NEW DELHI, DEC 27Delhiites will not have

to pay more for water till anew government takesover in the Capital. Thecity's water utility hasdeferred the annual tariffhike till its next meeting.

At a meeting of theDelhi Jal Board on Friday,members took the deci-sion to put off the 10 percent hike in rates that wassupposed to take effectfrom January 1, 2015.

A DJB statement said:"The board decided thatthe effective date ofimplementation of theannual increase of 10 percent in the water tariff bedeferred to the next boardmeeting."

However, the hike isunlikely to go throughbefore the DelhiAssembly elections,which are expected to beheld in February.

"We have deferred thehike till the next meeting,but we won't let rates goup till an elected govern-ment can take a decision,"

said DJB member andLeader of the House in theBharatiya Janata Party-ledNorth Delhi MunicipalCorporation MiraAggarwal. She added thatthe BJP members in theBoard would demand thatthe automatic annual hikebe scrapped. Since 2009

the tariffs have been goingup automatically onJanuary 1, with the excep-tion of last year.

In 2013, an electionyear, former ChiefMinister Sheila Dikshitdeferred the hike.

When the Aam AadmiParty Government took

over, it allowed the ratesto go up in January 2014,but also gave 20 kilolitresof free water per month tothose with metered con-nections.

The current water tariffsfor domestic users rangebetween Rs.2.66 per kilo-litre and Rs.33.28 per

kilolitre depending onmonthly consumption.

The fixed service chargeranges from Rs.66.55 forhouseholds consumingless than 10 kilolitres amonth to Rs.266. 20 forthose whose monthly con-sumption is more than 30kilolitres.

Finance Minister ArunJaitley on Friday inaugu-rated one of the biggestpower transmission proj-ects in the National CapitalRegion. The 400 KVpower sub-station hascome up at Harsh Vihar inEast Delhi.

While inaugurating thepower station Mr. Jaitleysaid that it would be alandmark in making Eastand North East Delhi apower cut free zone.

"With this power station,people in East Delhi willnot have to face any morepower woes," Mr. Jaitleysaid. He further added thatGovernment of India isformulating policies so thatcoal blocks would be allo-cated to the power generat-ing companies and they inturn may provide cheapelectricity to the con-sumers.

Union Minister of State(IC) for Power, Coal andNew & Renewable EnergyPiyush Goyal, Member ofParliament from NorthEast Delhi Manoj Tiwari,were also present at theevent. Mr. Goel said:"The Government of Indiaensured that the clearancerequired for completingthis project was madeavailable without anydelay. With the commis-sioning of this Substationand on completion of someother power projects,inverters and generatorswill not be required any-more in East Dselhi."

tion has been linked withDadri Thermal PowerStation which suppliesaround 900MW power toDelhi. Delhi Transco offi-cials said the substationwill directly draw powerfrom the Dadri ThermalPower Station.

"With the addition of thisSubstation, East Delhi hasthree independent powersources. The other two400KV Substations feed-ing East Delhi are 400KVMandola and 400KVMaharani Bagh whichhave been linked with220KV Substations atSouth of Wazirabad andGhazipur respectively.

acquitted two persons inan attempt to commit cul-pable homicide of a manby hitting him on his headwith an iron pipe and rodas the complainant and thelone eye-witness to thecrime refused to supportthe prosecution case.

The prosecution chargesagainst the two accused,Veerpal and Gangaram,were that they had in turnhit the complainant withan iron pipe and a rod onhis head following analtercation over someissues.

The prosecution exam-ined six witnesses toprove the case.

Except the complainant

and the eyewitnesses, allthe other were formal wit-nesses.

"The eyewitness of thecase has stated that he hadnot seen anyone assault-ing Satish, the com-plainant. The police didnot record his statement.He was declared hostileby the prosecution andcross examined by theAdditional PublicProsecutor but in vain,''the court said.

The complainant in hiscross-examination by theAdditional PublicProsecutor said that as itwas night, he could notidentify the assailants. Hewas also under the influ-ence of liquor on the dateof the incident.

