Dear Fellow Conservatives,

We are pleased to present the American Conservative Union Foundation’s ratings for the 2016 meeting of the Arizona State Legislature. Like our Congressional Ratings, our State Ratings reflect how elected officials view the role of government in an individual's life. The Arizona legislators with the highest scores voted most consistently with the ideals articulated in the U.S. Constitution: limited and transparent government, individual rights, personal responsibility, and lasting cultural values.

In 2015, ACU Foundation was proud to make history by being the first organization to rate every single state legislature across the full spectrum of issues, helping each voter understand how his or her state ranks among the rest.

Ultimately, we are trying to help people understand what conservatism is and how it improves the lives of everyday Americans. Conservatism is the political philosophy that sovereignty resides in the person. We think that understanding this idea is essential if Americans are to successfully govern themselves again.

Working with our policy centers and fellows, the ACU Foundation engages in deep policy analysis to help create our annual state scorecards. We have enhanced the vote descriptions this year to show this effort more clearly.

By examining all 50 of our State Ratings, we can see which states have most effectively promoted conservative solutions and which have struggled. Our ratings also help identify legislators who have courageously fought against liberal majorities. We hope that this guide helps you learn how well, or poorly, your legislators work to preserve the values we share.

SELECTING THE VOTES

ACU researched and selected a range of bills before the Arizona State Legislature that determine a member’s adherence to conservative principles. We selected bills that focus on Ronald Reagan’s philosophy of the “three-legged stool”: 1) fiscal and economic: taxes, budgets, regulation, spending, healthcare, and property; 2) social and cultural: 2nd amendment, religion, life, welfare, and education; and 3) government integrity: voting, individual liberty, privacy, and transparency. This wide range of issues are designed to give citizens an accurate assessment that conveys which of Arizona’s elected leaders best defend the principles of a free society: Life, Liberty and Property.

1. SB 1282 Public Records Access. This bill allows government employees to refuse a request for public records if they consider the request “unduly burdensome or harassing,” a term not defined in the bill. ACU supports increased government transparency and opposed this bill. The Senate passed the bill on February 11, 2016 by a vote of 22-7.

2. SB 1428 Pension Reform. This bill calls for a voter referendum on a constitutional amendment to reform the state’s pension system, which has billions of dollars of unfunded liability. Under this proposal, new state employees will have a choice of new, more fiscally sound pension plans. It also reduces the pay cap for estimating an employees’ pension. ACU supports fiscally sound reform for state pensions that cannot meet their stated commitments and supported this bill. The Senate passed the bill on February 11, 2016 by a vote of 28-0.

3. SB 1363 Insurance Mandate. This bill mandates that insurance companies cover telemedicine services as if they were in-person consultations. ACU opposes these mandates that drive up the cost of health insurance for everyone and opposed this bill. The Senate passed the bill on February 18, 2016 by a vote of 29-0.

4. SB 1004 Food Regulations. This bill allows whole fruit and vegetables that are cut on site at public or private school facilities to be used for immediate consumption as long as Department of Health standards are followed. ACU supports common sense regulatory reform and supported this bill. The Senate passed the bill on February 22, 2016 by a vote of 20-9.

5. SB 1279 School Choice. This bill allows all public school students to qualify for school vouchers for private schools. Currently, the Empowerment Scholarship Program is restricted to children with disabilities. Educational attainment is an important cultural value that yields substantial economic returns for families and for states, which is illustrated by the ACU Foundation’s Family Prosperity Index. ACU supports the expansion of school choice and supported this bill. The Senate passed the bill on February 22, 2016 by a vote of 17-13.

6. SB 1378 Funding for Sanctuary Cities. This bill prohibits the state treasurer from allocating funds for “sanctuary cities,” which are local governments that refuse to cooperate with federal officials regarding illegal immigrants under their jurisdiction. ACU supports the enforcement of federal immigration laws and supported this bill. The Senate defeated the bill on February 22, 2016 by a vote of 14-16.

