Dear IREM® Members, Friends and Affiliates:
Are you done, or are you nearing the finish line with those annual budgets? Good for you!! The budget preparation and thought process that allows CPM®’s to create value for our clients is what sets us apart as leaders in real estate management. Just as you have been
working diligently on those budgets, your Chapter leadership team of officers and committee chairs have also been working to create value for you--our members-- as well.
In August we held our 3rd Annual Golf tournament and had a beautiful day! Tiffany Boyson, with ABM Janitorial Services, Aaron Sawyer with Lovett Services, and Shelby Skubic with Western States Fire Protection, lead this great event and did a fabulous job pulling it all together.
Your Chapter leaders also attended a Regional Retreat in Seattle in August, where we collaborated with Chapter leaders from Boise, Seattle and Anchorage, along with IREM® National Senior Vice President, Julie Muir and Regional Vice President, Mindy Gronbeck, to learn new skills in Leadership, Succession Planning, Generational Differences, Social Media and much, much more. It was an invaluable session meant to strengthen our Chapter leaders and enhance our Member services and satisfaction.
In September, yet another Friend of IREM® hosted our Educational program “Protecting your Investment, Building Site Protection and Maintenance”. A huge ‘thank you’ goes out to Millennium Building Services for a great event! We were thrilled to welcome three new CPM®’s, to our IREM® family. Congratulations to Josie Woo, CPM®, Jaima Coleman, CPM®, both with Shorenstein Realty Services and Shelly Hillman, CPM® with Cascade Property Management. Congratulations!!
Also in September, we held our annual Strategic Planning Session with your 2014 Leadership as well. Some exciting ideas came from our brain storming session and I can’t wait to see these new ideas take shape in 2014 Stay tuned!

Whitepaper Lays Out Constructive Ways to Manage Conflict and Produce Positive Outcomes
A new white paper from the Institute of Real Estate Management (IREM®) explodes the common myth that conflict is inherently bad. It then goes on to make the case that, if properly managed, conflict can lead to positive outcomes such as heightened innovation and performance, and even improved cohesiveness within a team – creating an environ-ment that fosters open and honest discussion. Titled simply “Leadership Development: Conflict Management,” the publication is the fifth in a series of IREM white papers that examines various leadership-related competencies critical to real estate management success. It lays out for readers: Five basic strategies for managing conflict When to use each strategy Six tactics for managing conflict Types of behaviors that are common to people with good conflict management skills Specific tactics to develop and hone good conflict management skills. Jaima Coleman, CPM®
Please join us in welcoming newly-designated CPM®, Jaima Coleman to the IREM® family! Jaima began her career in the real estate industry after moving back to Portland from an 9-year-residency in New
York in 2011— a move prompted by wanting to be near her family. She joined Spieker Properties, (thereafter named Equity Office Properties) as a receptionist that same year. In 2003 she joined the construction department of Equity Office as an assistant and gained knowledge in the management of tenant improvements and capital projects. In 2007 when Shorenstein Realty Services purchased Equity Office, Jaima joined the property management team, managing assets at Lincoln Center and Nimbus Corporate Center. Since joining the property management side of the business, Jaima has gained extensive experience managing office buildings and industrial complexes. Jaima earned her Bachelor of Science in Business Management from the University of Phoenix in 2004. Jaima has a 13 year old son, Jordan, who keeps her busy. In her free time, Jaima enjoys being outdoors, camping, riding quads and dirt bikes, going to the beach and quiet time just reading. Welcome to IREM® Jaima and Congratulations!!

Just released...the IREM® Foundation has revised its eligibility requirements to obtain an IREM®
Foundation Scholarship! Under the former requirements, only people seeking an IREM® credential (i.e. ARM®, ACoM® or CPM®) and who met the eligibility requirements for that credential, were eligible to apply for a scholarship. These requirements have been dissolved. Effective immediately, to qualify for an IREM® Foundation Scholarship, and applicant must: Be a current IREM® Member (Academic, ACoM®,
ARM®, Associate, CPM® Candidate, CPM® or Student)
Be current with his or her annual national and chapter dues
Express an interest in earning an IREM® credential (ARM,® ACoM®, CPM®)
AMO® firm employees qualify for an IREM® Foundation Scholarship and are exempt from membership and dues payment. They must express an interest in earning an IREM® credential (ARM®, ACoM® or CPM®). The Institute will give scholarship recipients who are AMO® firm employees a one-year, complimentary Associate membership in an effort to encourage them to become long-term members.

