On behalf of Sports Taekwondo Australia Limited,
myself and Joelie Chisholm extend a very warm invitation to you to participate in our third Australian
National Taekwondo Championships, which will be held in Bendigo Victoria, this coming August.
The third National Championships for Sports Taekwondo Australia Limited will also be a first. It will be the first event to be held in a regional City. We are very excited to be working with Bendigo Council in staging the event and we thank them for their generous support. The 2016 Australian National Taekwondo Championships will offer both colour belt and black belt divisions for poomsae and sparring, and provides the opportunity for our members to challenge themselves against Australia’s best athletes from all states. The event will also serve as sparring selections for all age groups to the 2016 Greater Oceania Continental Championships in October and for the Junior World Championships in November. The inclusion of Para-Taekwondo at the 2020 Paralympic Games means Para-Taekwondo will continue to grow in popularity. To foster its development and to give our athletes access to competition we are thrilled to offer a Para competition in both sparring and poomsae. These National Taekwondo Championships are positioned to be the premier national level taekwondo event in Australia this year and you will find all the information needed for registration within this general information package. Lastly, thank you to all the volunteers, referees and officials who have dedicated their time to make these events possible. I look forward to seeing as many of you as possible in Bendigo.

Entry form Declarations are to be co-signed by Head Instructors and presented at the time of registration when player cards will be provided.
Where applicable all entries must be approved by State Team Managers who will be forwarded a list of entries following the closing date, for verification against State Selection Results and State Team lists.
Entries will only be validated if signed by athlete/parent/guardian; approved by Head Instructors and validated by State Team Managers (where applicable).

Poomsae Entry:
Athletes may enter either the Championship or WTF Poomsae event but NOT both. Athletes may enter either the Championship Freestyle Poomsae event or the WTF Freestyle Poomsae event but NOT both.
Eligibility ALL Coloured Belt Poomsae& Sparring:
The colour belt divisions are open to STAL members achieving a top 4 placing in their State selection competition in their relevant divisions.
Age is calculated as at 31 December 2016.

Scoring System: Sparring competition for Blue, Red and Black Belts in Cadet and above divisions will use the Daedo Electronic Points Scoring System, with hogus being provided by Event Management.

Coach Verification and Registration:
All Sparring and Poomsae Coaches must register prior to entries closing at www.sporttaekwondoaustralia.com, otherwise access to the competition floor will not be guaranteed. All coaches will be verified by STAL.
All coaches will be required to sign the STAL coaches code of conduct to receive their coaches pass for this competition.
Technical coaches will be permitted on the competition floor with their competitor. Strict guidelines will apply.
STAL recognises the need for current coaches who have either STA Inc or TA accreditations to be able to progress their requirements at a national level pending the development of national accreditation courses. Therefore, in accordance with Board resolution, coaches with either STA Inc or TA accreditations which lapsed as of 1 December 2014, or those with an OTU accreditation, will be permitted to coach at this events
Closing Date: Sunday 24 July 2016 at 12:00 Midnight EST. Late entries will NOT be accepted.
Poomsae Registration: Saturday 27 August 2016 between 2:00pm -6:00pm Sunday 28 August 2016 between 7:00am - 8:30am.
Sparring Weigh-In: Weigh in times will be published at www.sporttaekwondoaustralia.com Please note that it is the responsibility of all competitors to ensure that they are weighed-in before the day of their competition. An allowance of 0.5 kg will be allowed for ALL Blue and Red Belts, 08-09 and 10-11 Black Belts ONLY. Black belts as per WTF rules must be within their division weight class or they will face disqualification. Overweight/underweight competitors will not be allocated to another weight division or receive a refund. Athletes will have a specified 2 hour time period to make weight. In that 2 hour period they will have 2 chances to comply with their weight division.
Tournament Rules: WTF Rules - Sparring is by elimination contest. There will be video review for Black Belt sparring Cadet, Junior and Senior Divisions and WTF Poomsae Cadet, Junior, Senior and Masters Divisions. In ALL Technical and Sparring divisions without video review, if there is an objection to a referee judgement, a protest application may be lodged together with a non-refundable protest fee of $200 to the Board of Arbitration within 10 minutes of the pertinent contest.
Draw: A full list of competitors will be posted on the STAL web site at www.sporttaekwondoaustralia.com prior to the competition.
Awards: All events will recognise First, Second and Third placings with Gold, Silver and 2 Bronze medals.

