NARRAIIVE SUMMARY

Command, operations, and Iraining

On 9 July, another major step was taken towards thedeactivation of this battalion with captain Joe D. Cantlon rollingthe Battery A colors and delivering them to Lieutenant Colonelthomas M. Adkins as the battery's last official act. Al l BatteryA personnel were transferred to H&S battery as they waited forreass i gnment.

While the battalion's effort was focused on thetransferring equipment and personnel, during the month of Augustthe Battalion Commanding Officer, Executive Officer, and sergeantMajor began the planning for the deactivation ceremony scheduledfor the end of the month. A unique ceremony, every effort wasmade to ensure that this was a memorable ceremony, for it was thelast public function for the battalion. On 24 August the ceremonywas executed in front of many honored guests, relatives, friends,and former members of the battalion. Among those honored guests -

were Major General John E. Rhodes, Commanding General 2d MarineAir wing, Colonel G. A. Enos, former Commanding Officer of Marine .Air control Group 28 and 3d Light Antiaircraft Missile Battalion,and 3 additional former 3d Light Antiaircraft Missile Battalioncommanding officers, Lieutenant colonel John J. Fillippo (16- Jul19t3- 30 Jun 19t4), Colonel Hugh N. Bumpas (i Jan 196 - b Jul19tt), and Colonel U. M. Harke (8 Jun 1984 - 18 1986)9

the month of September was devoted to putting thefinishing touches on several functions of the deactivation. Mostof the HAWK equipment was transferred during late July and Augustwhile remaining miscellaneous HAWK equipment was completelytransferred on it September. the last shipment of motor transportassets took place during late September although most of theequipment was transferred before 2b August. H&S Battery,Engi neer/Communi cations, Motor t ransport Operati ons and Motort ransport Maintenance buildings were all ready for turnover on 6september. t he remainder of the month was used to take care ofremaining supply and administration tasks while transferring thosepersonnel who were no longer needed. On 30 september, Lieutenant_Clonel thomas M. Adkins oversaw the final action of thebatalion, a dairy entry stating, "IUhACIL AS NUC "23'96(, HI t: 31)LAAM, AUIH: MCBUL b400"

prepared their buildings for turn-over, and prepared theirpersonnel for transfer. On 9 July all assets and personnel wereconsolidated with in H&S Battery. As equipment responsible to asection was transferred, the personnel in that section were thentransferred. All /222 and 59xx personnel who were eligible weretransferred to 2d LAAM Bn, Yuma Arizona during the month of July.All other personnel with support type MOS's were transferredwithin Marine Air control Group 28 with a few exceptions who hadorders for duty as drill instructors, career planners, etc, Allofficer transfers were within MACG-28 except for two officerswhich were assigned to the Commanding General's staff.

Legal Action

the Commanding Officer, 3d Light Antiaircraft Missile Battalion isthe Special Court Martial Convening Authority for Headquarters andservice Battery, Battery A, and Battery B. As such, the followinglegal proceedings were held at this level.

A tremendous amount; of work was required by the supply andlogistic personnel of this battalion. Every piece of equipmentassigned to this batta lion's I/i(. had to be accounted for,invent~oried, coded, t;ransfer location ident~ified, packaged, andthen sent to the designated unit. One battery I/UO of HAWKequipment was sent to '2d LAAM Bn in Yuma, Arizona and the otherwas sent t~o 4th LAAM Bn in Hayward, Cal ifornia. Al l otherequipment from this battalion was used to fill I/0 deficiencieswithin MACGi-28, 2d Marine Air Wing, 11 Marine Expeditionary Force,and Marine c:orps Forces, Atlantic.

NARRATIVE SUMMARY

SECTION 2

COMMAND, OPERATIONS AND TRAINING

During the second half of 1994, MWSS-273 found itself involved in a widevariety of training and operations. During July, the command continued totake advantage of the experiences learned from SATEX and diligently appliedthem to the execution of CAX 9/10. We sent 116 Marines to 29 Palms, CA toprovide aviation ground support to the aviation combat element during CAX9/10. During the same month the command prepared for the MWSG-27 CommandingOfficer's change of command. The Squadron conducted extensive drill practiceto ensure our 121 Marines participating in the change of command on 20 July atCherry Point, NC would display the Sweathog pride and professionalism.