7. SB 1117 School District Construction Projects. This bill requires approval by the School Facilities Board of “adjacent ways” projects, such as sidewalks and other street improvements, when the cost is over $50,000. These projects are paid for by special tax assessments. ACU supports increased oversight over government spending and supported this bill. The Senate passed the bill on February 22, 2016 by a vote of 18-12.

8. SB 1474 Sale of and Research on Aborted Fetuses. This bill prohibits the sale, transfer, or donation of aborted fetuses, and also prohibits research on the aborted fetus, except in cases when diagnosing the health of the fetus or preserving the life of the mother. ACU believes abortion is a human tragedy, supports restrictions on the practice, and supported this bill. The Senate passed the bill on February 24, 2016 by a vote of 18-11.

9. SB 1523 Tax Increase Requirements. This bill requires local taxing authorities to obtain unanimous consent in order to raise taxes more than 15% from the previous year, except for new construction. Higher tax burdens suppress economic growth, which reduces family prosperity, as illustrated by the ACU Foundation’s Family Prosperity Index. ACU supports reasonable restrictions on large tax increases and supported this bill. The Senate passed the bill on February 25, 2016 by a vote of 17-11.

10. SB 1516 Campaign Finance Reform. This bill eases restrictions on campaign contributions, allows candidates to give donations they receive to other candidates, and allows unlimited spending by advocacy groups on social media without donor disclosure, among other provisions. ACU opposes restrictions on free political speech and supported this bill. The Senate passed the bill on March 8, 2016 by a vote of 18-10.

11. HB 2440 Property Rights. This bill requires those who wish to form a Municipal Improvement District to obtain the written consent on a petition of the owners of more than one-half of the taxable property. They must also own collectively more than one-half of the assessed valuation of the property within the proposed district. ACU Foundation’s Center for 21st Century Property Rights engages heavily on this issue and supports strengthening property rights and ACU supported this bill. The Senate passed the bill on March 8, 2016 by a vote of 19-9.

12. HB 2023 “Ballot Harvesting.” This bill prohibits “ballot harvesting,” the practice of collecting completed or unused ballots by individuals who then turn them in on behalf of the voter. An exception is made if the voter is a family member. ACU opposes practices that make it easier to commit voter fraud and supported this bill. The Senate passed the bill on March 9, 2016 by a vote of 17-12.

13. SB 1241 Photo Traffic Enforcement. This bill prohibits the use of photo enforcement for traffic violations. ACU opposes the use of photo enforcement, a practice primarily used for revenue rather than traffic safety, and supported this bill. The Senate passed the bill on March 17, 2016 by a vote of 16-14.

14. HB 2402 Municipal Bond Disclosure. This bill requires county and municipal bond pamphlets to include the estimated tax impact of debt service for the bond with an estimated interest rate based on current market conditions. ACU supports government transparency and supported this bill. The Senate passed the bill on March 17, 2016 by a vote of 17-12.

15. SB 1316 Short Term Loans. This bill restores the right to sell short-term loans under strict regulation. Arizona banned these loans in a 2008 referendum. The regulation includes a cap of $2,500, a maximum loan term of 24 months, and prohibits active military personnel and their families from obtaining a loan. ACU opposes government prohibitions on loans and supported this bill as a step in the right direction. The Senate passed the bill on March 21, 2016 by a vote of 29-0.

16. HB 2348 Auto Manufacturer Mandate. This bill requires that auto manufacturers pay the retail cost of both labor and parts, regardless of the price, for work done due to recalls or work done under manufacturer warranty. ACU opposes government mandates that interfere with contract arrangements by private companies and opposed this bill. The Senate passed the bill on March 24, 2016 by a vote of 27-2.

17. HB 2114 Independent Contractor Regulations. This bill reforms the law regarding independent contractors, requiring an auditing agency to prove that a worker is not an independent contractor rather than leaving the burden of proof on the employer to prove the worker is an independent contractor. Expanding entrepreneurship promotes economic growth, which leads to greater family prosperity, as illustrated by the ACU Foundation’s Family Prosperity Index. ACU supports the right of businesses to hire independent contractors and supported this bill. The Senate passed the bill on March 29, 2016 by a vote of 23-5.

