VOLLEYBALL CANADA CHAMPIONSHIPS Volleyball Canada is currently searching for two (2) partner hosts for the 2016-2017
17U and/or 18U Volleyball Canada Championships. These events would be organized
and executed by Volleyball Canada staff, with help from the successful host.
The Bid Package for these events can either be submitted by a PTA, a local volleyball
club, a tourism agency, or an event promoter.
1 CHAMPIONSHIP INTRODUCTION
Volleyball Canada is proud to have hosted successful national championships since 1953. Since the “open format” was
introduced nearly 20 years ago, teams from all over the country have been competing for the national title in a variety
of age categories, from 14U to 35+. There are now over 800 teams that participate in one of the Volleyball Canada
Championship.
2 CHAMPIONSHIP OBJECTIVES
The objectives of the Volleyball Canada Championships are to:
• Declare a champion in all categories for both genders
• Act as a vehicle for the promotion of volleyball throughout the country
• Provide an opportunity for athletes and teams to achieve excellence and to measure that achievement
• Offer a unique participation experience
3 17U AND 18U CHAMPIONSHIP OVERVIEW
The Volleyball Canada Championships have an open format in place, meaning that any team from across the country has
the opportunity to participate without restriction. The open format has made these true national events, with
participation from nearly every province and territory.
The 17U and 18U age division have experienced a steady growth over the past few years, and we anticipate more teams
will participate at these Volleyball Canada Championships during the 2016-2017 hosting cycle.

4 17U AND 18U CHAMPIONSHIP FORMAT
In previous years, the 17U and 18U Volleyball Canada Championships were jointly held. As these age divisions continue
to grow, we are now at a stage of development which necessitates the separation of these events.
For the 2016-2017 hosting cycle, Volleyball Canada is seeking two (2) partners to assist in hosting these two (2) separate
events: the 17U Volleyball Canada Championships and the 18U Volleyball Canada Championships.
Bid Options (must host event in both 2016 and 2017):
• 17U Volleyball Canada Championships
• 18U Volleyball Canada Championships
• 17U & 18U Volleyball Canada Championships (combined)
Although the preference would be to host each event separately, Volleyball Canada will still accept bids that propose
hosting these events simultaneously, provided the host is able to meet the facility requirements.
The host must have the capacity to host the following number of teams in no more than two (2) competition venues,
although there is a strong preference for one competition venue. Please consult the Event Hosting Guide for detailed
specifics on facility and hosting requirements.

The proposed dates for hosting the 17U and/or 18U Volleyball Canada Championships are listed below. Although these
are the preferred dates, Volleyball Canada will still accept bids with different competition dates, pending they are within
a 2-week window (either before or after the preferred dates).
• Preferred Dates in 2016: May 6-8 OR May 13-15
• Preferred Dates in 2017: May 5-7 OR May 12-14
5 HOST CITY BENEFITS
By hosting one of these events in partnership with Volleyball Canada your organization can further the sport of
volleyball at the local, provincial/territorial, and national level.
The local host organizing committee will receive financial compensation for contracted staff and services upon a
successfully negotiated contract with Volleyball Canada.

Along with the prestige of hosting one of the largest national-level single-sport events in the country, all of the parties
involved will also benefit from financial and economic impacts, many of which are listed below.
• A true national event, with between 2,000 and 2,400 athletes and coaches and an estimated 2,880 to 3,600
spectators from across the country expected to attend each event.
o Each event will also engage a large number of local and traveling officials, and will also engage the local
volunteer community.
• A large spectrum of participants, with athletes between the ages of 16 and 18 years old, as well as spectators
composed of both adults and kids (family members and friends).
o Each event participant traveling with the team will require transportation, housing, and food. They are
also likely to visit local tourist attractions during their free time.
o We estimate that roughly 75% of participating teams will come from outside the host province, which
will create a larger impact on the local economy.
• A preliminary economic impact study was conducted and it is estimated that the operations, participants and
visitors spending in the host province will be over $5 million. The total economic activity for the host province is
estimated at $8 million.
o Each event will require an estimated between 2,125 and 2,700 room nights at local hotels, with each
visitor staying for an average of 3 nights.
o A volleyball household spends more per capita in every consumer product (service) category than the
average Canadian household.
• The opportunity for your city to gain national visibility through exposure on various media platforms, including
print, television, web, and social media.

