A. PRE-EMPTIVE EVACUATION

A. A total of 53,752 families / 196,696 persons were pre-emptively evacuated in Regions I, II, III, CALABARZON, MIMAROPA, V, and VIII due to TY “ULYSSES”:

B. NATIONAL DRRM COUNCIL (NDRRMC)

1. NDRRM Operations Center (NDRRMOC)

a. Maintained RED ALERT Status since COVID-19 response operations. b. Continuous monitoring and ensure dissemination of Weather Advisories, and

General Flood Advisories to all concerned RDRRMCs/OCDROs through SMS, NDRRMC website, and official social media websites for further dissemination to their respective Local Disaster Risk Reduction and Management Councils (LDRRMCs).

c. Prepared a total of 41 Emergency Alert and Warning Message (EAWM) for dissemination of Telecommunication Companies to the affected areas for TY “ULYSSES”

2. Philippine Atmospheric Geophysical Services Administration (PAGASA)

a. Continuous weather monitoring and provision of weather updates.

3. Department of the Interior and Local Government (DILG)

a. Continuously provided all available information to all concerned DILG Regional and Field Offices regarding the TS ULYSSES through texts and emails such as PAGASA's Global Spectral Model/Weather Research Forecasting Model Forecast Rainfall, Severe Weather Bulletins and Tropical Cyclone Warning for Shipping; and MGB's Updated Barangay List of LGUs Prone to Landslide, Debris Flow and Flood.

b. DILG CODIX attended the NDRRMC Emergency Meeting for TS “ULYSSES”. c. Issued a memorandum on the activation of the Disaster Online Reporting and

Monitoring System (DORMs) for Tropical Depression (now Tropical Cyclone) “ULYSSES” in DILG Regions CAR, NCR, I, II, III, CALABARZON, MIMAROPA, V, VI, VII and VIII.

d. Informed and recommended to regional and field offices to activate concerned BDRRMCs for early warning measures, vigilant monitoring, and intensify the use of social media platforms for public information, and implement pre-emptive evacuation in areas with high to very high susceptibility to storm surge, floods and landslide.

4. Department of Social Welfare and Development (DSWD)

a. The DSWD Central Office (CO), Field Offices (FOs), and National Resource Operations Center (NROC) prepositioned stockpiles and standby funds amounting to ₱ 802,369,889.69 with breakdown as follows: • Standby Funds

A total of ₱226,127,488.27 standby funds in the CO and FOs. Of the said amount, ₱184,762,513.19 is the available Quick Response Fund (QRF) in the CO.

• Stockpiles A total of 263,235 family food packs (FFPs) amounting to ₱120,943,090.89; other food items amounting to ₱180,989,584.76; and non-food items (FNIs) amounting to ₱274,309,725.77.

b. Placed the Disaster Response Management Bureau (DRMB) on BLUE alert

status to closely coordinate with the concerned field offices for significant disaster response updates

c. Placed all QRT members and emergency equipment on standby and ready for deployment.

5. Bureau of Fire Protection (BFP)

a. Issued memorandum addressed to BFP Regional Offices dated 30 October 2020 re Reiteration of the Intensification of OPLAN PAGHALASA and Observance of Precautionary Measures in Response to the Effects of Weather Disturbance.

b. Assigned DO personnel to monitor situational reports of all regions every six hours.

c. Continuous coordination with respective DRRMCs and other agencies and monitoring of the AOR for flood and landslide-prone areas.

6. Department of Agriculture (DA)

a. Activated the DA Regional DRRM Operations Center. b. Coordinated with Local Government Units and other Regional DRRM related

offices for the monitoring of TS “ULYSSES”. c. Coordinated with water management-related agencies for flood risk

monitoring and dam water release. d. Monitored actual field situation for possible damage that may be incurred in

crops and livestock. e. Prepositioned seeds of rice and corn, drugs, and biologics for livestock and

poultry. f. Continuous dissemination of advisory to the APCOs, LGUs, and farmer

leaders for them to disseminate the same information to the community and local farmers relative to its farm operation activities.

g. DA Regional Field Offices prepared the following interventions for the affected farmers and fisherfolks:

• A total of 104,544 bags of rice seeds; 10,223 bags of corn seeds, and 1,149 kgs of assorted vegetables from DA RFO

• Survival and Recovery (SURE) Loan Program of Agricultural Credit Policy Council (ACPC)

• Indemnification fund from Philippine Crop Insurance Corporation (PCIC) to pay for the losses incurred

7. Department of Health (DOH)

a. Continuously monitor all Regions relative to the weather disturbance. b. Advised all Regional Offices to report any untoward incident related to the

weather disturbance.

