Attractingandretainingqualifiedstafftoworkincriticalgovernmentpositionsisamongthegreatestchallengesfacedbyinsulargovernments.Educated,promisingemployeesareoftentrainedbygovernmentonlytobeofferedhigherpayingjobsintheprivatesector;othersrelocateabroadtopursuealternativeworkopportunities.Talentdevelopmentandsuccessionplanningareroutinelyidentifiedbygovernmentinstitutionsashigh-priorityneedsacrosstheInsularareas.
TheExecutiveLeadershipDevelopmentProgram(ELDP)wascommissionedbytheU.S.DepartmentoftheInterior’sOfficeofInsularAffairsin2008toassisttheinsulargovernmentswithdevelopingandretainingthequalifiedandskilledstaffneededtoleadinsulargovernmentsintothefuture.Today,theELDPservesasthepremierleadershipdevelopmentprogramforgovernmentemployeesthroughouttheU.S.affiliatedPacificIslands.Forthepasttwelveyears,theELDPhasprovidedinsulargovernmentparticipantswiththeskillsandstrategiestheyneedtolead.Energizedbytheirprogramexperience,the149ELDPalumnirepresentanextraordinarygroupofIslanderswithdiverseprofessionalbackgrounds,exceptionalpersonalqualities,andanenduringcommitmenttopublicservice.ELDPalumnirepresentvirtuallyeverygovernmentagency,andservetheinsulargovernmentsaselectedrepresentatives,ambassadors,judges,cabinetmembers,directors,anddedicatedpublicservants.
BACKGROUNDThe Executive Leadership Development Program (ELDP) was developed in response to the insular areas’ growing concerns for continuity in management and technical expertise as senior leaders retire or leave government service.
Why is the Executive Leadership Development Program Important? Theinsularareashaveexperiencedmanychallengestodevelopingandretainingqualified,skilledstaff.Additionally,manycareerseniorleadersandmanagersintheinsulargovernmentsareexpectedtoretirewithinthenextseveralyears,leavingapotentialgapinleadership,managerialandtechnicalcapability.Theinsularareasneedtoestablishapoolofstaffwithpotentialforpromotionintothesekeypositionsandgroomthemthroughtrainingprograms,specialassignments,andsystematicmentoring.
Who organizes and manages the ELDP? Theinsulargovernmentsrecognizetheneedtoidentifyanddevelopstafftoensurethatturnoverofkeyindividualsdoesnotadverselyimpactgovernmentoperations.However,theinsulargovernmentslackthefundingandresourcestoestablishaninter-governmentalinitiative.TheU.S.DepartmentoftheInterior’sOfficeofInsularAffairs(DOI-OIA)hasturnedtoitspartner,theGraduateSchoolUSA,tocontinuemanagingtheExecutiveLeadershipDevelopmentProgram(ELDP)throughthePacificandVirginIslandsTrainingInitiative(PITI-VITI).
Which insular governments can participate? AlloftheUS-affiliatedinsularareasareinvitedtoparticipateintheELDP,includingtheflagterritories(AmericanSamoa;Guam;U.S.VirginIslands;CommonwealthofNorthernMarianasIslands)andfreelyassociatedstates(RepublicoftheMarshallIslands,RepublicofPalau,FederatedStatesofMicronesia).TheELDPisopentoallgovernmentagenciesandgovernmententerpriseorganizations.

RESPONSIBILITIES OF THE INSULAR AREASThe insular areas play a key role for the continued success of the ELDP. The governments can tailor many aspects of the participant developmental process to their unique needs. For example, governments may identify projects that are important to the government that can also serve as a developmental assignment for participants.Governmentmentorswillprovideinsular-specificcareerguidanceandadvice.Participantsmayberequired to bring government data, policies, and other public information to use in training sessions.
What is required from the insular governments? Sincetheinitialclasswasofferedin2008,theinsulargovernmentshavebeenverysupportiveofELDPprogramparticipantsandinstructors.ThefuturesuccessoftheELDPwillnotbeachievablewithoutthecontinuedsupportoftheinsulargovernments.In2020theinsulargovernmentsareexpectedto:

Encouragepotentialcandidatestoapply.
SupporttheparticipantsthroughouttheELDPprogramyearbyencouragingprojects,developmentalassignments,andotherprofessionalexperiences.
Ensuretheparticipantshavesupportfromtheirimmediatesupervisorstoparticipateinboththeon-islandandoff-islandactivities.
Establishclearexpectationsforparticipants’continuedemploymentaftercompletionoftheprogramandcommunicatethoseexpectationsinwritingtotheprogramparticipant.

