The Gangotri gates will be opened on 12.30 in the afternoon on Akshay tri- tiya, a holy day for Hindus and Jains. The gates for Yamunotri will also be opened on the same day at 11.30 in the morning, Gangotri Temple Secretary Suresh Semwal said. The gates for the other two destinations - the Kedarnath and the Badrinath - will be opened on April 24 and April 26 respectively, officials said. "We want to ensure womensafety in all public taxis due towhich we have directed alloperators, including of blackand yellow cabs, to first installGPS in their vehicles," theofficial said, adding, the trans-port department will issue thefitness certificate to taxi opera-tors only after checking instal-lation of GPS.

Two people have been arrested here for cheatinghundreds on the pretext of reviving their lapsedinsurance policies, police said on Sunday.

Asif Kamal, 27, a resident of New Seelampur inDelhi, and Kuldeep Kumar, 19, a resident ofEtawa in Uttar Pradesh, were taken into custodyon Saturday.

Joint Commissioner of Police Ravindra Yadavsaid: “These criminals had cheated hundreds ofinnocents on the pretext of reviving their lapsedinsurance policies and providing them holidaypackages on attractive rates."

Police seized two mobile phones and 132cheques worth crores of rupees from them.

Police said that Kamal had worked with HDFCLife, a life insurance company, as a manager. Hehad procured the details of those whose policieshad lapsed there.

Yadav said that the two men used to target poli-cy holders residing in Andhra Pradesh,Maharashtra, Telangana, Rajasthan, MadhyaPradesh, Punjab, Haryana and Chhattisgarh.

“They used to ask people to send in chequesthrough courier. They had opened an office nearBhikaji Kama Place (in Delhi) to receive thecheques. They would encash them.

"They used to change their correspondenceaddress at regular intervals,” he added.

ally" high water table in aDDA colony here that isallegedly posing threat tobuildings, Delhi High Courthas directed authorities tolocate the reason.

A bench of justices B DAhmed and SanjeevSachdeva issued the directionto the Delhi Jal Board (DJB)and Central Ground WaterBoard (CGWB) to "inde-pendently" prepare "compre-hensive" reports regardingthe allegation of a resident ofSiddharth Extension, nearAshram here, that the highwater table is due to leakagefrom DJB pipelines.

It said the reason has to beidentified so that remedialmeasures can be taken and

permitted DJB and CGWB totake the help of any othercivic agency, like the munici-pal corporation concerned, toprepare their reports.

The petitioner, Mohan LalAhuja, has contended in hisplea that the issue of highwater table has persisted inthe colony since 2011 and hascaused extensive seepage tothe foundation of the build-

ings there and could affect thestructural integrity of the con-structions coming up.

While DJB has admitted tothe existence of a high watertable - water was found at adepth of 1.5 metres from thesurface - there, it has con-tended it is due to naturalcauses.

"It is admitted position thatwater table in the area is

unusually high and can befound at 1.5 metres or lessdepth from the ground. Thepetitioner says it is due toleakage from pipelines ofDJB, but there could be otherreasons.

"Point petitioner is makingis that due to high water table,there is seepage in buildingsand threat to structures com-ing up there. Therefore, it isimperative that actual reasonbe located so that remedialmeasures can be taken," thecourt said.

The bench directed DJBand CGWB to submit therereports on or before the nextdate of hearing on April 29and made it clear that no fur-ther extension of time wouldbe given for carrying out theexercise.

The meeting of the 21-mem-ber NE, which includes topmembers of the party like itschief Arvind Kejriwal andbeleaguered leaders PrashantBhushan and Yogendra Yadav,will be held in the middle ofnext week to decide as to whatissues the party will take up inthe National Council meetingscheduled on Saturday.

But it is not clear whetherDelhi Chief Minister Kejriwalwill attend the meeting,sources said.

The issues to be taken upwould all depend on the out-come of the ongoing negotia-tions over the next few daysbetween the two warring

camps of the party. Both thesides are trying to iron outtheir differences on severalcritical issues.

The outcome of the negotia-tions will have a bearing on thedrawing up of the agenda forthe National Council meeting.

"We are hopeful of reachinga conclusion because both thesides are making efforts.However, adjustments arebeing done on several criticalissues by the two camps in anattempt at reconciliation," saida party leaders.

The last two meetings of theNE -- held on February 26 andMarch 4 -- were stormy affairswith the second of these wit-nessing the ouster of Bhushanand Yadav from AAP'sPolitical Affairs Committee,its highest decision-makingbody. ously injured in a road accidentinvolving a rashly driven truck, hasbeen awarded a compensation of overRs 22 lakh by a Motor AccidentClaims Tribunal (MACT) here.

