1. OPENING OF 42nd AGM

1.1. President, Lim Yeow Khee welcomed all members to the 42th Annual General Meeting (AGM)

and thanked them for their presence at the AGM. At 1920h, he confirmed that there was a quorum

and declared the AGM open.

2. AGENDA ITEM 1 - The President’s Introduction

2.1 Mr Lim also thanked Ms Jia Wei Wei for the efficient preparation which allowed this AGM to

be conducted in the month of July 2017. Wei Wei has taken over from Ms Claire Lee as SIAE

manager after Claire resigned from her position in Dec 2016.

3. AGENDA ITEM 2 - Confirmation of Minutes of the 41st Annual General Meeting

3.1 There were no amendments to the 41st AGM minutes. Robin V. Thevathasan proposed and

Leon Chua seconded the confirmation of the Minutes.

4. AGENDA ITEM 3 - Matters arising from Minutes of the 41st Annual General Meeting

4.1 There were no matters arising from the Minutes of the 41st Annual General Meeting.

5. AGENDA ITEM 4 - To receive and confirm the Executive Committee’s Annual Report and

Financial Report for Financial year ending 31 Mar 2016.

5.1 SIAE President Mr Lim Yeow Khee presented the Executive Committee Report. He

highlighted that SIAE has used its internal Auditors to conduct the auditing for FY 2016/2017.

There was no need to engage external auditors for the year and as a result, SIAE saved

$5,000 in audit fees. He expressed his thanks to the internal auditors Colin Koh and Chan Sig

Yam.

5.2 Hon. Treasurer Chow Kok Wah presented the Financial Report.

5.2.1 Chow Kok Wah highlighted that the auditors’ remuneration of $4,000 and the

accounting fee of $5,800 were for FY 2015/2016. There would be no audit nor accounting fee

for FY 2016/2017 as mentioned by Lim Yeow Khee.

5.2.2 He highlighted that SIAE incurred a smaller loss of $1,824 compared to $42,307 in the

previous FY 2015/2016 due to lower staff costs and higher dividends.

5.2.3 He mentioned that the main source of income for SIAE continued to be the dividends

paid by ATTC.

5.3 The confirmation of the Executive Committee’s Financial Report for the FY 2015/2016 was

proposed by Fung Yee Tik and seconded by Chen Pai, and the Annual Report was proposed

by David Teo and seconded by Chua Yeow Chua. The proposals were unanimously

approved.

6. AGENDA ITEM 5 - Matters arising from the Annual Report and Financial Report for FY

2016/2017

6.1. SIAE Membership

Lim Yeow Khee invited suggestions on ways to improve the quantity and quality of SIAE’s

membership.

Chan Sig Yam suggested that SIAE encourage our corporate members to promote SIAE membership

among their employees and to offer exclusive activities to members.

William Goh opined that SIAE should build up a strong base of student members who would over time

become ordinary members.

Jonathan Hung suggested engaging younger generation to be more interested in aerospace

engineering. These individuals would become our future members.

Tan Chu Hiang felt that potential members would want to know how SIAE membership could bring

value hence we should focus on the value-add. Furthermore, with the availability of social media,

people did not need to be members of an institute to plug into the aerospace community.

Chen Pai felt that SIAE should work on cultivating the younger generation through events such as

our Aviation Safety Competition and our forthcoming Drone Competition.

Mervyn Sirisena thought SIAE could attract members through offering continuing learning

programmes to members so as to make SIAE more relevant to aerospace engineers. Another

attraction, he said, was if SIAE could promote Chartered Engineer (Aerospace) status to bring

recognition to our members and also to integrate with other engineering institutions to share privileges.

He further suggested creating different layers of membership and convince employers to recognize

our membership as a form of professional status.

6.2 Constitution Amendments

Constitution sub-Committee had submitted a draft to the previous Executive Committee for

Constitution Amendments. The updated Constitution includes requirement for membership entry and

exit, Code of Conduct, rules for election Executive Committee Members. When the amendments were

ready, the Executive Committee would call for an Extraordinary General Meeting to approve it before

filing with Registry of Society.

