EXECUTIVE OFFICER’S REPORT I would like to begin by thanking the many individuals and groups whose contributions are invaluable to Lacrosse SA and the sport. These include the club representatives, volunteers, players, coaches, and officials, supporters and the Lacrosse SA Board and staff. I would like to acknowledge the support received from the Office of Recreation and Sport, and the South Australian Government. It was apparent early in my tenure as Executive Officer that we as an Association, needed to put something in place to improve some of the time pressures through communication and sound structure. We are fully aware that for those that have ever served time on club committees, keeping on top of administrative requirements is always demanding. Dealing with due dates, and the fulfilment of administrative responsibilities is challenging at the best of times for most time poor volunteers. A webpage was setup for Club Secretaries that provided Committee agendas, minutes, contact details, handbooks and manuals. A Club Handbook was issued to all Clubs providing a guide to administrative requirements in a way to allow Clubs to operate in an organised consistent manner, whilst also providing information on areas such as Child Safe Environment Compliancy and grant/funding opportunities etc. Clubs should be using the administrative, competition and special event dates to assist with committee agenda items to ensure the provision of required information is submitted on time and that you are meeting legal requirements. Early in the year we held an education session to provide volunteers the necessary tools to make the best use of the online system, complimented by a SportsTG User Manual that Clubs could take with them. The use of the SportsTG System was a pivotal component in not only the collection of data for 2017 but making use of the full potential as a sporting administrative system, this will eventually allow us to remove some of the paperwork. With the bulk member roll over function removed, the only way for a player to register was via an online registration form, allowing us to record accurate participation numbers for our field competition. There are many features of the system that go unused and can reduce the end of year workload for all. The manual will be enhanced next year to include the most common reporting information asked by Clubs. Lacrosse SA is currently finalising a new website with SportsTG, that will hopefully provide us with greater functionality and usage. The new website will continue to integrate with the SportsTG competition management system by automatically producing the competition fixtures, ladders etc. Whilst most of the content contained on our existing website will remain the same, we are looking forward to a fresh look and features that will allow us to include a news rotator and video uploads to highlight special achievements and events from our SA Community. 2017 saw a dynamic shift in the administration with the departure of Tiffany Smith towards the end of the year. We were fortunate that this occurred towards the end of season and would like to thank Tiffany for over 10 years of service to Lacrosse SA. We are currently reviewing the impacts of a reduced paid administrative service and are looking to put in place a new regime to best serve the administrative needs of the SA Lacrosse Community. To the retiring Directors of Lacrosse SA, I would like to thank you for your contribution and continued dedication under what is sometimes very difficult circumstances. I know for all of you, it was an ‘addition’ to the many other things that you do, including work, family, social life and other volunteer activities. I appreciate that you were willing to assist and valued your time and your input. I wish you all the very best in your future endeavors and we look forward to your ongoing involvement with Lacrosse. PRESIDENT’S REPORT

Season 2017 like previous seasons had its share of successes and challenges. The following report will provide a summary of information from the President LSA portfolio.

To begin this report in a positive light, the Senior Grand Final held at Norwood oval would seem the best place to start. A small but very dedicated working group was formed to undertake the facilitation of a centralized non- club host GF event at Norwood Oval. The financial and consumer feedback far exceeded expectation and on that basis LSA Board has approved a return to Norwood in 2018. Our sincerest thanks go to the Working group and the many club individuals for their time, loan equipment and ongoing dedication. Also as a departure from normal routine, Junior GF was hosted by Eagles lacrosse club in a whole day program, this too was a well-run event and my thanks go out to all involved.

One of the major changes for 2017 was the move away from the usage of Park 25 due to facility development reasons outside of LSA control. This situation saw Women’s and Jnr girl’s competition back to clubs for the first time in many years. Mixed responses were received about this departure from the normal competition format in the initials stages but overall our association seems to have found benefits and ongoing improvements in scheduling for both player and officiating that will hopefully bear fruit in years to come.

