Collier County Public Schools Vision and Mission: Vision: All students will complete school prepared for ongoing learning as well as community and global responsibilities. Mission: By providing exceptional educational opportunities that motivate and engage each student CTE Mission: The Office of Career and Technical Education (CTE) develops programs and cutting-edge curriculum to address the needs of students entering the job market after high school or those enrolling in technical schools and colleges, community and state colleges, and universities. Background and Overview of Existing Programming: State law requires each school district to create a three-year plan for coordinating CTE programs based on input from community and district stakeholders. The last plan was created in the 2013. Purpose of the Career and Technical Programs:

CTE provides individuals with career-related experiences and job-preparatory instruction through which students attain competencies that are job-specific and academic in nature. These competencies make the individuals more employable and provide the skills necessary to enter a career and to continue effectively in a specific career pathway, as well as provide individuals with skills to enrich their lives.

The Florida Career and Professional Education Act is created to provide a statewide planning partnership between the business and education communities in order to attract, expand, and retain targeted, high-value industry and to sustain a strong knowledge-based economy.

The primary purpose of the Florida Career and Professional Education Act is to:

improve middle and high school academic performance by providing rigorous and relevant curriculum opportunities;

provide rigorous and relevant career-themed courses that articulate to postsecondary-level coursework and lead to industry certification;

support local and regional economic development;

respond to Florida’s critical workforce needs, and

provide state residents with access to high-wage and high-demand careers.

Current Status of the CTE/Workforce Programs:

What are Career-Themed Courses? A Career-Themed Course is an approved program identified by the Florida Department of Education as a Career Education program. Each program possesses a specific course code linked to state benchmarks and standards. A student must complete a certain number of classes to be considered a “concentrator,” however, it is not mandatory for a student to complete the program.

What are Career Academies? Career academies are rigorous small learning communities within a high school that accentuate career preparation and surpass traditional Career Education by integrating academic and technical curricula, raising student ambitions, increasing career options, and providing a meaningful learning context for both college and non-college-bound students. An academy provides individualized support and guidance for students, has standards for student participation, has entrance requirements, and provides out-of-school experiences such as clinical experiences, internships, and other work-based learning experiences. Students must complete a certain number of years and courses that may involve more than just the career area. For instance, criminal justice students take criminal justice classes, but these students may also take law classes offered by the social studies department and/or forensic science classes offered by the science department. Teachers deliver instruction through a coordinated program and are expected to design instructional curriculum and activities that cross over subject area boundaries.

Which student population is served by a Career Academy? Students volunteer for the program and demonstrate commitment through an application process. Because the career academy focuses on a career theme for a field in which demand is growing and high-wage employment exists, students who have an interest in the particular career focus will be drawn to the program. Students planning on entering the workforce or college will benefit from a career academy focus. How does a student choose a career focus and select a Career Academy? Students in the ninth grade may take a course in introductory technology skills that requires career research and includes an assessment of potential career paths. In the introductory course, students explore career academy options, postsecondary training options, and college or university study. A student initially may elect to apply for a career academy only to change focus at a later date. The core curriculum, which meets high school graduation requirements, is covered in every career academy. The academies’ differences arise within their elective requirements and within the academies’ respective sequences of career and technical education courses along with other elected courses that complement the program. Requirements for Career and Professional Academies

Provide a rigorous standards-based academic curriculum integrated with a career curriculum

Include one or more partnerships with postsecondary institutions, businesses, industry, employers, economic development organizations or other partners from the local community

Promote and provide opportunities for students to attain, at minimum, the Florida Gold Seal Vocational Scholarship award

Provide instruction in careers designated as high skill, high wage and high demand by the regional workforce development board, the chamber of commerce, economic development agencies, or the Department of Economic Opportunity

Provide academic content through instruction relevant to the career

Offer applied courses that combine academic content with technical skills

Provide instruction resulting in competency, certification or credential in workplace skills

Offer articulation with postsecondary institutions

Coordinate with middle schools to inform middle school students about secondary and postsecondary career education programs and academies

Current Articulation Agreements Collier County Public Schools currently enjoys articulations with Embry Riddle University, Florida Gulf Coast University, Florida South Western State College, Hodges University, Keiser University, and Rochester Institute of Technology. Statewide articulations are also available for a variety of statewide post-secondary programs based upon completion of specific industry certifications. Current articulation agreements can be found on the District website at http://www.collierschools.com/Page/1294, Requirements for Career Pathways/Program of Study The requirements are:

Integrates academic and CTE instruction and utilizes work-based and worksite learning experiences

Provides technical preparation in a career field including high skill, high wage, or high demand occupations

Builds on student competence in technical skills

Leads to technical skill proficiency, an industry recognized credential or a certificate

Encourages CTE students at the secondary level to enroll in rigorous and challenging courses in core academic subjects

Career and Professional Education Strategic Planning Team:

Whitaker College of Engineering Florida SouthWestern State College Golden Gate Middle School, CCPS Greater Naples Chamber of Commerce Immokalee Technical College Lely High School, CCPS Lorenzo Walker Technical College NAF Academy Advisory Board, CCPS Southwest Florida Workforce Development Board Process Used: The work group began meeting in October, 2015. This work group reviewed the legislation, identified data needed, and identified potential partners from the schools and community. These participants continue to receive the information regarding future meetings, the minutes of meetings held, and all handouts. The first meeting involved laying the foundation for the work of the committee and included a brainstorming session to answer the following questions:

What does an aligned career and technical education program look like?