MACT Presiding Officer ManishGupta directed Oriental InsuranceCompany Ltd, insurer of the offend-ing truck, to pay Rs 22,52,494 to thevictim Vijay Manjhi who was injuredin 2012.

"In view of the evidence on recordand the facts and circumstances asdiscussed, I am of the consideredopinion that the accident occurred dueto rash and negligent driving of theoffending vehicle by the driver anddue to which the petitioner (Vijay)suffered injuries on the relevant date,place and time," the Presiding Officersaid.

According to the complaint, on May4, 2012, while Vijay, along with hisrelative, was going towards his houseon a motorcycle, a truck driven inrashly and negligent manner, hit thetwo-wheeler from behind nearShakurpur here.

Due to the impact, he fell down andsustained grievous injuries. He wasimmediately taken to hospital and wasdischarged after 12 days.

As per the hospital report, he suf-fered fracture on left hand and suf-fered 80 percent permanent disabilityin upper left limb.

Vijay had claimed before the tribu-nal that he was employed as an assis-tant with the medical centre and wasearning Rs 15,000 per month.

The driver of the offending truckdid not file any submission while theinsurance company denied the allega-tions.

"At the time of commis-sion of offence, the girlwas 13- year-old withimpressionable mindwhereas accused wasmature and adult man.Thus being dance teacherof complainant,accusedwas in capacity of manipu-lating her mind," it said.

According to prosecu-tion, in 2004, the victim,who was studying in ClassVIII at that time, hadjoined the music and danceclasses along with heryounger brother during hersummer vacation.

The government has also directed private secu-rity agencies to deploy guards who are trained todeal with robbery bids.

A senior government official said that runningprivate security agencies without obtaining alicence under the Private Security Agencies(Regulation) Act, 2005, is a punishable offence.

"All the banks have been asked to ensure thatthey engage only private security agencies whichhave obtained a licence from the government.

"The government has also directed all privatesecurity agencies in the city to deploy guards atbanks and ATMs who were adequately trained asper the guidelines framed by it," the official said.

The government has made it clear that servicelike cash-in transit and ATMs should also behandled by licensed security agencies in thenational capital.

Sources said that apart from this, governmentis also preparing a security blueprint for all thecity's banks and ATMs so that untoward inci-dents can be prevented.

Police went up during therecent Delhi Assembly polls ascompared to the previous elec-tion that was held merely 14months earlier even though theamount of cash seized saw asteep fall. As per the informa-tion revealed in an RTI queryfiled by a Mumbai-basedactivist, Anil Galgali, Delhicops seized Rs 1.76 croremeant to be distributed amongvoters in December, 2013. Butthe size of the seizure camedown to around Rs 33 lakh inFebruary, 2015, a decline of 78per cent. As to the liquor haulin 2013, Delhi Police hadseized as many as 1,16,044quarters, 4,038 half and 8,654full bottles along with 630 bot-tles of beer and 2,407 litres ofliquor.

The liquor seizure surged sig-nificantly in the high-stakeelectoral battle in February,2015.

In the polls this year, liquorbottles in various sizes --1,47,613 quarters, 7,235 half,and 6,929 full sized bottles --were seized along with 1,055beer bottles and 10 litres ofliquor. This figure also includesseizure of 8,000 bottles ofliquor allegedly from AAP can-didate Naresh Balyan.However, Balyan has deniedpolice charges and the case isstill under investigation.

Galgali also sought to knowthe details of action takenagainst the "accused candi-dates" or their "henchmen".Her plea has been transferred tothe PIO of the Crime Branch ofDelhi Police. "The entire old classification of the planand non-plan has been discarded. This is amajor change which has far reaching impli-cations on the allocation, efficiency andmonitoring of public expenditure," he said.

"This change will demystify the budget toa great extent. Now there will be only twocategories of expenditure, current and capi-tal; the former being what is spent to meetour daily expenses and the latter is what isspent on making assets on the ground," hesaid.

"In the years to come, we can start the map-ping of asset creation with money that hasbeen spent. This was impossible in the earli-er classification. In the next budget we willprovide this House with the details of thephysical assets that have been created on theground by the money that was spent".

He said total revenue receipts has beenestimated at Rs

37,814 crore and capital receipts at Rs4,323 crore with own tax revenue estimatedat Rs 8,006 crore. The state's share of thiscentral taxes is up at Rs 8,088 crore asagainst the figure of Rs 4,477 crores in therevised estimates for the year 2014-15.