18. HB 2088 Parental Rights. This bill requires schools to get written permission from a parent before giving their child a survey that asks for details about financial information, religious information, sexual behavior, and voting history. ACU supports strengthening parental rights and supported this bill. The Senate passed the bill on April 11, 2016 by a vote of 22-7.

19. HB 2579 Fringe Benefit Mandate. This bill prohibits local governments from mandating “nonwage compensation,” deciding what fringe benefits employers must include. ACU supports the right of employees to negotiate their own fringe benefits and supported this bill. The Senate passed the bill on April 11, 2016 by a vote of 18-11.

20. HB 2615 Campus “Free Speech” Zones. This bill prohibits state-run schools from designating an area on campus as a “free speech” zone. ACU believes the entire United States is a “free speech” zone and supported this bill. The Senate passed the bill on April 11, 2016 by a vote of 21-8.

21. HB 2652 Protection for Qualified Marketplace Contractors. This bill clarifies the law to state that those people who do part-time work for ride-share companies and businesses that order food delivery by smartphone, known as qualified marketplace contractors, will be treated as independent contractors under state law. Expanding entrepreneurship promotes economic growth, which leads to greater family prosperity, as illustrated by the ACU Foundation’s Family Prosperity Index. ACU supports regulatory reform that increases competition in the marketplace, and supported this bill. The Senate passed the bill on April 12, 2016 by a vote of 23-5.

22. HB 2222 Welfare Reform. This omnibus welfare reform bill requires a welfare recipient to make one job contact per day on four different days and streamlines the appeals process regarding unemployment insurance, among other provisions. An overreliance on welfare diminishes recipients’ employment prospects, keeping families out of the workforce and unable to prosper, as illustrated by the ACU Foundation’s Family Prosperity Index. ACU supports reasonable reforms to the process of administering welfare programs and supported this bill. The Senate passed the bill on April 14, 2016 by a vote of 28-1.

23. HB 2447 Small Business Regulations. This bill eliminates the requirement that new businesses publish their articles of incorporation and legal notices three times in a newspaper and allows them to post them on a special government website instead. Expanding entrepreneurship promotes economic growth, which leads to greater family prosperity, as illustrated by the ACU Foundation’s Family Prosperity Index. ACU supports common-sense regulatory reform and supported this bill. The Senate passed the bill on May 3, 2016 by a vote of 16-14.

24. SB 1257 Concealed Carry. This bill expands the list of places where concealed firearms can be carried to include government buildings. ACU supports the founders’ belief in the Second Amendment and supported this bill. The Senate defeated the bill on May 4, 2016 by a vote of 14-14.

25. SB 1141 Gold and Silver Coin Regulations. This bill allows gold and silver coins to be used in the marketplace as legal tender and not subject to regulation as property other than money. ACU supports currency competition by allowing gold and silver coins to compete with Federal Reserve notes and supported this bill. The Senate passed the bill on May 4, 2016 by a vote of 18-10.

26. HB 2338 Concealed Carry. This bill prohibits educational institutions from banning firearms on a public right-of-way, such as a highway or street maintained by the state or federal government. ACU supports the founders’ belief in the Second Amendment and supported this bill. The Senate passed the bill on May 5, 2016 by a vote of 19-10.

27. HB 2398 Legalizing Fireworks. This bill legalizes the sale of regular fireworks in Arizona. Expanding entrepreneurship promotes economic growth, which leads to greater family prosperity, as illustrated by the ACU Foundation’s Family Prosperity Index. ACU supports the right of Arizonans to buy the same fireworks that are legal in 23 states and supported this bill. The Senate defeated the bill on May 5, 2016 by a vote of 14-15.

