Greetings Chapter Members, Spring is in the Air! We had a fantastic Procurement Month, I am thrilled to report that this has been our most successful Speed Buying Event yet! Thanks to the efforts of our membership and the support of the vendor community we raised over $5,000 toward charitable contributions. Congratulations are in order for Angela Thomas winner of the Forum First Timer Scholarship and Jessica Graham, winner of the Emerging Professional Forum First-timer Scholarship. Each were awarded $2,500 toward registration, travel and expenses for NIGP forum in National Harbor. This has been a great year of giving back to the membership and we are excited to have great representation at NIGP Forum. The Board is currently putting together a submittal for Chapter of the Year and we are hopeful to celebrate this victory together.

As we approach the end of April the festivities are not over – like any good holiday Procurement Month is creeping well into April. Registration just closed for our Third Annual Family Day. Since our Orlando City Soccer Inaugural game was such a success we are hosting a similar event (Tailgate + Game) to support the Orlando Pride Inaugural Game. The Orlando Pride is our first female professional soccer league joining the Orlando City Soccer Club family. This will be another historic event for Central Florida and our attendance solidifies our presence in the community.

I am excited to announce that our Student Scholarship Committee is reaching out to local High Schools and Colleges to solicit deserving candidates for two $1,000 scholarships. The intent of this program is to engage your professionals to consider a career in procurement. As our agencies continue to experience increased retirements developing new talent is a top priority. Look out for the scholarship application and encourage your children, friends and young associates to apply. Our internship/externship committee is also hosting (4) students in May for short externships.

Finally, I want to encourage everyone to take a moment and thank your co-workers and colleagues who volunteer to keep this association moving forward. This year we have filled 90 volunteer slots on committees and task forces and that doesn’t count episodic volunteering. I takes a village to keep the momentum going and every one of us is demonstrating our commitment. Kind Regards,

Welcome to May!

It's hard to believe that spring/summer is here already. We are gearing up for a lot of activity the next few months. Join us for the May meeting, which will be in Clermont. Joanne Flick will be speaking on Consultants’ Competitive Negotiations Act, the CCNA, and how it governs selection of architects, engineers, landscape architects, land surveyors, and design-builders. We’ll review the requirements for solicitation and selection as well as the use of continuing professional service con-tracts. “If you procure these professional services, this is a must-see presentation!” You won't want to miss this meeting. July Summer Symposium scheduled for July 15 is going to be awesome! Suzanne D'Agresta will be one of the four speakers and she will be speaking on Recent Changes of Interest in Public Procure-ment: The 2016 Legislative Session and more. We will have someone from the US Department of Labor, and two others speaking on Florida Surety Bonds and Insurance for Contracts. You definite-

ly won't want to miss this informative day! NIGP Forum is coming up in August in National Harbor, Maryland. I hope some of you get to go! It's an awesome confer-ence and the networking is amazing. I will see you at the May chapter meeting!

Happy springtime! May, a time for new buds and flowers!

Our Chapter’s Procurement Month celebration Speed Buying event on March 18, 2016 was a suc-cess! Thank you to all who attended! Our attending members totaled 48 and attending vendors totaled 40, though 49 paid. Revenue from vendors totaled $4,655.00, before expenses. Way to go for charity fundraising!!!! Our Annual Family Day event supporting the Orlando Pride Soccer Team on at their opening home game, April 23, 2016, sold out in two days! Please let the CFC NIGP Board know if you have suggestions for next year’s Family Day.

Our next meeting is May 13, 2016 in Clermont, FL. Joanne Flick will present. New location, great speaker . . . this is an event you do not want to miss! Sign up today on our website, if you have not already signed up. I look forward to seeing you there!

I was happy to hear about all the events in March in honor of Procurement Month. Here at the School District of Osceola County we had a pizza party on Wednesday March 9, 2016 to celebrate Procurement month.

Celebrate Procurement Month and Learn! By:

And the answer is . . . Yes! That is correct and you win the prize! The County of Volusia celebrated Procurement Month the week of March 21 – 25, 2016. Our division separated into four teams. Each team was responsible for an event on the assigned day during that week. This was a short week 4 days = 4 teams! The objective was to be creative and have fun with this!