What programs should be offered? Using the suggestions from the activity above, the work group began its work through sub-committees to:

Analyze existing data regarding high-wage and high-demand occupations needed in southwest Florida and match the future programs in the school district more closely with the economic needs of Collier County

Analyze student interests and match the future programs in the school district closely with the characteristics of the student population in the county.

Develop a three-year Strategic Plan that aligns our programs and offerings from middle school to high school to postsecondary institutions

Align what is offered to students with what they will be facing in the workforce

Create an overall plan that includes the dual enrollment component of Career and Technical Education at Immokalee Technical College and Lorenzo Walker Technical College.

For the previous plan, the school district hired a strategic plan developer to assist with the process. This consultant held focus group discussions with school-based administrators, district administrators, and individual community members. The results of these discussions and the work of the committee were synthesized into goals and indicators and used as the basis for the ongoing plan.

Goals and Indicators for 2017-2019 Goal 1: Increase and expand all students’ interest in, exploration of, and preparation for

career choices.

Indicators:

Implement a comprehensive career development program including career information access for all elementary and secondary students

Integrate elementary curriculum with career planning and awareness content

Increase career-related activities including internal, experiential, and research-based activities

Increase opportunities to earn industry certification in CTE courses, elective courses, and/or academic courses

Provide the opportunity for students to maintain career interest information across school and grade levels

Collect and review district data on student career and program interests

Goal 2: Provide clearly articulated career pathways leading to Career or College

Readiness.

Indicators:

Clearly articulated career or college pathways through CTE and career-themed courses

Alignment of career-themed courses with needs of all stakeholders

Implementation of procedures for new career-themed courses

Implementation of program evaluation for current career-themed courses and revisions based on results of program evaluation

Increase of student enrollment in career-themed courses

Expansion of career-themed courses to underserved populations

Increased opportunities for higher level career-themed courses with honors, advanced placement or dual enrollment credit

Goal 3: Develop and support rigorous, relevant, and related academies in middle and high

schools for all students.

Indicators:

Clearly articulated process for implementing and supporting career-themed courses

At least one STEAM academy in each traditional high school

Active involvement of career based District Advisory Boards

Increase funding to support the expansion of career-themed course offerings

Increase collaboration between elementary, middle, and high school administration and counselors to enhance transition strategies into career programs at the next level

Engage parents in career planning opportunities

Goal 4: Create opportunities for students to achieve workforce and college preparation

skills through technical and postsecondary courses in order to give them a head start on

their career paths.

Indicators:

Articulation agreements with accredited postsecondary institutions in southwest Florida

Increase in funding for post-secondary programs and accelerated learning opportunities for secondary students

Implementation of marketing strategies to inform the community of the District's post-secondary opportunities

Goal 5: Increase community engagement in and support of Collier County Public Schools’

career programs and students.

Indicators:

Increase community engagement in and support of providing opportunities for students to participate in career related experiences

Increase involvement of business and community resources and personnel

Increase enrollment of college-bound students earning the Gold Seal Bright Futures Scholarship.

Active involvement of a NAF District Advisory Board for oversight of Academy implementation

Goal 6: Increase capacity of schools (including career counselors and academy teachers) to

fully integrate both career skills and academic standards throughout all curricula and

programming.

Indicators:

Implement a professional learning plan to support, encourage and provide opportunities for instructors to continue expanding credentials and knowledge of industry with a focus on industry certifications

Provide professional learning to support teachers in acquiring certification or teacher externships in order to stay current with emerging professions

Provide professional learning for secondary school counselors in the area of career-themed courses leading to industry certification

Provide professional learning for school staff in the area of careers focused on planning and preparation

Provide professional learning for teachers to increase the pool of available technology education teachers

Goal 7: Communicate a clear vision and develop strong infrastructure to support schools and staff to help students successfully achieve their career goals. Indicators:

Student Progression Plan includes career-themed courses and programs (FLVS CTE, District technical colleges, dual enrollment opportunities, substitution for practical arts, substitution for core graduation requirements)

Establish policies and procedures for distribution of revenue earned from the state for the awarding of Industry Certifications

Implement scheduling practices to maximize opportunities for students to enroll in appropriate career-themed courses and programs

Expand access to technology enhancements to enable all students access to high level computer and technical skills including, but not limited to, industry certifications related to digital technology, business technology, engineering technology, and computer coding