During August, the Expeditionary Airfield Section completed its supportat Landing Zone Pheasant and sent a detachment to Marine Corps Base Quanticoto disassemble and recover the vertical take-off and landing pad that was usedto support the V-22 Osprey testing and evaluation. For August and Septemberthe Motor Transport Section provided TOT/TOP support to MAG-31 in accordancewith CG 2nd MAW msg dtd 0216332 June 94 to help minimize transportation cost.

During September, the Squadron made preparations to receive our Marinesback from CAX 9/10. While continuing to plan for the Squadron Field Exercise,time was set aside to focus on the staff planning process and educated oursections with classes. Also our engineers found themselves involved inseveral projects spread between Marine Corps Air Station, Beaufort; MarineCorps Recruit Depot, Parris Island; and Naval Hospital Beaufort. OurConstruction Section received a lot of beneficial training while helping ourfellow Marines at the same time and providing tremendous cost saving to allthe installations.

October was a very busy month, the Squadron found itself making finalplans and conducting final briefs for the Squadron Field Exercise that wasconducted at Page Field, MCRD Parris Island. The Squadron's training duringthe field exercise included, but not limited to:

1. Exercise MSSD II for deployment and retrograde.

2. Round robin training, MOS classes/cross training, repelling, nightland navigation, etc.

3. Required training, NBC training, Gas Chamber, Personnel andEquipment Decon.

4. Base recovery after attack training, rapid runway repair and localarea security training.

Also this month we conducted our yearly weapons shoot at Fort Stewart,GA. We improved our gun teams proficiency on operating the M2, M60 and M249.We had 65 Marines to take part in this evolution. During this month, weprovided VMFA-312 with cooks and military police support for a series ofupcoming boat work-ups.

During October and November, the Squadron conducted mandatorydrug/alcohol abuse, spouse abuse, and suicide prevention training. OurMedical Section exercised its capabilities by conducting a Shot-X, whichhelped us maintain one of the highest medical readiness in the Group. Thismonth also saw us complete the 2nd MAW Embarkation Inspection with no trendsand we received a grade of excellent.

During November, the Squadron completed Battle Skills Testing (BST). TheExplosive Ordnance Disposal Division provided support to the South CarolinaLaw Enforcement Division and Air Station in the local area, assisting in thecollection/disposal of old ordnance and ammunitions. The EAF Sectionsupported F/A-18 aircraft at MCAF Quantico with M-21 Arresting Gearinstallation and operations. They performed 52 recoveries of aircraft duringthe period. Also in support of F/A-18 aircraft the EAF section installed M-21Arresting Gear at MCAS Beaufort in support of Hornet's Nest, where 9recoveries were performed. During this month the Squadron provided the AirStation with support in preparation for the Marine Corps Ball. Our Marinestransformed one of the aircraft hanger spaces into a very impressive ballroomfor both the Enlisted and SNCO/Officer's Ball. We provided heating andcooling services, ice, MHE support and interior decorating. The Birthday Ballwas a success.

During November and December, the Squadron was reaping the benefits fromthe Squadron Field Exercise and staff planning exercise. These evolution'splayed a key role in the smooth transition into the preliminary planning forRoving Sands 95 and WTI 2-95.

During December, our Communications Sections participated in its firstGroup Communication Exercise which provided great long range communicationstraining for our Marines. Also during this month our Military Police and EODSections provided support to the Secret Service in support of the President ofthe United States' visit to Hilton Head, SC.

For entire 6 month period we have had 37 Marines deployed to Aviano,Italy in support of the Marines F/A-lB Squadron there. These Marines are insupport of Operation Provide Promise and Deny Flight.

PERSONNEL AND ADMINISTRATION

Assignment of personnel to this command is controlled through MAG-31.All Marines reporting to MCC 165 will be assigned to either MCAS-2 or MWSS-273MACS-2 and MWSS-273 work together by screening the inbound report to determinepersonnel assignments.

During this period the Administrative Assistance Team visited the commandto provide guidance and assistance for the upcoming inspection in February1995.