6.3 SIAE Consultant Pte Ltd

The director of SIAE Consultant, Jeremy Chan announced that the proposed SIAE consulting

company has been registered and is named SIAE Consultant Pte. Ltd. It would target SMEs in

Singapore and the regional businesses and it aimed to leverage on the expertise of SIAE members.

SIAE would announce details to all members and encourage them to participate in consultancy work

when the opportunities arose.

6.4 MOU with NTUC

SIAE signed a MOU with NTUC U-Associate on 13 Mar 2017. NTUC U-Associate is an arm of NTUC

tasked with skills transformation and guidance for career development. PIVOT is an initiative by NTUC,

with support from U-Associate, UPME Centre, e2i and the extensive LM networks to provide a one-

stop service to help displaced PMEs in areas of emotional support, re-skilling and eventually,

preparing these PMEs to be transited into new job opportunities. They are looking for mentors from

SIAE members.

6.5 ATTC Financial Report

Commenting on the Consolidated Financial Report, Chow Kok Wah highlighted that ATTC and SIAE

combined incurred a loss of $326,717 in FY 2016/2017 of which $324,893 is attributable to ATTC

operations. The losses incurred by ATTC was largely due to the declining student population in

Singapore and also competition from aerospace courses conducted by the five Polytechnics and the

public and private universities in Singapore which offered many alternatives to potential aerospace

students. ATTC also did not benefit from several profitable but one-off programmes which has mostly

ended in the FY before.

6.6 ATTC Management

There was a change in the ATTC Board of Directors. Lim Hock San retired from the Chairmanship on

31 May 2017 and he would be appointed as Advisor ATTC. Lim Yeow Khee would take over the

chairmanship from 01 September 2017.

1. Introduction – Message from the President It is time once again to round up our activities for the year. Despite our heavy commitment of resources to strengthen both SIAE and ATTC administration and infrastructure, we managed to continue with our Café Aeronautique and ASC. But the key event this year was SATEC 2018 which attracted nearly 500 participants. We had a very good conference which brought in significant revenue as well. It was also a memorable occasion when our partner the RSAF took the opportunity to celebrated RSAF 50th Anniversary. Aviation Safety Competition (ASC 2018) started off very well and we have completed all lectures and industrial visits. Thanks to the ASC Committee and our sponsors and supporters. This year we have an exciting ASC Committee comprising many new members which brought in many new ideas and provided important resources to support the activities. We look forward to the Grand Finals award ceremony in November 2018. A group of NTU students have registered SIAE@NTU Chapter to connect aero students to industry. It was a great move and we hope to have more IHL coming into our fold to enable us to expand our reach our potential aero engineers. At the other end of the scale, I call upon our members with valuable experience to come and work with SIAE Consultant which was set up to provide opportunities for members to be economically active again and contribute their valuable experience to the aviation industry. The integration of SIAE with ATTC operation did not progress as well as expected. The environment resulting from trying to solve the financial burden from high rental uncovered unfortunate personality clashes which stalled many potential projects. I thank members of our ExCo for their resilience in the face of very challenging circumstances brought onto us by the financial burden of ATTC. This is the 50th year of my aviation career. I look forward to see younger people taking more interest in SIAE’s mission to build a good aviation culture for Singapore’s aviation industry to grow. Lim Yeow Khee BBM

5. Constitution Amendment The Committee comprising Mr Ian Richards (Chairman), Mr Mike McCormack and Mr Lim

Yeow Khee was tasked to prepare proposed amendments to the Constitution for submission

to the ROS. The target to complete the review of the Constitution by Jan 2017 was not

6. Café Aeronautique

We managed to organise two evenings of Café

Aeronautique this year. The 15th Café Aeronautique since

the launch in 20 Mar 2014 was held on 26 October 2017 at

Ngee Ann Polytechnic Aerospace Hub. Mr Chow Kok Wah,

Hon. Secretary of SIAE has delivered a speech on “How Airlines Decide on Billion-dollar

