Social Welfare Circumstances
Federal Spending increased since the 1980s and into the 1990s.
Women- maintain the right to abortion. Safety-Net Programs held their ground. SS, Medicare, Medicaid all increased at a steady
pace. Problems: Women reduced to low-wage jobs, few
fringe benefits (such as health insurance), little assistance in training programs or attending college.
Welfare policy abroad: $10 Billion in new funds toward the AIDS epidemic in Africa (Jansson 419 (5th Edition)).