AUSTRALIAN LACROSSE LEADERS FORUMS LSA President is required to represent SA on the national front. The group includes all major lacrosse playing state Presidents, President ALA and relevant ALA Directors depending on meeting content. Purpose of these meetings is to forge a more unified approach to growth and development of all aspects of lacrosse and build greater workability and transparency between the states and the National body. ALLF met twice this year, June in Adelaide and October in Perth. National competition, Lacrosse development and unified governance behaviours are at the forefront of discussion. Progress is slow but steady! An enhance collaborative relationship adopted by the states has given rise to a more accountable approach adopted by ALA.

SA LACROSSE SUMMIT 2017 A large contingent of SA club leaders along with concerned lacrosse individuals meet in August for the SA Lacrosse summit. The summit was initiated on the back of lacrosse current situation in SA with the aim to share information, highlight concerns and speak frankly in an open forum. The evening was successful in the fact that conversations have formed starting points for improvements, both for the association and the community. Many of the action items arising from the summit will be communicated now the season is over and planning for the 2018 season has commenced.

BOARD ACTIVITIES INC STRATEGIC PLANNING AND GOVERNANCE The 2017 season once again found Lacrosse SA without a full complement of Directors. This continuing problem provides ongoing challenges with the formation and implementation of new initiatives in the respective vacant portfolios. This was glaringly obvious in the Junior Competition position despite the excellent efforts of Mark Polden, misrepresentation and miscommunication between LSA Board and JCC gave rise to multiple issues which may have been averted with a Junior Director. Speaking personally, I hope that there has been a process of learning about differing mindsets between LSA board and JCC and that a more respectful and collaborative approach taken between the 2 bodies to bring about better decision making.

The implementation of strategic plans remains an area the requires continuing improvement. Time restrictions attributed in the main due to a high percentage of Director activities concentrating on servicing operational needs of Lacrosse in SA continue bring about a strategic versus operational imbalance. Only a community maturity and bigger picture acceptance will bring about change to this problem.

LSA board 2016/2017 underwent a course of governance reviews undertaken by Office of Recreation and Sport. The results of the review were mid-range and deemed comparable to most SSO’s but highlighted a need for greater improvements in communication, community engagement and good governance principles, conflict of interest and gender balance.

In closing I want to convey my thanks to all Directors who have served on the board in 2017. The tasks of LSA Directors is never easy especially in times when the position of Lacrosse in the SA sporting landscape is tenuous given the volume of high profile sports in the amateur arena. Many of the decisions made come under scrutiny and this at time has given rise to personal criticism. That known, I appreciate and thank all Directors for taking on what is a difficult task and look forward to working with the new board of LSA in 2018.

My thanks also goes to Executive Officer, Giulia Marion for her ongoing work and assistance in my role.

DEPUTY PRESIDENT AND JUNIOR COMPETITION REPORT I started the season continuing with the development of the constitution and bylaws. The bylaws continue to be adjusted, corrected, and amended in accordance with the constitution to reflect the operations of lacrosse in South Australia. The constitution upgrade has stalled due to the realisation that there are more important operational issues facing lacrosse in this state and not enough directors on the board to ensure that they are being attended to. At the 2016 AGM we were unable to secure the election of a Junior Competitions Director. Wendy Piltz as the previous JCC director continued in this role in an unofficial capacity until the end of April. As generous as Wendy has been in giving of her time and experience to provide leadership for the JCC up to that time, the fact that she was not the Junior Competitions Director meant that nobody from the JCC attended the Lacrosse SA Board meetings to present the opinions and recommendations of the JCC. Recommendations from the JCC were communicated to the board by the monthly JCC meeting minutes. However, the lack of representation at the Lacrosse SA Board meetings meant there was no one to answer any Board related questions and concerns re any proposals or problems. Nor was there representation of the Lacrosse SA board concerns at the JCC meetings. To have an active JCC sub-committee without a representative on the Lacrosse SA Board, in my opinion led to a divergence in perceived purpose and responsibilities between the Junior Competition Sub-Committee and the Lacrosse SA Board. In May I volunteered to chair the JCC after Wendy resolved that she could not continue. In retrospect I could have done this much earlier, which may have alleviated some of these perceived problems. Some of the issues that have beset the JCC during the season have been, the allocation of match officials to Under 13 and Under 15 Girls games, the Reduction of field length and number of players for Under 13 competitions, the restriction of Under 15 players participating in Senior Competitions, the skills disparity within the under 15 Girls competition, the extension of the Junior Minor Round competition by one week to fit in with the Norwood Oval senior Grand Finals, and the persistently poor behaviours of some spectators, coaches and players toward match officials. These issues, except for the last, were made more difficult because they were changes proposed and/or implemented mid-season, or poorly communicated either to or from Lacrosse SA. In conclusion, I have a few recommendations for the 2018 season:

