Dear Residents,

Season’s greetings and happy holidays! This is one of my favorite times of the year because it’s a chance for the community to come together as friends and family, and truly celebrate our community. It also gives us a chance to refl ect on the year and be thankful for what we have. I for one, am thankful for my friends and family, but also the opportunity to serve the residents of Glendale Heights every day.

I am very proud of the growth of our community over the past year. We have seen a strong push of development with a number of projects that have been taking place and completed. The intersection of Bloomingdale Road and Army Trail Road has seen the most growth over the past year with the opening of the new Shell Gas Station,

complete remodel of the Burger King and lastly, a brand new Dunkin Doughnuts and Baskin Robbins. The former Dominick’s on Army Trail Road has started construction, and will consist of several new stores with a redesign of the facility. We encourage all of our new businesses to get involved with the community by joining the Glendale Heights Chamber and volunteering at our many events and programs throughout the year. Volunteering as a business is great networking and marketing, but also helps build comradery amongst your coworkers!

On Veterans Day, Saturday, November 11th at 11:00 am, we will be honoring our brave men and women who have served our country at Veterans Memorial Park. Join us as we thank them for their service to our great country. The holiday season will offi cially begin as we hold our annual Tree Lighting Ceremony on Monday, November 27th at 7:00 pm. We will be joined by our guests of honor, Mr. and Mrs. Claus, as we illuminate the Village Campus with the spirit of the holiday season! On Monday, December 4th at 6:30 pm, everyone is invited to the Historic House for fresh baked cookies and tours at our Victorian Christmas. On Saturday, December 9th from 9:00 am to 11:30 am, get one last chance to tell Santa what is on your wish list for the holidays at Breakfast with Santa held at Glendale Lakes Golf Club. Don’t forget to mark your calendars for Friday, December 1st for sending your holiday cards in for military personnel to wish them happy holidays. Lastly, all Christmas Sharing gifts are due Friday, December 8th to help spread holiday cheer to those who are less fortunate.

I encourage everyone to give back this holiday season, and think of those who can’t spend the holidays with their loved ones. Giving one card or one gift can make the world of diff erence to those who need it most right here in Glendale Heights or on the other side of the world serving our country. On behalf of the entire Village Board of Trustees, we wish you and your family a wonderful holiday season, and a healthy, happy and prosperous New Year!

Spread holiday cheer to individuals and families fi nancially unable to purchase gifts or a holiday meal for their family this season. The Village of Glendale Heights Christmas Sharing Committee is in need of your help! Tree gift tags listing wished for items will be decorating trees located on the 1st fl oors of the Civic Center Complex, the Sports Hub and the Senior Center, beginning November 17. It is the Committee’s goal to have a bare tree for the holiday season, so that all family members pre-registered in the program receive a gift.

Please attach the gift tag to your unwrapped gift donation(s) and return it to the Civic Center or the Center for Senior Citizens on or before December 8th. The Christmas Sharing Committee relies on the continued generosity of the community to help them meet the needs of every family who qualifi es for assistance. Volunteers Needed!Looking for volunteers to help with senior tax preparation

AARP Tax-Aide is looking for volunteers to help seniors in the Glendale Heights area with federal and state tax preparation. No previous tax experience is necessary, but good computer skills are required. Volunteers receive IRS training materials, attend mandatory training in January and must satisfactorily complete a test to become IRS-certifi ed tax preparers. Volunteers must be able to commit to 3-4 hours once a week during the tax season, February – April, 2018. If interested, please complete online an application at www.aarp.org/taxaide.

The Utilities Division has been very suc-cessful in the completion of two capital projects, which included a large num-ber of spot sanitary sewer and manhole repairs, sewer main lining, as well as lateral connection replacements and grouting.

The other major project completed was the rehabilitation of the East Burdette Water Tower including modifi cations to be compliant with OSHA standards, and a new mixer system being added to improve water quality.