28. HB 2599 Requirements for Abortion Providers. This bill provides enforcement mechanisms to require taxpayer-funded abortion providers to segregate taxpayer funds from funds used to provide for abortions, among other provisions. ACU believes abortion is a human tragedy, supports restrictions on the practice, and supported this bill. The Senate passed the bill on May 5, 2016 by a vote of 16-13.

29. HB 2613 Licensing Reform. This bill exempts some professions, including citrus fruit packers, yoga instructors, and cremationists, from licensing requirements. It also exempts geologists and assayers from professional registration requirements. Expanding entrepreneurship promotes economic growth, which leads to greater family prosperity, as illustrated by the ACU Foundation’s Family Prosperity Index. ACU opposes the proliferation of licensing requirements, supports reform in a state with the fifth most burdensome licensing requirements in the country, and supported this bill as a step in the right direction. The Senate passed the bill on May 5, 2016 by a vote of 19-10.

30. HB 2691 Audit of Refugee Resettlement Program. This bill requires the Auditor General to audit the refugee resettlement program in Arizona in order to determine the number of refugees that have resettled in Arizona over the past three years, the amount of state monies spent on the program, and the amount of federal monies received to support the program. ACU supports taxpayer accountability and supported this bill. The Senate defeated the bill on May 5, 2016 by a vote of 14-15.

31. HB 2495 Taxpayer Funded Raceway Promotion. This bill provides for $1.5 million per year for 30 years to promote NASCAR events at Phoenix International Raceway if the raceway agrees to fund $100 million in construction improvements. ACU opposes these subsidies for corporations that can afford to fund their own promotional activities and opposed this bill. The Senate passed the bill on May 5, 2016 by a vote of 18-11.

32. SB 1457 Reinstating the Expanded Children’s Health Insurance Program. This bill lifts a freeze in spending on the expanded Children’s Health Insurance Program (CHIP) that covers families making up to $80,000 per year. ACU opposes government-run healthcare that leads to increased taxes and increased costs for those not benefiting from the program and opposed this bill. The Senate passed the bill on May 6, 2016 by a vote of 16-12.

33. HB 2296 Protection for Non-Profit Educational Organizations. This bill is designed to protect non-profit 501(c)(3) educational organizations from a voter referendum requiring them to register as a political committee and file campaign finance reports. ACU opposes the treatment of educational organizations as political committees and supported this bill. The Senate passed the bill on May 6, 2016 by a vote of 17-11.

34. SB 1350 Right to Rent. This bill prohibits local governments from restricting the ability of property owners to participate in short term rentals with sharing companies such as Airbnb. Expanding entrepreneurship promotes economic growth, which leads to greater family prosperity, as illustrated by the ACU Foundation’s Family Prosperity Index. ACU Foundation’s Center for 21st Century Property Rights engages heavily on this issue and supports strengthening property rights and ACU supported this bill. The Senate passed the bill on May 6, 2016 by a vote of 25-3.

35. HB 2445 Insurance Regulation Reform. This bill eliminates the insurance mandate that prevents companies from not renewing more than one half of one percent of their policies, among other provisions. ACU opposes insurance mandates that drive up the cost of insurance for everyone and supported this bill. The Senate passed the bill on May 7, 2016 by a vote of 26-2.

36. HB 2484 “Truth In Spending” Report. This bill requires the Joint Legislative Budget Committee to estimate the actual spending estimate of the current budget by February 15 of each year with some adjustments for population and inflation. If the legislature approves a budget that exceeds the adjusted estimate, a press release must be circulated to the legislative media distribution list. ACU supports government transparency and supported this bill. The Senate passed the bill on May 7, 2016 by a vote of 17-11.

1. HB 2023 “Ballot Harvesting.” This bill prohibits “ballot harvesting,” the practice of collecting completed or unused ballots by individuals who then turn them in on behalf of the voter. An exception is made if the voter is a family member. ACU opposes practices that make it easier to commit voter fraud and supported this bill. The House passed the bill on February 4, 2016 by a vote of 34-23.