Our current Fleet Assistance Program (FAP) is being updated to reflectthat all line numbers are accurately filled.

LOGISTICS

The operational tempo for the Squadron during this period dictated aquick tempo for the S-4. The Squadron supported CAX 9/10-94 from July -

September, and the embarkation section coordinated the complete loadout andre-deployment of the detachment, as well as providing two embarkationspecialists and one MIMMS clerk.

The Embarkation Section again coordinated a major movement when theSquadron deployed to Page Field at MCRD Parris Island for a Squadron FieldExercise from 14-21 October. During this same time period (17-19 October),the Squadron stood the 2nd MAW Commanding General's Embarkation Inspection,receiving a grade of Excellent, the highest results of any unit in MWSG-27 todate. The Squadron also gained the opportunity to train with the USAF duringJoint Airborne/Air Transportability Training on 5 December. The JA/ATTcentered around loading a C-141 with three HMMWV's and a 5-Ton Truck andconducting an engine running of fload.

During the Squadron Field Exercise, the S-4 took the opportunity toexercise several areas of logistics. A field mess was constructed and mealsprepared for all members of the Squadron. The Logistics Operations Center wasstood up, and used as the focal point for all logistics during the exercise.The S-4 Officers also served as the Camp Commandant for the unit.

ARMORY

The Squadron lead the push for expansion in the MAG-31 Armory bysubmitting for approval and then constructing the established new maintenancearea in the armory. This project created space to store the new crew-servedweapons received during the year. The Squadron also placed 446 bayonets and117 K-Bars in Level-A Pack, and the armory supported the Squadron crew servedweapons shoot conducted at Fort Stewart from 3-6 October.

SAFETY/HAZ US MATERIAL

In the areas of Safety and Hazardous Material/Waste, the Squadronassisted the Air Station in a Spill Contingency Plan Survey, 24-28 October.On 7 November, the Squadron received six hazardous material shelters purchasedby the Air Station for $85,000.00. These shelters will replace antiquatedstorage means in use presently, and further assist in the management ofhazardous materials within the Squadron.

FOOD SERVICES

The year ended with competition for the right to represent 2D MAW in theNey/Hill Field Mess Competition. Construction of the field mess took placeduring late November and early December, with the evaluation being conducted8-9 December. The evaluators were impressed with the overall attitude of allMarines involved, and the Squadron did very well in the competition.

MOTOR TRANSPORT

The Motor Transport Operations Officer returned from Aviano, Italy(Operation Deny Flight). MGySgt Mathis reassumed the duties as MotorTransport Chief. One additional piece of equipment was inducted into theAdministrative Storage Program which now has 30 pieces that include (11)M-998, (2) M-997, (4) M-1038, (4) M-813, (1) M-817, (1) M-925 and (7) M-105Trailers. Our licensing section taught six light vehicle classes and onemedium vehicle class. Licensing issued 30 new licenses, 11 renewals, 29upgrades and 7 duplicates. Total dispatches were 802 with a total of 30,894miles driven, 973 tons of cargo hauled and 5565 passengers transported.

Combined Arms Exercise 9-94 and 10-94 at 29 Palms California wassupported by 17 Marines from the Motor Transport Section. Thirty-threeMarines also Participated in operation "Bay of Hogs" Page Field, Paris Island,South Carolina. One Staff Sergeant completed the Motor Transport StaffCourse. One Sergeant completed the Sergeants Course. Two Corporals completedBasic Educational Skills Program. One Lance Corporal completed Lotus SmartSuite and one Lance Corporal participated in the Recruiters AssistanceProgram.

FUELS

The Fuel Branch conducted extensive Airfield Operations to provide safeand expedient refueler service support to Marine Aircraft Group 31 and providepersonnel for deployments to support contingency operations outside CONUS andfield training exercises within CONUS.