- Please elect a Development Director, though related to, it is not the purpose of the JCC, - Use the preseason to sort out the structure and rules of the season, and stick with it throughout, - JCC members to actively communicate with their clubs and the JCC in a timely manner, - Lacrosse SA office to communicate administrative changes more effectively with the clubs, - Clubs to address the appalling behaviours of some spectators and coaches toward match officials, - And most importantly, please elect a Junior Competitions Director.

I would like to thank everyone I have worked with on the Lacrosse SA Board and the Junior Competitions Committee for their time and efforts throughout the season. I would also like to thank Scott Willsmore for his support and his dedication to this sport. Scott puts in more hours, effort and emotion into managing and representing lacrosse in SA than is appreciated by most in this community. DIRECTOR OF FINANCE REPORT

This year we made a profit of $47073.40 which is better than I had expected during the year, some of this is attributed to fines from the 2016 year that were not allocated in the books for last year, the wages expenses were a lot higher in this financial year, as some of the expenses

were incurred in the previous financial year. The money from gate takings that we received from the finals series looks lower but in the previous year Indoor Lacrosse Income was also included in this figure, this year Grand Final day also brought us in Sponsorship income, which is also not included in this figure. I feel that I have learnt a lot about the role and am confident that I will have the budget and expenses in hand for next year. The following are details of the financial statements (which will be audited) for the 12 months concluded on 30th September 2017 - prepared on an accruals basis. Accruals basis means income still to be received after 30th September, but relating to the 2016/17 financial year is included (and is shown in debtors in the balance sheet) - and conversely expenses paid after 30th September but relating to the 2016/17 financial year are included (and shown in the balance sheet as creditors).

WOMEN’S COMPETITION COMMITTEE REPORT The Women’s Competition Committee were dealt several challenges during the preseason with the expected loss of SACA, late team nominations and team make-up. While ground availability (with the odd venue changes) and team nominations were catered for, the issue of team make-up was addressed reluctantly by a number of clubs for 2017, but is still being discussed at length with some minor changes expected to be implemented in 2018. Ground availability will be an ongoing issue for 2018 and beyond, unless another SACA type venue becomes available, and/or clubs improve their lighting to enable night games. A draft of the 2018 Women’s State League program has been circulated to club reps and secretaries for review and comment, with a few time/venue changes the only issue to be finalised at this point in time. There has also been a considerable amount of interest shown by a number of players in supporting a Women’s Indoor competition for next season, to the point that an exhibition game is planned to be scheduled prior to the Indoor Men’s Grand Final at Blackwood Recreation Centre, Friday, 15 December 2017. Congratulations to the Australian, State and ASPAC team representatives, Norwood oval working group, State League, Division 1 and Division 2 premiership teams, club and association award recipients. MEN’S COMPETITION COMMITTEE REPORT

The Men’s Competition Committee met from December 2016 to November 2017 with the main topics of discussion being;