Who is eligible to participate in the ELDP? ELDP eligibility criteria are flexible. The selection panel will evaluate applicants based on their:
• Potentialforprofessionaldevelopment.
• Formaleducation.
• Likelihoodofremainingwiththegovernmentaftertheprogram.
• Commitmenttogovernmentserviceandpersonalgrowth.
Highly qualified candidates typically:
• Holdabachelor’sdegreeorhaveequivalentprofessionalexperience.
• Completedaminimumoftwoyearsemploymentwiththeinsulargovernmentpriortothestartoftheprogram.
• Receivedoutstandingperformanceevaluationsforthepasttwoyears.
• Receivedanominationtotheprogrambythehighest-levelofficialinthedepartmentandtheimmediatesupervisor.
• Expressedaninterestin,anddemonstratedpersonalcommitmentto,publicservice.

COMPONENTS OF THE ELDPTheELDPoffersfivemajorcomponents:formaltraining,mentoring,various developmental and reading assignments, and a major team project.
Each training session, scheduled one time per quarter over twelve months, will blend technical, managerial and leadership skills development. Participants will be assigned projects and activities that must be completed between training sessions. These assignments will have practical workplace applications, and they will be monitored closely and evaluated by ELDP instructors.
What are the components of the ELDP? ParticipantsintheELDPwillexperiencefivemajorcomponents:
1 ELDPparticipantswillmeetasacohortforfour,one-weeksessionsduringthetwelvemonths.Duringtheinitialweek,eachparticipantwillreceivea360°assessmentoftheirleadershipcompetenciesaswellasfeedbackontheirinterpersonalandleadershipstyles.Thisinformationwillprovidethefoundationforlearningthroughouttheyear.Insubsequentweeks,trainingwillfocusonmanagerialandleadershipskills,policyadvocacy,fiscalandprojectmanagement.Variouslearningmethodswillbeusedthroughouttheprogram.

Formal training
Mentoring
Duringthefirstformaltrainingsession,eachparticipantwillidentifyoneortwoindividualswithintheirgovernmentwhomaybeagoodmentorforthemthroughouttheprogram.Oncethementoringrelationshipisestablished,theparticipantandthementorwillmeetregularlytodiscusstheindividual’sprogress,challenges,orothertopicsofinterest.Theprogramparticipantwillbeencouragedtolearnhowthementorachievedsuccessandthinkabouthowthementor’scharacteristics,habits,orphilosophycanbeincorporatedintothementee’sownstyle.Participantswillbeaskedtoreportonthementoringexperiencewhentheymeetasacohortforformaltraining.
Individual Leadership Development Plan (ILDP)
Aspartofthe360°assessmentinthefirsttrainingsession,participantswillidentifyanddescribedevelopmentalactivitiestheywillundertakeduringthetwelve-monthELDPprogramtoaddressgrowthareasidentifiedintheassessment.Developmentalactivitieswillfocusontangiblethingsparticipantscandotoenhancetheirleadershipskills.Participantswillalsodevelopshortandlonger-termcareergoals.
Reading Assignments and Leadership Interviews
Participantswillbeprovidedwithaleadershipbookandotherreadingassignmentstobecompletedbetweentheformaltrainingsessions.Theywillalsoreceiveareadinglistwhichprovidesbooksuggestionsforeachofthe28leadershipcompetenciesaddressedinthe360°assessment.Participantswillalsobetaskedwithinterviewingleaderswithintheirgovernmentsand/orcommunitiesasawaytogaininsightintodifferentleadershipphilosophies.
Team project
UnderthesupervisionoftheELDPFacultyandthePITI-VITISeniorProgramManager,eachELDPparticipantwillparticipateonateamtodefineandcompleteamajorproject.Theprojectwillbeapplicabletorealworldissuescurrentlyfacedintheislands.Itwillencouragecross-governmentsharingofinformationandprovideparticipantswiththeopportunitytoworkcloselywithothermembersoftheircohort.

What formal training is planned for the ELDP participants? Fourone-weekformaltrainingsessionsareplannedduringthetwelvemonths.Programparticipantsarerequiredtoattendallfoursessions.DuringSession #1,participantswillgaininsightintotheirownleadershipstrengthsandareasforimprovement.Session #2willcombineself-leadershipconceptswithskillstoleadothers.InSession #3,participantswillbeimmersedinanin-depthcasestudytolearnaboutthefiscalandeconomicchallengesofsmallislandgovernments,andtodeveloppolicyadvocacyskills.Session #4willbededicatedtoreinforcingconceptslearnedthroughouttheyear,tomakingfinalteamprojectpresentations,andtocelebratingtheparticipants’growthduringtheELDP.Duringeachoftheweeks,variousguestspeakerswilladdressthegroup,andELDPfacultywillmeetindividuallywithparticipantstotracktheirprogress.