Drabu said revenue deficit grant is Rs9,892 crore as against Rs 2,096 crore in2014-15.

"Similarly, the revenue expenditure includ-ing security related expenditure will touch Rs35,227 crore with capital expenditureaccount at Rs 11,264 crore," he said.

As many as Rs 499 crore is to be devolvedto PRIs and ULBs under 14th FinanceCommission grants. The earmarked provi-sion of Rs 2200 crore is for DA to employeesand pensioners, Rs 154 crore provision for 10per cent employees share under new pensionscheme introduced from January 2010, Rs1017 crore for allocation for district sectorcapital expenditure.

Announcing new initiatives, he said that hewaived off demand charges on electricity forseven months from September 2014 toMarch 2015. He announced exemption forpassenger tax on vehicles which remained offdue to floods from September to December2014, remission of stamp duty on documentson fresh loans to persons effected due tofloods, exemption under GST in respect oflodging services provided by hotels, lodges,guest houses to be extended up to March2016.

Similarly, he announced exemption tohoteliers from payment of entry tax on goodsimported from outside the state, waived offof 50 percent of KCC loans for smallest andvulnerable farmers, introduction of gold, sil-ver loans for certain categories of registereddealers/traders.

Besides other announcements include con-templating of amnesty under GST Act 1962for waiving off interest and penalty, settingup alternative dispute resolution tribunal tospeed up settlement of cases of traders, VATexemption on paddy, rice, wheat, pulses,floor, Maida, sugi and baisen till March2016, exemption of toll on fresh vegetables,VAT remission for local industry.

To restructure ailing Public SectorEnterprises (PSEs) in the state, he announcedfinancial restructuring and administrativereorganisation of all the ailing public sectorundertakings besides setting up of assetreconstruction company in partnership withJ&K Bank.

To deal with the abysmal child sex ratio, hesaid, "Contribution of Rs 1000 per month onthe behalf of every new born girl child fornext 14 years and on reaching 21 years, shewould receive around Rs 6.5 lakh under ascheme. To begin with, a pilot in six districtswith the most adverse child sex ratio."

Besides this, a new scheme "Aasra" wasannounced only for widows or destitutewomen with no source of income. Therewould be a zero balance saving account, lifeinsurance of Rs 25,000, an accident cover ofRs 25,000, sickness and disease cover of Rs5000 and maturity/survival benefits of Rs25,000 after five years, he said.

Similarly, he said there would be a schemeto provide

succour to 50,000 widows and destitutewomen of the state. An amount of Rs 100crore has been provided for this purpose.

Suri said that the budget would also help ineradicating the "mistrust" between the gov-ernment and the industry, "The governmentalways felt that the industry takes the benefitsof the tax holidays and other benefits offeredto them and then leaves, this budget is aimedat bridging that trust deficit," he said.

He referred to the Jan Dhan yojna and said"within six months period of NarendraModi's government, a large number of bankaccounts of these poor people were opened".

"Besides this, a facility for availing loanfrom Rs 5000 to Rs five lakh is also beingprovided to poor people such as farmers,vendors, rickshaw and auto rickshaw driversamong others under PM?s Mudrascheme,"said Shah.

Shah said earlier bank loans were onlygiven to rich and the corporates.

"Many bankers argued that distribution ofloans to poor people will lead to losses, I toldthem that if a poor person takes loans, he isthe one who will surely repay the amount,"Shah said.

"The respondent stated that the issue ofimposing penalty for excess collection tollfee by toll collecting agency has been takenup with NHAI Headquarters and an amountof Rs 1.827 crore has been recovered for thesame. In 2006, Al Gore broke downthe complicated issue of cli-mate change in “An

Inconvenient Truth” to make itunderstandable to the public. Ina similar manner, a month back,“Under the Dome” — a docu-mentary on air pollution inChina — highlighted the knownlinkages between pollutants andhuman health.

Even though the documen-tary is in Chinese, the mes-sage is global. It is especial-

ly relevant for Indian citieswhere air pollution is goingfrom bad to worse, and wherethere is a lack of understandingof where this pollution is com-ing from and what we must todo about it.

According to the WorldHealth Organization, 25-30cities in the top 100 most pollut-ed cities in the world are fromIndia.

The Global Burden of Diseaseassessments for 2010 estimatedthat 6,27,000 premature deathsin India can be attributed to out-door air pollution.

Of the pollution-related risks,a substantial increase wasobserved in the cases ofischemic heart disease (whichcan lead to heart attacks), cere-bro-vascular disease (which canlead to strokes), chronicobstructive pulmonary diseases,lower respiratory infections,and cancers (in trachea, lungs,and bronchitis).

