his year has been one of significant accomplishments at AGC with a vision toward the

future. I am proud of the accomplishments and hope you are too as you are a big part in creating and executing these milestones. A deep thank you to all of our members, district and board leaders, and staff who volunteered time, talent, lobbied, taught, and provided their sweat equity to help make our industry stronger.

Our year began with the understanding our CEO, Steve Vermillion would retire before year-end. While we all knew this time would eventually come, the realization we would not have his steady hand, years of experience and down-to-earth philosophy would be a loss. We are indebted to his dedication, resiliency and true friendship. Enjoy your retirement and upcoming travels Steve!

While this chapter of AGC Virginia came to an end, it allowed us to set the stage for a new era. The next genera-tion is ready to take the lead with ideas, solutions and a continued commitment to community. We have a number of “firsts” at AGC Virginia and I hope you are not only excited about these efforts, that you also take an active part in engaging these efforts.

We have a new CEO, Gordon Dixon and I hope you engage him on how to Continue to improve AGC. The Young Construction Leaders Academy was launched and I look forward to the day that one of those in

the 1st class, serves as our Chairman. Virginia BEST will enable AGC member companies to enhance their current safety program, continue to

improve employee morale and retention and help build the business. We increased not only our membership, but also our budget for the first time in many years.

While we are embracing change and all that comes with it, we continue to maintain the tradition of who we are – Skill, Integrity and Responsibility. We did this through education (both formal and informal), working together to solve issues impacting us all, and volunteering to our communities to make them a better place to live, work and have a little fun too.

As you take a moment to look through this report, I hope you think about how you plan to further engage with us in the future.

As my year as Chairman of the Board comes to a close, I would be remiss if I didn’t thank my wife and family for their support, just as each of you have supported me in the decisions we make for the betterment of the Construc-tion industry.

Enjoy this report, and congratulate yourself for the impact we’ve had this year and are making for the future.

Workforce Development

BEST Program

Five years in the making, AGCVA and VOSH solidified an exclu-sive agreement that will help GCs and Subs improve safety like never before. This opportunity will enable senior management and the front line to work hand in hand to improve employee communication, morale, safety and ultimately increase your bottom line.

A program that was once open only to

large manufacturers – helping them

improve safety, employee morale and

increase their profits is now available

exclusively to AGC.

Young Construction Leaders

While each district has its own YCL group, the YCL district representa-tives came together and formulized the Young Construction Leader-ship Training. A six-part series helps take young leaders from their current environment to the bigger decisions as a business leader. Members from all the districts learned from industry experts and each other on Business Development, Staffing and Employment, Strategic Planning and many others. Next year’s class is already full! AGC is taking openings for the 2nd half of 2017.

Regulatory Changes Regulatory changes have significant impact – Numerous regulations were handed down swiftly during the year in

2016. OSHA has implemented higher fines for violations. These fines will be implemented by DOLI later in 2017.

AGC filed suit to fight the Obama Administration efforts on Silica Rule. Truck emissions standards have become

stricter which will result in higher truck purchasing costs – check out AGC’s affinity fleet purchase program that

might help offset some costs. AGC of America fought EPA’s Stormwater Runoff regulations. Overtime rules were

adjusted, then blocked by federal courts. AGC fought the federal governments efforts to instill blacklisting – re-

quiring GCs and Subs to report violations of 14 labor laws. Stay tuned for more information when it is available.

By-Laws Changes

Years in the making, the membership has approved the By-Laws Changes that bring parity between Contractors and Subcontractors. We are all work-ing as one team. Dues have been restructured to reflect the parity.

AGC PAC

AGC, through its Political Action Committee, was very active this past year in supporting the election of pro-business candi-dates to the Virginia General

Assembly. The AGC PAC con-tributed a total of $22,250 to 22 different candidates. Supporting the PAC enables AGC to better manage regula-tions and laws impacting the construction industry.

Former Lt. Governor Bill Bolling with Chairman Mike Cagle

Congressman Dave Bratt (VA-07) met with AGC during the Fall Board

Richmond District held a community service weekend doing upgrades to the “ChildSavers” facilities. Tidewater built a house for people with disabilities. Valley District sponsored a construction craft competition at the Rockingham County Fair in Harrisonburg. Tidewater Poker Run raised $40,000 for the Susan G. Komen breast cancer research program. CANstruction held by Central District is a program where participants created a structure out of canned food,

which is donated to local food banks. Piedmont Tiny House – Working with Western Albemarle High School, students learn everything about running

a project. Budgeting, Planning, Safety, Resource Allocation and working as a Team. Tidewater Poker Run donated $5,000 to AGC for scholarships. Piedmont District held a Career Explore Day program in Charlottesville with nearly 2,000 attendees. Peninsula District held construction site tours for students on a local project.

AGCVA received a national award for the 90 for 90 Program — An effort to raise $90,000 to support Wounded Warrior Project

VCIEF AGC’s educational foundation, the Virginia Construction Industry Educa-tional Foundation (VCIEF), has been active in seeking new and better ways to build awareness of construction careers.

VCIEF partnered with the Science Museum of Vir-ginia on the “SPEED” exhibit, which let children focus on construction careers.

VCIEF provided a scholarship to a student at Vir-ginia Tech who is working to become an architect.

CEO Steven Vermillion Retires

A lifelong career with the Associated General Con-tractors came to an end when AGC of Virginia’s CEO Steve Vermillion an-nounced his retirement effective November 30, 2016. Steve spent more than 40 years working for the betterment of the con-

struction industry, through AGC of America, AGC of Michigan and his 25 years here at AGC of Virginia.