This Bid Manual is intended to familiarize the potential bidder with the Volleyball Canada Championships. It will outline
the key requirements for hosting the 17U and/or 18U Volleyball Canada Championship in your city.
We also recommend that you consult the Event Hosting Guide for more detailed and technical information on hosting a
Volleyball Canada Championship.
7 BID TIMELINES
The following timelines have been established by Volleyball Canada for the bid process.
• Friday, July 25th

9 BID EVALUATION AND SELECTION
In order to evaluate each bid package objectively, Volleyball Canada will assemble a Bid Evaluation Committee made up
of the following individuals:
• NCC Representatives
• VNCC Representatives
• VC Staff Members
Any NCC or VNCC Representative with a perceived conflict of interest will be excused from making a recommendation
on behalf of the Bid Evaluation Committee.
The final host city selection will be based on the recommendations brought forth by the Bid Evaluation Committee.
The Bid Selection Committee will be comprised of the following individuals:

11 HOST CITY PROFILE
The Bid Package must include the following information about the host city:
• Demographic Data
• Transportation Hubs (airports, highways, etc.)
• Public Transportation Networks (trains, buses, etc.)
• Accommodations and Hotels (location, quantity, quality, etc.)
• Restaurants (with extended hours, available for group bookings, proximity to venue, etc.)
• Media Access (local, regional, national, etc.)
• Active Volunteer Community
• Tourist Attractions
12 LETTERS OF SUPPORT
The Bid Package must include letters of support from the following organizations:
• Municipal Government
• Provincial Government
• Facilities
• Local Tourism Board
• Local Hotel Association (a Stay and Play Policy will be in effect)
o VC will be responsible for contracting the Stay and Play Housing Provider
13 HOST ORGANIZING COMMITTEE
In order to successfully plan and execute an event of this scale, an experienced and competent host organizing
committee is required. The members of this committee should have some previous experience in the planning of
volleyball events and/or other sporting events.
The committee should be made up of people with expertise and knowledge in a variety of different fields. The
members can come from various organizations, including the Provincial/Territorial Association (PTA), local tourism
board, local sport tourism agency, local volleyball clubs, local college or university volleyball programs, etc.
The following positions are ones that each host organizing committee is required to fill.
• Local Event Chair
This person is the main point of contact between the host organizing committee and Volleyball Canada, and is
responsible for submitting the bid and managing the rest of the committee members.

• Staff and Volunteer Director
This person is responsible for the recruitment, training, and scheduling of all local staff members and volunteers,
as well as finding a set-up and tear-down crew.
If the bid package is not submitted by the Provincial/Territorial Association (PTA), the host organizing committee will be
required to receive a Letter of Endorsement from their PTA in which their bid is supported.
Additionally, support from the Regional Officials Chair is required. The bid package must demonstrate that there is a
sufficient amount of referees in host province to meet the majority of the demand required for the event.
14 LOCAL STAFF AND VOLUNTEERS
The host organizing committee will be responsible for the recruitment, training and scheduling of all local event staff
and volunteers. These staff members and volunteers will work in a variety of capacities to ensure that the event is
planned and executed to the standards of Volleyball Canada.
We recommend that all technical roles be worked by paid staff, whereas the roles that do not require a specific skill set
be worked by volunteers. That being said, the host organizing committee is responsible for deciding which roles, if any,
require paid staff members and which ones require volunteers.
The following areas/roles are ones that we feel should be considered when creating a staffing plan:
• Competition Crew
• Set-Up and Tear-Down Crew
• Team Check-In
• Ticketing
• Access Control
• Medal Ceremonies
• Social Media
As a national sport organization, Volleyball Canada is committed to offering services in both official languages. We
recommend that a fluently bilingual staff member or volunteer be on-site at all times to help assure that this
commitment can be met. This is especially important for the Eastern and Atlantic events; however there is always a
chance that French-speaking teams or athletes are in attendance at events based in the western part of the country.
15 VENUE REQUIREMENTS – DATES
As previously mentioned, the proposed dates for hosting the 17U and/or 18U Volleyball Canada Championships are as
follows. Although these are the preferred dates, Volleyball Canada will still accept bids with different competition
dates, pending they are within a 2-week window (either before or after the preferred dates).