Officials at the SriGanga Ram Hospital,where the patient wasadmitted said the womanhad been moved fromColumbia Asia Hospitalin Ghaziabad a few daysago.

She was in a criticalcondition and had to bekept on ventilator sup-port.

reported in the nationalcapital and its neighbour-ing region this month.

"This is the first deathdue to swine flu this year.A total 32 positive casesof swine flu have beenreported in Delhi andNCR since January 1 tilldate," said Dr. DalveerSingh, StateEpidemiologist, holdingthe additional charge ofPublic Health.

The deceased, identifiedas Sheel Goel, resident ofEast Model Town inGhaziabad was admittedto the ICU of Ganga RamHospital in a serious con-dition on December 21.

All India figures haverevealed that swine fluhas claimed 204 livesfrom January tillNovember this year.

As many as 831 con-firmed cases of the out-break have been reported

during the correspondingperiod.

The maximum numberof cases (155) werereported in Gujarat, where55 people succumbed tothe disease followed byMaharashtra with 42deaths and 112 cases.Karnataka ad Punjabreported 294 cases and 33deaths and 56 cases and30 deaths respectively.

According to the dataprovided by the UnionHealth and FamilyWelfare Ministry therehas been an outbreak ofthe Influenza A H1N1 thatcauses swine flu since200910, with sporadicoutbreaks being reportedfrom various statesincluding Rajasthan,Karnataka, Maharasthraand Kerala.

NEW DELHI, DEC 27Four labourers, two of

them brothers, were buriedalive under rice sackswhich purportedly fell onthem while they weresleeping inside a godownin Outer Delhi's Alipur.

The accident is said tohave occurred in the earlyhours of Friday.

Eyewitnesses said thevictims, who used to sleepin the mill had chosen tosleep between two rows ofrice sacks to ensure insula-tion from the cold.

Ruling out foul play, apolice officer said theywere probing the matterfurther. They have regis-tered a case of causingdeath by negligence.

It was a colleague,sleeping some distanceaway from the victims,who first raised thealarm.

"As he could not find thefour labourers when hewoke up at 7-30 a.m. Hecalled out to his other col-

leagues on seeing the fall-en rick sacks. Togetherthey removed the sacks tofind the four men buriedunderneath," said a seniorpolice officer. The four -identified as Pawan Yadav(37), Santosh (24), LattunYadav (23) and Manoj(22) - were rushed to theBabu Jagjivan RamHospital where they weredeclared brought dead. Allfour hailed from the samevillage in Bihar'sSamastipur district.Santosh and Manoj weresiblings.

Ashok Yadav who wassleeping some distanceaway from the accidentspot is learnt to have toldthe police that even thoughthe accident took placevery close to where he wassleeping, he did not hearany screams.

The officer said it waspossible that the sackseach of which weighed 50kilograms, would havemuffled the voices.

The police had toremove about 50 suchsacks from the heap beforethe bodies could bebrought out.

The godown where thefour worked as labourersbelonged to one DeepakJain who also owns a ricemill in the same premise.Mr. Jain deals in whole-sale supply of rice.

line poem) that figure among the100 in "Terse Verse on theTsunami", a book of poems by T.Sampath Kumar, who wears differ-ent hats including that of a poet, alyricist and a short story author.

The epigrams published recentlyare his tribute to those who suf-fered the South Asian tsunami thatoriginated in the Indian Ocean onDecember 26, 2004, and severelyhit 13 countries and killed approx-imately 300,000 people.

Originally written in Telugu, theepigrams were translated intoHindi first by Sahitya AkademiAward winner Dr. J. Laxmi Reddy,a retired Hindi Associate professorfrom Delhi University's DayalSingh College. They were allpicked by Sahitya Amrith, a liter-ary journal that printed all the 100

poems in 2006. Following popular demand,

these were recently translated intoEnglish by Late Dr. Kesava Rao, alecturer from an Andhra Pradeshcollege. The English version saw asober launch at the Canadian HighCommission in New Delhi earlierthis week. On the experience ofpenning the poems, 58-year-oldMr. Kumar, who works with theHigh Commission's DevelopmentDepartment for the past 22 years,says: "As a bi-lateral agency, the

Putting a question mark on the effective-ness of government’s farm debt waiver pro-grammes, the RBI Governor said suchschemes had constrained flow of credit tofarmers. “In some States on certain occasionswe have had debt waivers. How effectivethese debt waivers have been? In fact, thestudies that we have typically show that theyhave been ineffective. In fact, they have con-strained the credit flow post waiver to thefarmers,” he said.

