Department of Infrastructure

Government has established a number of separate entities called Special Purpose Vehicles to provide rigorous governance, management and delivery of major infrastructure, including the Western Corridor Recycled Water Project, the Southern Regional Water Pipeline, the South East Queensland Desalination Plant, other key water infrastructure projects and the Airport Link toll road.

The Infrastructure Delivery Division provides the central coordinating role in the delivery of the South East Queensland Water Grid, the Airport Link, Pipe Procurement and Land Acquisition.

The South East Queensland Water Grid will provide a network of two-way pipelines to connect all major bulk water sources in the region. It will be able to move water from areas of water surplus and transport it to areas that face a shortfall.

Airport Link is a predominantly underground toll road to connect Brisbane’s Northern arterials of Gympie Road at Kedron and Sandgate Road and the East-West Arterial at Toombul to the Inner City Bypass and the proposed North-South Bypass Tunnel at Bowen Hills.

Pipe Procurement was set up to deliver the specifi ed quality and quantity of pipe and fi ttings to each water grid project to meet their construction schedules and in line with the South East Queensland Water Grid priorities.

Land Acquisition is responsible for the acquisition of all land required by the Coordinator-General for the purposes of the State

Development and Public Works Organisation Act 1971, whether by negotiated purchase or compulsory acquisition. The Land Acquisition branch is also responsible for the purchase of all land for the Department of Infrastructure with the exception of land required for the development of industrial estates under the Industrial Development Act 1963.

Key achievements

In 2006–07, the division:

continued protection of preferred transport corridors, including hardship acquisitions for the Kholo Creek Hardrock Haulage Route and the Narangba Haulage Routes

fi nalised Environmental Impact Assessments for a number of projects including Airport Link, the Southern Regional Water Pipeline and facilitated comments on the initial stages of the Environmental and Social Impact Study for the Western Corridor Recycled Water Project and gave input into the environmental studies for the Gold Coast Desalination Plant

declared Traveston Crossing, Wyaralong Dam, raising of the Hinze Dam and Northern Pipeline Interconnector as ‘signifi cant’ projects, developed and advertised Terms of Reference for Environmental Impact Assessment studies and called tenders to construct the Cedar Grove Weir

commenced detailed design and construction of the Western Corridor Recycled Water Scheme, including the Stage 1A Advanced Water Treatment Plant at Bundamba, the pipeline between Bundamba and Swanbank, and land access and preconstruction activities on the remaining advanced water treatment plants and pipelines

commenced design and construction of the Gold Coast Desalination Plant

commenced construction of the Southern Regional Water Pipeline, including the pipelines, balance tanks and river and road crossings

progressed preliminary engineering and route selection work for the Northern and Eastern Pipeline Interconnector projects

gained state government approval for the Airport Link toll road business case, calling for expressions of interest, short-listing three proponents, and calling tenders to deliver the project including two sections of the Northern Busway project, as a public–private partnership.

Future developments

Planned priorities for 2007–08 include:

to plan and further develop multi-user infrastructure corridors including Western Corridor and Bromelton, water infrastructure corridors and weir sites

to continue the construction of critical water projects including the Western Corridor Recycled Water Scheme, the Southern Regional Water Pipeline and the Gold Coast Desalination Plant

to construct the Cedar Grove Weir

to develop the draft Environmental Impact Studies and undertake preconstruction activities and land acquisition for the Traveston Crossing and Wyaralong dams

to advance the Northern and Eastern Interconnector pipeline projects

Department of Infrastructure

The attraction and timely delivery of projects and related infrastructure in Queensland is the core business of the Major Projects Facilitation and Development Division. Proponents investing in major resource, industry and tourism projects benefi t from the streamlined approvals and management processes facilitated by the division.

Major Projects Facilitation and Development is responsible for planning and management of State development areas suitable for large-scale industrial development and coordinates project-specifi c infrastructure vital for building a better future for Queensland.

State Development Areas are created under Section 77 of the State Development and Public Works Organisation Act 1971. Their creation promotes economic development and addresses areas of market failure in the development of industrial land and multi-user infrastructure corridors in Queensland.