- State League, Division 1 and Division 2 schedules - Team and official nominations - Night games - Completing score sheets including bye sheets - Mandatory coaching course - SA Indoor Lacrosse League - Spectator/player conduct - Ground markings (alternative colour) - Sporting pulse updates (consequences) - Award nominations

Apart from a few minor time/venue changes during the season, the schedule was supported and accepted by all clubs and ALRA SA, although it did create some scheduling issues for the officials. A draft of the 2018 Men’s State League competition has already been circulated to club representatives and secretaries for review and comment, and I envisage minor changes with be required once the BOSA soccer draw is made available, and similar changes to the Division 1 and Division 2 draw once the University soccer draw is provided. Congratulations to the State and ASPAC team representatives, Norwood oval working group, State League, Division 1 and Division 2 premiership teams, club and association award recipients. This season has seen the return of a Lacrosse SA sanctioned Indoor competition, this competition is comprised of 4 teams with games scheduled to be played from October - December, at Blackwood Recreation Centre (Friday nights) and Stadium 19 (Saturday afternoon), the Grand Final will be held at Blackwood Recreation Centre on Friday, 15 December 2017. The aim moving forward is to build this to a 6 team competition to be supported by a Women’s league and U15 competition. Thanks to the other board members of Lacrosse SA for their support during the year.

DEVELOPMENT REPORT As Development Coordinator my achievements for this year are the running of our annual SAPSASA events, where we managed to add a third Carnival in the West at the Glenelg Lacrosse club this helped with spreading the load there were 320 students in 40 teams from 5 schools. The Southern one was at the Sturt Lacrosse club where we had 520 students in 65 teams from 10 schools. The Northern one at the North Adelaide Lacrosse club where we had 296 students in 37 teams participating from 7 schools. These events are paramount in getting lacrosse out into our schools as schools are where our future lacrosse players will come from, the carnivals are at the end of many clinics being run in the participating schools. Achper also run sporting carnivals each year during PE week where Lacrosse is a part of and we get to showcase our sport to 10 or more schools from this I have formed friendships with PE teachers and have been given the opportunity revisit their schools to run lacrosse clinics, its all about gaining awareness. This year I ran a Small school competition with 4 schools entering 4 teams each in a 5 week competition which has worked really well. I hope to run more mid week after school competitions in 2018.

Tea Tree Gully SAPSASA sporting carnival was another big lacrosse event again this year – I ran lacrosse clinics for 600 kids from 14 schools in an area which is a gold mine for recruiting. We are continuing to run Lacrosse clinics in the schools of the Tea Tree Gully area where we will be running an after school competition in term 1 2018. We have run clinics with 16000 children being introduced to Lacrosse over the last 12 months therefore Lacrosse is now widely recognised in schools.

I am very happy to advise you that we have been accepted into “Sporting schools’ for 2018 I am a member of the (GAC) Growth Advisory Committee where Sporting schools has been one of our main projects which we have been working on for the past 2.5 years. What this means for us is “Funding” and “Exposure” - We will be able to pay our coaches to help run lacrosse clinics we will be on the Sporting Schools Database which will enable us to get into schools which we haven’t previously been into.

We are still leading the rest of the country with the amount of girl’s teams we have playing in our Winter competition. Whilst we didn’t receive the same result as last year in Winning the U15 National Tournament we need to remember we split our girls into 3 teams as it’s a Development Tournament and games were won and lost by 1 goal margins with our teams beating the two teams that played in the Grand Final.

Team Numbers: U8: 11 (6 north, 5 south, including 4 school teams) U11 boys: 14 (6 north, 8 south, including 2 school teams) U11 girls: 17 (10 north, 7 south, including 6 school teams) U13 boys: 9 (Glenelg and Brighton have 2teams) U13 girls: 11 (6x d1, 5 x d2, including 5 school teams) U15 boys: 5 U15 girls: 9 (including 3 school teams) U17 boys: 4 U18 girls: 7, including 1 School team)

Total boys: 32, including 1 school team 43 Total girls: 44, including 17.5 school teams 44 (U8s: 11, including 4 school teams)

Total: 87, Including 21 school teams.