On farmers suicide, he said there was aneed to study this important and sensitiveissue.

“One question is how else we should dealwith over indebtedness in the farm sector.Also worth examining very important issueis of farmer suicide. How much they arecaused by indebtedness especially to the for-mal (banking) system, how much formal sys-tem alleviates indebtedness....,” the Governorsaid.

Andhra Pradesh and Telangana govern-ments have declared loan waivers for thefarmers hit by cyclone Phailin last year.

While the Telangana government has giventhe mandated 25 per cent of the written off

loan amount to the banks, Andhra Pradeshhas not done it so far.

Banks have over Rs.1.3 lakh crore expo-sure to the farm sector in these two States.

In 2008, the then UPA Government atCentre had come out with Agricultural DebtWaiver and Debt Relief Scheme (ADWDRS)2008 under which 3.69 crore small and mar-ginal farmers and other 60 lakh farmers weregiven debt relief to the extent of Rs.52,516crore.

Government auditor CAG had found inseveral cases that ineligible farmers weregiven benefit while deserving were left out,pointing to large-scale possibility of fraud.Farm subsidies

Talking about subsidies for farm sector,Mr. Rajan said that it would be useful to seewhether these subsidies had actually helpedagriculture or not.

“...The positive aspect is that you are giv-ing a benefit, a cheap credit to agriculture.The concern, however, is whether this creditis being put to right use or is it leading toover indebtedness or distortionary invest-ment.

“We, for example, have crop loan that wehave subsidised. But we don’t subsidiselonger term loans. Does that change thenature of what kind of activities are sub-sidised in agriculture? So that’s one issue...,”he added.

Guruji infact came toshow that the body of happiness and peaceis prepared with the yeast of sacrifice andpain. When his four sons sacrificed theirlives for the honour of their country, GuruJi was proud of them and proclaimed.

Like Budhu Shah, twoMuslim brothers Nabi Khan and Gani Khanhelped Guru ji in Machiwara, safety takinghim away seated in Palki from the reach ofMughal Army. Muslim Nawab who wasGurus devout welcomed the Guru in Raikotand also treated and served him as a hon-ourable guest.

Guru Ji’s mission was religious above all.He said himself as restorer of Dharmawhich he meant was true religion.

The divine Guru sent me for righteous-ness sake, on this account I have come intothe world to extend the faith everywhereand the seize and destroy evil and sinful.There is no difference between Guru andKhalsa, the Khalsa and the Guru are same”.

The Guru’s philosophy is of uniting thewhole mankind in a single thread of loveand universe brotherhood and the presenttime demands that such way of life shouldspread in the whole world.

He was the great saviour, soldier whoemancipated the long enslaved HinduNation from the Mughal tyranny. He wasthe saint who created a casteless free socie-ty in India after centuries of internal frac-tion and inequity.

Let our homage to Guru Ji be to pledgedto redouble our efforts of lighting up theright of love, kindness and impartial affec-tion and strengthen the pillars of work wor-ship and charity, sharing and caring, serviceand meditation but not least and let’spledge to eradicate the menance of femalefoeticide and other social evils prevailingin the society.

All curricula are situated incontexts and are simultane-ously guided by ideals.

Therefore, an understanding of and abalance between the two is essential.

We have succeeded in creating aneducation system that discouragesgood education in every possibleway. It is largely apathetic to thequality of education and the fate ofchildren. The mindset that governsthinking and the actions of the func-tionaries of education in the govern-ment are to somehow manage thenaukari and to reap the benefits of thejob on the basis of seniority. Thethought of doing a good job rarelycomes to mind if it ever does. Theidea of reform and improvementremain at the level of rhetoric. In thissystem, any teacher who wants towork for good education has to workon his or her own and without muchsupport. He or she also has to over-come varied forms of resistance.