Airplane Purchases”. The presentation highlighted the key factors decision-makers consider

and the road-map to aircraft delivery after the contracts are signed. Peter Liang, Director at

ME Division, School of Engineering, Ngee Ann Polytechnic delivered welcome address and

guided members to visit labs and simulators in the aerospace hub. An Airshow Special Café

Aeronautique was held on 07 Feb 2018 at Singapore University of Technology and Design

(SUTD). Dr Alan H. Epstein, Vice President, Pratt & Whitney has shared his personal

experiences and trends in aviation industry to more than 130 students from NUS High School,

St Andrews Junior College, Nanyang Technological University, SUTD and foreign students of

Temasek Foundation program.

7. Aviation Safety Competition

The Aviation Safety Competition (ASC) aims to reach out to students from

schools, polytechnics, college and universities, generating interest in aviation and encourage

them to consider careers in aviation industry. The mission is to build an aviation culture for

the Next Generation of Aviation Professionals.

The Award Ceremony of ASC 2017 was held on 31 Oct 2017. More than 350 attendees

witnessed the success of winners. Ms Low Yen Ling, Senior Parliamentary Secretary of MOE

& MTI has attended the ceremony as the Guest-of-Honour. She has delivered congratulations

and presented awards to winners of ASC 2017. Airbus, SIA Engineering Company and Pratt &

Whitney have sponsored the competition.

ASC 2018, with the theme of “Safety in Flight”, will be the fourth competition of the series. It

was open for registration in May/Jul 2018. The program is to launch with a series of lectures

conducted by industry experts and senior practitioners from agencies dealing with aviation

safety, navigation and MRO. Visits to aviation facilities will be scheduled for participants to

get a feel of real-life aircraft and airport operations. Case studies will be included in lectures.

Students in teams of 3 to 5 will be given a scenario of flight in which an unanticipated event

arises for case analysis and presentation. The entire program will culminate with a contest in

Nov 2018. Judges will select up to 5 short-listed entries for the final presentation. The Award

Ceremony is scheduled in Nov 2018.

8. Singapore Aerospace Technology and Engineering

Conference – SATEC 2018 We organized a highly successful SATEC on 07 Feb 2018, in

conjunction with the Singapore Airshow. 470 delegates including

aviation professionals and senior officials from civil aviation

companies, institutions, government agencies and Air Force

attended our conference. It was a great opportunity for

networking and sharing of knowledge on development and trends

of aerospace industry.

ME8 Francis Cheong, Head Air Engineering and Logistics (HAEL),

RSAF and Mr Lim Yeow Khee, President, SIAE launched the

conference and welcomed the delegates attending SATEC 2018.

The Guest-of-Honour Mr Neo Kian Hong, Permanent Secretary (Defence Development)

Ministry of Defence, Singapore delivered his keynote address on the challenges and

opportunities of the aerospace industry.

The Distinguished Guest Speakers - IGA Jean-Francois Ripoche, R&T Director, Strategy

Directorate, DGA (France), Air Chief Marshal Sir Stephen Dalton, President of Royal

Aeronautical Society and Carl E. Burleson, Acting Deputy Administrator, Federal Aviation

Administration (FAA) highlighted the emerging technologies, movement and researches in

aviation.

In the plenary session, Dr Peter Weckesser, Digital Transformation Officer, Airbus Defence

and Space, Dr Alan H. Epstein, Vice President, Technology and Environment, Pratt & Whitney

and ME7 Timothy Yap Soon Haw, Deputy Head Air Engineering & Logistics (System

Engineering), RSAF introduced the latest technology development and applications in their

fields and answered questions from audiences in Q&A session.

In the breakout sessions, there were five tracks – Structures and Mechanical Systems,

UAV/Aerodynamics, Propulsion, Mission Systems/Virtual Training and Innovation &

Applicable Technology. 32 speakers from universities, research institutions, military, and

commercial companies presented their latest research findings.