Safety Equipment:
(Sparring)
Blue, Red & Black Belt sparring divisions Cadets and above will wear WTF approved Daedo Electronic Points Scoring trunk protector. eFoot socks (heel sensors are optional for this tournament), WTF approved gloves and WTF approved head guards, either matching colour are mandatory.
All 8-9 and 10-11 competitors regardless of belt division will wear WTF approved standard trunk protector, and are required to wear gloves, groin, shin, arm and head guards, either matching colour or white.
Mouth guards are compulsory and must be white or clear.
Poomsae Uniform Requirements:
Championship Competition: Coloured belts must wear white V neck dobok. Black Belts must wear black V neck or official WTF “wrap style” dobok. No stripes or sponsorship markings are allowed. STAL badge must be worn on left arm. However no badge is acceptable. WTF Competition: WTF “wrap style” dobok. Liability: All participants partake in the tournament at their own risk. While all care is taken, the organisers and their representatives can take no responsibility, under any circumstances, for any damages, injuries or loss to individuals or equipment.
Privacy: Personal details collected are solely for the purpose of this competition. Health information regarding existing conditions/allergies etc is for the Event Organiser’s records only and to support first-aid personnel.

Uncontested Players: Uncontested players may elect to receive either a medal or a refund. Players wishing to receive a medal are to present in full uniform and protective equipment when directed.

Selection criteria for Black Belt Sparring
BASIC
ELIGIBILITY
The Black Belt divisions are open to STAL members who comply with the eligibility requirements herewith. Age is calculated as at 31 December 2016. The 2016 Australian Taekwondo Championships are also the selection event for the following teams:
STAL National Senior Team for the 2016 Oceania Championships
STAL National Junior Team for the 2016 Junior World Championships
STAL Junior Development Team for the 2016 Oceania Championships
STAL Cadet Development Team for the 2016 Oceania Championships.
Any athlete participating in the black belt Cadet, Junior or Senior categories must be:
Australian Citizens at the date of the selection,
Eligible to apply for an Australian Passport, or already hold a passport with 6 months’ validity post the date of the competition
Current STAL members
Athletes must be Australian citizens and either be eligible to apply for or hold a valid Australian passport that will not expire for six months after the specified events.
Athletes fulfil the age requirements for their entered category.
Athletes must be listed on the Sports Taekwondo Australia Limited (STAL) Kukkiwon database holding a minimum First Dan or First Poom certificate.
Athletes and coaches must not have any current investigations pending against them, nor any adverse findings by STAL in the past two (2) years.
Athletes and coaches must be a members of Sports Taekwondo Australia Limited and meet all of its requirements.
STAL will not nominate Athletes who have breached the AOC Anti-Doping By-Law unless the Athlete has already been sanctioned for the breach and has completed the sanction imposed.
Athletes must sign, return and abide by STAL’s Athlete Code of Conduct.

Selection criteria for 2016 Australian Team members
2016 Senior Oceania Championships, Fiji. The gold medalist from all Senior Black Belt divisions will qualify to represent Australia in their respective divisions. In the case the gold medalist cannot attend the event the silver medalist will be given the opportunity to represent their respective division. In the case neither the gold or silver medalist can attend the event their respective division will not be filled. Uncontested gold medalists will be screened for international competition readiness. STA’s National Kyorugi Performance Committee (NKPC) will appoint a coaching panel to assess the athlete’s readiness for international competition. The panel will assess such things as technical skills, fighting capabilities and prior competition record. Athletes and coaches will be provided a time and place for screening at a later date. 2016 Junior Taekwondo World Championships, Canada. The gold medalist from all Junior Black Belt divisions will qualify to represent Australia in their respective divisions. In the event the gold medalist cannot attend at the Junior World Championships, the silver medalist will be provided an opportunity to attend. In the case neither the gold or silver medalist can attend the event, their respective division will not be filled. Uncontested gold medalists will be screened for international competition readiness. STA’s National Coaching Committee (NCC) will appoint a coaching panel to assess the athlete’s readiness for international competition. The panel will assess such things as technical skills, fighting capabilities and prior competition record. Athletes and coaches will be provided a time and place for screening at a later date. 2016 National Cadet and Junior Development Team. Oceania Championships, Fiji The following participants will be offered an opportunity for further development. In the case silver medalist cannot attend the event their respective division will not be filled Cadets: The gold medalists from all Cadet Black Belt divisions will qualify to represent Australia in their respective division. In the case the gold medalist cannot attend the event, the silver medalist will be given the opportunity to represent their respective division. Sparring athletes are advised that a minimum dress code of T-shirt and Shorts (not underwear) will
be strictly enforced during Weigh-In. There will be separate enclosed weigh in spaces for male &
female competitors.
An allowance of 0.5 kg will be allowed for ALL Blue and Red Belts also 8-9 and 10-11 Black Belts.