Key achievements

In 2006–07, the division:

facilitated 31 proposed and committed projects with a forecast combined capital investment potential of almost $31 billion, which could generate more than 32,000 new construction and operational jobs in the future

declared 16 projects signifi cant under section 26 of the State Development and Public Works Organisation Act 1971

completed Stage 1 of a comprehensive study of land, port, rail and road requirements for the industrial and export needs of the Gladstone State Development Area

approved the expansion of the Orica Ammonium Nitrate Plant under the development scheme for the Gladstone State Development Area

continued to purchase properties in the Targinie Precinct of the Gladstone State Development Area

undertook public and landowner consultation for the Stanwell to Gladstone Infrastructure Corridor

commenced acquisition of lands for the Eastern Port Access Services Corridor to facilitate provision of services and transport to and within the Townsville State Development Area

appointed Aluminum Corporation of China (CHALCO) as the preferred developer for the $2.92 billion Aurukun Project and signed the Development Agreement and concluded the Indigenous Land Use Agreement between CHALCO and the Indigenous owners of Aurukun land

completed Environmental Impact Assessments and issued Coordinator-General’s Reports for the Moranbah Ammonium Nitrate Plant, Northern Missing Rail Link, Spring Gully Gas-fi red Power Station, Coke and Power Plant, and Airport Link Tunnel.

Planned priorities for 2007–08 include:

to continue the facilitation of the Aurukun Bauxite and Alumina Refi nery Project by providing major project facilitation services to CHALCO as it undertakes the feasibility study for the bauxite mine and alumina refi nery, including identifi cation of the preferred refi nery site

to coordinate impact assessments and project facilitation services for projects declared signifi cant under the State Development and Public Works Organisation Act 1971, including:

• water supply-related projects such as Water for Bowen, Emu Swamp Dam and the Northern and Eastern Pipeline Inter-connectors

• energy related projects such as ZeroGen Clean Coal Power Station, Townsville Power Station and Moranbah and Nebo Power Stations

• coal-related infrastructure projects such as a new coal terminal at Wiggins Island, the Linc Energy Underground Coal Gasifi cation Project, the Wandoan Project and the Surat Basin Railway

Department of Infrastructure

The Economic Development Division has responsibility for delivering regional water infrastructure, developing industrial land throughout the State, assessing the feasibility of new large industry and major economic development opportunities and managing competitive processes. The Division facilitates the implementation of strategic urban development projects. Encompassed within the Economic Development Division are the Strategic Development and Regional Infrastructure Groups.

Regional Infrastructure has a statewide focus excluding Southeast Queensland (SEQ) and plans and works with other agencies to ensure the provision of infrastructure to support economic growth and export development in regional Queensland. The division manages major strategic infrastructure projects and planning studies and undertakes research and analysis of major economic development opportunities and their infrastructure requirements. The division incorporates the Coal Infrastructure Task Force, the Regional Water team, the Northern Economic Triangle team and, until recently, the newly formed State Development Areas Unit.

Strategic Development develops and implements a number of strategic urban infrastructure projects including the Brisbane and Townsville Cruise Ship Terminals, the North Bank redevelopment in Brisbane’s Central Business District (CBD), the Gold Coast Marine Development Project and the Yeerongpilly Landing Development.

Key achievements

In 2006–07, the division:

facilitated large marine developments such as the Townsville Ocean Terminal Project through the approvals and the environmental impact phase, the Urangan Boat Harbour through the expression of interest phase of the competitive process and the development of the Brisbane Cruise Terminal which was completed as part of Multiplex’s Portside Wharf development

managed the competitive process to select a preferred developer for the North Bank Project, which takes in riverfront land from the William Jolly Bridge to the Goodwill Bridge on the city side of the Brisbane River. North Bank is a visionary project to realise the potential of one of Brisbane’s greatest CBD riverfront areas, and will deliver a valuable precinct for the people of Queensland and our visitors

completed a due diligence review for the Port Douglas Waterfront area, which included a strategic planning framework and an example master plan

completed a draft Townsville City Port Strategic Plan, which provides a vision for an effective and sustainable interface between Townsville’s city area and the adjacent port area

produced the Northern Economic Triangle Blueprint, undertook consultation with stakeholders and prepared the Northern Economic Triangle Strategic Plan and Implementation Plan

secured the granting of a conditional exclusive mandate to the Surat Basin Rail Consortium for the development of the Surat Basin Railway, monitored the implementation of the $4.2 billion Coal Infrastructure Program of Actions and commenced the coal seam gas water market evaluation and regulatory assessment

progressed 12 regional water infrastructure projects identifi ed in the Statewide Water Policy. These projects will support growth in the coal mining industry in the Bowen and Surat Basins and future industrial development at Bowen, Rockhampton and Gladstone, and secure urban water supplies for Yeppoon and the Whitsundays. Key achievements include:

