Special Called Board Meeting

YSD1 School Board Priorities:
• Ensuring safety measures are reviewed and updated on an annual basis.
• Meeting the individual social, emotional, academic, and physical needs of our students.
• Supporting the professional growth and well-being of certified and classified staff.
• Acting as good stewards of district resources to offer a variety of opportunities for students.
• Building strong community partnerships and communicating with all stakeholders to celebrate and strengthen our success.

DHEC and CDC Mask Usage Guidance Now Aligned
DHEC strongly recommends mask use for all people when indoors in school settings, especially when physical distancing is not possible. Children under two years old, anyone who has trouble breathing, or anyone unable to remove the face covering without assistance should not wear a mask.
• Based on the needs of the community and the rates of community or school spread and vaccination, school districts may opt to recommend mask use in a school.
CDC: Due to the circulating and highly contagious Delta variant, CDC recommends universal indoor masking by all students (age 2 and older), staff, teachers, and visitors to K-12 schools, regardless of vaccination status.
YSD1's Current Close Contact Identification Practice
• Close contact among students in the K-12 setting is identified as those unvaccinated students within 3 feet of an infected person for a cumulative total of 15 minutes or more.
• Vaccinated students within 3 feet of an infected person may remain at school if:
• No symptoms
• Agree to wear a mask
• Agree to be tested by the school nurse between Days 3 & 5
NEW GUIDANCE - SCDHEC Covid-19 Close Contact Guidance for K – 12 Schools (As of 8.26.21)
• CDC & DHEC define a close contact as someone who was within 6 feet of an infected person (laboratory-confirmed or a clinically compatible illness) for a cumulative total of 15 minutes or more over a 24-hour period (for example, three individual 5-minute exposures for a total of 15 minutes).
• In the K–12 schools, the close contact definition excludes students who were within 3 to 6 feet of an infected student (laboratory-confirmed or a clinically compatible illness) if both the infected student and the exposed student(s) wore masks during the exposure time. This exception does not apply to teachers, staff, or other adults in the indoor classroom setting.
Richland One is South Carolina’s ninth-largest school district, with 52 schools and centers, 22,000
students in pre-K through 12th grade and 4,200 employees. The district stretches over 480 square
miles and encompasses urban, suburban and rural communities.

South Carolina COVID-19 Liability Immunity Act S.147
SECTION 4. Notwithstanding any other provision of law, a covered entity or covered individual that reasonably adheres to public health guidance applicable at the time the conduct giving rise to a coronavirus claim occurs shall be entitled to immunity from liability for any acts or omissions resulting in a coronavirus claim.
This immunity will not apply:
(1) for claims arising pursuant to SECTION 3(1)(b), if a claimant proves by a preponderance of the evidence that the covered entity or covered individual caused the injury or damage by:
(a) grossly negligent, reckless, willful, or intentional misconduct; or
(b) a failure to make any attempt to adhere to public health guidance; or
(2) for all other claims, if the claimant proves by clear and convincing evidence that the covered entity or covered individual caused the injury or damage by:
(a) grossly negligent, reckless, willful, or intentional misconduct; or
(b) a failure to make any attempt to adhere to public health guidance.
