Workshop Descriptions Monday, October 23rd

General Session (8:00 – 8:50)

Data Transparency – A New Way of Life Public trust and understanding can be greatly enhanced by government transparency initiatives. AGA’s CEO will discuss how legislation is driving transparency and analytics advances for the federal government (eg. ERM, DATA Act, and Fraud Reduction Act) and at the state level, which states are vying for the coveted “A+” for their data sharing efforts. Examples of states that are leading the way in demonstrating the value of data will be highlighted, as well as how the Citizen-Centric Reporting format can be an effective way to communicate clearly and simply to the citizen about where their tax dollars are being applied, and what challenges remain.

Emerging Issues in Government Accounting and Auditing Like many in the past, this year is shaping up to be another year of change. This session will provide an overview of recent economic, industry, regulatory, and professional developments that impact auditors of state and local governments. Included in this session will be developments from Congress, the U.S. Office of Management and Budget, the Government Accountability Office, and other regulatory bodies.

Ohio Legislative & Regulatory Update Learn the latest on state and federal hot topics impacting the accounting and finance professionals, as well as related legislative and regulatory issues affecting government accountability.

This session also demonstrates a query, dynamic name ranges linked to a chart and other useful database productivity and reporting tools and applications.

Verbal Jeet: Resolving Conflict as an Emotional Intelligent Communicator What is verbal jeet, and how can we all learn to use it? How can you resolve conflict rather than escalating it? How should you define “respect”? What are “EPR” skills and why are they critical in keeping others off the defensive? What is the “power of vulnerability”? What is the “neurology of emotions” and why do we humans react the way we do? What are the three communication styles we use, and which one works? How can “retreating” and “attacking” communication styles destroy all of your relationships even though they are the most common styles we use? What is “honest respectful communication?” What are “parroting” and “rewards”, and how do they equal “respect?” What is “accusatory language” and how will it escalate any conflict? Why does conflict build trust? Why are passive aggressives the most evil people in the world? Why is emotional intelligence a key skill in resolving conflict? What is the #1 killer of all relationships? Why do over 70% of all third marriages fail? What should you require in your culture to resolve conflict?

The Economy in the Nation, the Midwest Region, and Ohio An overview of the macro-economy that addresses the state of the consumer, labor markets, business activity and investment, international trade, overall national economic growth, inflation, interest rates and other pertinent economic issues. Subsequently, an analysis of the regional economy of the Midwest and Ohio is performed, discussing relative areas of strength, especially during the current economic recovery.

Update on Auditing Standards Participants will hear directly from a Senior Technical Manager from the AICPA Audit and Attest Standards Team as to recently issued standards and guidance for audits and attestation engagements for nonpublic entities. Participants will have an opportunity participate in an interactive discussion during which questions will be answered. Included will be discussion of:

Update on Standards for Compilations, Reviews, and Engagements to Prepare Financial Statements Participants will hear directly from the AICPA staff liaison to the Accounting and Review Services Committee as to the performance of financial statement preparation, compilation and review engagements in accordance with SSARS No. 21. Also included will be a discussion of recently issued SSARS No. 22 and SSARS No. 23 as well as the ARSC’s current active agenda.

The Future of Transportation starts in Central Ohio Planning for innovation in the way we move around Central Ohio is evolving quickly. Improvements planned for our transportation corridors go well beyond the typical pavement and asphalt solutions of the past. This speaker from the Mid-Ohio Regional Planning Commission will share their role of being at the coordination point where local governments collaborate to improve the quality of life in Central Ohio. This includes how transportation is a key focal point as the region is projected by one million more residents by the year 2050. This session will cover projected growth, planning, projects and the related impacts for the future of Central Ohio, the U.S.A. and the world. Projects that will be covered include Smart Columbus, The Smart 33 Corridor and the Midwest Connect Hyperloop Proposal.