• preparation of a detailed program, including delivery schedules and costings, for each project

• declaration of the Water for Bowen project as a signifi cant project for which an Environmental Impact Statement is required under the State Development and Public Works

Organisation Act 1971

• completion of a desktop fatal fl aws analysis of the proposed Connors River Dam and commencement of the process to declare feasibility investigations for the Connors River Dam as ‘works’ under the State

Development and Public Works Organisation Act 1971

• continued facilitation of the delivery of the Burdekin to Moranbah pipeline being constructed by SunWater and the achievement of outcomes under the Burnett Program of Actions

completed economic and environmental studies for the Fitzroy Industry and Infrastructure Study and commenced public consultation on the study outcomes. The Fitzroy Industry Infrastructure Study was initiated to investigate development opportunities capable of stimulating increased economic activity in the Rockhampton region. The key fi ndings of the study are that the Rockhampton region has a competitive advantage for industrial and agricultural development due to the future availability of excess water. In particular, a number of rural areas were found to be suitable for intensive livestock operations while a number of other areas were found to be suitable for business and general industry purposes

also completed:

• an assessment of the capability of Proserpine and Laguna Whitsunday Airports to accommodate international air access

• evaluations of proposals for the Visy cardboard manufacturing facility at Stapleton and the redevelopment of the former Victoria Police Barracks site in central Brisbane, which had been called in under the Integrated

Planning Act 1997

• site selection and concept designs for the Athletes Village for the 2011 World Athletics Championships.

Future developments

Planned priorities for 2007–08 include:

to undertake negotiations with the selected preferred developer for the North Bank Development Project to achieve a development agreement

to undertake a competitive process for the Gold Coast Marine Development Project, facilitate approvals and construction of the Townsville Ocean Terminal project and facilitate an expansion of the Brisbane Cruise Terminal

to undertake a two stage competitive process to seek development proposals for the 17 hectare Department of Primary Industries and Fisheries site at Yeerongpilly, which will include high-quality residential accommodation, affordable housing, community sporting and recreational facilities, a sports science centre, retail and commercial outlets and riverfront parkland. The redevelopment will complement and integrate with the adjoining Tennyson Riverside Development, which includes the State Tennis Centre

to complete a 30 year Coal Infrastructure Strategic Plan and continue to monitor implementation of the Coal Infrastructure Program of Actions. The Taskforce will also progress evaluation of the Surat Basin Railway proposal, and complete the coal seam gas water market evaluation and regulatory assessment.

to release the Northern Economic Triangle Strategic Plan 2007–2012 in late 2007. The strategic plan will include action plans for each of the regions. A major future focus of the NET will be identifying options for the provision of competitive energy in the North West and Northern Regions to support new mining opportunities and major industrial developments

Department of Infrastructure

The Property Services Group (PSG), through the Industry Location Scheme, delivers a range of property-related services aimed at encouraging the location and expansion of business and industry in Queensland. Essentially, PSG holds land for the purpose of ensuring that business and industry have access to suitable sites at competitive prices.

PSG commenced operations as a commercialised business unit on 1 January 1998 to deliver a range of services provided through the administration of the Industrial Development Act

1963. By means of the Estates Construction Fund, PSG provides funding for both property-related and other industry projects that contribute to the economic development of Queensland.

The industry support mechanisms are delivered by a number of divisions within the Department of Infrastructure and the Department of State Development.

Key achievements

In 2006–07, the division:

sold a total of 57 industrial sites throughout Queensland, valued at approximately $50.7 million. Proponents of projects locating on this land collectively anticipate creating approximately 423 new jobs and $99 million in capital investment

completed the construction of the 16 lot Clinton Industrial Estate, Gladstone

completed all internal works associated with the 24 lot Arundel Industrial Park and commenced construction of a signalised intersection with the Gold Coast Highway

completed the site remediation works associated with the Nandroya Industrial Estate

Department of Infrastructure

The Offi ce of Urban Management works collaboratively with state agencies, local governments and other stakeholders to sustainably manage growth in South East Queensland (SEQ). Guiding this work, the Offi ce of Urban Management is responsible for developing, coordinating the implementation of and monitoring the South East Queensland Regional Plan 2005–2026 (SEQ Regional Plan). The SEQ Regional Plan is designed to sustainably manage growth in the region through to 2026.