Obstacles before the teacher

In schools, the quality of educationrevolves around issues such as aschool uniform, heavy school bags,mark sheets and some semblance ofhaving the English language andinfrastructure in place. Parents areconscious of the need for quality edu-cation, with upward mobility in theform of well-paying jobs beinguppermost in their minds. This is alegitimate expectation, but parentsand schools see the path to well-pay-ing jobs through so-called Englishmedium and high-fee chargingschools. From there it moves on tochildren studying in private universi-ties, now a dime a dozen, and whichall proclaim to produce leaders.

Children’s lives, even in the ruralareas, now revolve around televisionand in various activities on themobile phone. Hence, the motivationto ensure that a child has a worth-while education enabled by a whole-some learning experience has to becreated by the teacher. Even if thechild is a natural and enthusiastic‘learner’, that all learning is equallyworthwhile is an unexaminedassumption. Therefore, the teacher

has to direct the efforts of the childtowards this goal. This is a difficultjob.

Let’s focus on the teacher. In thegeneral atmosphere of economiccompetition and consumerism, ateacher legitimately desires leading agood economic and social life. Theteacher has to constantly fight with

her visibly low status in society,which saps her enthusiasm for goodteaching.

Education is increasingly becomingcentric to the government’s thinkingin order to realise the desire forIndia’s economic competitiveness ina globalised world. Thus, the purposeof education can be well served byhaving a layered education system.One part of that system can take theresponsibility of mass producing“narrowly skilled” people with a lim-ited vision of life and completely soldout on shining promises of con-sumerist hedonism. Another partcould produce a limited number ofpeople who can think relatively betterregarding skills and theoreticalknowledge, but still remain weddedto promises of economic growth.

Obviously, in each point mentionedin the system, namely the parent, thechild, a teacher’s ambitions and thegovernment, there exists many alter-

native ideas and serious efforts aswell. I have painted this grim picturein order to claim that this is the dom-inant mood and in spite of there beingmany people who want to do some-thing better. The purpose of citingthese instances is not to deny the pos-itive aspect, but to make the point thata teacher has to work in an adversescenario and be on the lookout to

identify genuine elements in the sys-tem to collaborate and work with.

The ideals

The issue is this: what is the kind ofTeacher Education (TE) curriculumneeded that can help a new teacherenter this scenario with confidenceand to work effectively? The context-centric thinking has a natural tenden-cy to privilege status quo without thethinker being conscious of this prob-lem. One starts thinking of ways ofsurvival in the face of adverse ele-ments in the context and loses sightof the larger purpose, thereby rein-forcing the context as it is. This isproducing a tendency to take the con-text as given and planning educationthat seems possible in the given limi-tations. In the process, the limitationsgain acceptance while the quality ofeducation becomes a variable to beadjusted with them. The teacher hasto strive for quality; not only for sur-vival.

But why should the teacher strug-gle? It is much easier and personallybeneficial for him to go along withthe system. What motivation couldthere be to challenge it? And, strivefor what? What should he try toachieve? What are the kind of tools tobe used? These abstract questions arevery pragmatic ones if we are to

develop an effective TE curriculum.

One definite requirement to workwell is to have an idea of what one isworking for and an ability to divertone’s efforts towards enabling worthygoals and a vision. Therefore, a per-sonal examination of goals and visionproposed by the system is essential inorder to create commitment for atask. This requires a reasonableamount of intellectual autonomy; itmay be weak and limited autonomyperhaps, but autonomy nonetheless.

A teacher needs to build an intellec-tually, ethically and socially satisfac-tory, if not exciting, life for herself asa thinking being. Also, a possibilityfor continuous personal developmentis essential in order to contributetowards creating good education.Usually, creating opportunities forsuch development is supposed to bethe job of the system; but in the situ-ation we have, the poor teacher has tofend for herself.

A commitment to good educationwill also require an understanding ofthe need for education in people’slives and society, and a reasonabledose of dreams. People seem to becreatures of dreams to a large extent,and there is no contradiction betweenbeing creatures of dreams and beingsituated in socio-political reality asembodied creatures. The trick is tocreate dreams that have intellectualconviction as well as pragmatic pos-sibility.

