    REQUEST FOR QUOTATION FOR PERISHABLE CARGOCENTRE, SINGUR

    1. BACKGROUND

    Under the Kisan Vision Yojna of Ministry of Railways, Government of India,Eastern Railway has allotted an area of 1700 sqm to Container Corporation of India Ltd.(CONCOR) at Singur (West Bengal) near railway station. As part of this project, CONCOR is setting up a Perishable Cargo Complex (PCC) of capacity of 1430 MT, including 1000 MT for Potato and 430 MT for fruit &

    vegetables. The storage of potato and other vegetables shall be in gunny bagsbrought in directly into the store by the farmers. There will be an area which willbe air conditioned for receipts, etc as required.

    A perishable cargo complex is under construction using State of the Art CIPC

    technology to provide higher value addition to growers for potatoes. This willhelp storage of potatoes at optimal temperature thereby increasing its value.

    The facility consists of 4 refrigerated chambers of 150 sqm each, with a storagecapacity of 250 MT per chamber for potatoes capable of temperature range of 2 C to 12 C with CIPC technology. Further, a capacity of 430 MT for storage of fruit and vegetables is also being created with temperature range of 2 C to 4 C

    without CIPC technology. The facility is totally PUF insulated.

    Air Management system in 4 chambers of Potatoes has been planned for controlof carbon-dioxide for better preservation of the produce. This system involvesprovision of carbon dioxide analyzers, PLC controlled automatic ventilators forregulation of air.

    Separate ripening chambers 3 in number of 5 MT capacity each, primarily forbananas and mangoes, with ethylene control system have been planned withseparate refrigeration and temperature control system.

    CONCOR desires to operate the facility of PCC as multimodal transportationhub for storage and onward dispatch of perishable cargo by rail & road.Notwithstanding this, the primary focus, of the use of the CPC, will be todevelop rail bound perishable cargo from the region. Liaison will be required tobe maintained with Railways, farmers and Road Transport Agencies etc.

    Towards above, CONCOR wishes to appoint a Service Provider to (i) marketand manage the PCC at Singur and arranging handling of cargo at Stationinclusive of unloading from road vehicles, storage (if required) and loading inBCNs/ VPUs/ rail cars arranged by CONCOR/ Other parties, and ii) carry outroad /rail transportation of perishable products in both ordinary as well as reefer

    vehicles between PCC and the consumption centres.

    CONCOR, accordingly, invites Expressions of Interest, for the aforesaidpurpose, from eligible parties. The eligibility criteria, scope of work, along

    with other terms & conditions are enclosed.

    2. Eligibility Criteria Mandatory

    1. The applicant (forwarding EOI), must be a Legal entity

    (Registered Company, Firm, individual, etc.). 2. The Applicant should have been in the business of general orperishable cargo handling / transportation, or refrigerated warehousing operations for the last 03 years. 3. The Applicant should have at least 03 years experience in:

    handling / transportation of cargo. booking & distribution of domestic cargo.

    4. Financially, the applicant should have total turnover of at least ` 2 crores during the preceding three years. Positive net worth.

    5. The applicant should have an operational business presence in theEastern Region of the Country.6. The applicant should have strong marketing presence with adedicated team for sales and business development. 7. The applicant should have experience in operating a cold store /perishable cargo centre.

    3. Eligibility Criteria Preferred

    1. The Applicant should have experience of handling & booking of perishable cargoshipments. have access to ready availability of refrigerated road vans /trucks / trailers. have Information Technology integration facilities. Be an Agriculture graduate or employing agriculturegraduates.

    4. Scope of work

    CONCORS FUNCTIONS

    1. Overall supervision and overriding authority in management and accounting. 2. Unhindered access, during the contract period, subject to the conditions of

    the agreement, will be provided to the service provider and his authorized personnel. 3. Assist the service provider in liaison with Railways and other government

    authorities, etc.4. CONCOR shall take a comprehensive insurance cover, covering the facility

    for all types of risks & damages.

    SERVICE PROVIDERS FUNCTIONS

    1. Generate business for the Perishable Cargo Centre by marketing the facility as a multimodal transportation and storage hub.

    2. Operate and manage the entire facility, including plant & equipment atPerishable Cargo Centre (PCC) as required by various laws/accreditedinstitutional/good agriculture practices, requirements/specifications, etc.

    3. Provide the manpower required, as per the industry norms, at their own costfor operations, maintenance, management, business development, office work,maintenance of equipment, utilities, buildings, security, etc.,

    4. Bear the electricity, water & fuel charges towards energy consumption atPCC for running the facilities.

    5. Purchase and maintain required crates, pallets, supplies, and otherconsumables for regular operation of the facility.

    6. Meet the finances required for operations and maintenance from therevenue of the project and if it is insufficient, then from their own sources.

    7. Handle Potatoes, fruits and vegetables, other food products andtemperature controlled products, as permitted, as per the national and internationalbest practices storage as well as for sending to local/domestic & national destinationsby rail or road.

    8. Adequately stock spares to ensure continuous running and maintenance of PCC facility and equipment at all times.

    9. Make suitable arrangements for disposal for spillages/waste, as perguidelines of the West Bengal Pollution Control Board, at their own cost.

    10. Hand over the premises with the fixtures, fittings, and all the equipment asper inventory at the time of handing over and additions made, if any, as per contract,in working condition at the time of cessation of contract/agreement.

    11. Follow all statutory regulations including those applicable to storage of potatoes, etc. issued by the State / Central Government/s from time to time.

    5. Other Terms & Conditions

    1. The agreement will be for a period of 3 years, extendable by further 2 years onmutual consent.

    The service provider will market and operate the PCC at Singur and arrange handling of cargo at Station inclusive of unloading from road vehicles, storage (if required) andloading in BCNs/ VPUs/ rail cars arranged by CONCOR/ Other parties, and ii)carry out road /rail transportation of perishable products in both ordinary as well asreefer vehicles between PCC and the consumption centres on behalf of CONCOR.No ownership or lease rights will accrue to the service provider.

    2. The service provider will carry out the activities by running the aforestated assetsas Common user facilities.

    3. All invoicing will be done on CONCORs behalf, in its name. All revenue, including

    Service Tax, will be collected by the service provider by cheque/DD in favour of Container Corporation of India Ltd. and deposited into CONCOR bank account.

    4. The service provider will maintain the books of accounts in a transparent mannerand will keep the accounts open for inspection by CONCOR at all times. The books

    will be maintained in the manner prescribed by standard accounting practice.

    5. The service provider will receive the agreed percentage share of the revenuetowards his operating costs & margins on a fortnightly basis.

    6. The final selection will be based on the least amount of percentage share of

    revenue, asked for, subsequently, by the short listed applicants to the EOI.

    7. Eighteen calendar months after the date of commencement of operations/agreement, by/with the service provider, the service provider will berequired to pay a sum of ` 20,000/- per calendar month, in addition to the share of revenue retained by CONCOR.

    8. Any dispute between the service provider & CONCOR will be referred to anarbitrator to be appointed by Managing Director/CONCOR. Notwithstanding this,CONCOR reserves the right to terminate the agreement, at any time during its validity,if there is a breach of i) any of the terms of the agreement ii) any statutes, rules, laws,

    bye laws, etc. on the part of the service provider.
