Introduction

• This Draft NAQO Report focuses on the key airquality management initiatives from January –September 2019

• This report is based on the draft provincial reports

– The provincial reports provide progress on the airquality tools and their implementation in theirrespective municipalities as per the NationalFramework requirements

• All draft provincial reports were received !!!

National Department

• The implementation of the NAQI project

• SAAQIS upgrades and the development of thequality system to support ambient monitoring

• Source apportionment and HPA health studies

• SAAELIP Data Policy development

• Review of the AQ tools such S23, VTAPA AQMPand HPA AQMP

• The development of the air quality occupationalqualification: Air Quality Specialist

• Continuous training and support to Authorities

Eastern Cape Province

• Monitoring stations in the province are operational and reporting data to SAAQIS

• Equipment in one station in Coega has been stolen

• All the maintenance and calibrations are performed by external service providers

• Air quality management planning:

– Buffalo City’s AQMP reviewed and adopted by Council in February 2019

– Alfred Nzo DM AQMP completed and awaiting Council adoption

– Amatole DM continue to implement their AQMP and due for review

– Chris Hani DM’s AQMP adopted by Council

– Mbashe LM is developing their AQMP

Eastern Cape Province

• PAQO and a team reviewed all the Municipal IDPs to ensure that they respond to the provincial air quality challenges

• The Provincial Department to engage Municipalities to appoint a AQO’s

• Air quality by-laws

– Buffalo City Metro initiated the development of their by-law

– Alfred Nzo to review their current by-laws

• EMI designated in Buffalo City Metro

• Education and awareness campaigns conducted

Free State Province

• All monitoring stations for Mangaung Metro are now functional

• DESTEA is in the process of appointing a service provider for the review of their AQMP

• Three DMs out of 5 DMs have AQMPs (Lejweleputswa, Xhariep and Fezi Dabi)

• Two (2) DMs and a Metro have promulgated their by-laws

• AQOs appointed and designated in all Districts except Thabo Mofutsanyane DM

Gauteng Province

• Most stations across the province are operational and reporting data to SAAQIS except for stations in West Rand DM

• CoJ to pilot low cost sensors within their network• Air quality management planning:

– GDARD – reviewed AQMP is awaiting approval by the Gauteng EXCO

– CoJ’s AQMP has been finalised and awaiting Council approval

– CoE’s AQMP reviewed and awaiting Council approval for public participation

– CoT’s AQMP under review• All Licensing Authorities within the province continue to

perform their AEL functions

Gauteng Province• Air quality by-laws

– CoJ concluded the review of their by-laws and public participation to be conducted

– CoT – Draft by-law approved by Council for public participation

– WRDM – Draft by-laws approved by Council and public consultation underway

• Several compliance monitoring inspections conducted • Several education and awareness campaigns conducted

throughout the province especially during the world environmental month

• The Province is promoting alternative energy in low-income residential areas

• CoJ currently developing a vehicle emissions control strategy

KwaZulu- Natal Province

• Even though there are challenges, there are some monitoring stations that are operational and reporting data to SAAQIS

• Air Quality Management Planning:– Umkhanyakude DM appointed a service provider to develop

their AQMP– eThekwini’s AQMP under implementation– Amajuba DM’s AQMP approved by Council in May 2019

• Air quality by-laws:– eThekwini Draft by-laws awaiting Council adoption– Amajuba DM initiated the public participation process for

their Draft by-laws• All Licensing Authorities continue to perform their AEL functions• Several compliance monitoring inspections conducted across the

province• Continuous education and awareness activities across the

province

Limpopo Province• Monitoring stations operational and reporting data to SAAQIS

• Air quality management planning:

– LEDET’s AQMP under implementation and due for review

– Five DMs have AQMPs and under implementation (Capricorn DM, Sekhukhune DM, Waterberg DM, Mopani DM and Vhembe DM)

– Polokwane LM developed their AQMP in-house and awaiting approval by council

• Air quality by-laws:

– Four DM’s are in the process of developing their by-laws (Capricorn DM, Waterberg DM, Sekhukhune DM and Vhembe DM)

• Four DM’s (e.g Capricorn, Waterberg, Mopani and Sekhukhune) are implementing the AEL system

• Several compliance monitoring inspections conducted across the country

• Awareness campaigns and capacity building workshops including for leaners, traditional leaders conducted across the province

Mpumalanga Province

• Monitoring stations operational and reporting data to SAAQIS • The province will be extending the ambient air monitoring network to cover the

lowveld region of the province• Air quality management planning:

