Dr Luis Franceschi (Dean, Strathmore Law School) is the Founding Dean of the Strathmore Law School – the youngest faculty of Strathmore University. Strathmore University was the first multiracial and multi-religious educational institution in English Speaking Africa. Dean Franceschi was tasked with founding a top-notch law school which became the most reputable law school in Kenya and East Africa in just five years. He has been a Constitutional and Public International Law lecturer in the Law School and also an adjunct faculty member at Strathmore Business School where he teaches courses on ethics and leadership. He has been very instrumental in the establishment of SIASIC at Strathmore Law School and continues to offer support and plays a big advisory role in the running of SIASIC.

Judge (rtd) Ann Claire Williams (United States Court of Appeals for the Seventh Circuit) is a retired United States Circuit Judge of the United States Court of Appeals for the Seventh Circuit. Throughout her years of federal service, Judge Williams devoted countless hours to judicial, local, national and international communities. She is also a former United States District Judge of the United States District Court for the Northern District of Illinois. She is currently Of Counsel at Jones Day where she leads the law firm’s efforts in advancing the rule of law in Africa, and leads their trial and appellate practices. She continues to play a key role in capacity building for judiciaries and prosecutors in Africa – and especially in Kenya.

Justice Isaac Lenaola (Judge of the Supreme Court of Kenya) was appointed to the Supreme Court of Kenya in 2016. He is also the Deputy Principal Judge of the East African Court of Justice. In November 2013, Justice Isaac Lenaola was appointed as a Judge of the “Residual Special Court for Sierra Leone”. In this capacity, he was involved in commutation of sentences, reviews, and retrials from the former “Special Court for Sierra Leone”. He was also the chairman of the Kenya Magistrates and Judges Association and a member of the World Council of the International Association of Refugee Law Judges. He is currently a member of the Board of Directors at the Kenya Judicial Training Institute. Justice Lenaola is the Chair of the Advisory Board of SIASIC.

Prof Githu Muigai (Immidiate Former Attorney General of Kenya) was until February 2018 the Attorney General of Kenya. He has over 20 years experience in the practice of law in Kenya and in East Africa. Prof Muigai holds LLB and Ph.D. degrees from the University of Nairobi and an LLM Degree from Columbia University School of Law, New York. He was called to the Bar in 1985. In addition to the practice of law he is an Associate Professor of Public law in the School of Law of the University of Nairobi (currently on leave of absence). He has a wide range of areas of practice which include Commercial Litigation and Arbitration, Constitutional and Administrative Law, Information and Communications Technology Law, Insurance and Banking Law, Investments Law, Mergers & Acquisitions Law, Public and Private International Law and Public Procurement Law. From August 2008 – September 2011 Prof Muigai was the UN Special Rapporteur on contemporary forms of racism, racial discrimination, xenophobia and related intolerance.He is a Fellow of the Chartered Institute of Arbitrators (UK) and a member of the American Association of Trial Lawyers, Institute of Public Secretaries, Law Society of Kenya, East African Law Society, Council of Legal Education, International Commission of Jurists International Bar and the Association and the Commonwealth Lawyers Association. He was sworn as the sixth Attorney General of the Republic of Kenya on the 23rd August 2011 as the Principal Legal Adviser to Government of the Republic of Kenya.

Justice Joyce Aluoch {Judge & First Vice-President of the International Criminal Court (rtd)}. She was also the first female First Vice President at the ICC. She is an Advocate and former judge of the High Court of Kenya and the first Chairperson of the Committee of African Union Experts on the Rights and Welfare of the Child. She was also the Vice-Chairperson of the United Nations Committee on the Rights of the Child from 2003 to 2009. She has served as the inaugural head of the family division of the Kenyan High Court and a member of the Court of Appeal. She has had a pivotal role in negotiations between the African Union and the Government of Sudan to ratify the African Charter and secure the rights of children, pursued a fact-finding mission in war-torn northern Uganda on the effects of the war on children, and chaired a task-force aimed at handling sexual offences in Kenya through the implementation of the new Sexual Offences Act, 2006.

Dr Philipp Ambach (Chief of the Victims Reparations and Participation Section, International Criminal Court) Dr Philipp Ambach has previously worked in the Presidency of the ICC

as the President’s Special Assistant for five years until November 2016. From February to September 2015, Dr Ambach temporarily worked as a team leader and legal officer in the Registry of the ICC. Before that, he held the position of legal officer in the Appeals Chamber of the ICTY, ICTR as well as in the Registry of the ICTY. Nationally, Dr Ambach had been accepted at the Cologne Public Prosecutor’s Office prior to his employment with the ICTY. Dr Ambach holds a PhD in International Criminal Law from the Free University of Berlin. His thesis developed a proposed framework convention for the establishment of internationalized hybrid tribunals. He has authored a number of publications on various topics in the area of international criminal as well as humanitarian law and regularly gives guest lectures on ICL/IHL topics at various universities.

