meeting of Sub Committee for Operation and Protection (SOAP)
held at SLDC, Raipur on 28.11.2017
The 35th
meeting of Chhattisgarh State Operation and Protection Sub
Committee of SGCC was held on 28th
November 2017 at SLDC Conference
Hall. The list of participants is enclosed in Annexure-I.
Shri B.R.Soni, Chief Engineer welcomed all the participants of 35th
SOAP meeting.
Confirmation of minutes
No comments have been received from any office. Therefore
minutes of 34th
SOAP meeting is hereby confirmed.
Sub Committee agreed and noted.
Item no. 1 Review of system operation during the month of November 2017:
Presentation and the performance of Thermal Stations and
Transmission System by SLDC, is enclosed in Annexure-II.
Sub Committee noted.
Item no. 2 State Energy Account (SEA) Data:
It is requested to the O/o CE(S/s:O&M) CSPTCL and O/o CE
(RA&PM) CSPDCL to submit the required data by 25th of every
month for the calculation of Transmission Loss and the same can be
discussed during the meeting. The data for the month of October 17
was received on 28th and after the meeting as such the loss of oct17
could not be calculated & discussed in the meeting.
As regard the revised Transmission loss for Mar17, SE (S/s:O&M)
has confirmed that the data of their end has been again verified &
found in order.
Item no. 3 Outage planning for the month of January 2018 & February 2018:
Outage planning of Transmission feeders, Power transformers for
the month January 2018 & February 2018, submitted by O/o CE
(S/s: O&M) is enclosed in Annexure III.

The members of the committee were apprised that
RLDC has exempted the following transmission elements of
Chhattisgarh state for shutdowns in OCCM but WRLDC needs to
be intimated before the shut down.

Item no.4. Status of FGMO { Free Governor Mode Operation } in thermal
units as on 28.11.2017:
The FGMO of unit no.3 of KWB is out from a long time. The
necessary action being taken by the authorities of KWB shall be
appraised in next meeting.
SE(ET&I) Marwa TPS has confirmed that RGMO in both units has
been put in service.
For providing signal for Monitoring of Restricted Governor Mode
Operation (RGMO) at SLDC for ensuring grid security and proper
operational guide lines by concerned grid operators, no reply has been
received from any of the stations. In Marwa TPS, their representative
has intimated that this information can be provided to SLDC in OPC
protocol. SLDC has expressed their inability to accept signal in this
format as SLDC SCADA system accepts only in IEC 870-5-101 or IEC
870-5-104 only. However the was discussed with WRLDC and other

generators of NTPC and IPPs. They have extended the RGMO/FGMO
contact/signal from the C&I panel to any of BCUs spare contacts, This
way the signal can be extended to SLDC. Similarly for Generator unit
generation MW/MVAR can be fetched from energy meters over
MODBUS protocol to the gateway DS400 already working.
Other stations of CSPGCL are also requested to come out with their
plans for extending signal of RGMO/FGMO to SLDC without much
delay.
RGMO/FGMO response for 4 events has to be
submitted for CG State generator. The same was forwarded to the
representatives of respective stations on dated 17.11.2017.on
22.11.2017, pictures from DSPM stations have been received but from
these pictures the exact amount of relief cannot be ascertained. All
stations are requested to submit the Load Vs Freq in excel sheet with
minimum resolution of 1-Min or less.

Item no. 5. Status of AUFLS {Automatic Under Frequency Load Shedding} and
df/dt relays as on 28.11.2017:
The present availability of relays for AUFLS needs to be certified
by one circle for others. E.g, Bhilai circle will certify the relays in
Raipur circle, Raipur circle will certify the relays of Bilaspur circle
and similarly Bilaspur circle will certify the relays of Bhilai circle.
The certificate from Bilaspur circle has only been submitted.
Certificates from Raipur and Bhilai circle are still pending.
In the meeting it was decided that if due to any reason, certification
of inter circle is not possible then certificate for own circle can be
submitted.
CSPDCL will have to provide the telemetry of 33 KV/11 KV
feeders at their stations.

Item no.6. Details of new transmission lines, transformer or any other
transmission elements to be charged in January 2018 & February
2018:
The representative from O/o CE (S/s: O&M) has intimated that an
additional transformer of 160 MVA at 220 KV S/s Bishrampur in
January 2018.
Sub Committee noted.
Item no.7. Status of Protection Audit report:
It was requested to the O/o C.E. (S/s: O&M), CSPTCL, Raipur, O/o
ED (O&M: Gen), CSPGCL, Raipur, O/o ED (Gen) DSPMTPS,
CSPGCL, Korba East, O/o CE (Gen),CSPGCL, Korba East for the
timely submission of compliance of Protection Audit
Deficiencies/Observations.
It was also decided in the meeting to conduct
protection audit at 400 KV S/s Marwa in last week of December
2017 with a group consisting of following :-
1. M.L Prajapati EE(Testing) O/o CE(Gen) Korba East,CSPGCL
2. Manish Banchor EE(MRT) O/o SE (S/s: O&M) Bilaspur,
CSPTCL
3. A representative from NTPC KSTPS
Miscellaneous : EE(Raita)400 KV S/s has reported
1. High loss in 400 KV Marwa- Raita lines due to problem
suspected in CVT at Marwa. This issue needs to be resolved
by CE(Gen) MTTPS Marwa.
2. Auto reclosing of 400 KV Raita-Marwa not operated .
Date & Venue of next meeting :
The 36th
SOAP meeting is proposed to be held on 28th December
2017 (Thursday) at SLDC Raipur. The time of meeting will be
from 12:00 hrs sharp.