8. Department of Public Works and Highways (DPWH)

a. Deployed DPWH personnel and maintenance crew to affected areas. b. Installed warning signs and travel advisory. c. Ongoing rehabilitation and clearing operations.

C. REGIONAL DRRM COUNCILS (RDRRMC)

RDRRMCs I, II, III, CALABARZON, MIMAROPA, V, VIII, CAR, and NCR are continuously monitoring its areas of responsibility. Further, said RDRRMCs are in coordination with their respective member agencies to ensure the widest

dissemination of Weather Advisories, 24-hour Public Weather Forecasts, and General Flood Advisories through SMS, facsimile, and official social media websites.

1. RDRRMC I

Office of Civil Defense (OCD) I a. Continuous coordination with RDRRMC I member-agencies and PDRRMCs. b. Continuous monitoring the AOR.

DILG I a. Sent weather advisories and critical cyclone track charts to the Provincial

Offices. b. Activated the reporting and monitoring for TS “ULYSSES”. c. Monitored DORMs for TS “ULYSSES”.

DSWD I a. Prepositioned a total of 7,334 family food packs (FFPs) amounting to

₱3,657,833.94 at different strategic locations:

Bureau of Fisheries and Aquatic Resources (BFAR) I a. Activated the Regional Command Center and Provincial Command Centers. b. Implemented preparedness measures by all operating units. c. Continuous monitoring of fisheries projects, products facilities, and reporting

by concerned PCs.

Coast Guard Northwestern Luzon a. Ensured readiness of its Deployable Response Group (DRG). b. Inspected the state of readiness of equipment and personnel.

Department of Health – Center for Health Development (DOH-CHD) I a. Coordinated with the RDRRMC, Provincial DOH Offices (PDOHOs), and DOH

Retained Hospitals within the Region. b. Placed the Operations Centers of the four (4) PDOHOs on an 8-hour duty and

ensure the coordination with its respective PDRRMCs. c. Placed the Public Health Teams on standby for possible deployment. d. Ensured availability of equipment, supplies, drugs, and medicines for health

emergency management. e. Placed the DOH Retained Hospitals on 24-hour duty to attend to casualties

related to TD “ULYSSES”.

DPWH I a. Activated the Regional/District DRRM Teams. b. Continuous monitoring of the AOR and conducted maintenance activities. c. Prepositioned QRAs at staging areas for any eventualities.

National Food Authority (NFA) I Ensured the availability of rice supply. Mines and Geosciences Bureau (MGB) I Continuous dissemination of List of Barangays Susceptible to Flood and Landslide based on the DOST-PAGASA rainfall data. Naval Force North Luzon (NFNL) a. Convened battle staff and conducted planning and preparation in connection

with TS “ULYSSES”. b. Placed resources on standby and conducted inventory of DRRT equipment. c. Alerted one DRR team and one KM450 with DRRT trailer for possible

deployment.

Police Regional Office (PRO) I a. Activated the respective DIMTG as the situation may require. b. Coordinated with local DRRMCs. c. Reminded all responders to secure/evacuate their family to safety before

disaster strikes. d. Strengthened resilience of emergency telecommunications. e. Ensured readiness of the Search, Rescue and Retrieval (SRR) equipment and

supplies to support operational requirements. f. Prepositioned Search and Rescue assets.

PDRRMC Ilocos Norte a. Activated respective BDRRMCs and enjoin all residents to actively participate

in community flood mitigation activities. b. Assigned Barangay Health Workers to regularly monitor the health conditions

of vulnerable groups. c. Advised residents to prohibit children from swimming in swollen rivers and

creeks and to limit outside exposure and stay indoors during a heavy downpour.

d. Enforced “No Fishing Policy” when gale warning is issued. e. Ensured the functionality of equipment, maintain database, and activate local

rescue teams and other emergency resources for immediate deployment.

