This report includes data acquired from U.S. Bomb Data Center (USBDC) Bomb and Arson Tracking System (BATS) database and Naval Surface Warfare Center Indian Head EOD Technology Division (NSWC IHEODTD) data warehouse. This report may not include all incidents. The data includes those reports pulled on a specific date from both BATS and JEOD portal. This summary report presents basic data at the time it was produced. As data management systems are updated, the possibility exists that the resulting information may differ from previously or future reported data.

A total of 764 incidents (Fire, IED, Ordnance, etc.) were reported in BATS.

Between 30 September and 6 October 2018, BATS and JEOD portal indicate approximately:

12 – ACTUAL: Improvised Explosive Devices (IED), Improvised Incendiary Devices, chemical over pressure devices, and modified or improvised ordnance.

3 – EXPLOSIONS: Intentional explosions, chemical over pressure device functioning.3 – HOAX: IED related incidents that involved a device fabricated to look like an IED and

that is intended to simulate one in order to elicit a response.

22 – ORDNANCE: These incidents involve ordnance (not on military installations), public safety Bomb Squad, and military EOD.

This report may contain the following information:AWARENESS: Unique suspicious package incidents, additional ordnance/explosive

information, etc. RECOVERY: Explosive, homemade explosive, improvised explosive, and precursors.

PURPOSE: Disseminate current CONUS IED and ordnance

incident information.

EODIMS # W00WB7QAA10022018235533795Z: (U//FOUO) ". . . 764th OD CO (EOD) was notified by Fort Carson MPs that a UXO exploded on Range . . . The EOD TM departed . . . to complete a post-blast analysis. . . . 5 x Colorado Springs Police Department personnel sustained minor injuries from the detonation. Upon further investigation, the team identified that the detonation was caused by 1 x M116A1 simulation grenade utilized as an IED training aid initiated by an electric match and 9V battery attached to a pressure plate."

BATS ID # 908989: (U//FOUO-LES) ". . . responded . . . in reference to a found “Camel" lighter and precursor powders . . . KSP Bomb Tech . . . X-rayed the lighter and it was determined not to be a hazard. . . . she also located a plastic tub of Potassium Chlorate (KCLO3) that she wanted removed from the property. Both the Camel Lighter and Potassium Chlorate were removed . . . [She] texted a picture of a one pound bag of German Blackhead powder that she had found while cleaning out the house. . . . it was pulverized aluminum powder that is commonly used to make pyrotechnic flash powder." BATS ID # 909234: (U//FOUO-LES) ". . . a subject reported finding a pipe bomb in the "woods" and brought it home. After realizing what he had, he called 911 and dispatchers advised him to take it back outside. . . . Pipe is 1" x 8" galvanized pipe with end caps (internally threaded caps). A small hole has been drilled into one of the end caps. No fuse visible." "Pipe contains 35 grams (.07716179 lb.) of grey powder that has white prills in it."

4 OCTOBER: SHAWNEE, OK – HOAXBATS ID # 909474: (U//FOUO-LES) "The item was described as a white . . . plastic pipe with an antenna attached . . . wires running from the antenna to the pipe and to an external power source. . . . a 40-mm cartridge was located inside the vehicle. The cartridge . . . was believed to be a training round. A metal “Yeti” style cup . . . was located in the vehicle . . . The cup was unusually heavy and had cardboard and steel wool packed around an item in the cup. The item could not be removed easily from the cup. . . . The X-ray confirmed the pipe did not contain any explosive hazards . . . the cartridge was a training round (US M922) with no explosive hazards present. The cup contained what appeared to be an old Japanese, Type 97 style, fragmentation, hand grenade."

4 OCTOBER: REEDSPORT, OR – ACTUALBATS ID # 909860: (U//FOUO-LES) "Family members of a deceased male were cleaning out his residence when they located what appeared to be a pipe bomb wrapped in black tape with green hobby fuse and an additional electric blasting cap. . . . The suspected pipe bomb was X-rayed and determined to be PVC or plastic with some metal filler; no electrical components present. . . . The pipe bomb consisted of a large plastic pill bottle partially inside a galvanized post cap and loaded with a firework mortar. The pipe bomb also contained a disc of melted down aluminum."

BATS ID # 909722: (U//FOUO-LES) ". . . responded to the Cross Lake Bridge, for a believed explosive device. . . . a search was completed . . . which led to the discovery of a potential pipe bomb. The pipe was located . . . next to the concrete barrier . . . Upon visually inspecting the device, I confirmed it was a galvanized pipe bomb, with end caps and with a grey fuse sticking out of one end cap. . . . During RSP the pipe high ordered . . ."

6 OCTOBER: HIGH POINT, NC – HOAX

BATS ID # 909863: (U//FOUO-LES) "Small black plastic pipe with tape covering ends. Also contained steel bolts inside and a small cotton string coming out the end like a fuse." " Call came in advising a pipe bomb-like device was located in a portable bathroom. A festival-like event was being held at the company and an estimated 200 people were attending. A parent advised that his 15-year-old likes to build hoax devices all the time thinking that it is funny."

(U//FOUO-LES) The Bomb Arson Tracking System (BATS) serves as the national repository for explosives and arson-related incidents as established by the Federal explosives laws. In 2004, the Attorney General mandated that "all of the Department's arson and explosives incident databases [be consolidated] into a single database, which is now known as the Bomb Arson Tracking System (BATS)”. This was reinforced in 2010 by the Deputy Attorney General's Office. Each participating agency administers their BATS account.
