Who can participate? - Joint Actions
Authorities of Member States and of other countries participating in theprogramme will be invited to nominate one competent authorityresponsible for the implementation of the action on their behalf.
‘Competent authority’ means the authority of a Member State or acountry participating in the programme responsible for health or for aspecific health topic or any other authority to which that competencehas been conferred.
The nomination should confirm that: • the nominated entity is a competent authority; • the nominated entity and the entities affiliated to it are eligible to participate
on behalf of the respective country and under its responsibility in the relevant action.
The competent authorities should also identify and select the civilsociety organisations active at EU level that can make the mostvaluable contribution to the action. These organisations will then beinvited to join the action as collaborating partners and/or participate inadvisory structures.

Who can participate? Country eligibility
To receive EU financial support for a project, i.e. to be a coordinator or other beneficiary, the organisation needs to be legally established in:
• EU Member States;
• Iceland, Norway;
• Serbia, Bosnia and Herzegovina, and Moldova. Those countries which have a bilateral agreement with the European Union in accordance with Article 6 of Regulation (EU) No 282/2014 on the establishment of a third Health Programme.

Who can participate?
Types of organisations
Grants can be awarded to legally established public, non-governmental or
private bodies including public authorities, public sector bodies, in particular
research and health institutions, universities and higher education
establishments.

• Remains open until proposal submission
• Allows for inclusion of "Best practice developers"

Exceptional UtilityCriteria for the exceptional utility of actions co-financed with Member State authorities:
1. At least 30 % of the budget of the proposed action must be allocated to Member States
whose GNI per inhabitant is less than 90 % of the EU average. This criterion intends to
promote the participation by Member States with a low GNI.
2. Bodies from at least 14 countries participating in the Health Programme must participate in
the action, out of which at least four must be countries whose GNI per inhabitant is less
than 90 % of the EU average. This criterion promotes wide geographical coverage and
the participation of Member State authorities from countries with a low GNI.

Award CriteriaContribution to public health in Europe (10 points, threshold: 7 points) Sub-criteria taken into
account in the assessment: quality of the Joint Action’s contribution to public health in Europe;
consideration of social, cultural and political context.
Technical quality (10 points, threshold: 6 points) Sub-criteria taken into account in the
assessment: quality of the evidence base; quality of the content; innovative nature,
technical complementarity and avoidance of duplication of other existing actions at EU level;
quality and relevance of the actions with regard to promoting the dialogue with NGOs in the
field; quality of the evaluation strategy and plan; quality of the dissemination strategy and
plan.
Management quality (10 points, threshold: 6 points) Sub-criteria taken into account in the
assessment: quality of the planning and appropriate task distribution to implement the Joint
Action, relevance of the organisational capacity, including financial management, quality of
the partnership.

Electronic Grant preparation• Grant preparation online (Participant Portal "My projects", deliverables,
milestones and risks to be transfered)
• Each partner signs Declaration of Honour online (PLSIGN for partner
required!)
• Electronic signature by PLSIGN of coordinator – no paper copies of grant
agreement, but «notarised» signed PDF version downloadable for all