PDRRMC Pangasinan a. Alerted PDRRMC Response Cluster to prepare for possible augmentation and

deployment. b. Continuous monitoring of the situation in the province. c. Placed Incident Management Team and SAR team on standby. d. Pre-deployed rescue boats. e. Informed all Mayors and LDRRMOs through Smart Messaging Suite re raising

of alert status and encouraged same for the conduct of PDRA. f. Disseminated preparedness and advisories through Tri-Media and social

media. g. Prepared relief or food packs ready for distribution h. Placed logistics on standby mode i. Raised status into BLUE alert in the Province of Pangasinan on 10 November

2020, 7:00PM.

information dissemination of weather advisory and gale warning 2:00 PM of 11 NOVEMBER 2020: Raised alert status from Blue Alert to RED ALERT MDRRMC Agno a. Public Advisories to coastal barangays, residents on low-lying areas and

near river and residents in mountainous areas. b. Continuous monitoring weather updates thru the Provincial DRRM

Facebook Account, PAGASA DOST and other weather update advisories. c. Disseminated weather updates thru text blast and MDRRM Office

Facebook page. d. Activated BDRRMCs. e. Prepositioned all rescue equipment and paraphernalia are and on stand-

by.

MDRRMC Balungao a. Alerted all the MDDRMO personnel on preparedness and advisories

regarding STS b. “ULYSSES”. c. Coordinated with the BDRRMCs to monitor their areas. d. Prepared all the WASAR Team with their rescue equipment to standby. e. Prepared all the evacuation centers in case of Pre- Emptive evacuation. f. LDRRMO on Blue Alert status as of 10:09 PM November 10, 2020. g. Continuously monitoring the situation, WASAR Team on standby prepared

with their rescue equipment and ready to respond to emergency cases. h. Strict monitoring of PAGASA weather updates and bulletins, San Roque

Dam and ARFFWS advisories. i. Information dissemination to BDRRMCs on preparedness and advisories

issued by the provincial government thru text messaging and social media. j. Coordinated with all BDRRMC of Balungao. MDRRMC Bani a. Conducted PDRA Meeting 11 November 2020, 1:00 PM b. EOC raised to Red Alert Status. c. LCE ordered personnel from MDRRMO, PNP, BFP, MHO, DILG, MEO to

MDRRMC Bautista a. Conduct of PDRA b. Dissemination on preparedness and advisories through telephone calls,

social media (FB account) and ADRIS (Automatic Disaster Response Information System) text blast to ensure public safety

c. Continuous monitoring of PAGASA`s weather bulletin, OCD and PDRRMC.

d. Dissemination of information and advisories to all barangay officials and other concern agencies.

e. Continuous roving and monitoring of low lying and flood prone areas in the municipality.

MDRRMC Bayambang a. Implemented its Preparedness Plan dubbed as TD “ULYSSES” which

started NOVEMBER 9, 2020. b. Declared Preparedness effective 1100H of November 09, 2020. c. Convened for an emergency meeting. d. Activated all MDRRMC staff including WASAR. e. Prepared all rescue vehicle and equipment f. In close coordination with 77 BDRRMC, PNP, BFP and health agencies. f.

BDRRMC is instructed to be activated and do close monitoring in their AOR and report immediately for any incidents

g. Close monitoring with all BDRRMC h. Monitoring of ULYSSES through PAGASA and WINDY i. Disseminated Early warning information to all 77 barangays.

rescue personnel and on set rescue vehicles and equipment e. Assigned MDRRM Council, staffs and volunteers in their different working

coastal areas g. Alerted responders and WASAR Teams. h. Continuous monitoring of weather updates released by DOST-PAGASA,

MDRRMC Calasiao a. Continuous monitoring and preparation of all necessary equipment and

evacuation centers b. Continuous coordination with PNP, and BFP, Brgy. Officials and other

disaster related agencies. c. Dissemination of info and advisories (forwarded by DILG and PAGASA

weather forecast) to all barangay officials and other concern agencies and posting of weather forecast in social media.