9. SIAE NTU Branch A group of students from Master of Science in Aeronautical Engineering, Nanyang

Technological University (NTU) have initiated to set up SIAE@NTU Chapter, which aims to

help the students to reach out to the aviation industry.

10. Newsletter - Vortex To share the latest development and innovations in aerospace industry, SIAE has launched

the Newsletter- Vortex in Feb 2018. Vortex highlights the latest aeronautical research

findings, aviation industry trends, aircraft technological developments, SIAE events, and

ATTC’s continuous education program.

11. Merit Sponsorship to Polytechnics SIAE donated the $500 prize awards to Singapore Polytechnic (Silver Medal for Diploma in

Aeronautical Engineering). The prize is part of SP objective to recognize the students’

achievements and motivate them to continue to excel academically.

12. Outreach Projects 12.1 Drone Odyssey Advisory Committee

Drone Odyssey is an unmanned aerial systems initiative spearheaded by the Science Centre Singapore (SCS) with support from Ministry of Education (MOE) to bring together agencies, industrial representatives, interests groups as well as professional groups to form a central platform to develop and thus foster an all rounded ecosystem that drives interests, innovation, industrial integration and awareness of unmanned aerial systems technologies. Mr Robin Viva Thevathasan, Assistant Hon. Secretary of SIAE is sitting in the Committee, representing SIAE.

12.2 A Talk in Singapore Polytechnic

Mr Chow Kok Wah, Hon. Secretary of SIAE has delivered a talk on “How Airlines Decide on

Billion-dollar Airplane Purchases” in Singapore Polytechnic on 23 Nov 2017. More than 120

students from Singapore Polytechnic and SIAE Special Force Program have attended the talk.

12.3 A Career Talk in NTU

Mr Lim Yeow Khee, President of SIAE has delivered a career talk in Nanyang Technological

University on 08 Dec 2017. Mr Tan Chu Hiang, Vice President of SIAE and Mr Jackie Chen Pai,

ExCo member of SIAE shared their personal experiences in the aviation industry and

answered questions from students in the panel discussion. More than 100 students attended

the talk.

12.4 EDB Social Media Campaign

The campaign reached out to students from Polytechnics and ITE, to help raise their

awareness and interest in the aerospace sector through Instagram. SIAE provided a puzzle

challenge which attracted more than 400 students to participate. SIAE has organized an ATTC

hangar trip and industry talk for the winners.

12.5 Other Outreach Events

Mr Lim Yeow Khee, President of SIAE attended Compassvale Secondary School (CVSS) annual

18th Anniversary and Awards Day (A & A Day) as the Guest-of-Honour. A & A Day is an annual

platform to recognise exemplary students for their academic/non-academic achievements

and character development as well as contributions from staff and stakeholders/partners.

Mr Lim shared his experience in aerospace and presented academic awards to students.

13. Affiliation

13.1 Agreement with LJNAC

SIAE has signed Collaboration Agreement with Chongqing Liangjiang New Area Committee

(LJNAC) on 31 Oct 2017. SIAE will provide consultancy and advisory services to LJNAC on

education and business collaboration opportunities to help LJNAC to develop the aviation

industry in Liangjiang New Area of Chongqing with resources from Singapore aerospace

community.

13.2 MOU with SUTD

SIAE has signed MOU with Singapore University of Technology and Design (SUTD) Academy

on 10 Jan 2018. The partnership is to co-develop customised programmes to keep

professionals, managers and executives up-to-date with the latest technological

developments and stay relevant in the evolving job market.

13.3 MOU Signed on Aerospace Day 2018

The MOU is between Institute of Technical Education, Nanyang Polytechnic, Ngee Ann

Polytechnic, Republic Polytechnic, Singapore Polytechnic, Temasek Polytechnic and JTC

Corporation and Association of Aerospace Industries (Singapore) and SIAE, together with a

group of aerospace companies. The Parties agree to work together to enhance students’

current and future needs in training, education and employment in Aerospace Engineering,

in accordance with their respective needs and objectives on the basis of this MOU. Where

applicable, separate definitive agreements may be negotiated in good faith and executed by

the relevant Parties.

