educational institutions whereas theremaining 130 buses will be handed over to the educational institutionas and when the procurement process of buses/coasters is completeMontessori Classes have been established in 71 Institutions.

226 computers Labs in the Educational Institutions with allied facilitiesin Educational Institutions for Girls are being established. It willprovide equitable opportunities to excel and to spread the benefitsof the telecom revolution to students in ICT. In first phase, UniversalServices Fund, a project of Ministry of Information Technology willestablish 107 Computer Labs in the rural areas educational institutions(primary level) with allied facilities.

White Boards & Water Coolers with Filters have been installed inthe educational institutions at the cost of 21.4 Million (2147 WhiteBoard & 303 Water Cooler).

No fee/fund has been charged from the students in light of Article25-A(Right to Free and Compulsory Education Act)

Free Textbooks are being provided to class Prep to X.

31. *Mr. Ali Muhammad Khan:

Will the Minister In-charge of the Cabinet Division be pleased to state:

(a) whether it is a fact that Shalwar Qameez is still our NationalDress; and

(b) whether there is any proposal under consideration of theGovernment to bound official delegations visiting abroad to wearthe National Dress?

Minister In-charge of the Cabinet Division: (a) As per orders issuedin 1992 read with orders issued in partial modification in 2002 (copy enclosed),the following is the “National Dress” for all formal occasions:

“White or black sherwani / achkan or a buttoned up black waist-coat(V shaped in summer and closed collar in winter), Kurta / Kameez and Shalwar/ Pyjama, black shoes and matching socks, preferably with Jinnah Krakuli cap”

(b) The Government’s orders regarding wearing National Dress duringvisit abroad are deemed enforced.

32. *Shazia Marri:

Will the Minister In-charge of the Aviation Division be pleased tostate:

(a) whether it is a fact that the ex-Chief Executive Officer of thePakistan International Airlines (PIA) took one aeroplane of PIAwith him to Germany and handed it to museum in said country;if so, the details thereof; and

(b) the actions taken to bring back the said aeroplane?

Minister In-charge of the Aviation Division: (a) It is true that a non-fly worthy Airbus A310 bearing registration No. AP-BAQ was sold for €47500/-to a Leipzig museum Germany with the approval of Ex-CEO Mr. BerndHildenbrand. Allegedly, some discrepancies were found in application of PPRArules 2004 in the sale of above said aircraft.

(b) An internal enquiry of this matter was carried out in PIA in which theEx-Acting Chief Executive Officer Mr. Bernd Hildenbrand was found guilty ofviolations. Later on Mr. Bernd Hildenbrand was terminated from PIA service. It isfurther stated that FIA is reportedly conducting an inquiry in to the said matter andits findings are awaited.

33. *Ms. Sajida Begum:

Will the Minister In-charge of the Capital Administration andDevelopment Division be pleased to state the number of Hepatologistscurrently posted in each Government Hospital at Islamabad?

PAKISTAN INSTITUTE OF MEDICAL SCIENCES (PIMS):

At present no Hepotologist is working or appointed in PIMS.

FEDERAL GENERAL HOSPITAL (FGH):

There is no Hepatologist currently posted in Federal General Hospital.The hospital has no sanctioned post of Hepatologist.

CAPITAL HOSPITAL (C.H):

Capital Hospital is a departmental hospital which works under theadministrative control of Capital Development Authority.

Presently no posts of Hepatologists exists in Capital Hospital.

NATIONAL INSTITUTE OF REHABILITATION MEDICINE(NIRM):

There is no Hepatology Department in the Institute.

FEDERAL GOVERNMENT POLYCLINIC (FGPC):

It is stated that:

Gastroenterology is the sub-speciality of Medicine which deals withdiseases of liver and other GI disorder, so there is no separate specialityof hepatology and Gastroenterologist is the qualified hepatologist henceboth are same thing, having no difference.

F.G Polyclinic is having qualified gastroenterologist having FCPS ingastroenterology, providing the services of hepatology at liver clinic whichdeals with all types of liver diseases and so far thousands of hepatitisB&C patients have been treated here Endoscopy services are providedin Endoscopy room so far Thousands of procedures has been performed.