Players not meeting their weight category will be permitted one additional chance, within the time limit scheduled for Weigh-In.
Competitors are advised to inform their coach of any relevant health information for the purposes of treatment. Coaches are advised that they should maintain appropriate emergency contact details on their players.
All coaches will be verified by STAL
Coaches will need to register online at www.sporttaekwondoaustralia.com PRIOR to the competition to receive a coach’s pass for the competition. If you do not, access to the competition floor will not be allowed.

You are advised to provide sufficient coaches to avoid the possibility of players being disqualified due to the unavailability of a coach when the player is called.
Please note, that under WTF rules a maximum of three (3) calls to the field of play will be given. Players not in attendance with their coach after the third call will be disqualified.
A coaches briefing meeting will occur 45 minutes prior to the start time of the sparring competition. Coaches are required to attend these briefings.
Event Management will endeavour to publish competition times at least two days prior to the competition start date.
Coaches will need to register online at www.sporttaekwondoaustralia.com PRIOR to the competition to receive a coach’s pass for the competition. If you do not, access to the competition floor will not be allowed.

This category is for Athletes with a recognisable and verifiable disability and the following information will be required to determine the divisions.
Athletes may use appropriate support options, such as another athlete performing in a pair.
Where possible, performances will be categorised by disability.
Athletes may perform a pattern(s) of their own choice.
Judging of the division(s) will be subjective using appropriately qualified judges who will give consideration to the performance on the day and the degree of difficulty, based on the severity and type of the disability.

Event Organisers will contact all athletes, or their nominated contact to discuss any special needs in relation to the performance.
Events for Athletes with Disabilities will be run concurrently with Sparring on Friday 26 August and Poomsae on Sunday 28 August.
All entries will be subject to approval by the STAL Medical Board. Qualifications: In accordance with Article 4: Qualification of Contestant and Article 22: Para-Taekwondo of the WTF Competition Rules, the contestant must go through classification and be assigned Sport Class and Sport Class Status before the competition. Classification of Kyorugi athletes will take place before the event – to be advised. * Please note that national classification is only valid in Australia and that athletes wanting to compete in WTF events internationally need to go through international classification.

Classification - Para-Taekwondo: Kyorugi Classes (1) Only athletes that has not previously been classified, i.e. athletes with a New ‘N’ Sport Class
Status will be classified. Classification of Kyorugi athletes will take place before the event – to be advised.
(2) Limb Deficiency (LD), Impaired Passive Range of Movement (PROM) (K40) This group includes athletes with limb deficiency and impaired muscle strength, or loss of
passive range of motion (PROM). The limb deficiency group includes individuals with traumatic amputations or dysmelia. The impaired muscle strength group includes loss of strength secondary to peripheral nervous system (PNS) damage or a brachial plexus lesion. The impaired strength group can also include ambulatory neurological impairments such as monoplegia, or mild hemiplegia. The loss of PROM can be due to joint contractures, joint abnormalities, or soft tissue restrictions. Finally this group could also include loss of great toe, or all of toes in one foot Minimal Disability Criteria (MDC) Amputation/Dysmelia:
Unilateral amputation, through or above wrist (i.e., no carpal bones present in affected limb). Arthrodesed wrist joints are not eligible.
Unilateral dysmelia in which the length of the affected arm measured from acromion to finger tip is equal in length or shorter than the combined length of the humerus and the radius of the unaffected arm.
(3) Athlete must meet one of the MDC as per below: (i) Must lose three muscle grades – e.g Daniels and Worthington grade 2 cannot complete
one heel rise to 25 degrees. In lying may complete full range of motion with resistance. (See Muscle testing Daniels Worthinghams 8th edition pp 229, 231)
(ii) Brachial plexus – loss shoulder abduction loss of three (3) muscle grade points of muscle strength and same for shoulder flexion.
(iii) Loss of two (2) grade points of muscle strength in elbow flexion and extension. (iv) Meets one criteria for PROM restriction in either the lower extremity or upper
extremity. Weigh in of Kyorugi athletes will be held in connection with the classification.
Combinations of Classes and Divisions Para-Taekwondo: The STA reserves the right to combine classes and divisions in the case of insufficient participation. Combination of classes and/or divisions will be made by STA Head of Classification. In the case of insufficient number of athletes, participating in a sport class consolidation of classes shall be made as follows: K41 → K42, K42 → K43, K43 → K44