Josephine Mong’are (Chairperson of the International Federation of Women Lawyers (Kenya) is currently the chairperson of Federation of Women Lawyers (FIDA Kenya) and has volunteered her time and resources in assisting and ensuring the protection of children and women rights in Kenya. She has vast experience as a consultant in Human rights and is trained as a trainer of trainers in Women and Human rights and the rights of Children; conducting training for the same both in Kenya and elsewhere in the region. A pro bono advocate for children and disadvantaged women in Kenya. Josephine is a keen litigator both in Civil and Criminal matters, and is conversant with the civil and criminal procedure processes in Kenya and the Region. Previously she worked

with the Kenya Anti Corruption as an investigator and criminal law analyst. Josephine is an advocate of the High Court of Kenya an experienced Legal Practitioner with over 25 years’ experience in several practice areas such property law and conveyancing with a bias in bank security perfection, contract negotiation and documentation, commercial and company practice. She is also well versed with public procurement law and practice. She is also a member of the Public Procurement Appeals Review Board with a strong background in arbitration and dispute resolution relating to public procurement disputes and a keen understanding of the Procurement Law and practice in Kenya.

Dr Isaac Rutenberg (Senior Lecturer, Strathmore Law School; Founding Director – Centre of Intellectual Property and Information Technology (CIPIT) obtained a JD from Santa Clara University School of Law in May 2011. He is registered to practice law in California, and is also registered to practice before the United States Patent and Trademark Office. Dr Rutenberg has authored articles for a variety of publications and spoken at numerous conferences in Kenya, primarily focusing on practical aspects of intellectual property (IP). He continuously advocates for Kenyan organizations and individuals to expand their use of worldwide IP systems. He has received dual Bachelor of Science

degree in Chemistry and Mathematics/Computer Science from the Colorado School of Mines, as well as a PhD in Chemistry from the California Institute of Technology. His graduate research advisor was Robert H. Grubbs who in 2005 was awarded the Nobel Prize in Chemistry. In addition to his affiliation with Strathmore Law School, Dr Rutenberg is currently a practicing patent attorney with Science & Technology Law Group (www.sci-tech.com). His practice includes patent prosecution, due diligence, and preparation of legal opinions (patentability, validity, and freedom to operate) for subject matter that included chemistry, materials science, polymers, pharmaceuticals, biotechnology, drug delivery, medical devices, and electronic devices. His practice includes all aspects of patent prosecution, including US and foreign prosecution.

Dr Robert Muthuri (Senior Research Fellow, Strathmore Law School Centre for Intellectual Property and Information Technology (CIPIT) is an innovation and technology lawyer with areas of practice in legal e-commerce, data protection and privacy, IP, media and telecommunication. He also specializes in legal informatics, legal knowledge management, ontology engineering, legal interpretation and argumentation. He is also currently working at the Centre of Intellectual Property (CIPIT) that is based at the Strathmore Law School. Dr Muthuri is a well-known commentator on Cyber Security and Cyber laws in Kenya and across the region.

Douglas Gichuki (University of Cape Town Law School; Adjunct Lecturer, Strathmore Law School) is a doctoral fellow at University of Cape Town and an adjunct lecturer at Strathmore Law School teaching modules in IT and Law, Intellectual Property Law, Tort Law and Legal Systems and Methods. He also gives pro-bono legal advice on intellectual property and other technology and law related matters to the teams of young developers and technologists who congregate at the iHub, a premier open space for technologists. Douglas’s research focuses on Cybersecurity laws and with an emphasis on protection of persons and data in Cyberspace.

Geoffrey Munga (Senior Manager of Technology Security at Safaricom) is in Senior Management on Security at Safaricom, one of the largest mobile phone and Internet Service providers in Africa. He has previously served the company in the capacities of IT Security Manager and Senior Security Administrator. He has over 10 years’ experience in this field having worked for various organizations at a senior level.

