THE RECTOR

HAVING REGARD TO Ministerial Decree of October 22, 2004, no. 270;

HAVING REGARD TO Ministerial Decree of March 16, 2007;

DECREES

that enrolment in the Sustainable Building Engineering degree programme of the Faculty of

Civil and Industrial Engineering for the 2020-2021 academic year is subject to the possession

of an upper secondary school diploma and to successfully passing:

The ENGLISH TOLC-I online test, in 2019 or 2020, computer-based and managed by

Consorzio Interuniversitario Sistemi Integrati per l'Accesso (CISIA). Following the state

of national emergency on January 31, 2020 and the Legislative Decree no. 6 February

23, 2020, containing urgent measures for the containment and management of the

COVID 19 epidemiological emergency, the CISIA has prepared a procedure, called

TOLC@CASA, to allow the regular delivery of ENGLISH TOLC-I directly at home.

TOLC@CASA is entirely identical to ENGLISH TOLC-I.

Or the SAT (Scholastic Assessment Test) General Test, managed by the College

Board (https://collegereadiness.collegeboard.org/) which can be taken at any of the

SAT Centres in the world.

Article 1. – Registration to ENGLISH TOLC-I or TOLC@CASA or SAT

1.1 – Admission requirements

The ENGLISH TOLC-I or TOLC@CASA or SAT (Scholastic Assessment Test) General Test

is open to:

- Italian citizens, EU citizens wherever they reside and non-EU citizens legally

residing in Italy pursuant to art. 39, paragraph 5, Legislative Decree no. 286 of 25

July 1998, who are in possession of a secondary school diploma (Annex 2 -

https://www.studiare-in-italia.it/studentistranieri/) or who will obtain it in the year

2020;

- students enrolled in the 4th and 5th year of secondary school;

- non-EU citizens permanently resident abroad, in possession of a study visa for

A.Y. 2020-2021 for "university enrolment", who have a secondary school diploma

(Annex 2 - https://www.studiare-in-italia.it/studentistranieri/).

For the application for a study visa, following the provisions in force for the A.Y. 2020-2021: https://www.studiare-in-italia.it/studentistranieri/, non-EU citizens permanently residing abroad who are applying for a visa, must compulsorily pre-enroll on the UNIVERSITALY platform https://www.universitaly.it/ and contact the Foreign students office "Hello Help Desk – Foreign Students" at the dedicated email: [email protected] (Annex 1).

1.2 – How to apply

Students wishing to enrol in one of the study programmes of Sapienza University indicated in

this call for applications shall:

- register on Infostud at https://www.studenti.uniroma1.it/phoenixreg/index.html to

obtain their ID number. Students are recommended to keep the ID number

issued by Infostud for all further stages of the procedure;

- print the paying-in slip from Infostud to pay a € 10.00 contribution by using the

14617 code;

- make payment by means of said paying-in slip within October 28, 2020.

Payment must be made at any Italian Unicredit branch or online (further information on payment

methods is available at https://www.uniroma1.it/it/pagina/come-pagare). On the last day

available for payment, the online payment must be made within h. 8:30 p.m.

IMPORTANT!

• Payments of the € 10.00 contribution made by mail or according to

modalities other than those described above will not be accepted.

• On no account will the € 10.00 contribution be refunded.

• During registration on Infostud, students not holding yet the upper

secondary school diploma shall select the “flag” in the “Attending to high

school degree” (final year student) box when entering data about

“Diploma” and update such information as soon as they have achieved

such diploma.

• Any communications will be only sent to the email address indicated upon

registration on Infostud. Candidates are recommended to provide a

valid email address and to regularly check their inbox.

• Students already registered on Infostud shall check/enter their email

address through the User Data > Change access data menu.

1.3 – The ENGLISH TOLC-I test or TOLC@CASA for Sapienza University

To get a score in ENGLISH TOLC-I or TOLC@CASA students must register and take the test.

The registration is done online on the CISIA portal (Consorzio Interuniversitario Sistemi Integrati

per l'Accesso) at the address http://www.cisiaonline.it, by paying a contribution of € 30,00 and

selecting the test venue. The ENGLISH TOLC-I test can be taken either at Sapienza or one of

the other venues participating in the CISIA on the dates and sessions reported on the website

www.cisiaonline.it; each day is divided into several shifts; location and time are indicated at the

time of registration on the portal www.cisiaonline.it.

To access the test room the registration receipt for the ENGLISH TOLC-I test (printed by the

CISIA website) must be shown on the day of the test.

