1 - INTRODUCTION AND WELCOME

Welcome to the 2019 Netier National Capital Rally. The rally is a Compact event with 2 heats rounds of the CAMS Australian Rally Championship®, ARC2, ARC manufacturers and Classic Cup. The rally is also a round of the State of Origin and round 2 of the MTA New South Wales Rally Championship, the East Coast Classic Rally Series (also 2 heats) and the Techworkz Automotive ACT Regional Rally Series.

Events of this magnitude cannot happen without the tireless work and assistance of key stakeholders and I would personally like to thank all officials for their efforts in the lead up and during the event. A special mention must go to the team at the Brindabella Motor Sport Club for their incredible support for this event.

We acknowledge the support of Abode Hotels as our accommodation partner and Rally Headquarters, and the ongoing support from the ACT Government, Netier, Nutanix, National Capital Toyota, Kennards Hire and Ricoh Australia.

5 - SERVICE PARK AND CREW INFORMATION

5.1 Information about the Nutanix Service Park. The Nutanix Service Park will be located across the street from Rally Headquarters: Bowes Street, Phillip.

The Nutanix Service Park is not secured. Security will not be available. All competitors will be located on level ground generally consisting of a hard-packed bitumen covered surface. Competitors can access the Service Park from 0630 hrs Saturday 11 May. Please refer to the Nutanix Service Park Map (Pages 23 and 24). 5.2 Facilities at the Service Park The Organisers will provide the following facilities at the Service Park:

5.3 Restrictions on the Woden precinct.

Teams are reminded that the Woden area is open to the public during the rally. Crews are required to use only the designated road network. 5.4 Recycling & Waste For environmental reasons we ask that all competitors use the recycling facilities provided within the Service Park. Where oils, solvents and degreasing fluids are used all residues must be securely contained and not be allowed to come in contact with the ground. 5.5 Merchandise & Promotional Display Promotional display sites are available within the Service Park for Competitors and their sponsors to promote and sell products during the Netier National Capital Rally. Sites vary in size and are located outdoors on a hardstand surface within the bounds of the Service Park. Sites are limited and any Competitor interested should contact Mr Chris Clark.

6 - TESTING Testing will be available for competitors for a maximum of 4 hours per competitor as follows: Date: Thursday 9 May 2019. Time: 1030 – 1430 hrs Location: Various designated locations within ACT Forests Stage Length: Approximately 5 kms Competitors must apply to the event secretary no later than Friday 26 April 2019. Competitors are required to supply officials to assist the running of the session.

7 - RECONNAISSANCE General Please refer to Regulations Article 9 – Reconnaissance for rules regarding reconnaissance. Emergency Number for Reconnaissance will be issued in a Communiqué. Thursday 9 May 1300 hrs – 1700hrs. Stages 3/7 and 4/8 only. Friday 10 May 0730 – 1700 hrs. All Stages.

Competitors are reminded that in the Road Book, there are rally restricted speed limits on some liaisons; these speed limits will also apply during reconnaissance. Rally speed limit signs will be in place on the edge of the road. There are also school bus speed restrictions that must be obeyed.

9 - MEDIA Media Contact List

9.1 Accreditation procedure, criteria and deadline All media attending the Netier National Capital Rally require accreditation. Accreditation provides access to designated areas on the Special Stages. Local media must also be accredited to access special stages - contact Jess Baker 0402 765 177 or [email protected]. Applications for Netier National Capital Rally media accreditation should be made to: ARC Media Coordinator. 9.2 Conduct Event officials have been asked to cooperate fully with media personnel and will do their best to assist you within the safety guidelines. Please ensure that their courtesy is reciprocated. Media personnel must clearly display their access pass and wear their high visibility vest at all times whilst on the stages.

10 - FUEL

Refuelling

The Refuel Zone will be at the Service Park. Competitors are encouraged to use pumps to refuel rather than refuelling with funnels and strainers.

ALL fuel must be stored in the specified Fuel Store.

A 5 km/h speed limit applies within the Refuel Zone.

