President’s Message-

Elections Matter - Be HeardIt’s been two years since the last “big” election. I think

we all could have predicted that Betsy DeVos and Donald Trump would continue to undermine public education every chance they could - and they did. I think we all know that Commissioner Edelblut would do everything in his power to implement the Trump-DeVos agenda - and he did. I think we all hoped that Governor Sununu would be more moderate in his approach toward education. Instead, he showed just how devoted he was to the notion of dismantling public educa-tion when he opposed funding increases, and how little he cared for our health and safety as the pandemic dragged on and we were told we’d be protected by his Swiss Cheese reopening plan.

Secretary of Education Betsy DeVos was in New Hampshire last month. We knew she was not here to advocate for additional sup-port and resources for our public schools because she had never done so before. And we were right.

Her visit to celebrate the reopening success of some of our schools was disin-genuous at best as both she and our own Governor and Educa-tion Commissioner succeeded in diverting funds meant to help public schools reopen safely to private schools.

As President Donald Trump’s Secretary of Education, Betsy DeVos has made it her mission to dismantle public education. She promotes the privatization of public schools through vouchers, continually calls for deep cuts to federal funding, rolls back protections for vulnerable children, and completely disregards their safety and the safety of educators during a global pandemic.

Here in New Hampshire, with Governor Sununu’s full support, Commissioner of Education Frank Edelblut has adopted the DeVos agenda, promoting voucher schemes to fund private and charter schools, rolling back local control of graduation requirements, and diverting COVID relief funds. When the largest increase in funding to public education in state history was passed, both the Governor and Commissioner opposed the plan, opting instead to seek federal funding for charter schools.

The Trump and Sununu administrations have both been disasters for public education. Having Betsy DeVos in town certainly amplified the link between them and their efforts to undermine public education.

The simple truth is, we’d love to not be involved in politics, but almost every part of our profession is con-trolled by politicians and voters.

Elections matter. Our students are counting on us to make a difference. For the sake of our students and their parents, we need to be sure that the Governor’s office returns to the hands of a champion of public education and working families. Public school students, educators and their families cannot trust Chris Sununu as governor now and can certainly not afford to have him remain in office for another term.

Governor Sununu was the cheerleader for a program that stripped locally elected officials and locally run school districts from determining when and how stu-dents would earn credit for graduation. When he was most needed to provide just a modicum of guidance at the state level to lead the safe reopening of schools dur-ing this pandemic, he abandoned his responsibilities and left everyone else to “figure it out.”

Chris Sununu opposed additional aid to school dis-tricts which would have provided taxpayers relief from a too underfunded school system and when it was passed over his objections he tried to take credit for the addi-

tional money. As educators, we believe credit should be given where credit is due. When it comes to school fund-ing, Sununu deserves no credit at all.

His priorities are wrong, and his agenda is dangerous.Now more than ever, we need a leader who will fight

for students and educators – not leave them out to dry. During his time in the state senate, Dan Feltes has

been a champion of education and educators – fighting for and securing the largest boost in educa-tion funding in state history. Sununu and Edelblut have never understood or appreci-ated our public schools or the dedicated educators who work there. We need look no further than the Swiss Cheese school re-opening plan which contained no minimum health standards for reopening our school buildings. Dan Feltes showed true leader-ship by listening to the voices of educators and built a comprehensive plan to keep kids and educators as safe as possible and give schools the resources they need.

We’re confident that Dan will do this as Governor - listen to the voices of NH’s edu-

cators - something Sununu and his commissioner have failed to do during their 4 years in office.

NEA-New Hampshire recom-mended candidates are pro-edu-cation, pro-educator, pro-student, and believe as we do that every child in NH deserves a great pub-lic school, and caring qualified educators. I urge you to support

them. They are listed in this edition.The recommendation process used by NEA-New

Hampshire has been in place for many years and has been used countless times to make recommendations in the past for federal, state and local offices. The Gov-ernment Relations (GR) Committee is responsible for producing these recommendations and forwarding them to the Executive Board for approval and action.

The GR Committee conducts candidate interviews, evaluates candidate’s positions in regards to education policy and forwards any recommendations to the Execu-tive Board. This process is not a popularity contest or a member survey. It is designed to determine, face-to-face, where candidates stand on our issues, and then recom-mend to our members the candidate who the Committee believes would best serve our students, our members, and public education. The Committee does not look at is-sues beyond public education and public sector collective bargaining rights.

