1.0 Objective

The objective of this Statement of Work (SOW) is to communicate the technical, quality and business requirements for the purpose of preparing a “Build to Print” proposal to fabricate, assemble, inspect, test, package ship, and deliver two replacement Air Displacement Slurry (ADS) pumps as described in the attached drawings and specifications and this SOW. Each ADS pump is composed of three subassemblies: the ADS pump, a vent valve assembly, and an actuator assembly. The ADS Pump and the associated support equipment / components as described herein are primary components of the Low-Activity Waste (LAW) Melter feed system.

2.0 Background/Introduction

The WTP is a complex of waste treatment facilities where the US Department of Energy’s (DOE) Hanford site tank waste will be put into stable glass form. The waste treatment facilities will pretreat and immobilize low activity waste currently stored in underground storage tanks at the Hanford Site.

The WTP has a design life of 40 years. However, as part of the plant design, multiple mixing vessels are implemented for holding and mixing waste during the treatment process. The ADS pump is a custom designed component that transfers melter feed slurry directly from the melter feed vessel to the melter using air pressure. The ADS pumps have been designed with a 15-metric ton per day per melter throughput and a design life of 5 years. To avoid the risk of long-term shutdown of plant operations, a minimum balance of replacement equipment and components are to be acquired to support replacement of failed components and equipment when necessary.

3.0 Scope

The Scope of Work expected to be included in the proposal shall include the fabrication, assembly, inspection, testing, packaging, shipping, and delivery of two LAW Melter ADS Pumps, and the supporting equipment / components described herein to WRPS in Richland Washington.

Under This Scope of Work, the SELLER shall procure material, fabricate, test, inspect, package and ship two complete ADS pump assemblies, each containing an ADS pump, vent valve assembly, and actuator assembly in accordance with WTCC Engineering Specification for LAW Air Displacement Slurry (ADS) Pump(s). 24590-LAW-3PS-MPVY-T000, and the Contract Drawings listed in the Contract Documents List, Attachment A. The replacement equipment / components described in this Request for Proposal were previously designed, fabricated, tested, and are currently installed in the Low-Activity Waste (LAW) Melter feed system See Attachment A, Contract Document List. for the list of design documentation for reference.

Along with equipment, Seller shall conduct and provide results of inspections and testing as defined in 24590-LAW-3PS-MPVY-T0001 along with recommended procedures for storage, installation, and maintenance as well as estimated life spans for each component as applicable.

3.1 Work by Seller

The ADS Pump and the associated support equipment / components as describedherein are to be fabricated in accordance with the documents listed in Attachment A,Contract Document List.

Provide accompanying item descriptions, part numbers, shelf-life, and anypreventative maintenance and storage requirements.

Procure and supply all materials necessary to fabricate and assemble build-to-printequipment and associated components.

Fabricate, inspect, and assemble.

Test per Section 5.4, “Shop Tests” and Appendix A of Engineering Specification forLAW Air Displacement Slurry (ADS) Pump(s). 24590-LAW-3PS-MPVY-T0001.

The design and manufacture of any special tooling, fixtures or equipment needed tocomplete fabrication, assembly, inspection, testing, packaging, and shipping of theADS Pump and the associated support equipment / components as described herein.

Prepare items for shipment per Section 6 of the Engineering Specification for LAWAir Displacement Slurry (ADS) Pump(s), 24590-LAW-3PS-MPVY-T0001, includingpurchase of any shipping containers, support frames, and tie-down fixtures.

Supply required documentation and submittals in accordance with Section 8 ofEngineering Specification for LAW Air Displacement Slurry (ADS) Pump(s), 24590-LAW-3PS-MPVY-T0001.

Notify the buyer of any conflicts in the procurement documentation. This includesobsolete materials specified by the Buyer that are no longer available.

3.2 Work by Others

Unloading and installation at the job site.

4.0 Documentation & Submittals

In support of the work scope established in Section 3.0 above, required documentation and submittals are listed in Section 8 of Engineering Specification for LAW Air Displacement Slurry (ADS) Pump(s), 24590-LAW-3PS-MPVY-T0001, and in the Master Submittal Register (MSR).

Submittals shall be provided using the TOC Incoming Letter of Transmittal form provided by the Procurement Specialist. All transmittal subject headings shall contain, at a minimum, the subcontract number, submittal number, and submittal description.