The need for capabilities to teach isobvious enough. But these capabili-ties have to be rooted in what onewants a child to achieve through edu-cation, an understanding of the child,and the society in which both thechild and the teacher live. Thisdemands a serious theoretical under-standing of the same, boring and age-old questions: Why teach? What toteach? And, how to teach?

Practical skills

None of our TE programmes hasever seriously tried to achieve a clearand convincing enough understand-ing of what one tries to achievethrough education. It always has beena rhetoric of larger aims and workingfor myopically understood parentaland market aspirations. This confu-sion has made education non-seriousto both — a case of na khuda hi milana wisaal-e sanam. We are prone tosee the failure of TE in the lack ofpractical skills.

However, a deeper analysis is like-ly to show that the failure is primari-ly theoretical. Practical skills, howev-er well taught, usually do not answerthe question “why” and, therefore, donot generate conviction and commit-ment — essential ingredients in goodteaching. There is a reasonable unex-plored possibility that adequateunderstanding of and conviction inthe “why” along with guidance inteaching skills may produce a varietyof viable methods. Therefore, theissue is not where to start from — isit theory or from practice? It is to tra-verse the whole continuum whateverone’s chosen starting point is. If onestarts at theory, then it is about bring-ing it right down to the classroomlevel and in terms of actual skills; if

starting with classroom work, it isabout taking it to issues of serioustheoretical understanding. A half-fin-ished or half-hearted job, irrespectiveof the starting point, will remainunsuccessful. A display of bias in anydirection will also be counterproduc-tive.

In concrete terms, a teacher has tohave a range of capabilities. A tenta-tive first listing could look like this:capability to teach all school subjectsat the primary level and at the least,one at the upper primary level. Thiswill involve practical activities, theuse of materials, and connecting withchildren. It will also demand anunderstanding of the subject in termsof its content, epistemology andrationale in the curriculum; adequateunderstanding of the curriculum andits rationale. It will necessarilyinvolve understanding the aims ofeducation, the need for education inan individual’s life and in social life;a convincing dream of a desirablesociety and living a satisfactory life.And situating oneself and the child inthis dream; self-confidence and aconviction to work in an either indif-ferent or adversarial education sys-tem; a professional conviction thatone can find ways for personalgrowth and development as a teacher,and a capability to generate episodesof reasonable success in order to keepthat hope alive.

What kind of curricular content andinstitutional experiences will developthese qualities is what will have to beworked out seriously, with care and indetail. It seems that without thesecapabilities, teacher education isunlikely to have any effect on the sys-tem. We also have to discard the rhet-oric of “change agents” and replace itwith an unglamorous idea of doingone’s job adequately to one’s person-al and social satisfaction, and as aplain and simple worker.

ances of the people directlyreach the government forredress and the public donot have to rush toChandigarh, for it.

On the Kundli-Manesar-Palwal (KMP)Expressway, Khattar saidthe work on this projectwould start soon. "The hin-drances coming in the way

of construction of the KMPExpressway are beingremoved and work on theproject will start soon," hesaid. The 136-km KundliManesar Palwal (KMP)Expressway was runningbehind schedule. The proj-ect, started in 2006, was tobe commissioned on July29, 2009.

A group of 20 convictsserving lengthy termswere being engaged in themanufacture of consumerproducts in the SpecialPrison for Women here asa rehabilitation initiative.The women prison at pres-ent accommodates 150prisoners of which 70were convicts.

The products made by

the women inmates wouldbe sold at a lesser cost, jailofficials here said.

Profit accrued throughsale of products would bedistributed as wages to thewomen convicts involvedin this micro-level indus-trial activity.

Hitherto, the productsespecially pickles made bywomen convicts were sentto Central Prisons func-tioning at Salem,Coimbatore, Tiruchi,Cuddalore, Madurai andPalayamkottai.

Pickles would continueto be sent to other CentralPrisons, officials added.The prison bazaar whichwas opened on Fridaywould be run by jailstaff.