Utilities Division Update

Flood Mitigation Project CompletedThis year the Village completed an important fl ood mitigation project that will provide relief to businesses at Glendale Square and the homes surrounding James Court Pond. James Court Pond was dredged and dug deeper to provide the original fl ood storage, and two new ponds were created for additional fl ood storage at the intersection of 2nd Place and Highland Avenue. This project was completed in part with funds from FEMA and from a Community Development Block Grant that was administered by DuPage County.

James Court Pond also underwent beautifi cation improvements, with the addition of new limestone outcroppings, trees, water plants, and a walking path around the pond. The pond was also restocked with native fi sh.

New Peterbilt Leads Repaving Program

Street Sweeping Continues through NovemberTo enable an effi cient and eff ective street sweeping schedule, the Village has been divided into four zones. Parking on streets will be prohibited during the months of April, May, October and November between 8:00 am and 4:00 pm on one specifi c day each week in each zone. Color coded "No Parking" signs have been posted throughout the Village. For more information or to see a map of each zone, please visit www.glendaleheights.org.

With the change of seasons come changes in operations in the Fleets Division. The newest heavy-duty 5-ton dump truck, a 2017 Peterbilt, took the lead during this seasons repaving program. This is the fi rst Village owned dump truck specifi cally designed for paving and haul-ing asphalt. The truck worked fl awlessly during the paving season and is now being prepared to do double duty as part of the snow and ice fl eet.

Fleets would like to remind residents to prepare their own vehicles for the cold months ahead. Keep the washer fl uid full and check it often, as usage increases while removing salt or morn-ing ice off the windshield. Keep the fuel tank at least half-full to avoid fuel contamination and icing of the fuel. Check the tires; replace them if the tread is low or uneven. This is important to ensure proper grip in snow or ice conditions on the pavement. Have the battery tested. This service is often free at many of the auto-motive parts retailers located throughout Glen-dale Heights. If the battery is marginal, have it replaced and recycle the old battery.

Water Pollution Control FacilityThe colder weather can cause a wastewater treatment plant (WTP) to have issues almost overnight. Bacteria do not reduce BOD (biological oxygen demand) or reproduce as eff ectively during the colder months of the year. They generally favor temperatures between 68 and 95 degrees fahrenheight, which is why WTP upsets tend to be more problematic during the winter because the bacteria to be less active. While temperatures cannot be fully controlled within a plant, there are a few things you can do ahead of time to ensure your system is as healthy as possible during the winter to boost microbial activity. One way to ensure a healthy plant during the winter is to keep higher amounts of bacteria in the system. This will help break down the incoming BOD and keep the plant in compliance with State and Federal Regulations.

Parking on Sidewalks - Within any sidewalk area, residents may park on an owner’s drive-way or across the sidewalk between the hours of 10:00 p.m. and 7:00 a.m. or within 24 hours after a snowfall of 1 inch or more has occurred from November 1st through March 31st.

Project Blue LightProject Blue Light began as a simple gesture. The color blue is symbolic of peace. The Village of Glendale Heights is asking residents to consider decorating at least one piece of your landscape or one window with blue lights during the holiday season. By displaying your blue lights, you will be sending a dual message: that you support America’s peacemakers and that you hope the coming year will be a year of peace. Project Blue Light began during the holiday season in 1988 when Mrs. Dolly Craig of Philadelphia, PA wrote to Concerns of Police Survivors (C.O.P.S.) that she would be putting two blue candles in her living room that holiday season. One for her son-in-law, Daniel Gleason, who had been killed in the line of duty on June 5, 1986, while serving the Philadelphia (PA) Police Department, and the other for her daughter, Danny’s wife, Pam, who was killed in an automobile accident in August 1988. Danny and Pam had six children. COPS adopted this idea as a way that every-one could honor the offi cers who serve and protect us while remembering those who have been killed in the line of duty. Project Blue Light now burns bright in the hearts of many of the nearly 15,000 surviving families of America’s fallen law enforcement offi cers during the holiday season and throughout the year.Since Project Blue Light was introduced, it has been embraced by many law enforcement organizations and their families. Please show your support for law enforcement offi cers who serve and protect every day of the year with a blue light this holiday season. Holiday Shopping Safety Tips:

The Glendale Heights Police Department is asking residents to please check on their relatives and friends to assure they are not in need of assistance due to the extreme weather conditions. Glendale Heights has a warming shelter in place and is ready to assist the needs of our residents should the need arise. For information, call the Glendale Heights Police Department's, non-emergency number 630.260.6070. As a reminder, in ANY emergency you should always call 9-1-1 for immediate assistance.