2. HB 2447 Small Business Regulations. This bill eliminates the requirement that new businesses publish their articles of incorporation and legal notices three times in a newspaper and allows them to post them on a special government website instead. Expanding entrepreneurship promotes economic growth, which leads to greater family prosperity, as illustrated by the ACU Foundation’s Family Prosperity Index. ACU supports common-sense regulatory reform and supported this bill. The House passed the bill on February 10, 2016 by a vote of 33-26.

3. SB 1428 Pension Reform. This bill calls for a voter referendum on a constitutional amendment to reform the state’s pension system, which has billions of dollars of unfunded liability. Under this proposal, new state employees will have a choice of new, more fiscally sound pension plans. It also reduces the pay cap for estimating an employees’ pension. ACU supports fiscally sound reform for state pensions that cannot meet their stated commitments and supported this bill. The House passed the bill on February 11, 2016 by a vote of 49-10.

4. HB 2517 Regulatory Reform. This bill, designated the “Right to Earn a Living” Act, requires regulatory boards to justify their rules, such as licensing requirements, as actual protections of public health and safety. Expanding entrepreneurship promotes economic growth, which leads to greater family prosperity, as illustrated by the ACU Foundation’s Family Prosperity Index. ACU supports regulatory reform and supported this bill. The House passed the bill on February 18, 2016 by a vote of 33-24.

5. HB 2402 Municipal Bond Disclosure. This bill requires county and municipal bond pamphlets to include the estimated tax impact of debt service for the bond with an estimated interest rate based on current market conditions. ACU supports government transparency and supported this bill. The House passed the bill on February 18, 2016 by a vote of 34-23.

6. HB 2691 Audit of Refugee Resettlement Program. This bill requires the Auditor General to audit the refugee resettlement program in Arizona in order to determine the number of refugees that have resettled in Arizona over the past three years, the amount of state monies spent on the program, and the amount of federal monies received to support the program. ACU supports taxpayer accountability and supported this bill. The House passed the bill on February 24, 2016 by a vote of 36-23.

7. HB 2445 Insurance Regulation Reform. This bill eliminates the insurance mandate that prevents companies from not renewing more than one half of one percent of their policies, among other provisions. ACU opposes insurance mandates that drive up the cost of insurance for everyone and supported this bill. The House passed the bill on February 25, 2016 by a vote of 31-29.

8. HB 2338 Concealed Carry. This bill prohibits educational institutions from banning firearms on a public right-of-way, such as a highway or street maintained by the state or federal government. ACU supports the founders’ belief in the Second Amendment and supported this bill. The House passed the bill on February 29, 2016 by a vote of 35-24.

9. HB 2599 Requirements for Abortion Providers. This bill provides enforcement mechanisms to require taxpayer-funded abortion providers to segregate taxpayer funds from funds used to provide for abortions, among other provisions. ACU believes abortion is a human tragedy, supports restrictions on the practice and supported this bill. The House passed the bill on March 2, 2016 by a vote of 35-24.

10. HB 2398 Legalizing Fireworks. This bill legalizes the sale of regular fireworks in Arizona. Expanding entrepreneurship promotes economic growth, which leads to greater family prosperity, as illustrated by the ACU Foundation’s Family Prosperity Index. ACU supports the right of Arizonans to buy the same fireworks that are legal in 23 states and supported this bill. The House passed the bill on March 8, 2016 by a vote of 31-27.

11. HB 2440 Property Rights. This bill requires those who wish to form a Municipal Improvement District to obtain the written consent on a petition of the owners of more than one-half of the taxable property. They must also own collectively more than one-half of the assessed valuation of the property within the proposed district. ACU Foundation’s Center for 21st Century Property Rights engages heavily on this issue and supports strengthening property rights and ACU supported this bill. The House passed the bill on March 10, 2016 by a vote of 36-22.

12. SB 1117 School District Construction Projects. This bill requires approval by the School Facilities Board of “adjacent ways” projects, such as sidewalks and other street improvements, when the cost is over $50,000. These projects are paid for by special tax assessments. ACU supports increased oversight over government spending and supported this bill. The House passed the bill on March 16, 2016 by a vote of 32-28.