The TOLC@CASA test is taken at the student's home on the dates and sessions reported on

the website www.cisiaonline.it. Please pay the utmost attention to the deadline for registration

for the test. More information on the structure of ENGLISH TOLC-I or TOLC@CASA and the

relative evaluation are given in Appendix 1.

1.4 – Check of test results

Each candidate may check the scores obtained in the ENGLISH TOLC-I test immediately after

its the end, on the same device assigned for the test or on CISIA website, by accessing it with

the same credentials used for registration.

Regardless of the result, students who have taken the ENGLISH TOLC-I test at Sapienza

University or at other CISIA member premises may enrol.

1.5 –SAT test for Sapienza University

The SAT General Test (hereinafter, SAT) is a standardized test used to apply to colleges and

universities worldwide. It includes a Reading Test, a Writing and Language Test, and a Math

Test. It is managed by the College Board: information on the test such as dates, fees, test

centres, deadlines and score reports can be found on the College Board website at

https://collegereadiness.collegeboard.org/. The candidate who undergoes the test obtains a

SAT score summarizing the results of the test sections. The SAT score is necessary for the

admission procedure

Nota

- The candidate who opts for the SAT as the admission test has to make sure that the

same e-mail address is used for the accounts on the Infostud and College Board

portals.

The candidate is required to ask the College Board to forward the SAT scores to Sapienza

University of Rome, using the following Higher Education Institution Code:

The submission of the SAT Scores can be done directly via the College Board website

(https://collegereadiness.collegeboard.org/sat/scores/sending-scores/how-to-send). Notice that

the scores must be received by Sapienza University of Rome on time for the selection round. It

is highly recommended to check with the College Board the SAT Score delivery times

https://collegereadiness.collegeboard.org/.

Article 2. – Enrolment procedures

Enrolment is made by paying the first instalment of the tuition fees (if due) for the 2020-

2021 academic year, to which the regional fee (if due) and the stamp duty must be added.

Information on the amount of tuition fees, tax benefits and payment methods of paying-in slips is

available at https://www.uniroma1.it/it/pagina/tasse-contributi.

What is 2020 ISEE and how to obtain it

The ISEE is the Equivalent Economic Status Indicator and is necessary for students to

obtain a reduction of their tuition fees (the lower the ISEE is, the lower is the amount of

the tuition fees to be paid).

The ISEE calculation for 2020 and carrying the wording “for uses related to the right to

university studies” (“per le prestazioni per il diritto allo studio universitario”) has to be

requested from a CAF (a tax advice centre) after January 15, 2020 and at least 30 days prior

to the deadlines provided for pre-enrolment.

Students holding the PIN code or the SPID (unique code to access all the digital and on-line

services of Public Administration) digital identity can also request their 2020 ISEE calculation

on-line, by submitting the DSU (Unique substitute statement) on INPS website at

www.inps.it/.

Foreign students without a residence for tax purposes in Italy or who return their

income abroad pay a fixed amount. Such amounts, different for developing and non-

developing countries, are indicated at https://www.uniroma1.it/it/pagina/tasse-contributi.

In order to pay the tuition fees according to 2020 ISEE it is necessary to be legally resident

in Italy, with fiscal domicile, for at least one year.

Should students not be bound to pay any tuition fees, their enrolment will be completed with the

payment of the stamp duty of € 16.00 only.

The enrolment form shall also carry the 30425 code.

Please note: Students who intend to enrol are allowed to attend lectures even before payment

for enrolment has been made within the due deadline.

A- Candidates holding an Italian educational qualification who took the ENGLISH TOLC-I

test at Sapienza University or TOLC@CASA, and wishing to enrol, shall pay the first

instalment of the tuition fees within the deadline, by using the special form generated by

Infostud, according to the procedures indicated at

https://www.uniroma1.it/it/pagina/infostud-immatricolazione.

B- Candidates holding a foreign degree who took the ENGLISH TOLC-I test at Sapienza University or TOLC@CASA in order to enrol must go to Hello Help Desk – Foreign Students to submit the following mandatory documents:

Original and photocopy of a valid identity document (for everyone);

Original and photocopy of the entry visa issued by the Italian Representation of last residence; original and photocopy of the receipt of the application for residence permit (only for non-EU citizens resident abroad and applicants for study visa);

Original and photocopy of the residence permit (only for non-EU students legally residing in Italy);

Original and photocopy of the upper secondary school diploma (obtained after at least 12 years of schooling) translated legalized and accompanied by the declaration of value issued by the Italian representation in the country to which the title refers or the Certificates of Comparability and Verification issued by CIMEA (http://www.cimea.it/it/index.aspx);

For courses held exclusively in English (if the degree is issued in English), no translation into Italian will be required, but legalisation will still be required.