Submittals shall be provided in electronic format unless available only as a hard copy. Electronic submittals shall be sent in accordance with instructions provided by the Procurement Specialist. Electronic formats must be non-password protected in one of the formats noted on the Procurement Website located and the following web address:

5.0 Acceptance Criteria

5.1 General

Seller shall provide two full sets of spares (two Complete ADS Pump Assemblies), with each Assembly containing an ADS pump, vent valve assembly, and actuator assembly. Design Documents for use as basis are listed in Attachment A, Contract Document List. For off the shelf components, procured equipment must meet the same vendor part number or equivalent as the previously delivered items, and materials of construction shall meet those detailed in Section 3 of 24590-LAW-3PS-MPVY-T0001. For custom parts, the spare components must meet the dimensional and material requirements as shown on current As-Built Drawings Attachment A, Contract Document List and an As-Built dimensional verification of the spares shall be submitted for Buyer acceptance. See Section 8 of 24590-LAW-3PS-MPVY-T0001for a full list of required submittals.

Required tests and inspections, testing, and associated acceptance criteria are detailed in Section 5 of 24590-LAW-3PS-MPVY-T0001.

5.2 Nonconformance Documentation and Reporting

All non-conformances identified at the Seller’s facility with a proposed disposition of “Accept” or “Repair” shall be approved by the BUYER before any corrective action is taken by the Seller on the non-conformance in accordance with Procurement Quality Clause B22.

Non-conformances are to be documented in Non-Conformance Reports (NCR) that shall be submitted in accordance with the MSR as submittals and must eventually reach Status 1 approval for acceptance. NCR’s must also be submitted in accordance with SOW Section 7.2 Price-Anderson Amendments Act requirements.

7.0 ESH&Q Requirements

7.1 Quality Assurance Requirements

The Seller’s Quality Assurance Program shall be submitted for review/approval.

7.1.1 Supplier Quality Assurance Program

The Seller's Quality Assurance Program shall be subject to review at all times, including prior to award.

7.1.2 Supplier Quality Assurance Program Changes

The Seller shall, during the performance of this subcontract, submit proposed changes to their approved quality assurance program to the WRPS Buyer for review and concurrence prior to implementation.

7.1.3 Quality Assurance Oversight

WRPS personnel will co-ordinate with the supplier to conduct scheduled and periodic oversight of activities or products associated with this scope of work.

7.1.4 Quality Verification Documents

In accordance with Section 8.3 of Engineering Specification for LAW Air Displacement Slurry (ADS) Pump(s), 24590-LAW-3PS-MPVY-T0001, upon completion of fabrication the SELLER shall assemble a Quality verification package, which shall include all quality verification documents as specified.

7.2 Price-Anderson Amendments Act Requirements

This 7.2 section and the General Provisions Article 2.11 entitled, Price-Anderson Amendments Act (PAAA), are both determined to be not applicable.

7.3 Special ESH&Q Requirements

Access to the Hanford Site is required for delivery of items only.

8.0 Verification/Hold Points

The vendor shall submit a detailed fabrication plan for Buyer approval, which shall include the techniques to be used as well as all inspection, testing, and hold/witness points. The following hold and witness points are required at a minimum (specification section references shown in parentheses are from 24590-LAW-3PS-MPVY-T0001).

The Vendor shall provide necessary access to facilities, equipment, records, and personnel to allow performance of required Buyer verifications/inspections. Accomplishment of Buyer source verifications/inspections does not indicate Buyer’s final acceptance of the supplied item.

The Buyer’s Quality Assurance representative or their designee will provide oversight of the performance of any Witness and/or Hold Point tasks performed by the Seller in accordance with the Seller’s approved procedures. In the event that the Buyer’s Representative cannot be present during the performance of the designated Witness and/or Hold Point tasks, the Seller will provide the capability for real time video and audio of these tasks to be witnessed by the Buyer’s Representative.

As part of the subcontract submittal process and unless otherwise specified, TOC will review Seller prepared documents and designate all required TOC review, inspection, witness, and notification points.

9.0 Reserved

10.0 Work Location/Potential Access Requirements

Not applicable.

11.0 Training

Not applicable.

12.0 Qualifications

Welders, Welding Procedure Specifications (WPS) and Procedure Qualification Records (PQR), Qualification of Base Metal, Welding, Inspection, and Inspection Personnel shall be in accordance with AWS D1.6 or ASME BPVC, Section IX. The Vendor shall submit Welding Procedure Specifications and Procedure Qualification Records for Buyer approval.

Nondestructive Examination (NDE) personnel performing leak testing and liquid penetrate testing operations shall be certified per the requirements of ASNT SNT-TC-1A. All test reports shall be signed by personnel holding either Level II or Level III certifications that either performed or witnessed the test. A copy of the individual’s current certification(s) shall be provided.