Plans were afoot to starta food court at the prisonbazaar, the official said.

It’s 8 a.m. and a group of stu-dents is busy putting on shoes,helping each other tie ribbons andarranging their bags to go to “big”private schools.

These two classrooms in thegovernment school serve as dormi-tory and kitchen-cum-dining hallfor 22 students who hail fromMadhogarh village in Ashoknagardistrict of Madhya Pradesh. Of the22, 18 are enrolled in privateunaided schools under the RTE

quota.The life of these students was

very different just a year ago whenthey begged and sold balloons attraffic signals. These are childrenof migrant labourers belonging to anomadic tribe and their parentscontinue to live on the streets.

One of the oldest in the group,12-year-old Mela who is busypacking lunch boxes for theyounger children says: “We neverthought we would be able to studyas our parents move from one cityto another. But now, we all go toschool and have a big room of ourown.” Ashok, a class one studentsays: “Idar dimak lagana padatahai.” (Here we need to exercise ourbrains.)

Sadiq Pasha, who doubles astheir warden-cum-auto driver,swells with pride when he talks of

these children. He cannot stoppraising them, from the Englishwords they have picked up to howthey have mastered the art of tyingtheir own ties. “They did not evenknow how to hold a pencil whenthey first came. Look at their hand-writing now,” he says.

Four girls — Sakshi, Aarthi,Sannidhi and Anchal — study atRNS Vidyaniketan and their teach-ers say that the four bright girls arequick learners and have madetremendous progress in their aca-demics as well as extracurricularactivities.

They show their notebooks andsay that increase in number of smi-leys and stars over the past fewmonths are a testimony to theirprogress. One of their teacherssays that the students had complet-ed their Christmas holiday home-

work even before their holidaysbegan.

This week, a conductor rudely tolda passenger on Udupi-Manipalexpress bus to complain to the RTOwhen the passenger grumbled aboutthe two hours taken for the journey.“Can we fly?” the conductor told thepassenger, Mr. Manjunath said.Besides halting at all the 11 designat-ed stops, the bus stopped at multiple

spots whenever flagged down bypassengers, he pointed out.‘Attitude problem’

The rude behaviour is a reflectionof bus owners’ attitude towards pas-sengers, claims JathindraMaravanthe, a financial servicesadviser at Byndoor. The bus owners“scoff” at the passengers “as if bypaying Rs. 50-60 for tickets theythink the whole bus is theirs”, hesaid. The owners compel the crew tobring more collection, due to which,the crew ignore all safety precau-tions, and treat passengers includingthe aged, young and handicapped,with rudeness, Mr. Jathindra said.

The situation is entirely different ifone travels a few kilometres towardsKerala. Mr. Jathindra said the buseswould not move an inch unless alldoors were closed. Even buses goingfrom Mangaluru to this region followthe rule obediently.

Runs were not easy to come byeven though Vijay got a quick startwith two fours off Johnson (0-24) inthe fifth over. Dhawan waited around

Despite taking to themat for the first timesince the 2012 LondonOlympics and climbingup weight divisions afterinternational governingbody FILA rejigged theweight classes for itscompetitions includingthose of the 2016 RioOlympic Games, bothSushil and Yogeshwarproved their worth in thelimited tournaments theytook part in this year.

Yogeshwar, in fact,ended India's 28-yearwait for gold in wrestlingat the Asian Games bybagging the yellow metalin Incheon, South Korea,in September.

Their eyes now firmlytrained on Rio Olympics,the star grapplers careful-ly picked their tourna-ments, contesting in notmore than three competi-tions in 2014.

The screening was host-ed for Mr Dutt, by PKdirector Rajkumar Hiraniand co-producer VidhuVinod Chopra onDecember 25, in Mumbai.However, the film's leadactors, Aamir Khan andAnushka Sharma, gave thescreening a miss. Mr Duttattended the screening withhis wife Maanyata andchildren Iqra andShahraan. The familylooked happy to have himamong them.

The incarcerated actor iscurrently serving a five-year jail term since nearly18 months in connectionwith the 1993 Mumbaiblasts case.