MWSS-273's operational profile and record of achievement during the pastmonths is probably best indicated by the performance of its Fuel Branchpersonnel during deployment to Aviano, Italy. During this period, Fuel Branchpersonnel dispensed 3.8 million gallons of JP-8 to twenty-one (21) varioustypes of tactical, commercial and foreign aircraft is support of OperationDeny Flight. Additionally 345,035 gallons of JP-5 was dispensed aboard MCAS,Beaufort and, 12,612 gallons of diesel fuel was issued to support groundsupport equipment conducting internal operational commitments. Operationssupported while in CONUS, (Bogue field operations 20, June - 30 June dispensed157,019 gals of JP-5 and 1,067 gallons of diesel and CAX Exercise 22 July - 27Sep issued 1,356,082 gals of JP-5).

During July, the Communication Section shipped equipment to 29 Palms, CAfor CAX 9/10-94, and the advance party departed with 7 communicators. LtBellman joined the Communications Branch and SSgt Wher attended CMS Course inCharleston. One communicator supported the Fuels Section in Operation RockyMountain at Fort Stewart.

During August, three communicators for the TEECG for CAX and Lt Bellmandeparted for 29 Palms. The communicator the supported Rocky Mountain and SgtSmith from CAX returned to the section. One communicator to Quantico, VA tosupport EAF in a VTOL exercise. SSgt Willis and Sgt Crabb to Recruiter Schooland Lt Bellman returned from CAX. Sgt Yates had minor surgery and was placedon convalescent leave for 30 days and Sgt Brotherson is FAPPED to S-4 for 6months.

During September, several Marines attended a series of courses; LANComputer Course, CMS, and a computer course. 2nd MAW conducted a CMSinspection, the results were major findings. Seven communicators returnedfrom CAX, and Sgt Falls joins the platoon. Two PFCs were promoted to LCPL.The section also received T/E gear, (1) A2069 , (4) H2442 and (4) H2190.

During October, the Communication Section had 3 promotions (2) to Sgt and(1) to LCpl. SSgt Aiello and 4 communicators to support Squadron Gun Shoot atFort Stewart. The CMS department had two assist visits 2nd MAW and CMS AATeam from Charleston. One communicator went TAD to station for 6 months andthe Communication Section went to the field at Parris Island for the SquadronField Exercise. Four 2512s joined the communications platoon. TheCommunication Section received T/E gear, (5) A2069 and (1) H7912.

During November, the Communication Section sent two Marines TAD, (1) toSergeant's Course and (1) to VMFA-115 for six months. One 2531 Cpl joined theplatoon and was reassigned to MACS-2. SSgt Wehr and Sgt Marshall attendedCourse, Banyan Vines and LAN Administrator. The section received T/E gear:(13) A2050, (2) H7016, (5) H2460, (1) H2465, and (8) H3220.

During December, the Communication Section conducted quarterly highfrequency training with MWSS-271, 272 and 274. Lt Bellman went to El Paso forsite survey for Roving Sands. One 2512 Sgt joins the platoon and Lt Bellmanand Sgt Marshall attend SORTS Course.

NUCLEAR, BIOLOGICAL, CHEMICAL

During July, the NBC Section conducted a mini course on the 6th, 18th and21st. Decontamination Team training was conducted on the 8th. Monitor SurveyTeam training was also conducted on the 8th. Integrated Training wasconducted on the 7th, 12th, and 20th. CS Chamber was conducted on the 20th.

During August, the NBC Section conducted Mini Course on the 2nd and 23rd.Integrated Training was conducted on the 4th, 11th, 18th.

During September, the NBC Section conducted Mini Courses on the 20th andthe 26th. Integrated Training was conducted on the 8th, 22nd and the 30th.Mask Confidence exercise was conducted on the 1st and the 29th.

During October, the NBC Section deployed to Parris Island, SC on the 16thand returned on the 20th. While deployed the section conducted Decon Teamtraining was conducted on the 18th and 20th. The Mask Confidence Exercise wasconducted on the 18th and 19th. Integrated Training was conducted on the20th.

During November, the NBC Section issued M-40 Field Protective Masks toall sections in the Squadron. Also recoupment of all M-17A2 Field ProtectiveMask. On the 14th the test and evaluation unit arrived to test the M-40 FieldProtective Mask. They completed all testing by the 22nd.