We are a few teams down from last year but we have increased team numbers in the U8 and U11 age groups - Therefore If we continue to grow at this age group then the players will filter through to the upper age groups.

I believe that the backbone of our sport is our juniors and I am passionate about recruiting more juniors in 2018. I have thoroughly enjoyed my role this past year and look forward to the challenges in the year to come.

DIRECTOR OF COACHING REPORT

It has been a very busy year on the coaching front, with the expansion of the ALA club coach course, a busy representative year and the introduction of the first SA coaches forum.

The club coaches course has been a challenging and rewarding process in 2017. We now have almost 90 accredited coaches here in SA over the past 18 months utilising game based approaches. Financially there has needed to be changes for future courses to allow more funding for additional coach education opportunities such as getting external presenters for the coaches forums and paying presenters for the club coaches course. We will be running a number of courses prior to the season to allow new and existing coaches to become accredited. The SA coaches forum held in conjunction with the senior nationals was a great opportunity to share some of the great knowledge our Australian based coaches have and how this can help to develop our club coaches. This is something that will be further developed in 2018 particularly prior to the season. Together with State Teams Representative we been attempting to streamline the coach selection process to ensure that our representative teams have the best coaches possible. Looking forward, I set the challenge for all clubs to embrace the opportunities that come with the club coach course and the benefits it can provide your players at both junior and senior levels and not to see the education as a burden. However I will remind clubs that LSA will be very strict on requiring accredited coaches with all of clubs team nominations.

DIRECTOR OF OFFICIATING REPORT Season 2017 has proved to be a challenging year mainly due to the loss of a central location for women’s lacrosse, ‘forcing’ them back to club games creating major issues including scheduling and ground availability culminating the domino effect across all facets of the sport which resulted in a logistical nightmare affecting both Men’s & Women’s Lacrosse alike. With this in mind I will begin this report with my public recognition to all Officials that pulled on a black & white or green shirt this year. Officials who adjudicated over multiple games in one day, officials who travelled sometimes between 2 or even 3 grounds in the same day and officials who stood in and volunteered at last minute to ensure no game went un-officiated in season 2017. Lastly, to the administrators and assigners that allocated these tricky schedules, late changes and at times impossible scenarios. This is a thankless job which should not go un-noticed. Congratulations to all on your efforts this year. At the conclusion of my last report, I identified that the focus for 2017 will be Women’s umpiring, and as promised I was able to establish a fully functional consultative committee, now known as the Lacrosse SA Women’s Officiating Sub Committee, an extension of my LSA Board portfolio. This committee have some specific goals that they began to work on and will continue to into the future including:

- Allocation of officials to games. - Recruitment, training & development. - Ranking officials. - Re-development of by-laws, policy & procedure to ensure transparency and fairness of implementation. - Re-vitalising the profile of women’s lacrosse umpiring in South Australia.