13. SB 1241 Photo Traffic Enforcement. This bill prohibits the use of photo enforcement for traffic violations. ACU opposes the use of photo enforcement, a practice primarily used for revenue rather than traffic safety and supported this bill. The House passed the bill on March 17, 2016 by a vote of 32-26.

14. SB 1282 Public Records Access. This bill allows government employees to refuse a request for public records if they consider the request “unduly burdensome or harassing,” a term not defined in the bill. ACU supports increased government transparency and opposed this bill. The House defeated the bill on March 24, 2016 by a vote of 19-40.

15. SB 1474 Sale of and Research on Aborted Fetuses. This bill prohibits the sale, transfer, or donation of aborted fetuses, and also prohibits research on the aborted fetus, except in cases when diagnosing the health of the fetus or preserving the life of the mother. ACU believes abortion is a human tragedy, supports restrictions on the practice, and supported this bill. The House passed the bill on March 24, 2016 by a vote of 41-17.

16. SB 1516 Campaign Finance Reform. This bill eases restrictions on campaign contributions, allows candidates to give donations they receive to other candidates, and allows unlimited spending by advocacy groups on social media without donor disclosure, among other provisions. ACU opposes restrictions on free political speech and supported this bill. The House passed the bill on March 29, 2016 by a vote of 31-27.

17. SB 1141 Gold and Silver Coin Regulations. This bill allows gold and silver coins to be used in the marketplace as legal tender and not subject to regulation as property other than money. ACU supports currency competition by allowing gold and silver coins to compete with Federal Reserve notes and supported this bill. The House passed the bill on April 25, 2016 by a vote of 33-24.

18. SB 1257 Concealed Carry. This bill expands the list of places where concealed firearms can be carried to include government buildings. ACU supports the founders’ belief in the Second Amendment and supported this bill. The House passed the bill on April 26, 2016 by a vote of 35-23.

19. SB 1457 Reinstating the Expanded Children’s Health Insurance Program. This bill lifts a freeze in spending on the expanded Children’s Health Insurance Program (CHIP) that covers families making up to $80,000 per year. ACU opposes government-run healthcare that leads to increased taxes and increased costs for those not benefiting from the program and opposed this bill. The House passed the bill on May 5, 2016 by a vote of 38-21.

20. HB 2088 Parental Rights. This bill requires schools to get written permission from a parent before giving their child a survey that asks for details about financial information, religious information, sexual behavior, and voting history. ACU supports strengthening parental rights and supported this bill. The House passed the bill on May 5, 2016 by a vote of 36-23.

21. HB 2615 Campus “Free Speech” Zones. This bill prohibits state-run schools from designating an area on campus as a “free speech” zone. ACU believes the entire United States is a “free speech” zone and supported this bill. The House passed the bill on May 5, 2016 by a vote of 40-16.

22. SB 1350 Right to Rent. This bill prohibits local governments from restricting the ability of property owners to participate in short term rentals with sharing companies such as Airbnb. Expanding entrepreneurship promotes economic growth, which leads to greater family prosperity, as illustrated by the ACU Foundation’s Family Prosperity Index. ACU Foundation’s Center for 21st Century Property Rights engages heavily on this issue and supports strengthening property rights and ACU supported this bill. The House passed the bill on May 5, 2016 by a vote of 52-6.

23. SB 1523 Tax Increase Requirements. This bill requires local taxing authorities to obtain unanimous consent in order to raise taxes more than 15% from the previous year, except for new construction. Higher tax burdens suppress economic growth, which reduces family prosperity, as illustrated by the ACU Foundation’s Family Prosperity Index. ACU supports reasonable restrictions on large tax increases and supported this bill. The House passed the bill on May 6, 2016 by a vote of 31-25.