These estimates do notinclude acute impacts such asasthma attacks, eye irritationsand other respiratory ailments.We still do not know and havenot quantified the long-termhealth impacts of air pollutionon vulnerable populations suchas children and the elderly.

The pollutant with the mostimpact on health is ParticulateMatter. Particulate Matter withan aerodynamic diameter of lessthan 2.5 micron-meter is espe-

cially harmful as they are smallenough to settle inside our lungsand cause long-term healthproblems. Other pollutants areSulfur dioxide, Nitrogen oxides,Carbon monoxide, and ozone.

According to the 2011 census,by 2030, with a majority of thepopulation classified as urban,the expected growth anddemand in industrial, trans-portation, and domestic sectorswill consequently result in anincrease in problems of air pol-lution, which will spread fromthe big cities to secondary andtertiary cities.

In the early 2000s, Delhi man-dated a policy to convert auto-rickshaws, taxis and buses fromdiesel to Compressed NaturalGas.

The benefits from this switchlasted for 3-4 years, but as thenumber of vehicles keptincreasing, pollution levelsfrom the transport sector wereonce again high. Such a large-scale conversion or any suchintervention to target air pollu-tion was not attempted again inany other city.

Inadequate urban planning

Air pollution is a complicatedissue and is most often a symp-tom of inadequate urban plan-ning.

Lack of power supply leads tothe use of diesel generator sets;lack of buses to support thepublic transport demand leadsto higher use of personal vehi-cles; lack of infrastructure topromote walking and cyclingleads to more motorised trans-port; lack of road maintenanceand traffic management byallowing on-road parking leadsto congestion; lack of a suffi-cient waste management systemleads to garbage being leftbehind and often burnt in resi-dential areas; and lack of pavedor covered roads leads to re-sus-pension of dust when vehicles

are passing by. The fact that air pollution is

an externality from multiplesectors means that it needs to beaddressed by multiple min-istries that are willing to coordi-nate with one another.

Technical solutions alone, likeintroducing CNG or changingstandards for vehicles andindustries, will not be sufficientto control air pollution in Indiancities.

We need a change in the insti-tutional setup in ways that willallow department and ministriesto work together.

As citizens, it is our right toknow the quality of air that webreathe, the severity of pollu-tion in the air, and where thispollution is coming from.

There are multiple sourcesand there is little that one can doas an individual that wouldmake an impact on reducingemissions.

Only when the governmenttakes the lead to address thisseriously, by mandating policiesin the context of wider socialand economic development,will we have any real changetowards improving the qualityof air.

This will not be easy as it is acomplicated issue, but we needto start somewhere. Getting asense of how bad the air isthrough regular monitoring, andallowing citizens to demandaction, is the first step. And wemust take that step.

In a $75 trillion worldeconomy, India withalmost 20% of global

population has just over 2%contribution. On the otherhand China, in the last threedecades, has turbo chargedgrowth to become five timesthe size of the Indian econo-my. For all of India'sstrengths, size, accomplish-ments, it remains a countrythat has punched well belowits potential.

It is a mathematical cer-tainty that in the comingdecade India will becomeone of the exciting, fastestgrowing large economies.Here are the seven 'sutras' orthreads of thoughts whichcan help India in its path toeconomic greatness:

1. Magnet for global capi-tal, technology

The world is awash withcapital. Brazil, Russia andSouth Africa (of BRICS) aresputtering. Global invest-ment funds are on the look-out for the next growth mar-ket. In parallel, global com-panies are scanning the hori-zon for a low cost manufac-turing alternative to China.Vietnam and Thailand are afew options but India has amuch larger labour pool(and growing). It also hasthe bonus of a large domes-tic market, strong founda-tion in engineering, manage-ment talent plus a proventrack record in adapting,developing new technology.

As India becomes an easi-er place to do business; withstable policy, tax and curren-cy, it is destined to become amagnet for global capital,ideas and technology.

2. Achieve global scale

Global leadership requiresglobal scale. In the Fortune500, among the top 10, thereare two US and threeChinese companies. China'sICBC is the largest bank inthe world by assets. ForIndia, achieving that globalscale may require some deftpragmatism. Some of India'slargest companies--SBI,ONGC, Coal India, NTPC--are state owned and need tobe unleashed to build globalcapabilities, competitivenessand eventually scale.

In addition, India's privatesector has the platform of alarge domestic marketwhich, coupled with accessto global capital and smartoverseas acquisitions, hasthe potential to build worldclass companies.