Diversity for Human Beings Whenever you use the terms “diversity” or “tolerance,” an instant shiver runs down the spine of millions of people alienating them from your organization. Why do so many millions of people in America feel that our diversity/tolerance programs are “out to get them”? Why do most “diversity/tolerance” programs fail? What are the “skills of tolerance” necessary for any organization to thrive? Why are these “skills of tolerance” critical to your own happiness as a human? How should you define “tolerance”? Why should you never require your employees to be “accepting” of each other? What is the difference between “diversity” and “tolerance”? What role does tolerance play in emotional intelligence as well as in your “personal happiness” and “career success”? Why are emotionally intelligent and tolerant people many times more effective than others, and how can you do it too? What is the difference between “bullying” and “harassment”? What are the three types of intolerant workplace bullies, and what do you do about them? How did a lack of tolerance put Kodak into bankruptcy? Are we humans wired to be bigots? What is “confirmation bias” and “subconscious bigotry”, and how do we overcome it? How can you distinguish between “stereotypes” and the “real differences” that exist between us? GASB Update – Part 1 This session will cover (1) the GASB pronouncements that will be implemented in the coming years, including statements on other postemployment benefits, asset retirement obligations, fiduciary activities, debt extinguishments, and leases, and (2) current agenda projects, including the financial reporting model reexamination, debt disclosures, equity interest ownership issues, and revenue and expense recognition. Disaster Recovery Planning The cloud is more than a technology, it’s a strategy shifting the paradigm of modern computing. The journey to the cloud can be riddled with unexpected hurdles and roadblocks along the way. It’s imperative organizations are informed and prepared, not only as it pertains to decision making, but to mitigate risk and foster support within IT and the organization. An ever growing strategy is to leverage the cloud for Disaster Recovery and Business Continuity Planning purposes. In this session, we will discuss challenges or reluctance to adopt the cloud for DR/BCP purposes due to the complexity of procurement, security and compliance, accountability, and portability.

What is NIST 800-53 & Why Should I Care about It? Special Publication (SP) 800-53 was implemented by the National Institute of Standards and Technology (NIST) as security requirements for the Federal Government. Many governments and commercial organizations have also adopted NIST 800-53 as their security framework. This session will provide attendees a background of what NIST SP 800-53 is, the control families featured within the framework, and how the framework can be used to perform an audit.

Talking the Talk – Elements of Coaching Conversations A lecture format program to help HR professionals understand the elements of effective coaching conversations and how coaching conversations can help employees take ownership of their performance. This program explores why coaching does not take place in the workplace, how to overcome these obstacles and stresses the need to have coaching conversations to enhance productivity through employee development.

• Primary elements of coaching conversations • Why coaching does not take place and strategies to overcome resistance • Using coaching to develop employee performance

As a result of participating in this session, HR leaders will be better able to:

• Instruct supervisors on how to utilize performance coaching as a method of helping their employees to grow;

• Help supervisors overcome their reluctance to coach; and • How to use coaching documentation in performance management.

Yellow Book: Update on the Latest Developments in Government Auditing Standards GAO has proposed revisions to Government Auditing Standards (the Yellow Book). The revisions are intended to reinforce the principles of transparency and accountability and provide the framework for high-quality government audits. The proposed revisions also reflect developments in the auditing, accountability, and financial management professions and emphasize specific considerations applicable to the government environment. The proposed revisions include changes to the format and structure of the standards and changes in the areas of auditor competence, continuing professional education, internal control, and external peer review. This session will cover the key changes proposed in the 2017 Government Auditing Standards Exposure Draft and the impact the proposed changes may have on auditors and auditees.

Fraud and Consequences Would you stand up for what you believe is right or would you choose to keep your job and risk going to prison? Could your family; your kids overcome the shame and embarrassment of a criminal conviction? These seemingly impossible questions have answers. With this presentation, Jerome brings you along on his emotional journey. You’ll hear the story from beginning to end; how a regular guy made simple decisions that started him down the road that eventually led to prison. Your group will relate his story to parallels they see in their professional careers. This will reinforce the good decisions they already make. They’ll be able to identify their vulnerabilities and learn how to make the right decisions in tough situations, and stay out of prison. Visit this website for more information.