This plan is the fi rst of its kind in Australia, it protects more than 80 per cent of the region from future urban development, ensuring SEQ remains one of the most livable urbanised areas in the world, while catering for strong population growth and future prosperity. The SEQ Regional Plan will be reviewed every fi ve years with the fi rst review to commence late 2007 for completion by 2010.

Key achievements

In 2006–07, the division:

fi nalised and released the SEQ Regional Plan Amendment 1 in October 2006, which incorporated the Mt Lindesay/North Beaudesert Study Area. The Amendment was ratifi ed in Parliament on 7 March 2007

updated and released the SEQ Infrastructure Plan and Program in May 2007 and worked with state agencies and the private sector to monitor implementation of the plan

worked with all SEQ local governments to assist in the preparation of their Local Growth Management Strategies (LGMSs). To date, the Offi ce of Urban Management has coordinated feedback on three draft LGMSs that were submitted for state interest review

worked with state agencies, local government and the Transit Oriented Development (TOD) Taskforce to implement the SEQ TOD program and to identify and progress TOD demonstration projects

convened the inaugural urban development conference ‘Living Smarter: For the future of South East Queensland’, which focused on Transit Oriented Development and attracted 350 delegates from local government, state agencies and the private industry

progressed work on the study into the Bridges Investigation Area on the Sunshine Coast and, in March 2007, broadened the scope of the study to investigate alternative sites for industrial land on the Sunshine Coast

developed plans for a Queensland Housing Affordability Strategy to address land availability and infrastructure factors infl uencing the cost of housing

released three quarterly Urban Development Monitoring Reports, monitoring development trends and land availability in SEQ

progressed work on the Rural Futures Strategy which will assess the issues confronting rural industries and rural landowners in the region. The strategy, to be fi nalised by late 2007, will examine viable existing industries and consider alternative uses

released the Draft Implementation Guidelines for Rural Precinct Planning for consultation, which will be fi nalised in late 2007

progressed the implementation of the SEQ Regional Trails Strategy, committing $8.8 million of funding over the next fi ve years from 2007–08 to develop and implement three regional recreation trails, and commenced work with the Council of Mayors (SEQ) to manage development of the trails

worked with local governments, the Department of Local Government, Planning, Sport and Recreation, and the community on land use and infrastructure planning studies for the areas affected by the proposed Traveston Crossing Dam and Wyaralong Dam

undertook a series of sub-regional planning and infrastructure forums across SEQ to better coordinate state and local government planning and infrastructure provision

Department of Infrastructure

The Governance and Strategy Division has a dual function of providing internal support and external services.

The role of the Governance and Strategy Division is to provide management and administrative support to the Director-General and executive management team by facilitating policy and strategy development to assist in the identifi cation and delivery of the department’s strategic priorities in a timely and effi cient manner. This division has responsibility for the government’s Value for Money Framework and coordinating the implementation of the SEQ Infrastructure Plan and Program. Corporate and Business Services provides the department with strategic and administrative support in the areas of strategic and business planning, corporate reporting, information technology, risk and compliance, human resources, procurement and organisational development. Financial Management coordinates budget processes and fi nancial reporting and provides advice on all aspects of fi nancial management including compliance systems and effective resource management.

Infrastructure Evaluation and Procurement and the Program Management Offi ce provide external services.

Infrastructure Evaluation and Procurement

Infrastructure Evaluation and Procurement provides government agencies with strategic and specifi c project advice to assist in the delivery of major infrastructure projects, including assessment of the potential for delivery as a public–private partnership. It supports Government agencies and local authorities in feasibility studies for signifi cant infrastructure projects including assessment of the delivery option that is likely to provide the best value for money solution; commercial, legal, risk and policy advice for major development and infrastructure projects; advice, guidance

and support to agencies progressing projects as public–private partnerships through the procurement phase; commercial advice and support to various smaller sensitive projects; and ensuring that the Value for Money Guidance Material and Framework are used in the correct manner for analysis of delivery options for major infrastructure projects and the implementation of public–private partnership solutions where appropriate.