Our ability to sit with each candidate, ask questions and report back to our members allows us to look be-yond stump speeches and commercials, and more deeply into the candidate’s position on our issues. We are the only state affiliate of NEA that uses this face-to-face rec-ommendation method.

In evaluating each candidate, the Committee reviews their responses and their voting record. The committee is looking for past support of public education funding and policies, support of collective bargaining rights, and protection of retirement security for educators.

We need elected officials who will keep our students first and extreme political ideology out of the discussion. We cannot afford to allow New Hampshire to become a state where a few people do really well, while a growing number of people struggle to get by.

Because so much is at stake, we know that this year’s election will be different from previous cycles, with more people expected to vote by mail and voting earlier than ever before. Stand strong for education this election and vote for NEA-NH recommended candidates.

Every year we hear this is the most important election ever. A strong argu-ment can be made that the 2020 elec-

tion is exactly that. The question we hope to answer for you is: How does this election affect you and your family?

One issue that drives contract negotia-tions is health insurance coverage. The cost of medical insurance depends on what types of coverage you and your family receive. When the Affordable Care Act be-came law, insurers were required to provide coverage for pre-existing conditions. This requirement provided coverage for almost every NEA-NH member or member of their family. The law also eliminated the one mil-lion dollar lifetime cap on medical expenses for members and their families.

Those two protections for you and your family are, if things do not change, about to be eliminated and you will not be guar-anteed coverage for pre-existing conditions. You will also have the one million dollar lifetime cap imposed on you by your insur-ance provider once again.

How is this going to happen. It’s simple and it will happen.On November 10, 2020 the United States Supreme Court will hear a

case which would eliminate the Affordable Care Act in its entirety. The current make-up of the Supreme Court has previously voted on the con-stitutionality of the Affordable Care Act. By a 5-4 vote, it was upheld and we have benefited from the insurance protections it provides. With the death of Justice Ruth Bader Ginsburg, the November 10th hearing will go forward and a 4-4 vote by the court is likely.

When the Supreme Court ties on a vote, then the ruling of the lower court remains in effect. The ruling of the lower court in this case was to declare the Affordable Care Act unconstitutional. All of it, good, bad, or neutral no matter where you stand on the specifics. Congress has not passed any version of a law which would provide coverage for pre-existing conditions.

President Trump has supported repeal of this law and said he would offer a replacement. In four years that has not happened, and many sena-tors do not support coverage for pre-existing conditions. They would rather you negotiate the price for that coverage with your insurance provided-regardless of the cost to you.

When you start negotiating the cost of that coverage, your premiums will rise-if you can even get that coverage. The cost of medical increases will affect the amount you receive for pay increases, or even how many staff positions will go unfilled because districts cannot afford to rehire or retain staff to fill them.

Already, the pandemic has forced schools to take on an incredible amount of debt to provide for the functioning of our schools. Improve-ments to school air quality need to be made and taxpayers will have to pay the bill for them, or staff will be forced to bear that burden through shifts in spending or staff reductions.

Finally, we need to ask our members, is this the time to reduce insur-ance coverage for members when they are experiencing the effects of a pandemic that has cost over 200,000 American lives?

The ability to speak through your vote is this November. The message should be loud and clear. It should reject the repeal of coverage for pre-existing conditions, the loss of the lifetime cap on medical expenses paid, and you must register your support for candidates who will protect you and your family.

This edition of The Educator is called the Voter Guide as it contains the information you need in order to make an informed decision about the quality of life for you and for your family. The recommended candidates earn NEA-NH’s recommendation because they support you in your chosen profession, they support public school education, and they support the safety of you and your family.

Please take this opportunity to review the research into the candidates done by your colleagues and then vote for those

who will support you. Because this election really is the most important election

of our lifetime.

United States senators and the governor represent the entire state. There are two Congressional Districts, five Executive Council Districts, 24 State Senate

Districts, and 81 districts for the New Hampshire House of Representatives. To find your voting districts, look up your town of residence in the chart.

Note that the state representative district numbers correspond to counties. For example in Acworth, the first town listed, residents vote in the Second

Congressional District, Second Executive Council District, Eighth State Senate District and Sullivan County Districts 7 and 11 for their representative to the New Hampshire House.