During December, the NBC Section conducted Mini Courses on the 6th, 13thand 20th. Integrated Training on the 8th and the 15th. Mask Confidence

Exercise was conducted of the 9th.

EXPLOSIVE ORDNANCE DISPOSAL

During July through November, the MWSS-273 Explosive Ordnance DisposalTeam responded to numerous military and civilian calls and performed thenecessary actions.

During July, performed (2) Grade III Operations, (4) calls pertaining toaircraft guns and practice ordnance on MCAS and MCRD, (1) range sweep atTownsend, GA, (3) dud grenade calls at MCRD Parris Island, (2) responses tocivilian locations for grenade I. D. and a Mine locator, and (2) classes;Basic Demo for CAC personnel and a grenade class to MCAS mess hall personnel.

During August, performed (1) Grade III operations, (2) separate AMMOturn-ins, (3) improvised Explosive Devices (IED's) calls involving the HuddleHouse in Beaufort, MCRD Parris Island, Post Office, and Beaufort Post Office,and assistance to Department of Health and Environmental Control for a seamarker.

During September, (5) dud grenandes were dispatched, (1) A-1O wasassisted for its racks being pinned, (1) Grade III operations was performedfor MCRD Parris Island, Technical assistance was provided to NREAO on handlingto MWSS-273 personnel and an IED class to MCRD Parris Island, PMO was given, adud TNT response at CAC MCRD and a range sweep at Townsend Ga. was conducted.

During October, retrieved several ordnance items locally to include, (1)Civil War Parrot Round in Ridgeland; (1) arty simulator from Port Royal PoliceDepartment; a MK 47 round' and a dud M7A3 CS from MCRD NBC, severaldownloading operations for F/15 aircraft including MJU-12/A flare dispensers,(2) basic demo classes; (1) for MCRD Parris Island H&S BN; and another forMCAS Beaufort PMO, (2) Grade III Burn Tank operations were conducted, and (1)dud grenade was destroyed.

During November, a response was required to retrieve a Smokey Sam fromrunway 23, (5) lED calls were reported; (4) to Jasper CEC, (1) to BeaufortHigh School, (3) calls were handled in response to CXU carts and a flare/chaffdispenser, a request to inert various fuses for Shaw AFB and disposal of (1)dud grenade at MCRD Parris Island.

pROVOST MARSHAL

The Provost Marshal Section consists of 58 Marines who are FAPPED tostation to fill different MOS requirements within the 5800 field. Whent4SS-273 deploys, a large number of these Marines would be brought back to theSquadron to fill Military Police Billets as needed for each operation.

In preparation for deployments, the Provost Marshal Section has ensured100% HMMWV licensing for all incoming MP's.

The Provost Marshal's Office continues to have 11 MPs deployed to Aviano,Italy in support of Operation Deny Flight/Provide Promise. In addition toItaly, PMO provided MP's to support CAX 9/10 and is currently supportingMAG-31 with MPs to support 2 separate MED Cruises.

MEDICAL

MWSS-273 activity supported this Squadron on numerous deployments duringthis period including a field exercise at Page Field from 15 - 21 Oct as wellas CAX 9/10 in Aug - Sep 94. In addition, HM-2 Gonzalalez is assigned toMarine Security Forces in Panama from May - Oct 94.

Continuing education was achieved through numerous inservice educationopportunities from all personnel. HM-1 Scalf attended the Navy Leadership anddevelopment Course in Oct 94. In Dec, he also earned his Air WarfareDesignation. Lt Bass earned 42 hours of Category one CME (continuing medicaleducation) by attending an intensive review of emergency medical course inSeptember.

HN Lookedoo was awarded Sailor of the Quarter for MAG-31. A high level ofmedical readiness was maintained through numerous immunization opportunitiesand diligent efforts by the entire unit. MWSS-273 medical personnel continuedto serve a vital role in the providing of health care at BMC, MCAS Beaufort.

EXPEDITIONARY AIRFIELD SERVICES

During the period 1 July through 31 December 94, the ExpeditionaryAirfield Services Branch participated in numerous exercises in support ofMAG-31 flight operations.