In compliance with the provisions issued by the competent authorities concerning the Coronavirus Emergency, the registration procedures, such as completion, presentation, and administrative control of the mandatory documents will also be carried out electronically. Please note that non-EU citizens permanently residing abroad who apply for a study visa, before starting the procedure indicated in this call for proposals, have to pre-enrol on the UNIVERSITALY platform https://www.universitaly.it/ and contact the Foreign students office "Hello Help Desk – Foreign Students" at the dedicated email: [email protected]. Students must proceed with the payment within the deadlines by printing the slip from the page https://www.uniroma1.it/it/pagina/infostud-immatricolazione and following the instructions.

C – Candidates holding an Italian educational qualification who took the ENGLISH

TOLC-I test at Sapienza University or TOLC@CASA at other Universities, shall:

- register on Infostud at https://www.studenti.uniroma1.it/phoenixreg/index.html;

- make payment of the € 10.00 contribution;

- pay, from the day following such payment, the first instalment of the tuition fees, by

using the special form generated by Infostud, according to the procedures indicated at

https://www.uniroma1.it/it/pagina/infostud-immatricolazione.

Candidates holding a foreign degree who took ENGLISH TOLC-I or TOLC@CASA

at other Universities must follow the indications given in points B and C.

Due to COVID 19 epidemiological emergency, in case of failure to take English TOLC-I or

TOLC@CASA due to force majeure, students can take the SAT test and enrol by October 31,

2020.

Candidates holding a foreign degree who took the SAT test in order to enrol must follow

what stated in point B as well as presenting their SAT score, a compulsory document necessary

for enrolment.

Article 3. – Special cases

3.1 – Candidates holding a foreign degree

Successful candidates holding a foreign academic degree who wish to apply for a course abbreviation or recognition of university exams acquired abroad must submit at the Hello Help Desk – Foreign Students, within the deadlines, in addition to the documentation previously indicated in art.2 point B a request on paper made legal by affixing a stamp duty of € 16.00 accompanied by:

Original and photocopy of the university degree, translated legalised and accompanied by the declaration of value issued by the Italian representation in the country to which the title

refers or the Certificates of Comparability and Verification issued by CIMEA (http://www.cimea.it/it/index.aspx);

Original and photocopy of the exam certificate issued by the university, translated and legalized or accompanied by the Certificate of Verification issued by CIMEA (http://www.cimea.it/it/index.aspx);

Original and photocopy of the detailed syllabuses for each single discipline, indicating the hours of teaching and theoretical-practical activity required to obtain the foreign qualification, stamped with the original University stamp and translated into Italian. A sworn translation is not necessary for this document.

3.2 – Candidates enrolled in other Sapienza degree programmes –

Changes of degree programmes

Candidates who took the ENGLISH TOLC-I test or TOLC@CASA in 2019 or 2020 and are

already enrolled in other Sapienza degree programmes shall submit an application to

change their degree programme to the Student Office of their programme of origin, pay the

relating contribution (except for changes made in the 2020-2021 enrolment year, in lack of any

career) and submit a copy of both documents to the Student Office of the Faculty of the degree

programme of choice (see art. 7). The Student Office will issue the paying-in slip to students so

that they may pay the enrolment fees.

Candidates enrolled in another Sapienza Degree Course who wish to change and enrol in the

degree programme described in this call but who have not taken the ENGLISH TOLC-I or

TOLC@CASA test, or who took it in years prior to 2019, must first take the TOLC-I or

TOLC@CASA in order to apply for a change.

Payments shall be mandatorily made within the deadline prescribed for payment of the first

instalment of the tuition fees.

Please note: after payment of the contribution for change of degree programme, students will

be no longer allowed to sit exams relating to the degree programme of origin.

3.3 – Candidates coming from other Italian Universities – Transfers from

other Universities

Candidates who took the ENGLISH TOLC-I test or TOLC@CASA in 2019 or 2020 and are

already enrolled in other Universities shall submit an application for transfer to the university

they come from, an application for transfer to the university they intend to enrol in and request

the paying-slip to pay the transfer contribution from the Student Office of the Faculty of the study

programme of choice (see art. 7). The Student Office will issue such paying-in slip to students

so that they may pay the enrolments fees.

Candidates enrolled in other Italian Universities who wish to change and enrol in the degree

programme described in this call but who have not taken the ENGLISH TOLC-I or

TOLC@CASA test, or who took it in years prior to 2019, must first take the TOLC-I or

TOLC@CASA or SAT test in order to apply for a transfer.