Dr Bernard Mogesa (Secretary & CEO, Kenya National Commission of Human Rights) A passionate and visionary leader who within a span of 7 years has risen within the KNCHR ranks from Head of Public Education and Training; Head of Research and Compliance and Deputy Commission Secretary and now the Commission Secretary. A teacher by profession, Dr Mogesa began his career as a high school Principal employed by the Teachers Service Commission in 1992 before venturing to his calling of working on and with learners with disability. His previous employers include Dysons Wood trust, England, Lake Institute of Tropical Medicine, Kenya Society for the Blind and International Council for the Education of People with Visual Impairment. This cumulative experience led him to the Kenya National Commission on Human Rights where he has honed his human rights skills. A doctorate degree holder with a keen interest in teaching, writing and training, he has reviewed, authored, co authored varied publications and undertaken a raft of consultancies that reflect leadership per excellence and his passion for the education sector in Kenya. He has chaired and has been a member to various Government and Non Governmental committees and task-forces. He is a Certified Public Mediator and accredited trainer in the field of Human Rights, Human Rights Based Approach to planning and development and Monitoring and Evaluation. He has over time acquired vast experience at an advisory and supervisory capacity in several African countries.

Emmah Wabuke (Lecturer, Strathmore Law School with an area of focus in Gender issues and the intersection of Women Rights with National Security) holds a Bachelor of Laws (LL.B) from the University of Nairobi and a Master of Laws (LL.M) from Harvard Law School. She is also an Advocate of the High Court of Kenya. Emmah has worked as a Graduate Assistant at Strathmore Law School where she honed her teaching skills and trained students in both curricular and extra-curricular activities. At Harvard Law School, in addition to her studies, Emmah was an advocate of the Harassment/Assault Legal Team (HALT), which monitors whether schools and the Federal Government were adequately fulfilling their obligations under Title IX of Civil Rights Act, 1964. She is now an expert on Gender issues and especially the intersection of women rights and national security. Currently, Emmah works as a Lecturer at Strathmore Law School, where she teaches Administrative Law, Civil Procedure and Human Rights Law.

Memory Kachambwa (Executive Director, African Women Development Network - FEMNET) is the current Executive Director at FEMNET where she formerly served as the organization’s Head of Programs. Ms Kachambwa holds a Master’s degree in Philosophy in Management and Integrated Water Resources with a focus on women and is currently pursuing another in Peace, Human Rights, Gender and Development. With more than 18 years of experience of related work from five organizations including FEMNET, the Executive Director holds a Bachelor of Science in Geography, Environmental Science and Geology.

Gilbert Sebihogo (Executive Director, Network of African National Human Rights Institutions) is the Executive Director at the Network of African National Human Rights Institutions. He holds a Master’s Degree in Public International Law and International Human Rights Law from the University of Pretoria. He has also served as the Prosecutor General before the Court of Appeal of Kigali and as a visiting lecturer at the Independent University of Kigali.

Beatrice Nsana (Principal State Attorney, Tanzania) is a State Attorney working with the Office of National Prosecution Service, Tanzania under the Director of Public Prosecutions as a Public Prosecutor since March 2010. She has worked on different criminal cases on offences like rape, unnatural offences where most times victims are children, armed robbery, forgery, murder etc. She has appeared on behalf of the Republic on civil cases and on appeals before both the High court and the Court of appeal. She is also the focal person on economic cases as well as cases involving children and is in charge of the women “gender desk”. She has also attended various trainings on Gender Based Violence commonly termed as “GBV”

Alice Silence Thomas (Prosecutor/State Attorney, Tanzania) holds a Bachelor Degree in Laws and a Post Graduate diploma in legal practice. She has over 3 years of experience in her legal career in private and public organizations practice. She is currently working as a State

Attorney in the Office of Attorney General in Tanzania which where she is instrumental in representing and advising the Government in all legal matters in Tanzania.

Samali Wakooli (Senior Assistant Director fo Public Prosecutions & Head of Gender and Sexual Violence Unit, Uganda) is an acting Senior Assistant Director of Public Prosecutions in Uganda who has worked at the Office of the Director of Public Prosecutions-Uganda for the last 13 years. She is the current Head of Department of Gender children and sexual offences. Ms Wakooli possesses high prosecutorial and advocacy skills and has prosecuted all manner of domestic, transnational and international crimes. She also has vast knowledge in handling cases relating to children and gender based crimes. Ms Wakooli holds a Bachelor of Laws (LLB) Honors Degree from Makerere University and a Post Graduate Diploma in Legal Practice from the Law Development Center. She also a holds a Master of Laws (LLM) Degree from Makerere University with emphasis on Mutual legal assistance in combating cross boarder crimes.