Freestyle Rules additional information: Freestyle will follow the format for WTF Freestyle with the following adjustments to allow more participation and development. 1. Under WTF rules there are certain compulsory elements
a. The three compulsory stances that must be included are
i. Back stance (Dwitkubi)
ii. Crane stance (Hakdari seogi)
iii. Tiger stance (Beom seogi)
2. The routine that must follow in specific order shall be same but skills modified to allow
development. Hence athletes may do the existing WTF elements and get marked higher with
good execution or they may do the listed elements and judged on performance for their level.
a. First element is flying side kick and will remain same
b. Second element is aerial multiple jump front kicks
i. Under WTF rules athlete must do minimum of three kicks to score. We will
allow single jump front kick as our base score. Athlete will get scored higher for
more kicks in action.
c. Third element is spinning action measured on angle of spin and in air
i. We will also allow the base level 180 degree turning kick on ground and athletes
will be judged higher if they can perform more difficult turns such as 360, 540
and 720 kicks in air
d. Fourth element is the execution of consecutive kicks resembling a fight routine. This
begins with compulsory 3-5 bounces and then executes 3-5 kicking actions forward.
e. Fifth element is the acrobatic action. Under WTF rules the action must have a kick
executed with at least 80% kicking movement and must have no component of the
body on the ground.
i. We will allow any acrobatic action even if it does not have kick involved but
athletes that perform higher standard of action where action has kick and is
aerial will be judged with higher scores.
Music – not compulsory for this event, but if used must be provided as specified below.

Qualifications: In accordance with Article 4: Qualification of Contestant and Article 22: Para-Taekwondo of the WTF Competition Rules, the contestant must go through classification and be assigned Sport Class and Sport Class Status before the competition. Classification of Poomsae athletes will take place before the event – to be advised.

(2) P30 – Athletes with Physical Impairments Sport Class P31
The P31 athlete may appear to have near normal function when running but the Athlete must demonstrate a limitation in function to Classifiers based on evidence of spasticity (increased tone), ataxia, athetosis or dystonic movements while performing on the field of play or in training. The Athlete may walk with a slight limp but runs more fluidly. The athlete has diplegia, asymmetric diplegia, double hemiplegia or triplegia with signs of spasticity involvement in both legs ( grade 3 and 2 ) more so than in the arms (grade 1 and 2) able to walk and stand independently however shift of gravity often leads to difficulty in maintaining balance. Sport Class P32
The P32 class is for athletes with dyskinesias athetosis, dystonia, ataxia as well as athletes who have mild spastic quadriplegia (functional involvement of all four limbs) or a combination of the above. The athlete is able to walk and run however has difficulty with slow movements, holding postures and in particular static balance. The athlete’s coordination is impaired due to overshooting, involuntary movements and/or posturing of all or some body parts.

Sport Class P33
The P33 is an athlete with spastic hemiplegia or very mild spastic hemi dystonia. Spasticity grade 2 or 3 on only one side of the body. The other side has good functional control.
The lower limbs; the athlete has difficulty with walking on heels and significant difficulties with single leg stance, hopping on the impaired side. Side stepping and galloping towards the impaired side or with the impaired side leading is also affected.
The athlete has obvious asymmetry in both passive and active range of motion on the impaired side versus the non-affected side. Strength on the affected side is reduced
Sport Class P34 The P34 is the class for the athlete with very mild hemiplegia, diplegia, athetosis, dystonia, hemi-dystonia and very mild ataxia.
This category is for Athletes with a recognisable and verifiable disability and the following information will be required to determine the divisions.
Athletes may use appropriate support options, such as another athlete performing in a pair.
Where possible, performances will be categorised by disability.
Athletes may perform a pattern(s) of their own choice.
Judging of the division(s) will be subjective using appropriately qualified judges who will give consideration to the performance on the day and the degree of difficulty, based on the severity and type of the disability.

All Coaches, Competitors and Spectators please note, as this is a Taekwondo Championship to promote an enjoyable competition, and in the spirit of Taekwondo, the following will be implemented.
There will be:
An allowance of 0.5 kg will be allowed for Blue, Red Belts, 08-09 and 10-11 black belts ONLY
Black belts as per WTF rules must be within their division weight class or they will face disqualification. Overweight/underweight competitors will not be allocated to another weight division or receive a refund.
There will be electronic scoring for Blue, Red and Black Belt Sparring Divisions Cadet, Juniors, Seniors & Masters. Competitors requiring foot socks can purchase these at the venue.
All 08-09 & 10-11 ALL Belts will wear WTF approved standard trunk protector. All divisions are required to wear groin, shin, arm and head guards, either matching colour or white.
No head kicks for ALL belts 8-9 and 10-11 and Masters Belt Divisions.
In ALL Sparring divisions and WTF Poomsae, if there is an objection to a referee judgement a protest application may be submitted together with a non-refundable protest fee of $200 to the to the relevant Board of Arbitration within 10 minutes of the finish of pertinent contest.
A strict Spectator, Competitor and Coach behaviour policy will be enforced.