The venue(s) will be required for three (3) competition days, and will also be needed up to three (3) days prior to the
first competition day for set-up and up to two (2) days after the final day of competition for tear-down.

16 VENUE REQUIREMENTS - COMPETITION
As previously mentioned, the host organizing committee must have the ability to secure and/or create the following
number of courts in no more than two (2) competition venues. The host must be able to secure this venue space at no
cost, or at a substantially reduced cost, for Volleyball Canada.
17U Volleyball Canada Championship
• 16 – 20 Courts
o 9m x 18m Playing Surface
o 3m Serving Space (Each End)

• 20 – 24 Courts
o 9m x 18m Playing Surface

• Ideally, a single venue with a minimum of 150,000 square feet of column-free space would be available.
However, a large space with columns spaced at a minimum of 90-foot intervals is also acceptable.
• A combination of multiple smaller sized spaces in one or two venues is also an acceptable solution. These
include spaces could include gymnasiums, hockey rinks, field houses, etc.
• A minimum ceiling height of 30-feet is highly recommended. This clearance distance is to be measured from
the playing service to the lowest impairment or overhanging obstruction of the ceiling.
• The facility must have temperature controls and adequate lighting in order to satisfy Sections 1.5 and 1.6 of
the Volleyball Canada Indoor Volleyball Rulebook.
• A loading dock with dock plates or a loading bay with large vehicle access is required. This space will be used
to load in and load out numerous trailers worth of equipment, including flooring and net systems.

• An adequate amount of space is required to store the empty equipment crates while the event is running.
These crates can be stored in the loading area, away from the competition venue. They could also be placed in
the competition venue itself, so long as they do not interfere with the flow of people or the playing areas.
• A CAD-based floor plan must be part of the Bid Package. This drawing should outline the position of the courts,
along with the location or any additional rooms or spaces outlined in the requirements section below.
17 VENUE REQUIREMENTS – ROOMS AND SERVICES
In addition to meeting the venue requirement for the competition side of things, the venues must also have the
following spaces available for various other ancillary activities.
• A minimum of two (2) secure rooms or areas for the storage of equipment, awards, and merchandise. These
areas should be a minimum of 40’ x 60’ in size and should be located close to, and on the same level as, the
appropriate party using the space (e.g.: staff, vendors, etc.).
• A secure room for the Control Centre and Tournament HQ, with a minimum capacity of 10.
• A secure room for the Referee Lounge, with a minimum capacity of 50.
• A secure room for the Referee Management Team and Assignors, with a minimum capacity of 10.
• A secure room for the Volunteer Lounge, with a minimum capacity of 20.
• A secure room for the Results Room, with a minimum capacity of 10.
• A meeting room for with a minimum capacity of 100.
• A common area to be used as the Results Centre, with public computers and draw boards on display.
• A common area with a stage and PA system to be used for the Awards Ceremonies.
• A common area to be used by the Medical Team (emergency medical team and athletic therapists).
• A common area to be used as the Vendor Hall, with space to sell event merchandise and photography.
• A common area near the main entrance to be used as the Ticketing Booth and Will Call.
• A secure room near the Ticketing Booth to be used as a cash counting room.
• A common area near the main entrance to be used as a Welcome Area, with space for an Information Booth.
• An adequate number of parking spaces to accommodate the large number of spectators (between 50-80
teams per wave, plus spectators). If there is a cost associated with these parking spaces, please provide
details.
• In the case that the employees at the venue(s) are represented by a labour and/or trade union, the costs
associated with having these staff members on-site during the event should be included in the rental
agreement or in a document that accompanies the rental agreement.
• A list of any exclusivity agreements in place with at the venue(s) should be provided in the Bid Package. These
agreements include but are not limited to, food and beverage, vendors, sponsors, signage, etc.
18 VALUE-ADDED BID ENHANCEMENTS
In addition to meeting the minimum venue requirements set forth in the sections above, a Bid Package can be
enhanced by offering donations and/or discounted prices on other products, equipment, and services that will likely be
needed to help run the event. These enhancements will be taken into consideration by the Bid Evaluation and Selection
Committees when evaluating the host(s).