3. Build iconic brands

Today, there is no Indianbrand in the Interbrand Top100 global list. The marketcapitalisation of Apple (No 1on Interbrand) is 40% ofIndia's GDP! Iconic brandsare built on the foundationof great products. India hasthe potential to build bigbusinesses, brands in newsectors like digital and theones with distinct'Indianness' such as movies,food and fashion. After all,five years back, it wasunthinkable for Xiaomi,Huawei, Taobao, WeChatand Haier to embark on aquest to build globalChinese brands.

4. Turbo-charged urbani-sation

China's development inthe last three decades hasbeen driven by planned

urbanisation--adding 1% ofurban population every year.Today, 55% of China's popu-lation lives in cities that areconnected with high speedbullet trains and highways.

India with its democraticcredentials and inclusivesociety can lead the worldwith innovation in urbandevelopment, managementand local governmentaccountability. In China andthe US, city mayors competefor attracting businesses.Chengdu, a city in western,inland China claims to bethe home of 230 Fortune 500companies. MichaelBloomberg, one ofAmerica's most celebratedentrepreneurs, ran New YorkCity for a decade.

5. Nurture world class uni-versities, technology labs

During the Gupta dynasty,some of the world's bestinstitutes of learning were inIndia. Before WWII, someof the top universities werein Germany. Today, the bestones are predominantlyAmerican. Silicon Valleyhas a symbiotic relationshipwith the web of universitiesin and around SanFrancisco.

None of India's institutesfeature in Top 10 or even100. In order to be a globalleader, IISc, IITs, TIFR andmore will need to step up toattract global faculty, stu-dents, private funds and aculture of restless creativity.

6. Innovate with socialentrepreneurship

India cannot aspire to eco-nomic greatness with afourth of India's populationbelow the poverty line earn-

ing only $1.25 per day. Onmost of the MillenniumDevelopment Goals, Indiaremains a laggard. Theopportunity is for India to bea world leader in socialentrepreneurship -- innovat-ing new business models innutrition, sanitation, educa-tion, agriculture, bankingand more.

7. New model of localaccountability

Despite all the aboveingredients, India can 'trip'on its journey to economicgreatness without funda-mentally transforming themicro part of the govern-ment bureaucracy -- the onethat touches the everydaylife of every entrepreneur.The district is the smallestunit of administration inIndia. District administra-tion must be accountable toall entrepreneurs (in fact, allcitizens) to provide timelylicensing, inspections, effi-cient services, utilities,maintenance of infrastruc-ture -- all with digitalenabled transparency.

In modern times, Chinahas had the fastest per capitaGDP growth of 30 times inthe last 30 years! Now thestars are aligned for India'smarathon to economic great-ness with disciplined plan-ning, pragmatism and flaw-less execution of the seven'sutras'.

India, since its independence,has been a passionate advo-cate of disarmament meas-

ures in the United Nations sys-tem. According to the Ministryof External Affairs, “India has along-standing commitment tothe goal of general and completedisarmament based on the prin-ciples of universality, non-dis-crimination and verification...”In 1996, India voted in favour ofa UN General AssemblyResolution urging states to vig-orously pursue an internationalagreement banning anti-person-nel mines. However, in 1997when the Mine Ban Treaty cameinto existence, India chose toremain outside it. This key con-temporary disarmament measurehas saved thousands of lives.Eighty per cent of governmentsin the world have joined thistreaty, and the UN SecretaryGeneral has acknowledged it asa ‘near universal’ convention.But India is still waiting andwatching from outside. Is it timefor a rethink?

In 1999, India joined anOptional Protocol to the UNConvention on ConventionalWeapons, a limited disarmamentmeasure on anti-personnel land-mines. The protocol prohibitsthe use of undetectable land-mines, requires permanentmarking and fencing of anymined area, but does not com-prehensively ban the weapon. Inthe past, India was a major man-ufacturer of undetectable land-mines and used them along theinternational border withPakistan as well as along theLine of Control (LoC) inKashmir.

Landmines are a globally con-demned and banned weapon dueto their inherently indiscriminatenature. Once a landmine is laid,it does not discriminate betweena combatant and a civilian.Landmines usually remainactive long after fighting is overand become a lasting deadly

legacy of armed conflicts. Itmakes little difference to com-munities whether one landmineor a thousand exist in their fieldsor roads, as the uncertaintyregarding the presence of a land-mine is debilitating; it terrorisescommunities, creating a cultureof fear, and halts or limits mobil-

ity and access to productiveresources. India has, in the past,stated that it needs landmines todeter incursion by armed mili-tants, especially into Kashmir.Has this proved effective? Don’tthe long-term negative conse-quences of the use of thisweapon far outweigh its militaryutility? India has suffered great-ly from anti-personnel mine use.Hardly a month goes by withoutreports of deaths or injuries tosoldiers or civilians due to anti-personnel mines laid — many ofthem India made — along theLoC in Kashmir.