Payments shall be mandatorily made within the deadline prescribed for payment of the first

instalment of the tuition fees.

Please note: after payment of the transfer contribution, students will be no longer allowed to sit

exams relating to the degree programme of origin.

3.4 – Candidates already holding an Italian degree

Candidates who took the ENGLISH TOLC-I test or TOLC@CASA or SAT and already hold

an Italian degree, including those exempted from test, who wish to require a programme

shortening or the recognition of the ECTS acquired in the previous degree programme, shall

submit an application carrying a stamp duty of € 16.00 to the Student Office of the Faculty of the

study programme of choice (see point 7), within the mandatory deadline prescribed for

payment of the first instalment of the tuition fees.

Students coming from other Universities shall also enclose a self-certification of the degree

achieved together with a full list of the exams passed, of the relating scientific disciplinary

sectors and ECTS. Such application will be evaluated by the Faculty’s competent bodies.

Article 4. - Withdrawal procedure after enrolment

Students who, after having enrolled intend to withdraw, shall submit a written declaration, in

stamped paper or in plain paper carrying a stamp duty of € 16.00, to the Student Office of the

Faculty providing the study programme of choice (see art. 7).

Article 5. – Additional Learning Requirements (OFA)

All students who in the ENGLISH TOLC-I test or TOLC@CASA do not have obtained a score

equal or higher than 18/50 or 800/1600 in SAT test shall fulfil some Additional Learning

Requirements.

The result of the English section does not affect the assessment thresholds provided for

to successfully pass the ENGLISH TOLC-I test and to be assigned the Additional

Learning Requirements.

The Additional Learning Requirements are intended as having been fulfilled after successfully

passing the first exam of the degree programme in Sustainable Building Engineering.

To make the fulfilment of the Additional Learning Requirements easier, the Faculty of Civil and

Industrial Engineering – Programme Area Council in Environmental and Sustainable Building

Engineering of Rieti campus, organises for all students (having or not to fulfil any Additional

Learning Requirements) some remedial courses in mathematics in the weeks prior to the start

of lectures.

Some e-learning pre-courses in mathematics are also available for all students having the

credentials to access Infostud at elearning2.uniroma1.it/enrol/index.php?id=3264.

Failure to fulfil the Additional Learning Requirements will prevent students from sitting

exams in the years following the first one, from the 2021-2022 academic year.

Article 6. – Information for disabled and for students with

Specific Learning Difficulties (SpLDs)

Upon registration on CISIA portal, students may declare that they are disabled of that they have

specific learning difficulties.

In the above cases, students will specify the venue where they intend to take the TOLC-I test

and will send to this venue the statements and certifications required to support their disability or

SpLD by means of a special form provided by CISIA.

Upon actual registration for TOLC-I or TOLC@CASA, i.e. upon booking, the venue is bound to

contact directly the student to agree upon the specific devices required to sit the TOLC-I or

TOLC@CASA, in compliance with the regulations in force.

Students with a recognised disability pursuant to art. 3 of law no. 104 of 1992 or having a

disability equal or higher than 66% are exempted from taking the test for the assessment

of personal skills.

The Faculty reserves the right to ascertain the students’ basic knowledge according to the

modalities it will deem more expedient, in order to determine the assignation of any Additional

Learning Requirements.

Students having Specific Learning Difficulties (SpLDs) pursuant to law no.170/2010 and to

Ministerial Decree no. 5669/2011, who need special aids according to the type of SpLD for

the performance of the admission test, shall make an express request to the Office of

relations with disabled and students with specific learning difficulties, by sending an email to

[email protected], within the deadline prescribed for the test registration. The

requests sent to the [email protected] shall indicate, besides the students’ personal

data, the date of test performance and the registration number of the TOLC-I test or

TOLC@CASA of choice.

The SpLD certificate must be issued by public structures of the National Health Service or by

specialists and accredited structures of the same and must not have been issued more than 3

years before.

In addition, the SpLD certificate must be clear and well-structured, must carry the diagnosis

codes and the exact wording of the SpLD (reading and/or writing and/or calculation difficulties).

The diagnosis must be updated after 3 years if it has been issued when the student was under

age. Such students are allowed up to 30 % extra time for the admission test and to use a non-

scientific basic calculator according to the certificate submitted.

Annex 1

Structure of the ENGLISH TOLC-I or TOLC@CASA test and assessment criteria

The ENGLISH TOLC-I test is a merely indicative assessment (and self-assessment) test. It aims

to verify whether the candidates’ attitude and basic skills are suitable for them to successfully

undertake the study programme.

