Sea travel remains risky over the seaboards of areas under TCWS, the seaboards of Northern Luzon and of Visayas, the eastern seaboards of Central Luzon, and the eastern and southern seaboards of Southern Luzon due to the approaching Tropical Storm and the surge of the Northeast Monsoon.

TCWS #2 was raised over Surigao del Sur, Surigao del Norte, Agusan del Norte, Agusan del Sur, and Dinagat Islands while TCWS #1 was raised over Southern portion of Samar, southern portion of Eastern Samar, Biliran, Leyte, Southern Leyte, Bohol, Cebu, Negros Oriental, Negros Occidental, Siquijor, Guimaras, Iloilo, Capiz, the southern portion of Antique, Camiguin, Compostela Valley, Davao Oriental, Davao del Norte, Misamis Oriental, Misamis Occidental, Lanao del Norte, Lanao del Sur, Bukidnon, Zamboanga Sibugay, Zamboanga del Norte, and the northern portion of Zamboanga del Sur.

At 2:00 AM, "BASYANG" maintains its west northwest direction as it threatens northeastern Mindanao. At 8:00 AM, "BASYANG" is about to make landfall between Surigao and Dinagat provinces.

TCWS #2 is raised over Bohol, Southern Cebu, Siquijor, Negros Oriental, Negros Occidental and Southern Leyte, Dinagat Island, Surigao del Sur, Surigao del Norte, Agusan del Norte, Agusan del Sur, Camiguin, Misamis Oriental, and northern section of Bukidnon while TCWS #1 is raised over Palawan including Calamian Group of Islands and southern section of Masbate Aklan, Capiz, Antique, Iloilo, Guimaras, rest of Negros Occidental, rest of Cebu, Leyte, Biliran, Samar, and Eastern Samar, Zamboanga del Sur, northern section of Zamboanga del Norte, northern section of Zamboanga Sibugay, Misamis Occidental, Lanao del Norte, Lanao del Sur, rest of Bukidnon, North Cotabato, Compostela Valley, Davao del Norte, and northern section of Davao Oriental.

At 9:15 AM, “BASYANG” made landfall over Cortez, Surigao del Sur and has weakend into a tropical depression.

At 11AM, TCWS #1 at Palawan including Calamian, Cuyo Group of Islands, Aklan, Capiz, Antique, Iloilo, Guimaras, Negros Occidental, Negros Oriental, Siquijor, Bohol, Cebu, Biliran, Leyte, Southern Leyte, southern section of Samar, southern section of Eastern Samar, Dinagat Islands, Surigao del Norte, Surigao del Sur, Agusan del Norte, Agusan del Sur, Camiguin, Misamis Oriental, northern section of Bukidnon, Lanao del Norte, northern section of Lanao del Sur, Misamis Occidental, and northern section of Zamboanga del Norte.

At 5PM, "BASYANG" has slightly weakened as it continues to traverse the Bohol Sea.

TCWS #1 at Palawan including Calamian, Cuyo Group of Islands, Aklan, Capiz, Antique, Iloilo, Guimaras, Negros Occidental, Negros Oriental, Siquijor, Bohol, Cebu, Biliran, Leyte, Southern Leyte, Camiguin, Misamis Oriental, Misamis Occidental, and northern section of Zamboanga del Norte. At 8PM, “BASYANG” has slowed down slightly and is about to make landfall in the southern tip of Cebu.

At 9PM, “BASYANG” has made landfall over Dumaguete City, Negros Oriental and is moving towards Sulu Sea.

1. A total of five (5) incidents were reported in Regions VI and VIII.

D. Status of Lifeline

Power Supply

1. All municipalities in the island of Siargao experienced power interruption on 12:00 PM, 12 February 2018 due to a damaged electrical post in Socorro, Surigao del Norte.

2. Silay City, Negros Occidenal experienced power outage on 8:00 PM, 12 February 2018.

3. The municipality of Carmen in Bohol lost power on 12 February 2018. It was restored at 12:00 PM, 13 February 2018.

4. The municipalities of Culaba and Kawayan in Biliran experienced power interruption since 8:00 AM, 13 February 2018.

Status of Flights 1. A total of twenty-four (24) domestic flights were cancelled due to TS

“BASYANG”.

a. The DSWD Central Office (CO), Field Offices (FOs), and National Resource Operations Center (NROC) have stockpiles and standby funds amounting to ₱1,136,022,392.60 with breakdown as follows:

Stockpiles: A total of 407,871 Family Food Packs (FFPs) amounting to ₱137,222,263.71 and available Food and Non-food Items (FNIs) amounting to ₱476,772,764.23.

Standby Funds: A total of ₱522,027,364.66 standby funds in the CO and FOs. Of the said amount, ₱476,231,200.00 is the available Quick Response Fund in the CO.

c. Directed all concerned DILG Regional Offices to take proactive measures in the impending disaster since 09 February 2018.

d. Disseminated Critical Cyclone Track Chart (Hotdog Track) to identify potential risk areas for TS “BASYANG” on 11 February 2018.

e. Disseminated MGB list of Barangays to MLGOOs of concerned municipalities in MIMAROPA, VI, VII, VIII, IX, X, XI, XII, CARAGA, and ARMM on 11 February 2018.

f. Activated DILG Regional Offices MIMAROPA, VI, VII, VIII, IX, X, XI, XII, CARAGA, and ARMM Operation L!STO Alert Levels and Disaster Monitoring and Reporting Systems for TS “BASYANG” on 11 February 2018.

6. DENR-Mines and Geosciences Bureau (DENR-MGB) a. Provided list of barangays susceptible to floodings and rain-induced

landslides on 11 and 12 February 2018.

B. Regional / Local Disaster Risk Reduction and Management Councils (R/LDRRMCs)

RDRRMC/OCDROs MIMAROPA, VI, VII, VIII, IX, X, XI, XII, CARAGA and ARMM are continuously disseminating weather advisories/ bulletins to RDRRMC member-agencies, P/C/MDRRMCs, and local media (radio stations) through OCD InfoBoard Text Blast System, and upload the same to social accounts to effectively ensure public safety and achieve zero-casualty.

1. RDRRMC MIMAROPA

Office of Civil Defense (OCD) MIMAROPA a. Attended the Emergency Response Preparedness Meeting of PDRRMC

Palawan held at Capitol Compound, Puerto Princesa City on February 13, 2018.

b. Issued Memorandum to P/C/MDRRMOs Palawan re Pre-emptive Evacuation and No Sail Policy re TS “BASYANG”.

c. Forwarded MGB List of barangays susceptible to floodings and rain-induced landslides to concerned LGUs.

d. Joined the PDRA-ERP Meeting for TS Basyang of NDRRMC via skype on February 12, 2018.

e. Advised Phil. Mariner not to use Mangsee Island as anchorage area. Received information from Phil. Mariner that no fishing vessel owned by them is currently in the Sulu Sea or in any area along the Storm’s projected path.

f.