NEA and NEA-New Hampshire defend and improve the integrity of our pro-fession by our legislative efforts in Concord and Washington. Attacks on education, opportunity and fairness are not ancient history – they happen

every year, and last session was no different. Each year, NEA-New Hampshire provides a Voting Record to our members detailing each House and Senate mem-ber’s vote on bills important to public school students and educators. Each bill included in this year’s report card is described below:

HB2 - Increased Aid for School Districts in the State Budget. NEA-NH Position: Well-resourced neighborhood public schools inspire students’ natural curiosity, imagination and love of learning, and are what makes America strong by nurturing tomorrow’s inventors, thinkers, artists, and leaders. Each year we will strive to assure funding decisions always keep what’s best for our students at their core. This year’s budget contained record funding increases for public education and was fully supported by NEA-NH. Result: The budget passed both the House and Senate but was vetoed by Governor Sununu. A compromise budget was created specifying increases were one-time only expenditures, and was passed and signed into law.

HB 622 - Prohibiting Collective Bargaining Agreements That Require Employees To Join Or Contribute To A Labor Union - so-called Right-to-Work legislation. Unions are critically important in giving educators a voice that allows them to advocate to ensure every student has the opportunity to receive a good education that inspires natural curiosity and a desire to learn. NEA-NH Position: HB 622 should not pass. Result: The bill was defeated by the House by a vote of 214-135.

HB 616 - Relative to a Cost of Living Adjustment for Retirees in the State Retirement System. NEA-NH and Retired Educators Association, along with our partners in the NH Retirement Security Coalition successfully advocated for pas-sage of the first permanent cost of living adjustment (COLA) for members of the NH Retirement System in nearly 10 years. HB 616 will grant a 1.5% COLA on the first $50,000 of a member’s or their beneficiary’s pension Result: The bill was passed by both the House and Senate and was signed into law by the Governor.

SB 140 - Authorizes Local School Boards to Grant Academic Credit for Alternative, Extended Learning, and Work-based Programs - essentially repealing “Learn Every-where.” Commissioner Edelblut’s “Learn Everywhere” rules completely undercut the authority of school boards and communities to determine the qualification for credit-bearing courses, and the teacher credentialing process that the state admin-isters. NEA-NH Position: We supported SB 140 because local school boards should determine whether to grant academic credit for alternative, extended learning, and work-based programs. Result: The House and Senate passed the bill but it was vetoed by Governor Sununu. The vote to override the veto failed.

HB1321 - Relative to the Chartered Public School Joint Legislative Oversight Committee. This bill established a joint legislative oversight committee to meet at least twice a year to review the chartered public school system and make recom-mendations for any legislative changes. The committee would submit a written report of its findings and recommendations to the president of the senate, the speaker of the house of representatives, and the chairperson of the house educa-tion committee and the senate education and workforce development committee by September 1 of each year. NEA-NH Position: NEA-NH is committed to great public schools for all students. As taxpayer-fund-ed schools, charter schools must be held to the same safeguards and high standards of accountability, transparency and equity as public schools. We fully supported this bill. Result: The House passed the bill and the Senate tabled it due to the pandemic.

HB 226 - Relative To The Renomina-tion Of Teachers. Back in 2011, the ex-tremist Tea Party legislature under Speaker Bill O’Brien passed a bill changing the teacher probationary period in New Hamp-shire from 3 years to 5 years. Working with a bi-partisan group of legislators and the NH School Boards Association, NEA-NH worked with the senate to craft a reform to change the time period back to 3 years by tying renomination to achieving an experienced educator certificate. HB 226 as passed by the legislature would have ended the arbitrary and lengthy 5 year time period for teachers to remain in their probationary status using this reasonable standard. We fully supported the passage of this bill. Result: Despite the collabora-tive, common sense approach this bill

took, and gaining unanimous support in the senate, the governor vetoed this bill and the legislature was unable to override his veto.

HB 1558 - Omnibus Bill That Included NEA-NH Language Relative to Violence in Schools. After hearing from members across the state about this issue, NEA-NH successfully fought for the passage of legislation that created a committee to study the major problem of violence in our schools, particularly against educators. This bill requires school safety programs to contain a plan for responding to violent acts committed by students against employees, volunteers, and visitors. The bill also provides additional Department of Labor protections for employees around report-ing injury and improves the reporting laws under reporting acts of violence under the safe school zone statute. NEA-NH Position: We fully supported the passage of this bill. Result: This bill was passed by both the House and Senate and signed into law by the Governor.

HB 564 - Relative To Possession Of Firearms On School Property. This bill specified that no person shall knowingly carry a firearm on public school property, including buildings, grounds, school buses, and vans. Any person who violates the provisions of this paragraph shall be guilty of a class A misdemeanor. It provided exemptions for anyone picking up or dropping off a student, provided the firearm remains in a motor vehicle. NEA-NH Position: Our kids and communities deserve a comprehensive approach to ending gun violence with common sense steps, includ-ing universal background checks, bans on assault rifles, a holistic approach to school safety instead of arming educators, and a renewed focus on mental health. We supported this bill. Result: The bill was vetoed by the Governor and the House was unable to override his veto.