Vicky Nabisenke (Assistant Director of Public Prosecutions, Uganda) is an acting Assistant Director of Public Prosecutions in charge of Mukono Regional Office at the Office of the

Director of Public Prosecutions-Uganda. She has worked at the ODPP since October 2005 and has gained a vast wealth of knowledge and experience in the prosecution of both national and international crimes. Ms Nabisenke holds a Master’s degree in Public Administration from Uganda Management Institute, an honors degree in Law (LLB) from Makerere University, and is currently pursuing a Master of Laws degree with special emphasis on the areas of international human rights, environmental law, humanitarian law and victims’ rights. She is an ardent advocate for women’s and children’s rights, gender equality and victim empowerment; and also enjoys sharing knowledge and experiences on emerging criminal law trends especially in the areas sexual and gender based violence, juvenile justice, organized crime and cybercrimes.

Christine Alai (Head of Office, Physicians without Borders) is responsible for the advancement of the Program on Sexual Violence in Conflict Zones in Kenya. She represents PHR to government, local, and international partners; develops and manages partnerships with individual and institutional collaborators; conducts advocacy; and coordinates and leads forensic trainings to influence collaboration among medical, legal, and law enforcement personnel with the goal of enhancing prosecutions and accountability for sexual violence in Kenya. Alai has devoted her career to human rights. She recently undertook a Leadership and Advocacy for Women in Africa (LAWA) Fellowship at Georgetown University Law Centre, focusing her thesis on accountability and reparations for sexual violence crimes committed in Kenya during the 2007 to 2008 post-

election crisis. Prior to joining PHR, Alai served as interim head of office and program associate at the International Center for Transitional Justice’s Kenya Office, where she steered technical assistance programs to support truth-seeking, accountability, and reparations for systemic human rights violations and massive atrocities committed in Kenya. Alai has worked with the government-established Kenya National Commission on Human Rights, the non-governmental Kenya Human Rights Commission, and the 2005 Constitution of Kenya Review Commission. She also serves as a trustee and member of the board of directors of the East African Centre for Human Rights (EACH Rights).

Alai holds an LLM in international legal studies from Georgetown University, a post-graduate diploma in legal studies from the Kenya School of Law, and an LLB from the University of Nairobi.

Christopher Gitari (Director, International Centre for Transitional Justice (Kenya) is the Country Program Director for ICTJ Kenya. An Advocate of the High Court of Kenya, he is particularly interested in constitutional law, transitional justice, and alternative dispute resolution. Christopher has been instrumental in advising Kenya’s Department of Justice on the establishment of a reparations program. Previously, he served as a program officer for the Human Rights Program in the Kenyan Section of the International Commission of Jurists. He also advised Kenya’s National Police Service Commission on key legislation including the 2015 National Police Service Regulations on Vetting, the National Police Service Regulations on Recruitment and Appointment, and the National Police Service Regulations on Discipline. Christopher holds an LL.B. from the University of Nairobi, an LL.M. from the Fletcher School of Law and Diplomacy, and a post-graduate diploma in International Mediation from Queen Mary. He is also an accredited mediator.

CLAIRE ADIONYI – RESEARCH COORDINATOR & RESEARCH FELLOWClaire Adionyi Ochieng is an Advocate of the High Court of Kenya. She is also a holder of an LL.M in International Human Rights Law from the University of Groningen in the Netherlands. She also holds an LL.B (Hons) from the University of Nairobi, School of Law and a post-graduate diploma in law from the Kenya School of Law. Claire has an interest in International Criminal Justice – an interest that has seen her focus her teaching to courses in this field and she also serves as the Academic Lead for the International Criminal Justice LL.M of Strathmore Law School which LL.M is affiliated to SIASIC. She is currently the Research Coordinator and a Research Fellow at SIASIC.

SALMA KHAMALA – RESEARCH ASSISTANTSalma Khamala holds an LL.B from Strathmore Law School and is currently a post graduate student at the Advocates Training Program at the Kenya School of Law. She has an interest in International Criminal Justice – an interest that was further manifested in her experience as a Legal Intern at the International Criminal Tribunal for the Former Yugoslavia (ICTY) and as a Legal Assistant in the International Criminal Court (ICC); both based in The Hague, Netherlands. She is currently the Research Coordinator at the Strathmore Law School Dean’s Office and a Research Assistant at SIASIC.

SIASIC’S SUPPORT TEAM In the organization and the hosting of its 3rd Annual SIASIC Conference, SIASIC has had an army of supporters behind it that has done many wonders in making this event a success. This event did not happen overnight and the wheels started rolling weeks ago. The diligent and reliable SIASIC interns who are currently students at Strathmore Law School have continuously been available to offer their bird-eye for details, read, proof-read, research, speak to our esteemed guests and offer their motivation and support where they could in making the conference a fantastic accomplishment.