In 2006–07, the division:

assisted the Departments of Transport and Main Roads and Brisbane City Council to complete a business case for the Airport Link and Northern Busway (Windsor to Kedron) projects, which led to calling Expressions of Interest and for short listing of proponents

contributed to a business case evaluating the preferred procurement option for a package of schools in South East Queensland

Department of Infrastructure

The Department of Infrastructure is responsible for developing and coordinating the implementation of the SEQ Infrastructure Plan and Program. The SEQ Infrastructure Plan, fi rst launched in 2005, identifi es the main infrastructure priorities for SEQ over the next 20 years and details proposed investigations, planning, design and construction required to implement the SEQ Regional Plan.

The Program Management Offi ce coordinates implementation of the $82 billion SEQ Infrastructure Plan and Program which is the largest of its kind in Australia’s history, covering over 450 critical infrastructure projects and programs in the areas of roads, transport, water, energy, health and education. The offi ce works across state agencies and with industry to ensure the large-scale infrastructure program is delivered for the best value for money.

The team is a partnership between the public and private sectors, who each contribute their knowledge, experience and skills to help deliver the fi rst and currently only infrastructure program of its kind in Australia.

Key achievements

In 2006–07, the division:

established a program management information system (ProMIS) to monitor delivery of the SEQ Infrastructure Plan

established the SEQ Infrastructure Industry Taskforce to formalise closer working relationships between government, industry and unions to support the effi cient and effective delivery of the SEQ Infrastructure Plan

developed and launched a cross-government community engagement index to help coordinate community consultation across SEQ

Program Management Offi ce

publicly released ‘pipelines’ of procurement and construction milestone information to enable industry to undertake the necessary forward resource planning to deliver the SEQ Infrastructure Plan

developed an inventory of skills initiatives, identifying over 170 initiatives that address the delivery needs of the SEQ Infrastructure Plan, and undertook a gaps analysis to identify areas requiring further attention.

Future developments

Planned priorities for 2007–08 include:

as part of the major review of the SEQ Infrastructure Plan for the 2008 edition, to undertake a review of the program and re-sequence where required

to develop and implement a Gateway Review Process for use by the Queensland Government for major and critical infrastructure projects, based closely on the process developed and owned by the United Kingdom Government’s Offi ce of Government Commerce

to continue to monitor delivery progress of the SEQ Infrastructure Plan and provide appropriate advice, including monthly project scorecards and quarterly program trend reports

to maintain a high level of support for the SEQ Infrastructure Industry Taskforce and its three key mandate areas of procurement, industry capacity and skills.

Offi ce of the Director-General

The Offi ce of the Director-General supports the Director-General in his work to achieve policies, programs and projects that advance the government’s infrastructure development agenda.

The offi ce coordinates cabinet and parliamentary processes and provides marketing and communications advice relating to infrastructure to the department and the Government.

Specialist Services

Specialist Services is a commercial, legal, regulatory, economic, and policy coordination resource for the department, and also provides a mineral processing investment attraction advisory service and specialist services for the department’s industrial land and infrastructure planning activities. The division develops and provides the Department of Infrastructure with commercial, legal, economic and risk solutions for major development projects and their infrastructure and development requirements. The division also coordinates the department’s engagement with, and responses to, external policy and legislative developments relating to the department’s core activities of major project facilitation, economic development, industrial land, planning and infrastructure delivery. To date, the division has reviewed and coordinated appropriate whole of department responses to over 50 economic, regulatory and policy initiatives of external agencies.

During 2006–07 Specialist Services provided commercial, economic evaluation and other services to facilitate the Aurukun bauxite resource competitive bid and development proposal. The division also supported the department in developing port and other infrastructure arrangements including the Yarwun Aluminium Refi nery Stage 2 expansion, and prepared signifi cant and urgent amendments to the State

Development and Public Works Organisation Act 1971 to facilitate government infrastructure projects including water grid projects and to provide the Coordinator-General with greater powers to ensure timely decisions. These amendments were assented to in December 2006 and resolved a number of works regulations and prescribed projects declarations.

Specialist Services also coordinated a major whole-of-Government process to prepare the Queensland Five Yearly

Infrastructure Report 2007, which was tabled at the April 2007 meeting of the Council of Australian Governments.