Suicidal strategy

The largest known use of anti-personnel mines by any govern-ment in recent times was India’s(and Pakistan’s) deployment ofhundreds of thousands of anti-personnel mines along the inter-

national border duringOperation Parakram in the wakeof the attack on the IndianParliament in December 2001.Land forces were mobilised on alarge scale and mine-laying cov-ered a huge parcel of agricultur-al land along the border, therebydisrupting the lives of lakhs of

Indian citizens. According to anApril 2005 report of the LokSabha Standing Committee onDefence, the Indian Army suf-fered 1,776 casualties while lay-ing and removing its minefieldson the border betweenDecember 2001 and April 2005.The total number of civiliancasualties remains unknown.However, an Indian NGO surveyin 2004 counted at least 1,295civilian casualties fromOperation Parakaram-laidmines. Despite many rounds ofmanual and mechanical mineclearance, by 2004 the Armydeclared that at least 3,00,000mines planted along 400 kilome-tres of the international border inPunjab and Rajasthan wereuntraceable, and proposed thatthe area be permanently cor-doned off.

The full extent of areas minedduring Operation Parakaram isunknown. However, reportsfrom that time indicate 700 sq.

km along the LoC in Jammu andKashmir, and large areas ofPunjab and Rajasthan weremined. In January 2002, theDeputy Commissioner ofFerozepur District of Punjabstated that 27 sq. km of land,affecting 350 villages along the210-km-long international bor-der in the district, had beentaken over at that time by theIndian Army for laying mine-fields.

The attack on the IndianParliament required a response.However, reliance on anti-per-sonnel mines led to deaths andinjuries of hundreds of moreIndian nationals and land dis-placement of thousands withattendant hardship for those vil-lages. This damage was notinflicted by a terrorist group orby an enemy; it was the outcomeof the Army’s reliance on mine

warfare.

Anti-personnel mines are anantiquated weapon that can nolonger have a place in India’sarsenal. The mines laid, and sub-sequently replenished, over thepast decades did not impact theinsurgency in Kashmir in any

significant way. But the miserythey have produced in the com-munities along the internationalborder and the LoC is real today.With the subsequent construc-tion of the fence along the LoC,India’s anti-personnel mineshave become all the more dis-pensable. Left over from a previ-ous phase of the conflict, they nolonger serve any purpose.

It is time for India to rethinkits policy and join the othernations around the globe thathave concluded that this weapondeserves to be consigned to thedustbin of history.

The desirability of a bicameral legislature at the Statelevel has been debated since the days of theConstituent Assembly, and recent developments may

revive the debate. Assam and Rajasthan want to join thesmall seven-member club of States (Andhra Pradesh,Telangana, Bihar, Jammu and Kashmir, Karnataka,Maharashtra and Uttar Pradesh) with a Legislative Councilin the country and Odisha is also examining the creation ofone. A second chamber has always been attractive to thosewho believe in widening the space for representativedemocracy. Its advocates say wiser counsel from an upperHouse of elders is needed to temper the often fractiousnature of the debate in the Lower House. Also, the secondchamber helps in accommodating more sections of societyin the process of legislation and decision-making.Detractors, however, contend that the Council is nothingbut a body to accommodate various political interests with-in a party, a backdoor way into the legislature for those wholose direct elections. Recent experience suggests that evenChief Ministers choose the Legislative Council route whenthe option is available. Does the fact that an upper Houseexists in seven States, with two or three more keen to jointhat list, really indicate that there is merit in having aCouncil? There is little doubt that a second chamber will bea useful forum to play an advisory role in legislative mat-ters. However, the fact remains that it can also be a tool inthe hands of those in power to accommodate theirfavourites or defeated party functionaries. Also, there is noconsensus even within States on its necessity. In TamilNadu, the All India Anna Dravida Munnetra Kazhagamabolished the Council in 1986, and strongly opposes movesby its rival Dravida Munnetra Kazhagam to revive it.Parliament has already passed legislation to revive thechamber in Tamil Nadu, but it is yet to be implemented. While framing such a policy, it will also haveto be decided whether the time and resources involved inhaving a second chamber is worth the while, and if so,whether the present scheme of giving representation toteachers and graduates requires modification to involveother sections.