The ENGLISH TOLC-I or TOLC@CASA test is composed of 50 questions divided in 4 sections.

The sections are mathematics, logic, sciences and verbal comprehension.

The result of each TOLC-I or TOLC@CASA test, with regard to the sections of mathematics,

logic, sciences and verbal comprehension is an absolute scoring, determined by the number of

correct answers, wrong answers and unanswered questions, calculated as follows:

1 point for each correct answer

0 points for each unanswered question

-0.25 points for each wrong answer

Each candidate may check the scores obtained in the ENGLISH TOLC-I test immediately after

its end, on the same device assigned for the test or on CISIA website, by accessing it with the

same credentials used for registration.

Each candidate may check the score obtained in TOLC@CASA after 48 hours on the CISIA

website by logging in with the credentials used for the registration to the CISIA portal.

More detailed information on the modalities of test performance is available on CISIA website at

http://www.cisiaonline.it/englishtolc/area-tematica-tolc-ingegneria/la-prova-line/ through which

students can also access guides and practice tests.

SAT The SAT General test (SAT) is a standardized test used to apply to colleges and universities

worldwide. Delivered in English, it includes a Reading Test, a Writing and Language Test, and a

Math Test. It is managed by the College Board: information on the test such as dates, fees, test

centres, deadlines and score reports can be found on the College Board website at

https://collegereadiness.collegeboard.org/. Number of questions and available time for each

section are shown in the following table.

The candidate who undergoes the test obtains a SAT score. The SAT total score, reported on a

400–1600 scale, combines two scores: the Evidence-Based Reading and Writing score and the

Math score (200–800 scale each). The score report, however, provides more detailed

information with further subscores. The SAT score is necessary for the admission procedure

ANNEX 2 (https://www.studiare-in-italia.it/studentistranieri/) You must refer to the procedures for "Italian citizens in possession of foreign title, EU citizens everywhere resident and non-EU citizens legally residing in Italy" if:

You have the citizenship of one of the countries of the European Union or one of the following countries: Norway, Iceland, Liechtenstein, Switzerland, Republic of San Marino;

You have the citizenship of a non-EU country, but you are in possession of one of the

following residence permits issued by the Italian Government: - EU residence permit for long-term residents; - Residence permit for employment or self-employment; - Residence permit for family reasons; - Residence permit for political asylum, subsidiary protection or special reasons; - Residence permit for religious reasons;

You have the citizenship of a non-EU country, but you have been legally residing in Italy

for at least one year and you have a high school diploma obtained in Italy that gives access to the chosen course of study (equivalent non-EU students);

You have the citizenship of a non-EU country and you are enrolled in a study course at

an Italian university, you hold a valid residence permit for study purposes and you intend to apply for a transfer or passage for the following academic year;

Please note that in the case of candidates with dual citizenship, one of which is Italian or that of another EU country, the Italian citizenship or that of another EU country prevails (Law no. 218, 31 May 1995, art.19, paragraph 2). PLEASE NOTE: Non-EU citizens holding a residence permit for study reasons who have formally renounced their studies at this or another University lose the requirements for residence in Italy with the consequent revocation of the residence permit. Such students will have to return to their country of origin and start the pre-enrolment procedures again through the Italian diplomatic representations competent for the territory according to the procedures provided for the admission of foreign citizens residing abroad. PLEASE NOTE - QUOTAS AND EDUCATIONAL QUALIFICATIONS FOR ADMISSION Following the admission tests to the scheduled number of courses or any other tests independently arranged by the individual Universities, each University defines and publishes, according to the procedures dictated by the respective announcement, the merit ranking for the quota reserved for the year of reference. In order to define to which quota a single candidate is referred to for entry to a programmed number course, the criterion of his or her citizenship will be used and not that of the country where the qualification was obtained, even if the latter was obtained at an Italian educational institution operating abroad. Should the educational qualification of the high school have been achieved upon completion of a course of studies shorter than 12 years, the following documents shall be enclosed:

1. The academic certification that all the exams for the first year of university studies have been passed in the case of the local school system of eleven years, or the academic certification that all the exams for the first two academic years have been passed in the case of the local school system of ten years.

2. An official Italian or foreign post-secondary degree obtained in a non-university upper secondary school and a subject similar to the chosen course, respectively of one year in the case of an eleven-year local school system, or two years in the case of a ten-year local school system;

3. The certificate issued upon completion of a Foundation Course.