14.2 ATTC Organisational Review

Management Oversight

A Management Committee comprising the GM, Academic Chair, Dy Academic Chair and

Quality Manager was formed to meet on average every 2 weeks to share issues and make

decisions.

The Teachers’ Contact monthly meeting was chaired by Mr. Lim Yeow Khee to discuss student

and teaching issues and to decide on actions going forward.

Curriculum Review & Scheduling

Progress has been made in structuring the course into 2-hour blocks and converting some

lecture hours to tutorial time where appropriate to deepen learning. Schedules are also

modified to allow free slots for students to revise lessons and to broaden their learning

activities.

Outward-looking Marketing

Various attempts were made in the Financial Year to explore collaborations or sell our

technical expertise in Chongjing China and in the region. While we had the industry

connections, we lack the size, reputation and financial resources that these partners sought.

ATTC also explored opportunities to rent out the hangar to suitable tenants whose rentals

would be useful to offset our monthy lease charges. Due to various constraints of our

location and hangar access and nature of intended use, we were not successful but would

continue to seek suitable opportunities.

14.3 Oversight

Three Boards provided oversight of ATTC Management in the operation of the College.

14.4 Staff Establishment

ATTC has a total of 29 full time staff and 2 part-time staff as at 31 Mar 2018. Three staff

resigned and four staff joined the college in FY2017/8.

14.5 Course Output

The Degree and Diploma courses of ATTC are the main output of the College with the

Kingston University B.Sc. Foundation Degree and the Specialist Diploma in Aircraft

Maintenance (SAME) being the main contributors. FY17/18 saw a 36% drop in student-hours

due to the declining enrolment trends in our diploma and degree courses with competition

from SIT.

Short Courses -- The short courses show a steeper drop of 19% in student-hours due to

declining training needs.

School Visits – SIAE hosted these half-day visits to generate aviation interest amongst the

secondary students. There were 4 in FY17/18.

Polytechnic AOPs – This is a one-time programme collaboration with some Polytechnics and

the programme ended in FY2016/17

ATTC Graduation 2017 was held on 31 Oct 2017. The guest of honour was Ms Low Yen Ling,

14.8 National Day Celebration

ATTC held their National Day Celebration on the 8th Aug 2017. Total of 80 staff and students

attended the event held at the ATTC examination hall.

14.9 Games Bonding

ATTC initiated a weekly Badminton/table tennis games session for staff and students. It is

held at JTC Aviation 2.

A table tennis table and treadmill machine were also provided at Level 3 of ATTC and a table

football machine is provided at level 2 for student’s relaxation.

15. SIAE Consultant Pte Ltd

SIAE Consultant Pte Ltd is set up as a fully owned subsidiary of SIAE. Its mission is to provide

aviation consultancy services to assist companies on technical, safety, quality, process,

training and organizational improvements. It leverages on the wealth of experience and

deep pool of talents within SIAE pool of professional members. The scope of work includes:

Technical and Engineering solutions, Business Strategies and organizational restructuring,

process improvement/certification and training (in partnership with SIAE's other subsidiary:

Air Transport Training College.

Its Directors were Jeremy Chan, Chow Kok Wah and Lim Yeow Khee. Its two senior

consultants were Magali Bertin and Robin Thevathasan.

There is no revenue for the Financial Year past and the Company is currently in discussions

with potential customers in ASEAN and in China.

SIAE operation surplus & deficit

In FY 2017/2018, we achieved surplus S$23,255, largely due to the higher income. The major

expenditure contributors are event expenses, conference expenses and overhead cost. The

main sources of income are membership subscription fees, and income from events and

conference.

SIAE financial position

The total assets of SIAE are S$375,201, total liabilities are S$49,742 and total equity is

S$325,459. SIAE has S$11,747 in the bank account at the end of FY 2017/2018. Regarding the

current liabilities, the total amount of membership subscription fees received in advance is

S$6,847. SIAE owe the loans from members in total of S$31,000.