Ethics – Professional Standards and Responsibilities; Identifying and Dealing with Moral Dilemmas This session will review the role of the Accountancy Board, firm registrations per O.R.C. 4701, and disciplinary actions. We will discuss the AICPA Code of Conduct, and investigate key accounting concepts including Professional Skepticism, acting in the public interest and the aspirational aspects of ethical behavior. We will review applied ethics dealing with fraud, and what motivates bad behavior. Barbara Benton, CAE Barbara Benton leads The Ohio Society of CPAs’ legislative and regulatory efforts at the state and federal levels. She has over 30 years of experience lobbying on behalf of the CPA profession, focusing on professional regulation, tax, accounting, auditing and general business issues, including major reforms in tort and tax laws. She also oversees OSCPA’s political action committee and grassroots efforts. A summa cum laude graduate of Otterbein University, Barb is a leader of the Ohio Alliance for Civil Justice coalition and past president of the Ohio Lobbying Association. Most recently she led the Ohio Municipal Tax Reform Coalition, an organization representing 265,000 Ohio businesses and professionals. On the national level, she is a past chair of the American Society of Association Executives’ Government Relations Section Council and serves on several other ASAE committees. Barb is a two-time recipient of the Ohio Lobbying Association's Presidential Award for service to the profession of lobbying and a Certified Association Executive (CAE). Prior to joining OSCPA, she served as a legislative aide in the Ohio Senate. Danny Caudill Danny's primary focus will be training and education for our members. Danny's resume' is impressive. After graduating with honors from Otterbein College and cum laude from Capital University Law School, he joined the law firm of Hahn, Loeser and Parks LLP. He then went on to join Beggs Caudill as managing partner and ultimately formed the The Caudill firm, where his focus was employment litigation. He has represented both employers and employees in a variety of litigation matters, including employment law claims, commercial contract disputes, business tort actions and ERISA benefits cases. Prior to practicing law, Danny worked as a Columbus Police Detective and owned two restaurants. He is a veteran of the Ohio National Guard and was named a Rising Star by Ohio Super Lawyers magazines from 2010 to 2013 and an Ohio Super Lawyer in 2014. Sri Chalasani Sri has over 24 years’ experience in the IT and has consulted in a number of industry segments – Government, Education, Manufacturing, Financial and Service Providers to name a few. He specializes in infrastructure assessment and designs, cloud strategies and services, data center environments, network & security systems. Ann Ebberts Ann joined the Association of Government Accountants as the new Chief Executive Officer on October 1, 2014. She provides thought leadership and oversight of AGA’s education and certification program, chapter membership support, educational event development, and serves as the publisher of the Journal of Government Financial Management. Prior to assuming this role, Ann worked for private industry and has more than 30 years of management consulting experience with the federal government in the areas of financial management, financial process improvement, program evaluation, shared services, and has provided project management and advisory support services for the implementation of accounting, acquisition, travel and grants management systems (ERP). She spent 26 years of her career at Booz Allen Hamilton during the last four years of which she served as a Vice President in the Financial Services group. Ann provided financial management consulting services to USAID, EPA, GSA, U.S. Departments of Agriculture, Commerce, Justice, Labor, State and VA, and most recently to World Bank, International Monetary Fund, InterAmerican Development Bank and Fannie Mae. Internal to Booz Allen, she provided training on business development, ethics, program management and financial management. Ann has a B.S. degree in Marketing Management from Virginia Tech, an M.S. Degree in Systems Management from the University of Denver, and is a certified Project Management Professional.

Paul Fiorelli, J.D., M.B.A. Professor Paul Fiorelli is the current Co-Director of the Cintas Institute for Business Ethics at Xavier University. He was also selected to become part of an Ad Hoc Advisory Group to the United States Sentencing Commission, which reviewed Chapter 8 of the Federal Sentencing Guidelines regarding organizations. The Ad Hoc Advisory Group reported its recommendations to the United States Sentencing Commission on October 7, 2003. After minor revisions, these recommendations were sent to Congress on May 1, 2004 and became law on November 1, 2004. Each year the Supreme Court, through the Supreme Court Fellows Commission, selects four individuals to work in different branches of the judiciary. Paul Fiorelli was selected as one of the 1998-1999 Supreme Court Fellows to work at the United States Sentencing Commission. During his fellowship year he researched and lectured on compliance and ethics issues, employee confidentiality questions, and how internal auditors can play a major role in compliance programs. He also received the “Thomas Clark Fellow Award” from Chief Justice William Rehnquist, and the 2007 International Compliance Award from the Society of Corporate Compliance and Ethics. In May of 2000 he was selected as a Senior Fellow for the Ethics Resource Center’s Fellow’s Program. Professor Fiorelli received both his law and M.B.A. degrees in 1981, has taught at Xavier University since 1983 and has been a tenured, Full Professor since 1994. He has received the following teaching awards: (1) the Dean’s Award for Teaching Excellence in 2003, 2005 and 2006, (2) Teacher of the Year for the entire Williams College of Business in 1995 and 1997, (3) the Teacher of the Year for Executive MBA's in 1992, 1997 and 1999, and (4) the Lamp of Knowledge Teaching Award for the General Electric MBA program in 2002.