On day one, the “Sweetest Team” executed a note card scavenger hunt! Forty five note cards were hidden around the office with administrative and procedural questions written on them. Once found, and a correct answer provided to the Director, a prize would be won (lottery tickets, bubbles, etc.)! Questions ranged from who needs to sign a particu-lar document to who manages a particular procure-ment team. This team began our day with donuts. Cupcakes with dollar signs completed this first day celebration!

On day two, the “Best Team Ever” executed a picture scavenger hunt where a team of two (or individual) must take a picture of at least one team member with the item/person. Questions focused on projects facilitated in our division such as “having an issue getting in the building? Pam did a RFP for this in 2011” (secure access) or “all new employees can treat their bottoms to a home thanks to Kathy” (furniture). The first team finishing the pic-ture scavenger hunt won Berryville, frozen yogurt, gift certificates. This challenge was completed in record time, and before Taco Tuesday lunch time festivities!

Celebrate Procurement Month and Learn!

On day three, the “Preeminent Group” staged a Jeopardy Game. The remaining office staff was separated into two teams. The winning team won Berryville gift certificates! (I see a trend!) The categories included 1) parks, recreation and culture, 2) knowledge of our own Andrew Kokitus, 3) risk management/personnel, 4) contracts, 5) how to, 6) agenda items, 7) specifications, 8) who, what am “I”, 9) numbers, 10) guess who. This was a very spirited contest with lots of fast answers and laughter! The cheese, cracker, and fruit platters were also a big suc-cess!

On day four, the last day of our celebrations, “Team One”, began our day with breakfast brain food – bagels and cream cheese! Here they introduced the game of the day, “Go Pro Bingo”! This was a game one could do at their leisure. Complete a row and your name was entered into a draw-

ing. The more rows completed, the more times a name is en-tered. The approach was a bit different as there were questions and tasks to complete. Some questions could have different answers;

for instance, look up one history fact of procurement. NIGP questions/tasks were about our local chapter, N-Site, and Forum! One had to appre-

ciate the middle task on the bingo card, clean your workspace!

With our 2016 Procurement Month smiles, pictures, and memories, the County of Volusia Purchasing and Con-tracts Division ended the celebration with Good Friday as a day off! We thank our Director, Jeaniene Jennings, for making this week possible! While the objective was achieved, we also accomplished reinforcing our knowledge base of our division, processes, and projects. We also had the opportunity to learn a little bit more about each other and strengthen our teamwork!

Good morning,

Recently, the Professional Development team within State Purchasing has received numerous requests to provide on-site training courses for the Florida Certified Contract Manager program. Unfortunately, we are currently unable to fulfill these requests. As you may be aware, almost all of our training resources are being directed to meet a statutory man-date, which dictates the certification of a large volume of state agency employees before the end of 2016.

We recognize and value our partnerships with local and municipal entities, however, and we have tried to accommodate our partners through a waiting list for the FCCM course. Using this waiting list, we have been able to certify or re-certify a handful of our local and municipal partners, and we are aware there are many more waiting.

To address your issues and concerns, we have decided to extend the expiration date for any current FCCM who is em-ployed by a local or municipal entity through June 30, 2017. We believe this timeframe will provide us with ample op-portunity to continue our waitlist process, as well as schedule training sessions with more of an emphasis on including our local partners.

Please share the extension of expiration dates with your chapter members and any entities who might benefit from the information. Thank you again for your time and patience with us.

LEGISLATIVE UPDATES New Legislation Impacting Procurement

By: Juliet Misconi, CPPB, Legislative Updates Task Force Co-Chair

The 2016 Florida Legislative Regular Session closed on March 11, 2016. This was a very active session! The Legislative Updates Task Force monitored 36 bills in both the House and Senate this year. Of those, 10 were approved and became effective as law. Topics include: public records and public meetings; trade secrets; online procurement for School Districts; scrutinized companies; and public-private partnerships.

