The heart of the Assessment Tools
Development Process is thepreparation of the practical projects
which will enable the assessor to
determine whether or not the candidatehas the competence/s required by the
qualification, especially on the CORE
COMPETENCIES

The Practical project for a qualification
assessment may consist of 1 or more projects
which will include the competencies covered by
the Assessment Tool.
A project may cover various competencies that
can enable the candidate to demonstrate hisskills, knowledge and proper work attitude.

While it is necessary that all competencies
must be observed during assessment, thecost including time duration must be
seriously considered in the development of
the project.

When the qualification involves competencies whichhave related skills and knowledge, we may choose todevelop project on the most complicated competence, since fulfilling this would mean that the other
competencies downstream can also be achieved. However, for competency-based assessment, thiswould not be a good model.
In the project, we should choose materials which are
readily available and with the lowest possible cost, without necessarily sacrificing the quality of theassessment process. We should ask the question, 'Isusing these materials not affecting the skillsrequirements of the job?'

The size and configuration of the project must beproperly managed, such that only the important
components showing the competencies measuredmust be present, but still the project must use thestandard sizes of the materials as used in industry.
Design of the projects where measurements wouldallow for recycling of materials must be pursued.
Project must be developed to simulate the actualpractice in industry and not what has been usuallydone in the training laboratory or workshop.
Working drawings and measurements must beclearly prepared, using Auto CAD or similarsoftware.

Some example consideration in the development of Practical Projects
A. Project using the most complicated competence
Example: Assessment in Welding Level II ( Philippines)Competencies Elements
1. Welding Carbon SteelPlates ( SMAW)
1. Fillet welding in 1F, 2F,3F, 4F
2. Groove weld: 1G, 2G, 3G,4GLap & T joints
2. Welding Carbon SteelPipes (SMAW)
1. Groove weld: 1G, 2G, 3G,4G, 5G, 6G
Welding Project for Assessment: “
Welding of Carbon Steel Pipes in 6G“
Recommended procedure:1. Group related competencies with similar skills &
knowledge requirements2. Determine the most complicated competence as basis for
the project.

Assessment Procedures for Practical
tasksA. Observation by the Assessor on the following:1. Work procedures
2. Machine operations
3. Identification & use of materials
4. Proper use of hand or power tools
5. Observation of Safety( If any of these is observed to be defective or risky, the Assessor
verifies the knowledge of the candidate in the above aspects, by asking
questions . This is the role of the oral questioning part of the practical task
assessment. If the answers are unsatisfactory, the assessment should
stop.)
B. Measurements of the quality of finished product .
A rating sheet must be used to compare the finished product to the
specifications in the drawing and in the test package. Tolerance must be
observed.

Note: In this project a typical situation is depicted in the service
center, where the assigned mechanic has to request from the
stock room, the tools and materials he needs to repair a car of a
customer.
If this is not properly done by the candidate in this worksheet, the
assessor can conclude that he does not possess the
competences covered in the assessment, because he does not
know what tools and materials to be used.
The worksheet is a document which is prepared by the candidate
to assist him in the performance of the core competence required
in the project and is included in the some Assessment Tool
package. This could be Materials & Tools requisition forms, or
Accounting worksheets required by the Accounting Assessment
Tool.

Observation on the quality of the finished product is
recorded in the Rating Sheet . Here, the assessor
compares the measurements of the project output to
the specifications indicated in the Assessment ToolDrawing. Tolerances are given on various
measurements, and the actual project data must be
measured within these limits.
The results gathered from the worksheets and
Rating Sheets, including the candidates
responses to some verification questions of the
Assessor are the basis for the ratings in theObservation Checklist