The post of Associate Physician in gastroenterology have been createdrecently & rules for recruitment are still to be approved for the properappointment against it.

(b) whether any penalty has been imposed by the Government ontop management for failing to manage (PIA) effectively?

Minister In-charge of the Aviation Division: (a) Mr. Musharaf RasoolCyan the present CEO PIACL and Mr. Bernd Hildenbrand the Ex-Acting ChiefExecutive Officer PIA credentials/CVs are Annexed.

(b) As the Ex-Chief Executive Officer Mr. Bernd HildenBrand wasfound guilty in violation of PPRA rules regarding selling of an A-310 aircraft andhe was terminated from service.

36. *Mr. Muhammad Jamal Ud Din:

Will the Minister for Federal Education and Professional Training bepleased to state:

(a) whether there is any proposal under consideration of theGovernment to establish the Federal Universities in DistrictSanghar and South Waziristan Agency; if so, the time bywhich Universities will be established in said areas; and

(b) the steps taken by the Government in this regard since01-01-2013?

Minister for Federal Education and Professional Training(Mr. Muhammad Baligh-Ur-Rehman): (a) At present, there is no proposalunder consideration for the establishment of Federal Universities in District Sanghar(Sindh) and South Waziristan Agency. However, Higher Education Commission(HEC) has established a sub campus of Shaheed Benazir Bhutto University(SBBU), Shaheed Benazirabad at District Sanghar. HEC is also working on aproposal for the Establishment of sub campus at South Waziristan.

(b) HEC has taken the following steps, since 01-01-2013:

i. Mapping of the Existing Higher Education Coverage across thecountry.

ii. Coordination and consultation with all Provincial Governments andUniversities for their priority Districts.

iii. Prepared phase-1 of Umbrella project HEC under its umbrella projecttitled “Establishment of Sub-Campuses of Public Sector Universitiesat District Level (Phase-I)”. List of districts is attached at Annex-I.

The project was approved by ECNEC, at the cost ofRs. 5206.280 million, in its meeting held on January 25, 2017.

Under this project, 21 sub campuses across the country incollaboration with 18 public sector Universities will beestablished, within 36 months.

The sub campus of Shaheed Benazir Bhutto University, ShaheedBenazirabad at Sanghar has also been established under thisproject and is offering under graduate programs in BS (IT),BBA, BS (English) disciplines, with current enrolment as 117students.

iv. HEC has proposed the phase-II of umbrella project i.e.“Establishment of Sub campuses of Public Sector Universities atDistrict Level”.

The project is mentioned in Public Sector Development Program(PSDP) 2017-2018, with an allocation of Rs. 240 million, forthe current financial year. Establishment of sub campus at SouthWaziristan Agency campus is under consideration, in this project.

Will the Minister for Federal Education and Professional Training bepleased to state:

(a) whether it is a fact that a number of posts are lying vacant inthe Ministry at present; if so, the details thereof;

(b) whether it is also a fact that additional charge of those postshas been given to some officers by the Ministry; if so, the dateand post-wise details thereof;

(c) the period for which additional charge can be assigned asper rules; and

(d) the steps being taken by the Government to appoint persons onsaid vacant posts?

Minister for Federal Education and Professional Training(Mr. Muhammad Baligh-Ur-Rehman): (a) Yes. Details are at Annex-I.

(c) Initially for a period of three (03) months with the approval ofSecretary, extendable for another period of three (03) months with the approvalof next higher authority as per rules

(d) The post of Director General, NTP is 100% promotion post and thecase of the eligible candidates has been forwarded to CSB for consideration.

The post of Director General NTB is 100% promotion post and the caseof the senior most officer of NTB is under process for submission to CSB.

The Establishment Division placed the services of former Secretary General(PNCU) under suspension. Therefore, additional charge of the post of SecretaryGeneral (PNCU) has been assigned to the -Joint Secretary (Admn), M/o FE &PT for smooth functioning of official business of the department.