In August, two (2) Marines went to Naval Air Station Cecil FieldJacksonville, Florida to conduct the Non-destructive Inspection (NDI) of threeupper power assemblies. Conclusively four (4) Marines traveled to MCBQuantico, VA to retrograde the 96 X 96 VTOL Pad that was used for the testevaluation of the OV-22 Osprey. Additionally, eight (8) Marines Participatedin CAX 9/10 at Twently-Nine Palms, CA from July through September. M-21Arresting Gear was then installed and certified to MCAS Beaufort, SC in orderto facilitate training and to support MAG-31 flight operations.

During October five (5) Marines went to Page Field, MCRD Parris Island toinstall a VTOL Pad and participate in field training. There were also sixMarines sent to MCAF Quantico to install and perform operations on the M-21Arresting Gear in support of MAG-31 flight operations.

November provided the opportunity for CWO-2 Morrison and GySgt Blair totravel to Blount Island, FL and Jacksonville, FL in order to attend thePrecision Approach Path Indicator (PAPI) conference, and MaritimePropositioning Ship (MPS) Brief.

December allowed us to send two (2) Marines to NAS Cecil Field,Jacksonville, FL to attend Quality Assurance Analyst and Work CenterSupervisor Courses. EAF Marines are an integral part of MCAS Beaufortoperations. Through the Fleet Assistance Program (FAP) operating four (4)sets of E-28 Arresting Gear and E-5 Chaining Gear, one (1) set of M-21Arresting Gear and two Fresnel Lens Optical Landing Systems (FLOLS) in orderto support MAG-31 flight operations.

MAINTNANCE

From July to December the Maintenance Department continued to performcorrective and preventive maintenance on Engineer, Motor Transport, Utilityand Communications Vehicles to maintain MWSS-273 at operational capacity.

The Administrative Storage Program remains in full swing and has provento be a valuable asset to the Squadron. A total of 93 pieces of equipmenthave been inducted into the program. Three pieces were removed, exercised andthen returned to the program within the last six months.

During the past six months Maintenance maintained a steady flow of ERO's.

ENGINEERS

During the second half of this year saw the Engineer Section very busy.

During July, Engineers sent Marines and Equipment in support of CAX 9/10in 29 Palms, CA. Construction Shop completed the Pistol Range at MCAS ParrisIsland with the aid of the Heavy Equipment Section and Surveyors from theDrafting/Survey Shop. Construction also repaired bay doors for MACS-2.

During August, Heavy Equipment started work on play ground equipment atthe Beaufort Naval Hospital and dug four storage cells for MCRD Parris Island.Construction started work on the roller blade rink at Laurel Bay inconjunction with Heavy Equipment and Surveyors. Construction also startedwork on the Commanding General's driveway at MCRD Parris Island. TheDrafting/Survey shop surveyed over 7 miles of land to provide a clear line ofsight for the new MCAS Beaufort control tower, allowing loggers to harvest thetrees.

During September, Construction completed the roller blade rink at LaurelBay and continued work on the Commanding General's driveway at MCRD ParrisIsland. Heavy Equipment contained and cleaned up a spill at the MCAS SewageTreatment Plant. Drafting/Survey started work on the retention basin at theASP lot. Utilities sent three (3) Marines over to Aviano, Italy to replacethe three Marines that were already there.

During October, Engineers participated in a weapons shoot at FortStewart, GA. They also deployed with the Squadron to Page Field, MCRD ParrisIsland, SC for a week long field exercise. The Utilities, Heavy Equipment,and Drafting/Survey Sections sent Marines to MCAF Quantico, VA in support ofEAF operations being performed there. Heavy Equipment started a 24 hour a dayduty in support of EAF operations at MCAS Beaufort, SC. Construction was busywith making the decorations for the Marine Corps Ball.

During November, Utilities provided personnel and equipment to supportthe Marine Corps Ball. They also provided personnel and equipment to supporta NBC exercise at Camp Lejeune, NC and support PMO at MCAS Beaufort at a crimescene. Utilities also supplied equipment to the Communication Sections forsupport of the joint exercise with MWSG-27. Construction was busy tearingdown sea huts, building a new wall in the armory. They also built handicapramps for the Officers' Club at MCAS Beaufort.
