2019 Australian Surf Life Saving Championships – Traffic Management EVENT HOTLINE - (07) 5539 8669 (Available from Wednesday 17 March 2019) On Saturday 30 March till Sunday 7 April the Australian Surf Lifesaving National Titles “Aussies” will be held at the beautiful North Burleigh, and Broadbeach, delivering a huge 9 days of surf sports action. Athletes from around Australia will battle it out on the sand and in the water to determine who will be crowned the 2019 Aussies Champions. This event will have significant impact to the local area in particular Broadbeach. It is expected that approximately 7,000 competitors and spectators will make their way to North Burleigh, and Broadbeach beaches. The Aussies is an event owned and delivered by Surf Life Saving Australia (SLSA) with the support of Gold Coast City Council and Tourism Events Queensland (TEQ). It is an event that connects surf sport athletes to the broader SLS community, to help inspire young athletes, stimulate greater surf sport participation and raise the SLSA profile. ROAD CLOSURE – BROADBEACH Broadbeach Blvd will be closed from Chelsea Ave to Armrick Ave from: Wednesday 27th March to Thursday 28th March, each day from 10am till 6pm Friday 29th March to Monday 8th April, each day from 6am to 6pm. A traffic controller will be in place at either end of the road closure to manage local traffic, event patrons’ traffic & for event vehicles entering and exiting the precinct during bump in and out stages. The car parking area on the northern side of Chelsea Ave from Broadbeach Blvd to Old Burleigh Rd dedicated as ‘NO PARKING – Special event vehicles only’ zones. Event Shuttle Buses will be allowed to pull over in the car parking area on Chelsea Ave to pick up and drop off participants and spectators. Emergency service and event medical vehicles display the correct vehicle pass will be permitted to park in this area. Special event vehicles displaying the correct vehicle pass will be permitted to park in this area.

Queensland Ave

• During Bump in the car parking spots on the northern end of Kurrawa park will be used as a staging area for vehicles and trucks as we escort them into Kurrawa park

• During Competition Days 1-7 April the car parking area on Queensland Ave will change to a 2 minute drop off and pick up zone that will be managed by a club workforce personnel

ROAD CLOSURE – NORTH BURLEIGH Parking area off Kelly Ave will be fenced off and used to store event IRB‘s and Jet Skis so that they have direct access to the beach.

• Road closure signs and black and yellow traffic control barriers and 6ft security fencing will be in place during the closure period to stop the general public accessing the car parking area.

Car parking area directly south of the North Burleigh SLSC will be closed and managed by traffic controllers and Club workforce personnel from Friday 29th March to Sunday 31st March, each day from 6am till 5pm

• A traffic controller will be in place at either end of the car park closure to manage event patrons traffic and for event vehicles and shuttle bus entering and exiting the car park

• Event shuttle buses will be allowed to pull over in the car parking area to pick up and drop off participants and spectators.

• Emergency service and event medical vehicles display the correct vehicle pass will be permitted to park in this area.

• Special event vehicles displaying the correct vehicle pass will be permitted to park in this area.

• The western side of the car parking area will be dedicated as a Patron Drop Off Zone. SLSA will erect ‘DROP OFF ZONE Passenger Set Down 2min’, signs at this location. A Traffic Controller and an Event Workforce personnel will be at this location to supervise. The Drop Off Zone will be in position from 6am Friday 29th March to 6pm Sunday 31st March

DROP OFF ZONE SLSA will operate two drop off zones during the event period for the Aussies:

1. The western side of the car parking area south of the North Burleigh SLSC on The Esplanade will be dedicated as a Patron Drop Off Zone.

2. The southern side car parking area on Queensland Ave between Broadbeach Blvd and Old Burleigh Rd will be dedicated as a Patron Drop Off Zone.

SLSA will erect ‘DROP OFF ZONE Passenger Set Down 2min’, signs at these locations. A Traffic Controller and an Event Workforce personnel will be at this location to supervise. The Drop Off Zone will be in position from:

• 6am Friday 29th March to 6pm Sunday 31st March – North Burleigh

• 6am Friday 29th March to 6pm Sunday 7th April. - Broadbeach PUBLIC PARKING – PARK & RIDE The Gold Coast Convention Centre will be available as a public long-term parking area, dedicated for Aussies event patrons. The Convention Centre area is located on the corner of the Gold Coast Highway and TE Peters Drive, with the entrance via the Gold Coast Highway. A $12 inclusive of GST flat rate is charged for car parking at the centre.