39. *Ms. Aisha Syed:

Will the Minister for Federal Education and Professional Training bepleased to state:

(a) the steps being taken by the Government to decrease fees of theUniversities in order to provide cheap/affordable education; and

(b) the steps being taken by the Government to improve the qualityand modernize the system of research of the Universities?

Minister for Federal Education and Professional Training(Mr. Muhammad Baligh-Ur-Rehman): (a) Government, through HigherEducation Commission (HEC) regularly gives recurring grants to all public sectorUniversities (Federal and Provincial) which is a great support and helps institutessubsidize their program. However, Universities are corporate entities having self-governance provisions, as defined in their Act/ Ordinance. According to theuniversity’s Status, it is the right of a university to demand and receive such fees, asit may determine feasible. However, in order to facilitate the students coming frommoderate or less privileged back ground, Government of Pakistan through HigherEducation Commission (HEC) has taken substantial measures to facilitate thestudents via providing different scholarships, which covers Full Tuition Fees andLiving Allowance/stipend for complete duration of their studies.

HEC Programs through which such facilities are being offered, are detailedas under:—

(i) Prime Minister Fee Reimbursement scheme for less developed areas.

Other than above mentioned areas, climate induced melting of glaciers,cyclonic storm surges, diseases epidemics, flash floods, droughts and variablemonsoons have turned into an inevitable reality for Pakistan.

(b) Following steps have been taken by Government of Pakistan to solvethe said issues since June, 2013:—

1. Government has ratified the Paris Agreement on climate change inNovember, 2016.

2. On the basis of a study carried out by an expert group IntendedNationally Determined Contribution (INDC) was forwarded to theUnited Nations Framework convention on Climate Change(UNFCCC) Secretariat before Conference of Parties – 22 (COP-22)commenced.

3. In February 2016, Pakistan has become perhaps the first country inthe world whose National Assembly passed a unanimous Resolutionadopting the 2030 Agenda as its own national development agenda.The Sustainable Development Goals can therefore be termed asPakistan Development Goals.

4. Pakistan Climate Change Bill has been passed unanimously by bothHouses of Parliament. This law provides for the constitution of apolicy making Pakistan Climate Change Council at the apex, chairedby the Prime Minister, and the establishment of Pakistan ClimateChange Authority to prepare and supervise implementation ofadaptation and mitigation projects in various sectors. Both the Counciland Authority will also coordinate, monitor and superviseimplementation of the National Climate Change Policy and thesustainable Development Goals.

5. Framework for ImplemenTation of Climate Change Policy has beendeveloped.

The Green Pakistan Program has been launched under directions ofPrime Minister with the objective of building resilience andmainstreaming adaptation and mitigation consideration throughecologically targeted initiatives including measures for revival offorestry resources and conservation of biodiversity.

9. In accordance with our international commitments under theConvention of Biological Diversity Aichi Targets, the Ministry ofClimate Change has assisted and facilitated the Government ofBalochistan for declaration of Astola island off Pasni along theBaluchistan coast as Pakistan’s first Marine Protected Area.

10. Reform measures have been initiated for strengthening and revitalizingthe Global Climate Impact Studies Centre, which is the researcharm of the Ministry of ‘Climate Change, with a view to make it oneof the leading research organizations in the region.

(c) In order to create awareness about Disaster amongst masses, 8thOctober has been notified as National Disaster Awareness Day videGovernment of Pakistan Notification No. F.2/4/2015-Public dated 6th October2015. Since approval the Day is not only observed at National level but also atProvincial / Regional level. Following activities are organized on the Day:-

i. Distribution of disaster awareness leaflets / flyers through Ushersand installation of billboards at important prominent places.

ii. City Branding with public service messages (SMs) on natural andmanmade disasters.

iii. Installation of Steamers and Bill Boards on important locations inmajor cities / important locations.

iv. Holding of disaster related Seminars in universities for awareness ofyouth.

v. Arranging Awareness Walk.

vi. Disaster awareness advertisement is regularly published in media.

vii. National level Media Round Table Conference was organized atIslamabad on 9th January, 2016.

viii. In order to ensure responsible media reporting during disasters, oneMedia Training Workshop each was organized at Islamabad, Karachiand Lahore.