Professor Fiorelli has researched, lectured, and written extensively on the Federal Sentencing Guidelines and has completed a research grant regarding the Guidelines, funded by the Institute of Internal Auditors - Research Foundation. The outcome of the research has been published as a book entitled, “The Federal Sentencing Guidelines: Guidelines for Internal Auditors”. Professor Fiorelli has also authored or co-authored, numerous articles published in legal and business journals including: the Wake Forest Law Review, Michigan State Law Review, Journal of Corporation Law, Albany Law Review, Boston College Environmental Affairs Law Review, Internal Auditor and Business Horizons. These articles have been cited in law journals from Harvard, University of Chicago, Stanford, and Columbia. Michael Glynn Michael P. (Mike) Glynn is a Senior Technical Manager in the AICPA Audit and Attest Standards Team. In addition, Mike supports the activities of Auditing Standards Board (ASB) and its subcommittees by assisting members in drafting and deliberating authoritative professional standards and interpretations. In that capacity, Mike supported the Quality Control Inquiry Committee (QCIC) by participating in deliberations of QCIC cases and participating in meetings with the Securities and Exchange Commission regarding the SEC’s oversight of the self-regulatory process. Prior to joining the SECPS, Mike was a technical manager in the AICPA Professional Ethics Division. Prior to joining the AICPA in April 1998, Mike worked at Ernst & Young LLP in New York. Mike also serves as a member of the New York State Society of CPAs’ Accounting and Review Services Committee. Mike is a graduate of Pace University with a BBA in public accounting. Dawn Hays Dawn brings over sixteen years of experience as an employer-side litigation attorney to Employers Resource Association. Prior to joining ERA, Dawn advised Fortune 500 companies and middle market clients in all areas of employment law, including restrictive covenants, severance agreements, ADEA, ADA, FLSA, Title VII, FMLA, COBRA, HIPAA, and EPA. Dawn also represented parties before arbitrators, administrative agencies, and is admitted to practice before the Ohio Supreme Court, the Sixth and Eleventh Circuit Courts of Appeal and the Supreme Court of the United States. At ERA, Dawn trains in areas of leadership, communication, and employment. Additionally, Dawn works with members to identify training and consulting needs. Among her accomplishments, Dawn was voted an Ohio Super Lawyer Rising Star in the 2005-2012 editions of Law & Politics magazine. She was also awarded the 40 Under Forty award by Business First and the Community Award from the Ohio Community Development Finance Fund. Dawn previously served in the Signal Corps of the US Army and graduated, summa cum laude, from Youngstown State University. She then earned her law degree from the Ohio State University Moritz College of Law in 2001.

Chris Jackson Chris is an IT Audit Manager with the OBM Office of Internal Audit. In his role, he manages a team that examines and evaluates the information technology infrastructure, governance, and operations for various state agencies. Chris has over 11 years of IT Audit experience, both in the private and public sectors. He has obtained certification as a Certified Fraud Examiner (CFE) and Certified Information Systems Auditor (CISA). Chris earned his Bachelor’s in Business Administration from West Liberty University. Jerome Mayne Since graduating from school in 1985, Jerome Mayne – a regular guy, had a kid, got married, had another kid, built a real estate investment company, got divorced, built a finance company, went to prison, got cancer, lived, got out of prison, had miracle child, became a public speaker and then he got married again.

In his mid-20s Jerome was an aspiring finance professional. His first job in the corporate world was with a national mortgage banking corporation. He grew as an entrepreneur, climbing the corporate ladder until he finally reached the top position of president and CEO of the companies that he founded. His stay on the top ended in a hurricane of FBI investigations, indictments, criminal court appearances and finally, prison. He was charged with mail fraud, wire fraud and money laundering stemming from his actions years earlier while working at his first job in finance. He ultimately received a 21 month prison sentence and his life was changed forever. Visit his website for more information.