Kumar pointed out thatwhen he took charge as

chief minister in 2005,there were just 45 grid sub-stations in Bihar, whilethere was no network toprovide electricity.

"At that time, the lengthof transmission lines wasjust 5,033 kilometres,which could supply just1,000 MW. We were evenunable to use whateverelectricity we were given

by the Centre. The numberof electrified villages wasjust 12,565 and power wasavailable for only 10 to 12hours," he said.

At the same time, he describedPakistan as a "victim" of terrorism.

Raina said that if the terroristsoperating in Pakistan were non-state actors, then why Pakistan hasfailed to shut down the terror infra-structure operating on its soil.

called for documentation ofmilitancy in Jammu andKashmir in the form of aWhite Paper even as it dis-missed the state govern-ment's objections to the sug-gestion as being "orthodox".

The Department-relatedParliamentary StandingCommittee on HomeMinistry has said that it feltthat though the variousaspects of militancy in J&Kmay have been well docu-mented, all the facts shouldstill be brought out in theform of a White Paper as partof a single document forpublic information.

The panel did not agreewith the view put forth bythe state government that itwas not advisable at this

stage to issue any WhilePaper on militancy in J&K.

"The committee is not inagreement with the view putforth by the state govern-ment. In the view of thecommittee, in the age whenmovement for transparencyis gaining momentum andthe country has witnessed aquantum leap in this direc-tion, such orthodox viewsshould not find place indemocracy.

"When the whole worldhas now begun to appreciateIndia's views on terrorismand regard the country asone of the worst sufferers ofterrorism, bringing a WhitePaper should not be a causefor concern," the standingcommittee's 184th reportsaid.

The panel also rapped the

J&K government for haltingthe registration of KashmiriPandit families who had fledthe Valley with the onset ofmilitancy in the early 1990s.It said that several migrants'associations have com-plained that there are a largenumber of migrant familieswho remain unregistered.

Though the HomeMinistry has claimed that allfamilies which fulfil the cri-teria have been registered,the committee is of the viewthat since there are com-plaints by organisations ofnon-registration of a largenumber of families, theHome Ministry shouldexamine these and draw up amechanism whereby fami-lies fulfilling the criteriaare registered without muchhassle.

motorcycle-lifting gangfrom Madhya Pradesh,including a minor boy,were arrested and 14motorcycles were recov-ered from their posses-sion, police said onSunday.

The four accused, iden-tified as -- VestabhaiBahadur Bhilala, MotlaPremsing Zamra, Vijayalias Gokariya Bhilala,and a minor -- werearrested from Bodeli-Alirajpur crossing arealocated around 70 kmsfrom here on Friday afterthey were found movingin a suspicious manner,they said.

A country-made

weapon and two live car-tridges were also recov-ered from them, policesaid.

All the accused belongto the neighbouringAlirajpur district ofMadhya Pradesh border-ing Chhotaudepur districtof Gujarat.

The arrests were madein a joint operation by theLocal Crime Branch(LCB) in Chhota Udepurand a police team ofBodeli town, theysaid.

"During their interroga-tion, the accused admittedthat they had stolen a totalof 61 motorbikes fromvarious parts of Gujarat,including Valsad, Surat,Karjan, Kalol, Bodeli,

Chhota Udepur, Naswadi,Pavijetpur, etc over aperiod of last three years,"Police Sub inspector D VTadvi in Bodeli townsaid.

incident of differently-abled sportspersonstaking part in a national event being put upat unfurnished and unhygienic accommo-dations, Sports Minister SarbanandaSonowal on Sunday sought a report fromthe organisers and promised to take actionwithin 24 hours. Sonowal said he hasasked for a detailed report fromParalympic Committee of India as well asfrom his secretary after athletes participat-ing in the National Para-AthleticsChampionships (March 20-22) at JanhitPara Sports Grounds (Madhuban,Bapudham) at Ghaziabad were asked to

stay at messy and unkempt rooms at abuilding. The championship was organisedby Uttar Pradesh unit of the ParalympicCommittee of India. "Well-being of allathletes is a priority for us. Differently-abled athletes and their well-being is a pri-ority for us. We are examining the matterand looking into the reasons for misman-agement of the event," Sonowal said.

"I have asked my sports secretary to takeimmediate action and submit a reportwithin 24 hours and based on that I willtake action. From our part, there is no dis-crimination between abled-bodied and dif-ferently abled athletes.