Equipment
• Access to wireless and/or wired internet throughout the venue(s).
• Access to audiovisual equipment (radios, earpieces, projectors, speakers, microphone, etc)
• Access to tables and chairs for all required meeting rooms, lounges, common area, and vendor hall.
• Access to smaller tables and chairs for the scorekeeper tables on each court.
• Access to gym benches and/or chairs for the courtside player benches.
• Access to staging equipment for the awards ceremonies and vendor hall (pipe and drape, awards stage,
stanchions, tents, table cloths, etc).
• Access to tools and equipment to assist with set-up and tear-down (motorized forklifts, scissor lifts, electrically
powered pallet jacks, manual pallet jacks, and electrically powered floor scrubbers, etc).
• Access to 50 gallon water barrels to help weigh down the net systems for courts that use SportCourt.
• Access to a water filling source would also be beneficial, such as a water truck or large capacity fire hose.
• The procurement of office equipment such as the following, to be used on-site.
o Photocopiers and Printers (two sided printing/copying, collating, colour copying/printing, etc)
o Computers (laptops and/or tablets for entering results and for the public results area)
o Telephones (to be used by staff in the control centre)
Services
• Access to printing services – preferably on-site (large quantities of documents, large sized documents, etc).
• Access to signage and banner services (ability to print banners, pennants, coroplast, etc).
• Access to bilingual services (translation, welcome/information booth, awards ceremonies, volunteers, etc).
• Access to local transportation for staff and officials (airport pick-up and drop-off, shuttle buses or vans to
transport referees to the venue(s), rental cars for staff, public transportation passes for referees, etc).
• Access to complimentary accommodation for travelling staff.
• Access to complimentary parking privileges at the venue(s).
Other
• A release from the venue(s) that would permit Volleyball Canada to bring ‘outside’ food into the venue(s) in
order to feed staff, volunteers, and officials.
• A release from the venue(s) that would permit Volleyball Canada sponsors to sample and/or sell their food and
beverage products.
19 FUNDING OPPORTUNITIES
The Bid Package should include a list of available funding opportunities, including any municipal, provincial, and third-
party grants that could be applied for. Please indicate if your organization has been a successful recipient of funding
from these sources in the past.

The host organizing committee is responsible for providing the above mentioned room and services, as well as meeting
the venue requirements set forth in the previous sections. Additionally, the host can improve their Bid Package by
offering Volleyball Canada access to the equipment and services listed in the Bid Enhancements section.
However, the host is not responsible for the following items as they will be provided by Volleyball Canada.

1 PROVINCIAL AND TERRITORIAL ASSOCIATIONS (PTAS)
As previously stated, each Bid Package must have the approval and/or support of the Provincial or Territorial
Association (PTA) in order to be accepted. If the PTA is submitting the bid, the must have approval from their Board of
Directors. If a third-party organization is submitting the bid (e.g.: a local volleyball club, a tourism agency, an event
promoter, etc), they will require the support from their PTA.

If your Bid Package is approved and you are selected as a host of one of the 2016-2017 Volleyball Canada
Championships, Volleyball Canada will require that your host organizing committee sign and agree to the terms and
conditions set forth both the ‘VC Event Hosting Agreement’ and ‘VC Event Hosting Manual’. These documents will
outline the roles and responsibilities of each party involved in hosting the event (e.g. Host Organizing Committee,
Volleyball Canada, PTA, etc).