Department of Infrastructure

Community Futures Taskforce

The Community Futures Taskforce was established in 2006 as an independent entity comprising the Directors-General of state government agencies and the mayors of the shires affected by the Traveston Crossing Dam and Wyaralong Dam Projects. It is chaired by Major-General Peter Arnison.

As Chair of the Community Futures Taskforce, Major General Peter Arnison oversees a whole-of-Government approach to managing the community impacts of and maximising the opportunities for these projects.

Peter Arnison is supported by the mayors of shires affected by the proposed dams, representatives from 11 state government agencies and Queensland Water Infrastructure (QWI), and a small team in Brisbane the Community Futures Taskforce Unit.

The Community Futures Taskforce Unit:

helps individuals understand and address the impacts of the proposed dams on their lives and the community as a whole

provides advice and information to individuals/families to help them reach decisions about their futures

Community engagement

provides support and funding for community events and organisations to help maintain the strong spirit in these communities,

assists in the coordination of cross-government responses to issues and opportunities arising from the dam projects.

An Environmental Impact Statement (EIS) must be approved by State and Federal authorities before either of the proposed dams can proceed. The Task Force Unit has informed the EIS process by documenting community views on social impacts of the proposed dams and identifying strategies and projects to address these impacts.

When the Unit was fi rst established in July 2006, offi cers focused on the immediate concerns of individuals with property affected by the proposed Dams. The second half of 2006–07 saw a gradual change in emphasis towards medium to longer term community based projects. Many of these projects refl ect local needs as identifi ed by members of the affected communities.

The work of the Unit, including the implementation of projects is to continue until mid–2009.

Kandanga Cemetery

The work of the Unit on the unique issue of determining the future of the Kandanga Cemetery is an example of the shift towards medium to longer term projects.

As the Kandanga Cemetery will be affected by the proposed Traveston Crossing Dam, the Community Futures Taskforce Unit is managing the sensitive issue of the cemetery’s future through an extensive community consultation and research process.

Information on future options has been developed following discussions with families, individual community members, the Kandanga Cemetery Trust and the Cooloola Shire Council.

These options will be discussed at a public information session. The Community Futures Task Force will partner with local church groups, undertakers, grief counsellors and a forensic anthropologist to deliver the session.

Department of Infrastructure and the communityTo ensure our programs and services remain relevant and culturally appropriate, we operate with a strong community focus, seeking input from and valuing the contribution of the community by consulting, listening and promoting understanding. For example:

the Townsville Ocean Terminal Project has undergone consultation with the community during the EIS process in regard to Native Title and Cultural Heritage issues

the proposed development for North Bank was placed on display for public comment on the proposal. Consultation included online access, free call telephone service displays and intercept surveys

consultation meetings and workshops on the Northern Economic Triangle were held in Mount Isa on 26–27 February 2007, in Townsville on 5–6 March 2007 and in Bowen on 12 March 2007. The consultation period fi nished on 30 March 2007 with around 100 individuals being consulted and 30 written submissions being received.

The Offi ce of Urban Management: convened the inaugural urban development conference ‘Living Smarter: The future for South East Queensland’, focusing on Transit Oriented Developments

worked with the community on land use planning studies for the areas affected by the proposed Traveston Crossing Dam continued to work with community groups to progress open space planning including a review of constraints on the use of rural lands for tourism and recreation

released the SEQ Regional Outdoor Recreation Strategy Discussion Paper to seek public feedback on the strategy, which will provide the framework for how outdoor recreation services and infrastructure will be provided in the future.

The Program Management Offi ce has also worked within government to develop a Community Engagement Index for South East Queensland. Working in partnership with councils in the region and across Queensland Government agencies, the offi ce has developed a database of community engagement activities for the next two years. Although primarily designed to facilitate the rollout of the SEQ Infrastructure Plan, the database aims to include all consultation in the region to help agencies and councils coordinate their community consultation activities wherever possible. Besides improved coordination, the shared knowledge of community engagement activities is also expected to lead to sharing of experience and resources in community consultation. The scope of the Program Management Offi ce’s Community Engagement Index is believed to be an Australian fi rst and is a smart way of managing the expected impact on the community of an intensive program of community engagement activity. While the Index was launched in March 2007, agencies and councils will continue to update their information throughout the delivery of the plan.