– The Provincial AQMP to be gazetted for public comments – Nkangala and Gert Sibande DMs are implementing their AQMPs – Ehlanzeni DM, Bushbuckridge LM and Steve Tshwete LM have finalised their AQMPs– Emalahleni LM and City of Mbombela LM have initiated AQMPs development– Victor Khanye LM is being assisted by DEFF, DARDLEA and Nkangala DM to develop their

AQMP inhouse

• Air quality by-laws– Gert Sibande DM compiled by –laws which covers the District and it’s Local Municipalities– Steve Tshwete LM by-laws has been approved by Council– The Ehlanzeni DM has draft by-laws in place– Nkangala DM by-laws currently being subjected to Magistrate process of listing the fines

• All DM’s are performing their AEL functions• Compliance monitoring and enforcement inspections conducted across the

province• Awareness and education campaigns conducted across the province including

leaner's visit to SAWS Irene Laboratory• All quarterly Mpumalanga AQOs’ Forum (MAQOF) were convened

Northern Cape Province• 2 Cairnet Cairpol sensor monitoring stations purchased (Kimberley and Springbok)

• The province intend to purchase 2 more stations for John Taolo Gaetsewe & PixleyKa Seme DMs

• Air quality management planning

– Province assisted John Taolo Gaetsewe DM to complete their AQMP in-house . AQMP awaiting council approval & gazetting

– The Province currently assisting Pixley Ka Seme DM with their AQMP development, and baseline assessment completed

– Frances Baard DM’s AQMP successfully reviewed and adopted by council

• Air quality by-laws

– Pixley ka Seme DM by-laws are now fully enforced as from 1 July 2019

– John Taolo Gaetsewe DM by-laws approved for gazetting

– Namakwa DM by-laws with their legal section and to be published for public comments

• Continuous compliance monitoring inspections conducted

• Dust improvement campaign to be launched in Danielskuil

• Education and Awareness campaigns conducted during environment month

• 2 Provincial AQO’s forums were conducted

North West Province

• The province monitoring network has undergone a major renovation

• In collaboration with NWU the province has established 17 more ambient air passive sampling sites

• Air quality management planning:

– Bojanala DM’s AQMP under review

– Ngaka Modiri Molema District Municipality AQMP under development

• The province still preforming AEL functions for Dr Kenneth Kaunda DM

• Compliance monitoring and enforcement inspections conducted

North West Province

• Air quality by-laws:

– Dr Kenneth Kaunda by-laws currently being reviewed

– JB Marks local municipality air quality by-laws under development

– Bojanala Platinum DM by-laws internal review concluded

• Rustenburg LM and Ngaka Modiri Molema DM have finally designated AQOs

• Provincial AQO’s forums held

• Education and Awareness programmes conducted across the province

Western Cape Province• Ambient air quality monitoring continued across the province

• The province continuously in the process of improving its data through the roll-out of new data management software

• DEA&DP has acquired new portable monitoring equipment's

• Air quality management planning:

– The DEA&DP ‘s 2nd Generation AQMP under implementation

– Currently, twenty-nine (29) of the 30 Municipalities within the province have adopted their Municipal AQMP’s.

– It is envisaged that the Beaufort West AQMP will be adopted during the current financial year.

• All 30 Municipalities have designated AQOs

Western Cape Province

• Air quality by-laws:– 4 DM’s have by-laws in place (West Coast, Garden Route,

Central Karoo, City of Cape Town)– The Cape Winelands DM drafted a district municipality-

specific air quality bylaw which will be promulgated in 2019

• All DM’s are performing their AEL functions• Compliance monitoring inspections continued across

the province• Education and awareness campaigns conducted

throughout the province• Capacity initiatives continued including of the Municipal

Managers• Provincial AQO’s forums held

2019 Discussions and Way Forward

• There should be comparison between previous and current SoA Reports in order to gauge/measure progress in relation to improvement in quality of the air

• There should be high level discussion with treasury regarding funding of implementation of air quality programmes

• Improvement in coordination across all three spheres of government to address challenges faced by authorities in relation to implementation of air quality management measures

2019 Discussions and Way Forward

• Authorities should have an opportunity to test the quality system before it is officially implemented

• Costing on the implementation of the quality system should be conducted considering budgetary issues within authorities

• Department of Minerals Resources should be engaged regarding air quality issues especially at the mine dumps in Gauteng