During periods of extreme weather, the police department will activate its Senior Call list to check on senior citizens. Seniors or their family members may ask to be placed on this list by picking up a form from the Glendale Heights Cen-ter for Senior Citizens or contacting the Glendale Heights Center for Senior Citizens at 630.260.6050.

Extreme Winter Weather Warnings

As the holiday shopping season is upon us, please take time to ensure you have a safe and happy holiday season. As you fi nd time to shop, please be mind-ful of the following safety tips:• Be aware of your surroundings. Look for suspicious persons, etc. when you are in any area.• If shopping late in the day or after dark, park in an area that is well lit. • Don't leave cell phones, purses, or any other item of value in your parked car where they can be seen. Always conceal these items.

On average, nearly 20 people per minute are physically abused by an intimate partner in the United States. During one year, this equates to more than 10 million women and men. 1 in 3 women and 1 in 4 men have been victims of some form of physical violence by an intimate partner within their lifetime.

Each year during the holiday season, the Glenside and Bloomingdale Fire Protection Districts participate in the statewide “Keep the Wreath Red” program. The program starts when the Fire District illuminates a Christmas wreath with all red bulbs on the fi re station. During the holiday season, if there are any fi res related to decorations, a white bulb will replace a red bulb on the wreath. We ask everyone in the community to help “Keep the Wreath Red” by keeping some important safety tips in mind this holiday season.

• If you use a live tree, be sure to choose a fresh tree that is not shedding needles and keep it well watered.

• Make sure Christmas and Hanukkah lights are labeled by a testing laboratory. Replace any worn sets or those with loose connections. Outside, use lights labeled for outdoor lighting. Always unplug everything before going to bed or leaving home.

• Do not use candles in decorations or displays. Keep them away from curtains or other combustible materials and never put them in windows or near exits. Keep candles out of the reach of small children.

With the cold temperatures approaching, some residents fi nd it convenient to go out and start their vehicles to allow them to warm up, or they leave their vehicles running while they run into the convenience store for that cup of coff ee. No one likes to get into a cold car. However, most vehicle thefts are crimes of opportunity, so don’t make it easier for thieves to steal cars. If you must warm up your vehicle, stay with your vehicle. If you are out running errands and run into a store or business, please shut your vehicle off and lock it. Remember, it is illegal to leave your vehicle running and unattended.attended.

The Offi ce of Administrative Services reminds businesses that the deadline for renewing their annual Village Business License is December 29, 2017.

A Business License Renewal form, inclusive of information regarding your business, will be mailed early November to the business addresses on fi le. Upon receipt, please carefully review, complete as needed, and return the form with payment by the due date to the Village of Glendale Heights, Attn: Business Licenses. If you have not received your Business License Renewal form by November 30th or have further questions regarding the renewal process, please contact Administrative Services at 630.260.6000.

There will be no yard waste pickup from December - March. The fi nal yard waste collection for the season is sched-uled during route pick-ups, following Republic Ser-vices' Refuse & Recycling Holiday Collections for the Thanksgiving Day Holiday.

Yard waste such as leaves, grass clippings, twigs, branches, brush and other plant material are collected from single-family residences on the same day as solid waste and recycling between the months of April and November.

However, changing workforce demographics and busy schedules requires a change in the way we think about volunteerism. The Mayor’s offi ce launched a volunteer initiative program (VIP) to revamp our connections with community volunteers and promote new ways of enhancing the volunteer experience for all ages. The goal of the VIP program is to provide varied and fl exible opportunities designed with the busy household in mind.