I strongly encourage all of you to review the content of these bills, which can be easily accessed from the Florida State Senate’s website www.flsenate.gov (Bill search at top of page) and from the Florida House of Representatives website www.myfloridahouse.gov (click “Bills” from top menu). From both of these sites, you can search by Bill number to quickly pull up the bill text. In addition, the Task Force has created a list of approved bills with a summary of the impact, which can be accessed on the Chapter’s website. Please visit the CFCNIGP member site, under “Documents and Files,” then “Legislative Updates.” There have also been some good discussions on NIGP’s NSite under “Florida Issues” about House Bill 273, relating to the requirement to in-clude the public agency’s custodian of public records in each contract for services (for contracts entered into or amended on or after July 1, 2016). Would you, or someone from your office, be willing to join us on THURSDAY MAY 26, 2016 from 8:00 to 4:30 as a matchmaking partner for our annual "Government Contracting Matchmaking'?

The goal of the annual FSBDC at UCF Matchmaking event is to give our government contracting clients the opportunity to meet with agencies and prime contractors to explore their opportunities. Plus it gives agencies and primes in the area an opportunity to explore the ideas and capabilities of small businesses in Central Florida.

Some details about the event include:

(1) The event is going to be held at the National Entrepreneur Center (NEC) in The Orlando Fashion Square Mall;

(2) Each participating organization will be assigned one table with 3 or 4 chairs and a sign indicating your or-ganization. You are welcome to bring your own table clothes and table top signage;

(3) We ask that you have someone available for the duration of the event that will run from 8:00 to 4:30 (subject to change);

(4) Clients will be assigned to meet with you for 10-15 minute increments;

(5) As much as possible if you could have a purchasing forecast available that would be most appreciated.

We will certainly accommodate special requests as much as possible as we know some agencies can only be available for a portion of the day and some agencies request tables for their partner agencies and primes. Just let me know if you have any special requests.

Our capacity for participating agencies is limited, and we know our clients would very much appreciate your en-tity being represented, so if you could please get back to me with an email confirming your interest one way or another as soon as possible that would be very helpful.

The Partnership Development committee’s purpose is to develop partnerships with other organizations that are mutually beneficial to our members and to the strategic partner. The first partnerships are anticipated to be with Toastmasters and with the Florida Chapter of the Design-Build Institute of America (FLDBIA).

Your chair, Joanne Flick, is busy learning as much as possible about strategic partnerships and exploring each organiza-tions’ mission to understand how our Chapter’s mission meshes with theirs. The expectation is that the partnership with Toastmasters will help to assuage the common fear of public speaking, resulting in more effective public communication,

and encouraging and enabling more members to share their experiences and knowledge in a presentation at a chapter meeting, at the FAPPO Conference, or at NIGP National Fo-rum. The FLDBIA has been very proactive in promoting their educational opportunities for public owners who are actively involved in or just considering using design-build. It’s ex-pected that a formal partnership will result in more opportuni-ties, perhaps at an even lower cost that currently offered.

There’s a new committee in town!

Community of Hope Brevard is having their 3rd Annual Fundraiser on October 14, 2016 in Mel-bourne. Greg Pallone from Channel 13 News will be the MC for this event!

As part of our outreach to the community, our committee is seeking donations for a chapter spon-sored silent auction basket for this event. The theme for our basket is SOCCER and we would like to fill it with soccer relat-ed items such as tickets to Orlando City Soccer games (both the Orlando and Melbourne teams), OCS ball-caps, t-shirts, scarves, soccer balls, etc. Additionally, we could add some snacks suitable for tail-gating or taking into a game. Be creative! The committee will be requesting free tickets from Orlando City Soccer; however, should that fall through and you feel gen-erous and would like to donate money so we can purchase tickets—that would be awesome!!

Donations will be accepted at the May and July meetings. Thank you for your generosity!

LEAN SIX SIGMA GREEN BELT

CONGRATULATIONS 6 YEAR CFC NIGP MEMBER DONNA G. VILLINIS

In March of 2016, Juliet Misconi from the City of Palm Bay became certified as a Lean Six Sigma Green Belt prac-titioner. Lean Six Sigma (L6S) is a globally recognized methodology for continuous process improvement. L6S emphasizes statistical analysis to identify and reduce process variability and scientific management to increase productivity and quality of outputs. In order to become certified, Juliet completed 87 hours of online course-work, quizzes and exercises; five final exams; a comprehensive project for the City which reduced the process time and increased the efficiency of the Surplus Property Disposal program; and a six-phase final report demon-strating the use of the methodology on the project.
