ARTS & CULTURE PROGRAMS, PROJECTS & CAPACITY BUILDING STREAM

A. Goals

Programs and Projects Stream Goal:

This stream supports the Culture Master Plan goals of Talent Development and Presentation and Production by establishing Brampton as a viable place for creators to produce and present visionary and cutting-edge work.

Capacity Building Stream Goal:

This stream supports the Culture Master Plan goals of Funding and Presentation and

Production by building the organizational effectiveness, community responsiveness,

quality and sustainability of arts and culture organizations in Brampton.

B. Objectives

The City of Brampton ACPPC Stream supports the Culture Master Plan. Programs and Projects Stream Objectives:

To support high quality innovative programs and projects undertaken by arts and

culture organizations in Brampton, featuring local artists.

To support high quality creative production, cultural fusion and experimentation in

Brampton’s arts and culture community.

To support access to Brampton’s inventory of physical and digital spaces for

creative production, presentation, participation, collaboration and innovation.

Capacity Building Stream Objectives:

To support the strengthening of arts and culture organizations in Brampton and

the artistic quality of work produced.

To increase access for arts and culture organizations to training resources and

tools that support their strategic growth and development.

To improve and enhance an organization’s ability to achieve its mission and

sustain itself over time.

C. Who Can Apply - Eligibility Criteria

Applications to the ACPPC Stream will be accepted for projects that will take place in Brampton and delivered by Brampton-based (defined as having a permanent address in the City of Brampton) organizations including:

A non-profit organization* which is a not-for-profit corporation;

A non-profit organization* which is an unincorporated association of individuals

provided that two (2) or more of the organization’s named directors or officers

execute the grant application and the City’s grant agreement personally or;

A charitable organization which is registered as a charity under the Income Tax

Act of Canada and which provides acceptable evidence of a valid charitable

registration number issued by Canada Revenue Agency.

Religious organizations are permitted to apply only if they can demonstrate clear boundaries between religious content and public programing in both the submitted proposal and budget, and all other eligible criteria is met. Grants can not be used for religious programming or projects focused on a religion.

Eligible organizations must be practising in the following disciplines:

Music and performing arts Visual and digital arts Film and photography Fashion and design Culinary arts Multi and interdisciplinary arts Cultural heritage

Important Note:

An application submitted by a collaboration of two or more organizations working

together on a project is permitted when at least one organization is deemed as eligible.

The eligible organization in the collaboration shall be the lead applicant and accept all

responsibilities and obligations for any approved grant funding and be the signatory on

all funding agreements.

D. General Funding Provisions

Arts & Culture has 2 components and a non-profit can submit an application to both streams in 2019 as outlined below: Programs and Projects Stream:

1. Eligible organizations may submit one (1) application per calendar year.

2. The City of Brampton will fund 50% of eligible expenses to a maximum of $12,500 per application.

3. Projects involving an exhibit, installation or performances that are part of a program

(final performance as a culminating element of a program) must provide details of the proposed exhibit, installation or performance as part of the application process. For example, pictures of art work, video of performances, etc.

4. All artists are required to ensure projects adhere to the guidelines set out by the

hosting venue.

The City of Brampton reserves the right to decide what is appropriate for display or performance in public spaces and in the presence of minors and to reject any part of an exhibit, installation or performance or to change the manner of the project.

5. Funds must only be used for the program or project approved in the original

application. The City of Brampton may cancel funding in cases where the

program or project venue or date changes.

6. Funding in a previous year does not guarantee future funding.

Capacity Building Stream:

1. Eligible organizations may submit one (1) application per calendar year.

2. The City of Brampton will fund 100% of eligible expenses to a maximum of

$2,500 per application.

3. Funding in a previous year does not guarantee future funding.

E. Eligible Expenses

The following lists detail the categories of expenses (or expenditures) that are eligible for funding under the ACPPC Stream. Programs and Projects Stream:

Venue/facility rental fees

Artist fees (using industry standard rates)

Set-up, take-down and technical costs

Materials and supplies

Minor capital purchases up to $2,500 with demonstrated business case for it

being essential to the project

Transportation of art works and equipment

Promotions and marketing expenses

Capacity Building Stream:

Consultant, mentor and facilitator fees

Training materials and resources

Program registration fees

Minor capital purchases up to $2,500 with demonstrated ability to improve or

enhance organizational strength

F. How to Apply – Application Process and Timelines

1. The call for applications for the ACPPC Stream will open on Thursday,

December 13. The deadline for submitting applications is Thursday, January 31, 2019 at 4:30 pm.

2. All potential applicants that meet the eligibility criteria as identified in Section C should consult the CGP 2019 Handbook to fully understand the funding application process, documents that are required and key dates.