13.0 Special Requirements

Use of Government Vehicles

There is no anticipated need for any Seller employees to use a Government-furnished vehicle in the performance of this statement of work. The Seller’s employees, therefore, are specifically prohibited from driving any Government-furnished vehicles under the performance of this statement of work unless this statement of work is formally so modified by the parties and the employee(s) will present a valid driver’s license to the BTR for review.

Government Property

Government Property is not anticipated to be furnished to or acquired by Seller under this SOW.

14.0 Reporting/Administration

Seller information including reports and other documents shall be submitted in either hard copy or electronic format as designated by WRPS. If electronic formatted documents are required, the

documents must be viewable using either Microsoft® Windows®, Microsoft® Office, or Adobe® Acrobat® software.

14.1 Kickoff Meeting

A kick-off meeting will be conducted within 30 days following issuance/acceptance of the Subcontract. The meeting may be conducted via teleconference, video conference or in-person as agreed with the Buyer. The meeting’s purpose is to provide the Seller with additional information as required to accomplish the scope specified in this SOW, and to develop lines of communications, and a working relationship. This meeting will focus on a discussion of the work scope and goals and roles and responsibilities of each participant. Pertinent documents will also be reviewed and discussed. The Seller shall prepare meeting minutes that emphasize agreements, commitments, and planned actions. Draft minutes shall receive participants’ agreement and WRPS project management team’s agreement before being submitted as the final minutes. The Seller shall submit the final minutes after the meeting in accordance with the MSR.

14.2 Status Discussions and Reports

Activity status discussions will be held monthly either by teleconference, video conference or in person as agreed with the Buyer to ensure that the Seller is proceeding as instructed, to review the progress, and to provide schedule and cost status. The Seller shall prepare meeting minutes that emphasize agreements, commitments, and planned actions. Draft minutes shall be distributed for review by participants and comments dispositioned before being transmitted as the final minutes. The Seller shall transmit meeting minutes through [email protected] in accordance with the MSR.

The Seller shall provide a fully integrated schedule and time phased cost addressing technical scope for all Phases and the submittal items listed in the MSR. The schedule and cost shall be submitted for approval at the beginning of the project and baselined. Schedule activity status and cost updates shall be incorporated monthly at a minimum and submitted to the Buyer for approval. Any emerging technical and performance issues shall be brought to the attention of the Buyer.

A monthly activity status report shall be prepared and submitted to the Buyer by the first Monday of each month for the previous month. The Buyer will provide a standard form for the monthly activity status report. The report shall include, but not be limited to, the following information:

The Seller’s narrative accomplishment highlights, status assessment for activitiesplanned for the next month (i.e., accomplishments and 30 day look ahead).

Issues and concerns (cost, schedule, technical), recommended solutions, and progressmade toward resolution.

New or outstanding agreements and/or commitments for problem or technical issueresolution.

Schedule performance with respect to the approved baseline for current month andcontract-to-date.

14.3 Other Meetings and Communications

Any oral communications, or informal written communications (e.g., e-mail), affecting the approved work scope shall be brought to the attention of the WRPS Buyer by the Seller’s project manager as soon as possible, but absolutely before the Seller takes any action. Any changes or additions affecting the work scope shall be formalized by written contract amendment issued by the Buyer. The Seller shall prepare and submit meeting minutes for meetings with WRPS personnel. The meeting minutes shall emphasize agreements, commitments, and planned actions. Draft minutes shall receive participants’ agreement before being submitted as final.

14.4 Notifications

Notify the Buyer before any verification/hold and/or witness points as identified in Section 8.0 of this SOW. Buyer’s quality assurance oversight activities may be performed before, during and after work to assure implementation of contract QA requirements.

14.5 Request for Information

Request for additional information, clarification, or change recommendation shall be submitted to the Buyer through a Request for Information (RFI) on Buyer-supplied form number A-6003-417.

14.6 Request for Engineering Change

All recommended changes to engineering specification requirements for the purpose of correcting a conflict, error, improving the methodology, or reducing cost of the pump assemblies shall be submitted to the Buyer for approval using RFI form number A-6003-417. Changes that are implemented by the Buyer will be reflected in a released change tothe engineering specification. If the change requires modification of scope, cost, orschedule, it shall be identified and communicated by the Seller back to the Buyer fornegotiations.

15.0 Workplace Substance Abuse Program Requirements

The Seller’s Workplace Substance Abuse Program is not applicable to this SOW.
