Sub: - REQUEST FOR RETROSPECTIVE AMENDMENT TO R/Rs OF TTAs FOR
SUPPLEMENTARY EXAMINATION HELD IN 28.10.2007 REGARDING
You are aware that the supplementary Examinations held on 28.10.2007 for
the unfilled vacancies of 2004 in the cadre of TTA was declared as illegal by the
Madras High Court on the ground that there is no provision in the recruitment rule for
such examination. The SLP filed in the Hon'ble Supreme court also failed. In these
circumstances the fate of 97 TMs who have come out successful in that examination
in T.N. Circle is sealed and their future is bleak. This union feels the future of these
TMs can be saved if an amendment to the recruitment rules is made with retrospective
effect for which the BSNL Board is competent to do the same. This will also ensure
the promotion given to similar officials in other circles, through that supplementary
examination. This union hopes that the Director (HRD) will consider this request
sympathetically and favorably at an early date.

Sir, Sub: REQUEST FOR REVISION OF PENSION OF PRE - 2006 BSNL
ABSORBED DOT PENSIONERS -- REG.
In continuation of our discussion on 06.04.2010, regarding revision of
pension of Pre-2006 pensioners of BSNL, this union would like to suggest that 40%
fitment offered to the Central Government pensioners by the VI CPC in Para 5.1.47 of
its report may be given for the BSNL absorbed DOT pensioners also.
The serving employees of Central Government are given 40% fitment benefit
for the maximum as grade pay of their pre-revised scale whereas the pensioners were
given 40% fitment only on their basic pension. Similarly this union would like torequest the BSNL absorbed DOT pensioners may also be given the same benefit
as that of Central Government Pensioners.
For those officials retired from 1.1.2006 to 31.12.2006, their emoluments for
pension may be defined as basic pay plus 58.1% of pay (i.e. IDA as on 1.1.2006) and
pension calculated accordingly. For them the additional pension contribution from
BSNL may be obtained for the 58.1% of IDA also.
We hope that our request will be given due consideration for early revision of
pension of pre-2006 and post-2006 pensioners as early as possible.

Sub:- INTRODUCTION AND IMPLEMENTATION OF THE DECISION OF
GROUP OF MINISTERS FOR EDP SCALE TO SR.TOAS OF DOT- REG
You are aware that at the time of corporatization, some of the pending cases
were transferred by the DOT to BSNL with instruction to settle it within 15 days.
Instruction of EDP scales to Sr. TOAs of DOT is one such case. This case was
discussed in the meeting of Group Of Ministers and they were kind enough to
implement the EDP scheme in DOT for Sr. TOAs.
In a meeting of the promotion committee in BSNL also, the management wasprepared to implement the decision of the GOM by giving the pay scale of 4500-
7000 (CDA) without any precondition as against the new demand of the staff side in
BSNL for the scale of Rs. 5000 -- 8000 (CDA). The anomaly was placed by the
FNTO union after V CPC and it has been set right by the GOM. This union therefore
requests the DOT to kindly cause issue of appropriate guidelines to BSNL as deemed
fit to implement the decision of the GOM pending disposal of the demand for 5000-
8000 CDA scales.
We hope that the needful will be done in this regard as early as possible.

Sub:- REQUEST FOR LOWERING OF QUALIFYING MARKS FOR THE
JAO PART II EXAMINATION HELD RECENTLY - REG.
Various circles have declared the results of JAO Part II exam held during
January, 2010 and in many Circles, the declared vacancies are not filled in full and
some vacancies are still lying vacant for want of qualified candidates. Some Circles
have filled up SC/ST short fall vacancies through review process and yet some more
vacancies are to be filled up. As this is the last examination with old syllabus and
there is no more exams for departmental candidates under this syllabus, this union
would request the Director (Finance) to be kind enough to lower the qualifying marks
to fill up the unfilled vacancies in OC/SC/ST categories.
In this connection we consider that it is not out of place to mention that for the
vacancies of JTO 1999-2000 the qualifying marks were lowered to 30 for OC, 20 for
SC and 15 for ST candidates. Similar gesture may kindly be extended to the above
JAO Part II candidates also as one time measure so that some more vacancies could
be filled up before switching over to new syllabus. This union hopes that this request
will be considered sympathetically and favorably at an early date.
