I. Using url 164.100.80.110/eswathu in browser (Preferably. internet explorer) one can invoke the application e‐Swathu.
II. There are 3 types of user roles. Based on the different GP different logins have been created. Once the data SDAA/GP Secretary creates the property in the application it is sent digitally to the Gram Panchayat Secretary for verification and then to PDO for final approval.
III. User names for logging in to the system have been created with the format sdaa_<gpcode>, gpsec_<gpcode> and pdo_<gpcode> for SDAA, GP Secretary and PDO respectively.
IV. <gpcode> is as per the Gram Panchayat code used in Panchatantra software.
For eg., GP code of Belikeri Gram Panchayat of Ankola Taluka, Uttara Kannada Dist. is 1527001004. The User Names for Belikeri Gram Panchayat will be as follows:
1) SDAA: ex User name:sdaa_1527001004 password:rdprform9
2) Secretary : User name: gpsec_1527001004 password:rdprform9
3) PDO: User name: : pdo_1527001004 password:rdprform9
Work Flow of the System:
Step 1. Data Entry of Form‐9A Data(SDAA) Step 2. Forward Form‐9A to Secretary (SDAA) Step 3. Verify of Form ‐9A Data (GPSec) Step 4. Forward Form‐9A Data to PDO (GPSec) Step 5. Approve Form‐9A Data (PDO)
Step 6. Issue of Form‐9 on demand (SDAA)
V. Pre requisites for data entry of Form‐9A
1) SDAA when SDAA post is not available or vacant then the task should be performed by Gram Panchayat Secretary, SDAA should identify property that is being entered in to the system in the existing register for his further reference.
2) Till such time the Tahsiladar and the Director, Town and Country Planning forward their sketch for Gramathana property or Layout Plan approved digitally, SDAA should scan and keep all the documents required in a folder which he would be asked to upload during the data entry. eg., in case of Gram Thana site, indicative sketch received from Tahsildar. In
case of approved layout conversion copy, layout approval order, layout plan, release order of the sites. In case layout plan is more than A4 size necessary steps needs to be taken to get it scanned outside and then upload. It is needless to say that scanning of layout plan is required only once for a given layout. In case of Government allotted site sanctioned order should be scanned and kept ready. Any other document that Gram Panchayat feels important and needs to be updated should be scanned and kept ready before data entry.

5) SDAA shall scan and keep owner identification documents ready before starting of data entry.
Note: Care should be taken to assign relevant documents during the data entry.
First the SDAA logs in with User name: sdaa_1501001001 and with password: rdprform9
After logging in, click on “Add property main” button to create new property. Following screen is displayed for data entry of new property
Once the property main is added then add the owner details and the identification card details
Once the owner identification details and the identification scan doc are uploaded click on the dimensions and coordinates tab and add the details
In the same way add the rights and liabilities and then add the property documents
Once the document details are saved click on the final save button
Once the save is successful the forward to the secretary
Select the property and then forward to secretary
Once it is forwarded to secretary then login as Gp with login below details
2) Secretary : User name: gpsec_1527001004 password: rdprform9
Once log in then click on the forward properties to pdo then add the remarks and forward to pdo once forwarded then login with Pdo login credentials
3) PDO: User name: : pdo_1527001004 password: rdprform9
Once log in the pdo can verify the details then pdo can approve or send back to secretary
