Introduction

The 3045 letters of Cons 488/32 comprise some 520 letters fromFitzgerald, the remainder being from his replacement. Kennedytended to express his personal views less, writing more directly butless interestingly. Kennedy, like his predecessor, continued topromote development despite insufficient funds and/or labour, withan administration deficient in competence.

How to Use the IndexThe pages of the letter book are not numbered. The letters are

numbered and commence with 1694 to 1704. These letters appear tobe a continuation from 488/31 which concludes at letter 1466. If so,some letters are lost.

The initial eleven letter numbers (1694-1704) are laterreplicated in a new number series and the initial (or continuation)letter numbers are marked in the Indexes with an * .

The new number series has some omissions of number, someextra ‘a’ numbers and some repeated numbers, but letters may befound readily using the letter numbers; but note the use of * above.