Empty fuel drums are not to be left at/in any area of the Service Park or any accommodation areas. Any empty containers may be subject to a removal fee.

When necessary as part of service (i.e. changing a fuel tank or pump), emptying and/or refilling is permitted in a service park provided that:

(i) the work is carried out under the supervision of a marshal, (ii) no other work is carried out on the car during the emptying and/or refilling operation, (iii) a suitable safety perimeter is established around the car, (iv) two fire marshals are present with fire extinguishers suitable for use on flammable liquids, (v) only sufficient fuel is added to reach the next refuel zone.

Competitors may only refuel in the refuel zone designated by the Organisers in their road book.

The refuel zones will be established in the liaison shortly after the service exit control. The entry/exit shall be marked by a blue fuel can symbol.

Fuel may only be placed in the Fuel Store on Saturday of the rally and may NOT be left over night. There will NOT be a security guard on patrol.

Decanting of fuel between containers may only be done within the Fuel Store.

Any action inside a refuelling zone not directly involved in the refuelling of the competing vehicle is prohibited.

It is required that mechanics wear fire-resistant clothing, including gloves, balaclava and goggles.

The responsibility for refuelling is incumbent on the competitor alone and must be done in manner that ensures that no fuel is spilt.

Engines must be switched off throughout the refuelling operation.

It is recommended that the crew remain outside the car during refuelling; however, should they remain inside, the safety belts must be unfastened.

In the event of a breakdown, the car concerned may be pushed out of the zone without incurring a penalty. An external battery may be used immediately before the exit of the zone.

Any breaches of the refuel regulations will be reported to the Stewards of the Meeting for consideration of exclusion or other penalty.

11 - SCRUTINEERING, SEALING AND MARKING

Competing ARC vehicles must be presented for scrutiny at: Neal Bates Automotive 48 Sheppard Street, Hume. ARC Cars: For turbo scrutiny and sealing it is permissible to remove the turbo from the car and deliver it to the scrutineers for inspection and sealing. This option is available for the scrutiny scheduled for ARC registered drivers and other ARC drivers on Friday 10 May. NSW State, East Coast Classics and ACT Series Competitors should have their vehicles regionally scrutineered in the week prior to the event. Competitors are to present all their apparel for checking at Scrutiny. Apparel Requirements are shown in Schedule D of Section 6 of the 2019 CAMS Manual. Regionally scrutineered cars won't need to represent apparel, but must provide the completed and signed scrutineering form at documentation. Each competitor must make provision in their competition vehicle for the Rally Safe GPS and tracking system. Installation instructions will be available on www.rally.com.au. Units must be installed before scrutineering and arrangements should be made directly with Rally Safe. Rally Safe wiring loom, antennas and mounting kit can be purchased for $175.00. Contact Rally Safe at [email protected] The Rally Safe GPS units and tracking systems will be available at the Rally Safe tent in the Nutanix Service Park. The correct functioning and installation of the equipment will be checked at scrutineering. Should a competitor retire, they must return the tracking unit and associated cables to Rally Safe office in Service Park as soon as possible. The tracking units may have to be removed from the rally cars at the final Parc Fermé, therefore cars should be left unlocked. Scrutiny Schedule: Friday 10 May: 0900 – 1700hrs: ARC, Classics, NSW State and represents. UNREGISTERED VEHICLE PERMITS: Competitors should note that New South Wales unregistered vehicle permits (UVPs) are not considered a valid registration for vehicles competing in the event. Special arrangements have been made for an ACT UVP to be available to non-ACT resident competitors. All non-ACT resident competitors who require a UVP to compete, should contact the event Secretary for further details.

12 – MEDICAL AND SAFETY SERVICE

Team Zulu (Service Park/Regroup/Parc Ferme/Refuel) have a number of qualified First Aid Officials who may be consulted in an emergency situation.

Heat Exhaustion When the body gets hot it sweats and the evaporation of water cools the body down. When we sweat we lose body fluids and salts. The loss of excessive body fluids and salts can result in HEAT EXHAUSTION.

Signs & Symptoms – Pale, nausea, clammy skin, irritable, dizzy, lethargy, headache and muscle cramps.