(i) A new passenger reservation system has been introduced includingE-ticketing. Now passengers can book their ticket on line. it hasintroduced a new culture of reservation and passenger facilitation.

(ii) Introduction of value added trains has been started. Pakistan Railwayshas completed value addition of 15 Up / 16 Dn (Karachi Express),41 Up / 42 Dn (Karakurum Express), 5 Up / 6 Dn (Green Line) and303 Up / 304 Dn (Business Express). Modern facilities like Wifi,complimentary news paper, drinking water, tea and lunch /dinnerand public address system have been introduced in these trains.

(iii) Modern Call Centers are being introduced in Pakistan Railways. Itwill replace old enquiry system. Bids have been opened for thepurpose.

(iv) Introduction of hand held digital devices for computerized reservationin trains and ticketless checking etc.

(v) Train Managers in order to address issues of passengers on the spothave been introduced.

(vi) SMS alert service for Passengers has been launched for green linetrain. In future this facility will be extended to passengers of all trains.

(vii) Pakistan Railways has introduced an insurance scheme for passengersand the Railway staff on board.

(viii) Pakistan Railways is installing computer based interlocking system(CBIS) on its track in order to enhance capacity and improve safetyof operations.

(ix) Important Railway station are being up-graded with modernpassenger amenities

(x) Pakistan Railways has launched up-gradation of ML-1 under CPEC,on completion of which following achievements are envisaged:

(a) The maximum permissible speed will be increased to 160 KMs.

Currently Cardiac OPD and Coronary Care Unit (CCU) are working atCapital Hospital for treatment of cardiac patients. Furthermore, Cardiac Surgeryand Interventional Cardiology is going to be started very soon. In this regard,equipment has been purchased and recruitment of Human Resource is under processwhich will be completed soon. Both the departments will start working afterrecruitment. Currently the facility of Heart Transplant is not available at CapitalHospital.

FEDERAL GOVERNMENT POLYCLINIC (FGPC):

It is stat that:

Cardiac treatment and investigation facilities of Non­invasive cardiologyi.e. General Treatment, Gamma Camera for Thallium Scan, ETT, ECHO, andECG are available in FGPC.

However, facilities of coronary angiography, angioplasty, stenting andcardiac surgery are not available in Federal Government Polyclinic, Islamabad.

48. *Dr. Nafisa Shah:

Will the Minister In-charge of the Aviation Division be pleased to state:

(a) whether Sri Lankan aircrafts leased by the PakistanInternational Airlines (PIA); if so, the rates thereof;

Minister In-charge of the Aviation Division: (a) PIA acquired oneA330 aircraft from Srilankan Airlines for a period of six months starting formAugust 10, 2016 at a rate of USD 8,100 per block hour.

(b) The offers were invited through competitive bidding process as perthe PPRA Rules and Srilankan Airlines aircraft was selected being the lowestevaluated bidder meeting the tender requirements.

Following are some reasons for the loss suffered by PIA

During 2013-14 the fuel prices were very high rising to even aboveUS$100/Barrel. Thus adding significantly towards fuel expenses.

After shortage of aircraft in PIA fleet, aircraft have been obtained onlease (wet lease / dry lease) form the different countries / companies.Payment of monthly installment of the lease aircraft is also a majorreason for increase in financial loss and ultimately deficit.

PTV is a Public Limited Company registered under companies ordinance1984 now replaced with Companies Act-2017. According to Companies Act-2017, the chairman shall be responsible for leadership of the board and ensurethat the board plays an affective role in fulfilling its responsibilities”.

Further in accordance with Corporate Governance Rules 2013, thechairman of the board shall;

a. “Ensure that the Board is properly working and all matters relevantto the governance of the Public Sector Company are placed on theagenda of Board meetings.”

b. “Conduct the Board meeting Including fixing the agenda”.

c. “The chairman has a responsibility to lead the Board and ensure itseffective functioning and continuous development, he shall not beinvolved in day to day operations of the Company”.