"The national federations, whether of

abled-bodied and differently-abled, have aduty and responsibility to look after thewell-being of athletes. If they have anyproblem, they (the organisers) should haveapproached us. We are always there tohelp," he added.

The para athletes participating in theNational Para-Athletics Championshipswere in for a rude shock after they werealloted unhygienic and difficult living con-ditions.

"We have not got proper food, eatingpoori and one vegetable dish for last fourdays. We walk with sticks and we havebeen put up at second floor. They don'teven have ramps for wheelchair-bound

athletes. Toilets are dirt, there are no fans,no water," said Yogesh, a participating ath-lete.

"I fell three times while taking bathtoday, we are drinking water from a tankerand it has not been cleaned and the toiletsare filthy," added Vinay, another partici-pant. "The facilities were not good andbecause of that we had to face problems.But I would not like to put the blame onthe federation only. The government willalso have to take care of larger issues,"said star para athlete Devendra Jhajharia,who won a gold each in the 2004 AthensParalympic Games and 2013 IPC WorldChampionships (Javelin F46).

Para-athletes face official apathy, sports minister promises action

former BCCI presidentN Srinivasan will watchIndia's World Cup semi-final against hostsAustralia along withBCCI secretary AnuragThakur while currentpresident JagmohanDalmiya will not be inattendance due to healthreasons.

According to BCCIsources, Srinivasan,Thakur and treasurerAniruddh Chaudharywill arrive before the match on Thursday but it is highly unlikely that Dalmiyawould make it even if India reaches the final.

"Srinivasan, Thakur and Chaudhary will be coming either on March 24 or25th. Srinivasan in any case will be staying till March 29 in capacity of ICCpresident. Chaudhary and Thakur are the representatives of BCCI," a seniorBCCI official told PTI on Sunday.

However, Dalmiya's case is a bit interesting as it is believed that he cannotmeet the physically demanding travel schedule of flying into Australia."Jaggu da is an old man now. He is not fit enough to travel 12 hours fromKolkata to Melbourne and back. It will be physically demanding and it won?tbe possible for him to attend the World Cup matches. As of now it?s morethan 90 percent assured that he won't be travelling to Australia," a Dalmiyaconfidant said today.

However, there are rumours that Dalmiya and Srinivasan are not on thesame page regarding some board-related issues and the Kolkata-based admin-istrator does not want to meet the Tamil Nadu strongman.

Meanwhile, another new development happened in BCCI since the changeof guard with Usha Nath Banerjee being appointed as the chief legal advisorof the board. Banerjee, a legal luminary from Kolkata has been a Dalmiyaloyalist for long and used to fight the BCCI cases during his earlier stint in theboard and was replaced once Sharad Pawar came into power.

In 2012, Shah Rukh Khan had abused a security guard after a cricketmatch at Indian Premier League. The guard had stopped the actor fromentering the stadium ground, together with his children. Now three

years after the incident, the police have been told to register an FIR againstShah Rukh. It was on Friday that the Mumbai Police was ordered to reg-ister the FIR, as directed by Maharashtra State Commission for Protectionof Child Rights (MSCPCR). Following the FIR, Abha Singh, the advocate,approached children’s commission that sought action against the actor forabusing the guard while Shah Rukh’s children were present over there.The lawyer said on Friday, “The commission, in a detailed order, directedthe Mumbai Police to file an FIR against Khan under the Indian PenalCode and the Juvenile Justice (Care & Protection) Act, 2006. The commis-sion has also ordered an inquiry for not registering an FIR in this matter.”DCP Dhananjay Kulkarni who is Mumbai Police spokesperson told themedia, “We are waiting for the order. Once we have the order, we will gothrough it and take appropriate action.” The FIR has been registered underJuvenile Justice (Care and Protection) Act 2006. The commission has alsosought enquiry as any case wasn’t registered against the actor since theincident took place. The incident had taken place at Wankhede stadium on16th May 2012. Shah Rukh got into a fight with the guard after a matchbetween Mumbai Indians and Kolkata Knight Riders. Police officialsreport that Shah Rukh used abusive language because his kids wanted toplay on the stadium ground. But the guard refused to let them enter.Following this, Shah Rukh started quarreling with the guard and abusedhim. Moreover, the actor got upset on seeing that the guard was manhan-dling his daughter. The actor then faced the media on 17th May at hishome and gave clear explanations for his actions, “My children and theirfriends were playing with a ball near the field when I saw from upstairsthat a security guard was manhandling them. It is unpardonable to physi-cally touch little girls in the garb of security. I came downstairs to tell themnot to misbehave with children. I will not tolerate that.”