MANAGING THE ELDPThe ELDP requires shared responsibility for ensuring smooth and successful implementation. All travel and administrative expenses associated with the ELDP Class of 2020 will be funded by OIA and managed on a day-to-day basis by the Graduate School USA, PITI-VITI. The ELDP will draw heavily on the expertise and interests of the insular areas when curriculum is developed and courses are organized.
What are the tuition costs? AllcostsassociatedwithELDParefundedbytheDepartmentoftheInterior’sOfficeofInsularAffairs,includingtravel,instructionalmaterials,andprogramadministrativecosts.Infutureyearstheinsulargovernmentsmaybeexpectedtopayaportionoftheprogramexpenses,suchastravel,lodging,andmealsforparticipantsfromtheirrespectivegovernments.
What is the anticipated size of each cohort group? Ideally,eachELDPcohortiscomprisedofapproximately25individualswhoappropriatelyrepresenteachoftheinsulargovernments,aswellastechnicalareas,genderandethnicity.
Are all applicants accepted into the ELDP? Notallindividualswhoapplytotheprogramwillbeaccepted.ELDPapplicantsundergoarigorousreviewandselectionprocess,andonlythemosthighlyqualifiedapplicantswillbeadmittedintotheprogram.

How are ELDP Participants Selected?Completed applications must be received by the PITI-VITI office no later than April 30, 2020. Applicants submit five documents to complete an application—the application form itself, a resume, a letter of intent, a brief biography suitable for public release, and a letter from their supervisor. An optional letter of support from an ELDP graduate is recommended, but not required.
TheELDP2021selectioncommitteeconsistsofrepresentativesfromtheGraduateSchool,PITI-VITIprogram,theU.S.DepartmentoftheInterior’sOfficeofInsularAffairs,andanIndependentReviewer.Theselectioncommitteereviewstheapplicationstoensuretheyarecompleteandtheapplicantsmeetminimumqualificationstandards.Theselectioncommitteemembersindependentlyreviewandrateeachapplicationpackage.Althoughratingapplicantsisinherentlyasubjectiveprocess,theselectioncommitteeusesstructuredscoringguidelinestorateeachapplication.Thescoringguidelinesareintendedtoprovideabroadframeworkwithinwhichtomaketheacceptancedecision.Thescoringsystemandguidelinesforeachdocumentcomprisingtheapplicationsarepresentedbelow:

ELDP GRADUATION REQUIREMENTSThe Executive Leadership Development Program (ELDP) is an intensive, year-long program that includes both in-class and between-session assignments. To graduate from the program, participants must attend all four sessions and complete all ELDP required assignments and activities.
Participantsarerequiredtoattendallclasssessionsandeverydayduringthesessions.Thefirstthreesessionsaretypicallysixdayseach,scheduledforMondaythroughSaturday;thelastsessionisfivedays,MondaythroughFriday.ThecurriculumisdescribedbelowbutmaybeadjustedtoaccommodatetheuniqueaspectsofeachELDPclass.Afinalscheduleofdeadlinesandassignmentswillbeprovidedduringtheopeningsession.Theanticipatedassignmentsandthetimeduringtheprogramwhichtheyaredueare:
Prior to the First SessionAllparticipantsmustcompletetwoextensivesurveys:theLeadership Effective Inventory (LEI),andSocial Style Model (SS).Inadditiontotheirownself-assessments,bothsurveysarerequiredtobecompletedbytheirsupervisor,peers,andsubordinatestoprovidethemwith360°feedbackontheirleadershipandmanagementbehaviors.TheyareresponsibleforensuringthattheirassessorscompletetheLEIandSSsurveysinatimelymanner.ThefollowingmustbedonepriortoSessionOne:
• CompletetheLEI/SS(ELDPparticipant).
• CompletetheLEI/SS(participant’ssupervisor).
• CompletetheLEI/SS(threeoftheparticipant’speers).

• Conductandreportontwomoreleadershipinterviewswithleadersthatparticipantschoose

During the Third SessionThethirdsession,scheduledforFebruary 1-6, 2021,isanin-depthcasestudyof“Micro-Poly,”afictionalgovernmentfacingavarietyofchallengescommontoPacificislandgovernments.Participantteamswillspendthemajorityoftimeexaminingthecasestudyandpreparingpolicyrecommendationstoaddressproblemsassignedtotheirteam.Additionally,theywill:
• Presentanupdateontheirteamproject
• MeetindividuallywithinstructorstoupdatetheirILDP

• Participatein“capstone”programactivities
• Presenttheirfinalteamprojectreporttoapanelofadvisors,includingrepresentativesfromtheDepartmentofInterior’sOfficeofInsularAffairs.