Daniel Milks Daniel has been working in IT for his entire career. He has been working in different roles in information security for over thirteen years. Currently, he is in a Senior IT Audit role in the State of Ohio Office of Budget and Management Office of Internal Audit. In OIA, his work has been focused on a variety of security-related audits related to NIST and the Critical Security Controls. He has a committed interest in trends and the future of information security. He holds a Master of Information Systems degree from Marshall University Graduate College and a Master of Business Administration from West Virginia University. George Mokrzan An economist with more than 25 years of experience, Dr. George Mokrzan is Director of Economics for Huntington National Bank. In that capacity, he provides economic analysis and commentary to management and clients, giving them insight into the global economy as well as the local economies served by Huntington. Dr. Mokrzan first joined Huntington in 1996. He has been recognized as an important source to turn to for commentary on employment, manufacturing and international trade and its impact on the Midwest.

Previously, Dr. Mokrzan was both the Vice Chairman and Chairman of the Economic Advisory Committee of the American Bankers’ Association. For 10 years he served on this national committee that meets regularly with policy officials. He is a panelist for the Federal Reserve Bank of Philadelphia Livingston Survey and also serves on the CNN Money Economist Poll. Prior to his career at Huntington, he was the senior economist covering Australia and New Zealand for WEFA, Inc., an economic consulting firm in Philadelphia. Immediately out of graduate school, he taught economics in the S.U.N.Y. system. Dr. Mokrzan earned a doctorate in economics from Duke University in 1990, with a specialization in macroeconomics, international economics and econometrics. He earned a master’s degree in economics from Duke University and a bachelor’s degree in economics from the University of Rochester.

Joe Popp Joe Popp, JD, LLM, is a frequent presenter on Health Care Reform related issues for the Ohio Society of CPAs, the Ohio State Bar Association, and industry groups. At Rea and Associates, Joe specializes in health care reform provisions and systems implantation to address those issues. Joe lives in Clintonville Ohio with 3 dogs and a kayak. Kinney Poynter Kinney Poynter is the Executive Director for the National Association of State Auditors, Comptrollers, and Treasurers (NASACT). In this capacity, he is responsible for the overall operations of NASACT as well as the programs of the National Association of State Comptrollers and National State Auditors Association. NASACT is a professional organization whose mission is to assist state leaders to enhance and promote effective and efficient management of governmental resources. Kinney has been with NASACT since 1989, previously serving as the association’s Deputy Director and various other positions. In addition to his experience with NASACT, he has been a partner of a local public accounting firm in Lexington, Kentucky, and a principal auditor with the Kentucky Auditor of Public Accounts, where he conducted financial, performance, and investigative audits on state agencies and local governments. While in public practice, he performed single audits on various nonprofit organizations. Kinney has BS and MS degrees in accounting from the University of Kentucky. He is a Certified Public Accountant and a member of the American Institute of Certified Public Accountants, where he served on the AICPA Council from 2009 - 2012. He is also a member of the Kentucky Society of Certified Public Accountants, where he has served as chairman of the Governmental Accounting Committee. Roberta Reese, CPA Roberta is a Senior Project Manager with the Governmental Accounting Standards Board (Norwalk, CT) 1999. Her current project assignments are the conceptual framework project on recognition and the financial reporting model reexamination. Her major technical projects have included capital asset, infrastructure, and note disclosures issues for various GASB Implementation Guides; note disclosures, impairment of capital assets, service concession arrangements, postemployment benefits, and the conceptual framework: definitions and measurement of elements of financial statements. Prior to her position with the GASB, she served for four years as Chief Accountant for the State of Nevada Controller’s Office with responsibility for preparation of the comprehensive annual financial report. Her previous experience includes seven years with the Reno, Nevada office of Deloitte performing financial and compliance audits of state and local governmental entities. Roberta received a Bachelor of Science degree in Finance from the University of the Pacific and a Master of Public Administration degree from Columbia University. She is licensed as a certified public accountant in the state of Nevada.

Rebecca Riklin Rebeca Riklin is a senior auditor on the Government Accountability Office’s (GAO) Financial Management and Assurance Team. Ms. Riklin is a member of GAO’s audit standards team responsible for developing, drafting, and maintaining Government Auditing Standards (The Yellow Book) and Standards for Internal Control in the Federal Government (the Green Book). Ms. Riklin holds a bachelor’s degree in Art History from University of Maryland, College Park and a Masters of Business Administration from George Washington University. She is a Certified Public Accountant. Gregory M. Saul, Esq., CAE Greg is a graduate of Capital University Law School (cum laude, 2009) and Knox College (magna cum laude, 2003) with experience in the legal division of the Ohio Auditor of State’s office and at the Ohio Supreme Court.