SJR1 (Senate Joint Resolution 1) - Prohibiting The Implementation Of Certain Rules of The Board Of Education Relating to the “Learn Everywhere” Program for High School Graduation Credit. This resolution would prohibit the implemen-tation of “Learn Everywhere” rules adopted by the state board of education. NEA-NH Position: Commissioner Edelblut is using “Learn Everywhere” to implement a statewide program that has no guardrails to ensure quality, rigor, and safety for students and no guidance from professional educators, putting the value of NH di-plomas in jeopardy. Preventing the implementation of these rules and restoring the authority to set credit-bearing qualification to school boards and the communities they represent helps ensure the integrity of our diplomas while providing our stu-dents with the innovative learning opportunities they deserve. We fully supported the passage of this resolution. Result: The bill passed 15-8 but was tabled in June when House Republicans refused to extend deadlines when the pandemic hit. The State Board of Education recently fully-implemented “Learn Everywhere” rules.

SB 19 - Relative To The Privacy Of Certain Information Concerning Public Employees. This bill requires that an employee’s home address, personal email ad-dress, and home or mobile telephone numbers shall not be disclosed except to an employee organization for the purpose of collective bargaining. NEA-NH Position: This bill is consistent with current NEA-NH policy regarding member privacy and is a balanced approach to maintaining data security and allowing labor organizations to continue to organize new members. We supported passage of this bill. Result: This bill was vetoed by the Governor and the Senate was unable to override his veto.

NEA-New Hampshire Recommended Candidates for 2020With more than 17,000 members, NEA-NH has an obligation to provide you with information regarding where candidates stand on issues affecting public educa-

tion and our profession. Candidates are evaluated on their support for educators and public education issues. NEA-NH does NOT use other social issues in its decision-making process. The candidate’s party affiliation is of no importance. NEA-NH respects each member’s vote to be the private and personal act that

it is. Recommendations are made to inform members. Because educators work in one of the most highly regulated professions and because those regulations are dic-tated by the laws passed by legislators and signed by the President or Governor, we take this informational role very seriously. Individuals who do not support the work our members do, or our right to bargain their contracts, or who refuse to provide the funding necessary to educate children, are working tirelessly to get elected and to elect the candidates who support their anti-education views. Public Schools are the Result of Valuing Children Over Profit.As a society, we have long held that the value of public education was so great, that we would all share in its costs. Elected officials have the power to create and fund laws that can help fulfill or break that promise. As you go about deciding who to elect, please remember just how valuable our public schools are and how much they need our support.

Public Schools Instill and Nurture a Great Sense of Community. Public schools are the heart of the communities they serve and do much more than just teach children. They host continuing education courses for adults, extracurricular activities, sporting events, academic clubs, open libraries, and invite the community for concerts, and seminars.

Public Schools Offer the Most Educational Choices. Our schools offer a wide variety of classes, including foreign languages, voc-tech, arts and humanities, indepen-dent studies, and college credit courses. In a public school, students receive ser-vices designed to meet their individual special and gifted education needs, and extended learning opportunities outside of the school walls overseen by a certi-fied educator.

Public Schools Are Fiscally Responsible and spend their money more wisely than privatized schools because all spending decisions happen in public view.

Public Schools Have A Deep Commitment to Students. Charter and voucher schools don’t have to accept every child. Public schools have a commitment to educating every child who lives in the district.

You Own the Public School in Your Neighborhood. Public schools are run by your friends, neighbors and co-workers and give par-ents and the community a real voice.

We hope you help elect leaders who know just how great our public schools are. Never underestimate your role in helping to defend and improve them.

4. Track your ballot This tracker will show you when: (1) your application is received, (2) the ballot is mailed to you, and (3) your completed ballot is received by your clerk.

5. Vote! Check your mail for your ballot. If you get your request in early, you should expect to get your ballot about 30 days before the election. Then VOTE!

6. Prepare your ballot for return. Read the instructions carefully and don’t forget to sign the inner envelope!

7. Return your ballot! You can drop off your completed ballot at your clerk’s office during business hours or at a staffed drop box. If you mail your ballot, you’ll need one55-cent first-class stamp, and we recommend mailing your completed ballot back by October 23rd. Make sure your mailed ballot arrives at your local clerk’s office by 5 PM on Election Day.