G. Evaluation of Applications

1. Applications to the ACPPC Stream will be evaluated by an internal City of

Brampton staff and/or community panel with subject matter expertise.

2. Applications will be evaluated based on the merit of the application relative to the stated goal and objectives of the ACPPC Stream, the budget and the achievement of the criteria identified in Section H "Evaluation Criteria".

3. The determinations of the Evaluation Panel are considered as final decision.

4. An applicant may submit a request for a review of their unsuccessful application. The request is to be made in writing to the Coordinator.

H. Evaluation Criteria

Programs and Projects Stream: The following criteria will be considered when reviewing applications for funding:

Organizational Capacity – up to a total of 40 points

Clearly demonstrates how the project team's collective experiences, expertise

and achievements in planning similar projects.

Both reasonable and realistic budget in terms of the proposed project and

demonstrates efficient use of resources.

Outline sources of additional funding and their status that this project has in place

including grants, donations, sponsorships and support from other levels of

government.

Describe your marketing and promotions plan in detail.

Clear and achievable project management plan for implementing the program or

project, including resources and timelines for completion.

Merit – up to a total of 40 points

Extent to which the application can demonstrate that the program or project will

be high quality, unique, authentic, innovative or cutting-edge.

Extent to which the program or project addresses one or more of the stream's

objectives.

Outcomes and Impact – up to a total of 20 points

Extent to which the program or project is welcoming and inclusive.

Evaluation plan to measure the success of the project. What are the key

performance measures?

Anticipated impact to the Brampton cultural community.

Potential on-going cultural impact to the community beyond the completion of the

project.

Capacity Building Stream: The following criteria will be considered when reviewing applications for funding:

Organizational Capacity – up to a total of 40 points

Clearly demonstrate the organization’s collective experience, expertise and

achievements in planning similar projects.

Reasonable and realistic budget in terms of the proposed capacity building

initiative/activity and demonstrates efficient use of resources.

significant development opportunity for the organization.

Evidence that the resources being utilized for capacity building purposes are

industry experts with appropriate subject matter expertise.

Outcomes and Impact – up to a total of 20 points

Evaluation plan to measure the success of the project. What are the key

performance measures?

Evidence that the anticipated outcomes of the project are realistic and represent

value to the organization's growth and development.

J. Notice of Application Status

Applicants will be notified by email regarding the final status of their application.

K. Agreement

All fund recipients must sign a CGP agreement that includes details regarding

reporting, indemnity, accountability, accessibility, insurance and disclosure of conflict.

Approved funds will not be paid out until funding from other sources is established

(usually by letter of intent).

Successful applicants will receive funds by electronic transfer to the bank account of the recipient noted in the application form.

90% of approved funding will be provided initially with 10% of approved funding

held back and released only upon receipt of the final Project Close-Out Report, budget statements and receipts to the satisfaction of the Coordinator. The City of Brampton reserves the right to request bank statements for the project period and/or audited financial statements.

Funding from any other City of Brampton sources will be deducted from the awarded amount.

All approved events and associated spending must take place in the calendar year

the funds are awarded in. Any unspent funds must be returned to the City of Brampton and may not be carried over to subsequent fiscal years.

In the case of an event cancellation, repayment of the entire amount of funding

issued by the City of Brampton will be required.

Applicants are responsible for keeping expense receipts to account for all project costs.

Recipients will be provided with City of Brampton logo files and guidelines for

mandatory recognition of ACPPC Stream support.

L. Final Report Requirements

1. A mandatory requirement of the ACPPC Stream is that each fund recipient is

required to submit a "Project Close-Out Report" within sixty (60) days after the completion of the event or by end of the calendar year, which ever comes first.

2. The "Project Close-Out Report" must include the following:

a) a description of the event b) the results or outcomes of the event

c) a final project budget (template provided) including a complete and itemized

listing of all costs/expenses incurred and supported with either original receipts or copies of receipts

"Project Close-Out Reports" that do not include the required components will impact future funding opportunities for the applicant. Report templates will be made available as part of the CGP 2019 Handbook as well as on the Community Grant page at: http://www.brampton.ca/EN/City-Hall/grants/Pages/Welcome.aspx The City of Brampton encourages all recipients of support from the CGP to include photos, videos, anecdotes, project samples, etc. with their final Project Close-Out Report. Please ensure individuals appearing in photos or videos sign a photo release form so that images and clips may be shared on brampton.ca and social media. A photo/video release form is available in the CGP 2019 Handbook or on the Community Grant page on brampton.ca. All applicants are encouraged to review the CGP 2019 Handbook and/or the Community Grant page on brampton.ca for full program details.