24. HB 2114 Independent Contractor Regulations. This bill reforms the law regarding independent contractors, requiring an auditing agency to prove that a worker is not an independent contractor rather than leaving the burden of proof on the employer to prove the worker is an independent contractor. Expanding entrepreneurship promotes economic growth, which leads to greater family prosperity, as illustrated by the ACU Foundation’s Family Prosperity Index. ACU supports the right of businesses to hire independent contractors and supported this bill. The House passed the bill on May 6, 2016 by a vote of 32-22.

25. HB 2579 Fringe Benefit Mandate. This bill prohibits local governments from mandating “nonwage compensation,” deciding what fringe benefits employers must include. ACU supports the right of employees to negotiate their own fringe benefits and supported this bill. The House passed the bill on May 6, 2016 by a vote of 34-20.

26. HB 2222 Welfare Reform. This omnibus welfare reform bill requires a welfare recipient to make one job contact per day on four different days and streamlines the appeals process regarding unemployment insurance, among other provisions. An overreliance on welfare diminishes recipients’ employment prospects, keeping families out of the workforce and unable to prosper, as illustrated by the ACU Foundation’s Family Prosperity Index. ACU supports reasonable reforms to the process of administering welfare programs and supported this bill. The House passed the bill on May 6, 2016 by a vote of 40-14.

27. HB 2296 Protection for Non-Profit Educational Organizations. This bill is designed to protect non-profit 501(c)(3) educational organizations from a voter referendum requiring them to register as a political committee and file campaign finance reports. ACU opposes the treatment of educational organizations as political committees and supported this bill. The House passed the bill on May 6, 2016 by a vote of 31-25.

28. HB 2613 Licensing Reform. This bill exempts some professions, including citrus fruit packers, yoga instructors, and cremationists, from licensing requirements. It also exempts geologists and assayers from professional registration requirements. Expanding entrepreneurship promotes economic growth, which leads to greater family prosperity, as illustrated by the ACU Foundation’s Family Prosperity Index. ACU opposes the proliferation of licensing requirements, supports reform in a state with the fifth most burdensome licensing requirements in the country, and supported this bill as a step in the right direction. The House passed the bill on May 6, 2016 by a vote of 34-20.

29. HB 2652 Protection for Qualified Marketplace Contractors. This bill clarifies the law to state that those people who do part-time work for ride-share companies and businesses that order food delivery by smartphone, known as qualified marketplace contractors, will be treated as independent contractors under state law. Expanding entrepreneurship promotes economic growth, which leads to greater family prosperity, as illustrated by the ACU Foundation’s Family Prosperity Index. ACU supports regulatory reform that increases competition in the marketplace, and supported this bill. The House passed the bill on May 6, 2016 by a vote of 31-22.

30. HB 2495 Taxpayer Funded Raceway Promotion. This bill provides for $1.5 million per year for 30 years to promote NASCAR events at Phoenix International Raceway if the raceway agrees to fund $100 million in construction improvements. ACU opposes these subsidies for corporations that can afford to fund their own promotional activities and opposed this bill. The House passed the bill on May 6, 2016 by a vote of 35-19.

31. HB 2348 Auto Manufacturer Mandate. This bill requires that auto manufacturers pay the retail cost of both labor and parts, regardless of the price, for work done due to recalls or work done under manufacturer warranty. ACU opposes government mandates that interfere with contract arrangements by private companies and opposed this bill. The House passed the bill on May 6, 2016 by a vote of 43-11.

32. SB 1363 Insurance Mandate. This bill mandates that insurance companies cover telemedicine services as if they were in-person consultations. ACU opposes these mandates that drive up the cost of health insurance for everyone and opposed this bill. The House passed the bill on May 7, 2016 by a vote of 54-0.

33. HB 2484 “Truth In Spending” Report. This bill requires the Joint Legislative Budget Committee to estimate the actual spending estimate of the current budget by February 15 of each year with some adjustments for population and inflation. If the legislature approves a budget that exceeds the adjusted estimate, a press release must be circulated to the legislative media distribution list. ACU supports government transparency and supported this bill. The House passed the bill on May 7, 2016 by a vote of 31-23 but it was vetoed by the Governor.