On September 12 2013, the IREM® Young Professionals committee held a college
football season kickoff tailgater as its fall networking event. On Deck Sports Bar was the
location of this festive evening with an attendance that included a great mix of CPM®’s,
residential and commercial managers, students, industry partners and Friends of IREM® -
making it a huge success!
A student orientation for the Portland
State University-Master in Real Estate
Degree program was held on
September 23, 2013. Lauren Alkire, IREM® Young Professionals chairperson represented
the IREM® Oregon-Columbia River Chapter by participating on a panel of speakers with
other professional real estate organizations during day two of the student orientation.
Lauren informed the group of the many benefits of IREM® and its Associate and Student
memberships.
FRESH is a networking event organized by the young professionals
of IREM, ICSC, ULI, BOMA, NAIOP and CREW to collectively
showcase building owners, real estate managers, retail, office and
industrial brokers, and development representatives. The purpose
of this event is to bring together the members of these
organizations under one roof for an annual “SUPER” networking
event in January each year. The IREM® Young Professionals
committee continues its support for, and is currently involved in planning the Second
Annual FRESH PDX event scheduled for Thursday, January 30, 2014. For more

IREM® and the IREM® Foundation Announce New Writing Competition for College and University
Real Estate Faculty and Students To encourage excellence and promote scholarship in the field of real estate property and asset management, the Institute of Real Estate Management (IREM®) and the IREM® Foundation are sponsoring, for the second year in a row, writing competitions for college and university students studying real estate as well as their professors.
“One of IREM’s key goals is to make real estate students aware of the many attractive career paths available in real estate management so that our industry sector attracts the best and the brightest,” said IREM® 2013 President Beth Machen, CPM®. “Sponsoring these competitions creates opportunities to raise this awareness by reaching out to the students directly and through the professors who teach them.”
WINNING ENTRANTS RECEIVE CASH PRIZES AND MORE!
The faculty competition is open to instructors who teach full-time in undergraduate or graduate degree programs in fields related to real estate. Their entries must address the evolving roles of property and asset managers, the similarities and differences between the two, and what practitioners may be facing in the days ahead. The winning entrant will receive a $1,000 cash award, a recognition plaque, and have his/her submission be published in IREM’s Journal of Property Management.
Any full-time student enrolled in a real estate or related field is eligible to enter the student writing competition. Acknowledging that attracting students and young professionals to real estate management careers is crucial to the industry’s well being, the topic of the student competition is: What can employers do to attract newcomers to real estate management and support them in the early stages of their careers? The winning entrant will receive a $500 cash award and an all-expenses-paid trip to IREM’s Leadership and Legislative Summit in April 2014 in Washington, DC, to accept the award, in person.

The Renovation, Repair and Painting rule protects homeowners and tenants from dangerous lead dust that can be left after renovation, repair, and painting. It requires contractors and subs be properly trained and certified, and use lead-safe work practices to ensure that lead dust is minimized. Lead exposure can cause a health effects, from behavior problems and learning disabilities to seizures and death, putting young children at the greatest risk because their nervous systems are still developing.
“Using lead-safe work practices is good business and it’s the law,” said Cynthia Giles, assistant administrator for EPA’s Office of Enforcement and Compliance Assurance. “EPA is taking action to enforce lead rules to protect people from exposure to lead and to ensure a level playing field for contractors that follow the rules.” The enforcement actions address serious violations of the RRP rule, including fourteen actions where the contractor failed to obtain certification prior to performing or offering to perform renovation activities on pre-1978 homes, where lead is more likely to be present. Other alleged violations included failure to follow the lead-safe work practices, which are critical to reducing exposure to lead-based paint hazards. Recent enforcement actions across the country include 14 administrative settlements assessing civil penalties of up to $23,000. These settlements also required the contractors to certify that they had come into compliance with the requirements of the RRP rule. Additionally, EPA filed three administrative complaints seeking civil penalties of up to the statutory maximum of $37,500 per violation. As required by the Toxic Substances Control Act, a company or individual’s ability to pay a penalty is evaluated and penalties are adjusted accordingly.

The Fair Housing Center of Greater Boston (FHCGB) announced that a West Roxbury Property Management Company has agreed to pay $15,000 in a housing discrimination case that resulted from posting a Craigslist advertisement indicating their unwillingness to rent to families with children because of the lead status of a rental unit.
As this media release illustrates, it is illegal under the federal Fair Housing Act (FHA)1 to deny housing to otherwise qualified families with children (or otherwise treat them differently in any

The Boston settlement is just one more example of case law that has reinforced the fact that housing providers may not discourage potential residents with children simply because the property has or may have “hazards” such as steep stairways and balconies, busy streets, the presence of dangerous equipment or lead-based paint. It is up to the household to determine if a given property is appropriate for them; it is not up to a housing provider to determine this for them. A group of experts in the field of adult education has been assembled by the Institute of Real Estate Management (IREM®). Called simply The Education Council, the group’s official mission: “To provide IREM with unbiased, fresh perspectives on the best practices to develop and deliver professional adult education,” according to Sue Considine, CPM®, chair of IREM®’s Education Committee.