To support the additional vehicles that will be using the Convention Centre a shuttle bus service will be in operations from 6am and 1 hour after the competition has concluded each day. REDUCED SPEED ZONE A reduced Speed Zone will be established at North Burleigh, and Broadbeach. Speed will be reduced to 40km/hr. PUBLIC TRANSPORT Surfside Bus Lines provide continuous services along Gold Coast Highway, a short walking distance from Broadbeach. G-Link provide continuous service from Helensvale to Broadbeach South, a short walking distance from Broadbeach. To support the major public transport, stop at Broadbeach North. Event personnel will be in position at intersections on Queensland Ave to provide support to pedestrian making their way to and from Broadbeach. EVENT SHUTTLE BUSES A dedicated Shuttle Bus service will be activated to transfer officials and competitors to the event sites daily. Buses will operate on a continuous loop service with some buses operating concurrently to meet consumer demands, especially during peak times. The Shuttle Bus will operate from 6am and 1 hour after the competition has concluded each day. The shuttle bus will operate on the below routes with drop off and pickups at the following locations: Shuttle Bus Stops – Northern Route

1. Gold Coast Convention Centre – Gold Coast Highway and TE Peters Drive 2. Old Burleigh Rd Bus Stop – Corner of Wharf Road and Old Burleigh Road 3. Female Competition Area – Broadbeach Blvd between First and Second Ave 4. Broadbeach SLSC - Chelsea Ave, Broadbeach. 5. Boat Competition Area – Broadbeach Blvd between Australia Ave and Queensland Ave 6. Kurrawa Park - Old Burleigh Rd Bus Stop 7. Kurrawa SLSC - Old Burleigh Rd Bus Stop

Shuttle Bus Stops – Southern Route

1. Gold Coast Convention Centre – Gold Coast Highway and TE Peters Drive 2. Mermaid Park Bus Stop—Gold Coast Highway, Mermaid Beach. 3. Tamborine St Bus Stop—Gold Coast Highway, Mermaid Beach. 4. CONTAINER AND TRAILER CRAFT STORAGE AREA Kurrawa Park will be utilised to store containers and trailers for the event. Vehicles will enter the park via Queensland Ave under the supervision of traffic controllers.

It is expected that during the bump in and out of containers traffic on Queensland Ave between Old Burleigh Rd and Broadbeach Blvd will need to be stopped to allow heavy vehicles to enter and exit from the park. The designated drop off zone on Queensland Ave will be used as a staging area for vehicles with trailers to park as they wait to be escorted into the park. This approach is designed to reduce the impact on local traffic. Heavy traffic is expected during the bump in and out stages, and it is advised that local traffic use Old Burleigh Road to travel north and south. Boat Trailers will be stored on the beach south of the boat arenas, directly in front of Kurrawa Park. Once vehicles have unclipped their trailer and boat, they will be instructed to leave the area to park their vehicle at the park and ride station situated at the Gold Coast Convention Centre or one of the local parking stations within the Broadbeach precinct.

VISUAL MESSAGE BOARDS Visual Message Boards (VMS) will be installed 2 weeks out from the event advising residents and business of the change in traffic conditions to the area for the duration of the event CORFLUTE SPECIAL EVENT SIGNAGE Further to the above VMS corflute signage will be placed 4 weeks before the event advertising the event dates and the expected impact the event will have on local traffic. PROVISION MADE FOR CYCLISTS AND PEDESTRIANS. Event workforce personnel will be deployed at key intersections to direct pedestrian and cyclists traffic only, to allow them to safely cross the roads and reduce any risk associated with the increase in pedestrian numbers to the area and their integration with local traffic. Workforce will be situated at the following locations

1. Queensland Ave & Gold Coast Highway 2. Queensland Ave & Surf Parade 3. Queensland Ave & Old Burleigh Rd

These positions have been selected to assist the major public transport Hub and the expected walking route from the transport Hub to the Event site. Event Workforce will be in high vis uniform and carry a high vis wand to assist in their duties. COMMUNITY CONSULT, ENGAGEMENT & MEDIA NOTIFICATION Local communities will be notified of the Aussies and special road conditions prior to the event. Focus for the community consultation will be on areas affected by road closures; in particular Broadbeach Blvd, Chelsea Ave and Armrick Ave. For all residents and businesses, a letter detailing the road closures along with a map showing these conditions will be distributed to all residents and businesses within the event footprint (indicated in the map below) that will potentially be affected. GETTING TO AND FROM THE EVENT It is expected that the majority of event patrons will be staying within walking distance of the event site. With this in mind SLSA will emphasise the following options to event patrons to get to and from the event: Walking Event patrons will be advised to not drive to the event site, but instead walk. Messages will concentrate on pedestrian safety and to walk on designated footpaths and not the local road network. Further to this event workforce will be stationed at key intersections to assist with road crossings.

Shuttle Bus SLSA will promote the Shuttle Bus service to event patrons and promote the use of this service instead of driving their vehicle to the site. A northern and southern route will be created to service accommodation south to Burleigh and the northern end of the event precinct. Buses will operate on a continuous loop so regular services can meet consumer demand. During peak period extra buses will be put on. Park & Ride Those event patrons who require the use of the vehicle to get to and from the event site will be encouraged to use the drop off zone to unload craft and then utilise the parking situated at the Gold Coast Convention Centre. This area will be designed for long term parking with the shuttle bus service operating from this point to transport event patrons to all three event sites. Public Transport SLSA will advertise and promote the local public transport options and provide additional support at the major transport Hub at the Gold Coast Convention and Exhibition Centre to direct event patrons safely across major roads to and from the event site. Event workforce personnel will be placed at key intersections to assist pedestrian when crossing.