Management of Heat Exhaustion – Give plenty of cool fluids. Give in small sips at first gradually increasing the amount so as to avoid vomiting. It is also recommended to use a cool sponge of a fan and to keep the patient in the shade.

Remember – The very young, elderly and the sick are easily affected by heat, and fluid should be offered every hour.

Sunburn Australia has the highest incidence of skin cancers in the world. Prevention is the best cure and UV filter cream should always be worn and re-applied after bathing. A protective wide brimmed hat should be worn. Management of Sunburn – Cool the sunburn with water and stay out of the sun.

Remember Protect your skin with UV creams, hat and shirt.

Heat Stroke This is a serious condition. AT this stage the body no longer sweats to cool down and the core body temperature is no longer maintained at a normal level. Signs & Symptoms – Hot dry skin, headache, nausea, irritable, unconsciousness. Management of Heat Stroke – DRABC, coma position (if unconscious), remove clothing, cool sponge or wrap in

wet sheet, fan, fluids if conscious, urgent medical aid.

Snake Bites Assume all snake bites are poisonous and always believe someone when they say they have been bitten by a snake, even though you may not see any puncture marks. Management of a snakebite – Pressure immobilisation method: 1.Rest the casualty. 2. Don’t panic. 3. Apply direct pressure over the bitten area. Apply a firm bandage over the bite area first, then bandage down the limb and continue to bandage up the full length of the limb. Immobilise the limb with a splint and call for medical aid. REMEMBER – Do not wash the bitten area. Do not remove the bandage. Do not elevate the limb. Do not walk or run – get help to you.

13 - CEREMONIAL START PROCEDURE

Ceremonial Start Procedure A ceremonial start is planned for Friday afternoon / evening, 10 May 2019 to be held adjacent to the Nutanix Service Park. All competing crews are required to attend. See page 28 for map. *Please note: further details will be issued to all competitors via a Communiqué.

14 – RALLY START PROCEDURE Location and Time

The Start of the Rally will be at 0730 hrs on Saturday, 11 May 2019 from TC 0 from the Nutanix Service Park. Crews must report to this control prior to their start time, in accordance with the Official Start List.

15 – FINISH PROCEDURE Rally Finish Procedure

The finish will be at the Nutanix Service Park. The finish will be preceded by a 5 minute service. The 3rd car in the general classification will proceed to the arch, be interviewed at the arch and will then proceed to park as directed by and under the authority of the event officials. The 2nd car in the general classification will then move to the arch to be interviewed and then proceeds to park as directed by and under the authority of the event officials. The 1st car in the general classification proceeds to the arch to be interviewed and for photo session. The Champagne shower and photo shoot will then take place. Provision will also be made for team photos on ramp or in adjacent area. For the East Coast Classics, the MTA NSW State Championship and the TechWorkz Automotive ACT Regional Rally Series competitors, a podium finish ceremony with photo opportunity will take place following the ARC trophy presentation.

Driving in the ACT and NSW

In built up areas, the speed limit is restricted to 50 km/h, or as otherwise signposted. Varying speed limits will be indicated by a road traffic sign between 10km/h and 100km/h. Outside the built up areas, the maximum is 100 km/h.

It is compulsory for drivers and passengers to wear safety belts / seat belts on ACT and NSW roads at all times.

Drivers must give way to traffic on the right at uncontrolled intersections. Drivers must always give way to pedestrians and buses.

When travelling in the same direction, you can overtake on the right. Only overtake on the left when there is a vehicle turning right in front of you and it is safe.

You must take care when an emergency vehicle approaches. Check where the vehicle is coming from and if possible, move to the left.

Be wary of animals on country roads, in particular kangaroos, rabbits and foxes. These animals tend to move about between the hours of dusk and dawn.

Drink drivers are liable for heavy penalties in the ACT and NSW. The legal blood alcohol limit for driving is 0.05%. Police may stop motorists to take a random breath test.

If an emergency vehicle is stationary with flashing lights operating you must observe a 40 kph speed passing the vehicle.