Will the Minister In-charge of the Aviation Division be pleased tostate:

(a) whether it is a fact that fine/panelty has been imposed on thePakistan International Airlines (PIA) by a number of countriesfor carrying passengers with bogus/fake documents during thelast three years; if so, the details thereof; and

(b) whether it is also a fact that the PIA has failed to evolve anintegrated system to curb such practice by taking all institutionsof the Government on board; if so, the steps being taken by theGovernment to evolve such an integrated system in this regard?

Minister In-charge of the Aviation Division: (a) It is stated that PIAcarries thousands of passengers to/from Pakistan to various foreign countries.However, deportations involving fine/penalty amounts were imposed by foreignimmigration authorities on the grounds of fake/forged documents.

It is important to note that during last 03 years 15 passengers have beendeported and penalties amounting to Rs.1.6 Million have already been imposedon PIA by foreign immigration authorities. Details are annexed.

(b) To control the exit of inadmissible passengers from Pakistan, PIAhas developed its own Task Force performing duties at Karachi, Lahore &Islamabad Airports from where flights are operated to Europe, UK USA andCanada. However, due to limitations as PIA being not a regulatory authority cannotimplement any regulation like a Government Agency in this regard.

Exit control and checking of the document is done by the immigrationauthorities and FIA is performing this duty and deals with all inadmissible/deporteepassengers as they have all the expertise, tools, resources and trainings which areavailable with them. In order to control the inadmissible/deportees passengersand safeguard the interests of national flag carrier it is suggested that a strong andintegrated co­ordination with Ministry of Interior and Aviation Division is requiredto devise legal frame work.

Though the financial accounts have not been finalized yetbut however, in 2016 a surge in losses is expected. This is due to the fact that thefinancial expenses have increased as PIA has acquired new aircraft on lease andthe payment of mark up on legacy loans etc.

Minister for Federal Education and Professional Training(Mr. Muhammad Baligh Ur Rehman): Higher Education Commission (HEC)By virtue of the powers conferred upon Higher Education Commission (HEC)under, Section 10, Sub­section 1 (V) of its Ordinance # LIII of 2002, the CurriculumDivision of HEC, undertakes periodic development/review of the uniform curriculaof Basic, Social and Applied Sciences at undergraduate (BS) & Graduate (MS)levels for all Universities/Degree Awarding Institutions (DAIs) of Pakistan.

Curricula are being developed and revised through National CurriculumReview Committees (NCRCs), constituted after getting nominations from variousstakeholders, such as the Professional Councils (Pakistan Engineering Council,Pakistan Business Council, Pakistan Medical and Dental Council etc). Industry,R&D organizations and Universities/DAIs across Pakistan.

Standardization of Curriculum through Unified Templates.

To ensure a standardized curriculum for all Universities/DAIs acrossPakistan; a joint committee meeting of Conveners of all NCRCs of Agriculure,Basic Engineering and Social Sciences disciplines was held in April, 2007. Afterthoughtful deliberations a uniform framework / template was developed for BS 4years program in Agriculture, Engineering, Basic & Social Sciences. The curriculaof these disciplines are developed within this unified approved framework / template(Annex-I).

Standardization in implementation of Curricula

Once printed, the curricula developed by respective HEC NCRCs, arecirculated through Notification alongwith an implementation Performa to all Public/Private universities of Pakistan for implementation. The implementation Performais to be filled in by every university for confirmation of unified implementation ofHEC prescribed curriculum. Through this mechanism HEC ensures a standardizedimplementation of curricula.

NATIONAL CURRICULUM COUNCIL (NCC).