Unfortunately, although all clubs and all interested parties were invited to participate in this committee, the response was very limited and the group is currently quite small. Therefore, I call again for all clubs and any interested party to volunteer, provide feedback and actively contribute to the improvement of not only performance but education, administration and advancement of women’s umpiring in South Australia. A HUGE thankyou goes to Kathy Benger for chairing this committee, Tammy Varga for chairing the allocations committee and special mention to Belinda Rowland who took on a massive responsibility during the year along with all other members of the committee. This year the coloured shirt programme was continued with the assistance of the Office for Rec and Sport. This programme has proven and demonstrated results around the training and retention of young and new officials and I will be continuing to work with Rec & Sport to implement and promote this important programme, clubs will be invited to engage in the initiatives offered. This programme also provides training and education for a number of aspects of officiating including a training course developed by the Australian Sports Commission that 4 of our officials will be completing in November. I have also been working hard with the treasurer to secure more funding for training and development opportunities in 2018, it is safe to say there will be an investment and focus on the education and advancement of our officials in 2018 and beyond. There was obvious and measured improvement in general surrounding clubs abiding by LSA bylaws in relation to the nomination and supply of accredited officials for the 2017 season. This compliance was achieved by sanctions to clubs that did not abide by the bylaws and 2018 will continue to see enforcement not limited to nominations and supply but extending to uniform, professionalism, conduct, training and accreditation requirements such as imposed on clubs and players. This attitude will ultimately assist clubs and individuals to grow the game by helping to grow a strong officiating base that will in turn relieve stresses such as scheduling and playing commitments whilst improving the standard of competition. In 2017, South Australia was yet again represented Nationally by Referees, Umpires, Technical Delegates and Assessors at all of the ALA National events and yet again the U/15 National Tournament was used as platform for new and younger officials to experience the next level of officiating and learn from experienced and accomplished officials from around the country. South Australia had representatives in Championship games for all ALA National events which is a testament to our officiating programmes, well done to all participants. LSA continued our affiliation with both QLD and NSW Lacrosse this

year. Both associations have expressed their

gratitude to me for our assistance in helping them to grow their officiating programmes. I’m proud to report that LSA officials are at the forefront of officiating growth

into our newer lacrosse associations, something that we can all be proud of.

Internationally this year, we had South Australian representation at the Women’s World Championships in Guildford, England. We had a contingent of 4 LSA representatives being Rochelle Cox, Kari Borges, Tammy Varga & Martin Kiploks. As I reported at their selection, this is a huge achievement for these individuals and we have a wealth of knowledge and experience in our local ranks that gives us massive potential to continue to grow as an association with some of the best Officials in Australia and the world. I also acknowledge Natalie Owens for her participation at the 2017 ASPACS in South Korea, Natalie is gradually working her way through the ranks as an official and her dedication and commitment is commended. Lastly, recognition goes to Denis Mulroney who will represent LSA and ALA as a Deputy Referee in Chief at the 2018 World Championships in Israel. There are also a number of LSA Officials currently working hard and trying out to participate, I wish them all the best on their selection aspirations for next year. To conclude this report, I need to highlight an issue that is becoming a regular theme for this report across multiple directors. The level of abuse and lack of respect toward lacrosse officials across both men and women’s and all grades is past concern and reached some ugly highs this year. Last year I reported that I believed the attitude was due to a lack of education of the broader community. 2017 was to be a year of re-education to the wider community; however this was clearly not achieved satisfactorily. It is my absolute mission to continue to tackle this prudent issue and I commit to tirelessly work to stop the abuse and disrespect of our volunteer officials. I call on every lacrosse person in South Australia to join me and call out these people by letting them know, their behaviour is not acceptable. I implore the entire community both on and off the field to consider the following: “The behaviour you walk past is the behaviour you accept”. Together with Giulia Marion and Lee Vickery the following areas have been acted upon or are currently being worked on to progress the experience for representative and state teams:

- To improve communication between Lacrosse SA, coaches, team managers and player/parents, handbooks have been implemented and well received. - Coach application forms have been revised to align with coach selection process. - Implemented five teams one community concept to U15 zone teams to promote equal experiences and rapport between teams. - Introduced an agility program with Fast Twitch High Performance Training Centre for U15 representative teams. - Conducted a post tournament survey for all participants in the U15 zone teams. The aim of this was to gain constructive feedback that will allow

us to continue to improve this tournament. - Held an U15 reflective meeting after the U15 national tournament which identified areas of player development that can be worked on. - Aligned U18 women’s trials and U19 Australian Squad to minimise early training commitments and strengthen developmental opportunities. - Identified need to hold senior players forum to discuss representing South Australia at a senior level to ensure best program and experience for

players. - Built an effective working relationship with Sports Centre and implemented a 3 year rotation with playing uniforms to reduce costs for players.