In the post devolution scenario, it is now the responsibility of the provincialgovernments to evolve their language policy, curriculum and syllabus of schooleducation. However, in order to have mutual coordination with federating unitsand resolve issues relating to education, the federal government has evolvedcoordination mechanism through Inter Provincial Education Ministers Conference(IPEMC). The IPEMC has approved the formation of National Curriculum Council(NCC) which is mandated to serve as a professional, advisory and consultativenational body to steer and guide the development of curriculum in close collaborationand consultation with all the federating units to ensure minimum quality standardsfrom Early Childhood Education to Grade XII and to develop jointly the curriculumframework.

Accordingly, NCC has developed “Minimum Standards for QualityEducation in Pakistan” in the following seven areas of education:

Early Learning and Development Standards

Standards for School Learning Environment

National Curriculum Framework (NCF) has been finalized and approvedby National Curriculum Council. NCF sets out philosophical basis for thecurriculum, knowledge, understanding, skills, values, and attitudes that studentsare expected to acquire in terms of Student’s Learning Outcomes in the key learningareas at a specific level.

The next step is revision of curriculum. In the first phase, National CurriculumCouncil Secretariat in collaboration with Capital Administration and DevelopmentDivision (CADD) has revised Primary level Curricula (Pre-I to V) for schools in

A comprehensive policy has been drawn to prevent furtherencroachments. This policy makes the concerned Pakistan RailwayOfficers/officials and Railway Police officials jointly responsible incase of any new encroachment.

Standard Operating Procedure (SOP) and joint Procedure ordershave since been issued for strict implementation of this policy. FIRsare being lodged and cases are registered and sent to Railway judicialMagistrates for expeditious trial.

The campaign is being monitored by the Divisional Superintendents,Headquarters office and at the level of Ministry of Railways.

During the current campaign 80 cases were registered and 78 accusedwere arrested during the anti-encroachment operations. 77 No ofcases have been decided by the courts so far in KhyberPakhtunkhwa.

The issue regarding illegal occupation/possession of Railway land byGovernment Departments/Institutions has also been taken up withconcerned departments.

A project for computerization of railway land record was initiatedduring April 2015 with the assistance of Urban Unit in order toharmonize the railway land record with the record of all the provincialrevenue departments. This project is near completion and will ensuresafeguard of railway land through a computerized monitoring systemand will render total transparency in land management.

(c) the details of increase made in fees of class one to 0-3 duringthe last three years till date by the GSIS alongwith the detailsthereof;

(a) whether it is a fact that billion of rupees are available with theFederal Employees Benevolent and Group Insurance Funds(FEB & GIF) at present;

(b) whether it is also fact that only Rs.50,000/- of fees are beingreimbursed by the FEB & GIF at present;

(c) whether it is further a fact that whole paid fees are not beingreimbursed from the said Funds;

(d) whether record thereof is not being updated;

(e) the total number of cases for reimbursement submitted by theGovernment employees during the February, 2017 in FEB &GIF; and

(f) whether the FEB & GIF does not convey the objection to theconcerned applicants?

Minister In-charge of the Establishment Division: (a) As of 30thJune. 2017 assets of Rs. 31,482 million are available with FEB & GIF from whichthe disbursements on account of nine welfare grants are being made to 158,000beneficiaries.

(b) Fee is reimbursed under Rule 25-A (Annex-I) of FEB & GIFRules, 1972 to employees whose children get admission on merit in public sectoruniversities jn the disciplines of Medical, Engineering, IT, Business Studies,Architecture and D-Pharmacy. The fee is reimbursed to the extent of Rs. 100,000in an academic year effective from academic year 2015-16.

(c) A maximum of Rs.100,000 per academic year or the actual fee,whichever is less is being reimbursed.

(d) Year-wise computerized record of cases is maintained in FEB &GIF in a systematic manner. The cases are also maintained on the basis of CNICof employees in software. In addition, file record of all the cases is also maintainedin FEB & GIF.

(e) Collectively about 856 cases of fee reimbursement were received inFebruary, 2017 in three Regional Boards of FEB & GIF at Islamabad, Lahoreand Karachi.

(f) After scrutiny of cases, the objection letters are issued invariablythrough Pakistan Post to beneficiaries to call for the deficient documents/inforration.
