Educational Missions
The Graduate School of International Relations (GSIR) is committed to excellence in graduate training. The
GSIRs general mission is to produce scholars of international relations who can contribute to the better
understanding of political, economic, and socio-cultural aspects of globalizing societies with interdisciplinary
social-scientific approaches, and professionals in various fields who possess the knowledge and skills rooted in
the academic background of international relations to solve problems in the international community.
Masters Program
The Graduate School of International Relations MA program is committed to educating graduate students who
wish to pursue advanced work in the international arena and also those who wish to prepare for PhD study. With
its course work and thesis, the MA program offers graduate training where students gain academic knowledge
of International Relations, advanced capacity in multicultural communication, and professional knowledge and
skills based on an interdisciplinary perspective. This will enable them to cope with agendas such as building
order and peace in the international community, promoting international cooperation and development, and
solving the problems of multicultural society. The MA program also emphasizes Japanese perspectives on issues
in the international community and global perspective on issues in Japanese society.
Doctoral Program
The Graduate School of International Relations Doctoral Program is devoted to postgraduate education for
students who wish to pursue careers as researchers and engage in innovative scholarship, and also for those
who wish to pursue advanced professional careers with a relevant academic background and develop problem-
solving capacity in the international arena. To this end, the program strives to provide students with a research
environment where they can enhance their academic knowledge of international relations, elaborate their
capacity in multicultural communication, and develop their professional knowledge and skills based on an
interdisciplinary perspective. That will allow them to cope with agendas such as building order and peace in the
international community, promoting international cooperation and development, and solving problems that arise
in multicultural societies.
Admission Policies
Masters Program
The Graduate School of International Relations MA Program welcomes applicants who seek to advance their
knowledge of international relations, capacity in multicultural communication, and professional knowledge and
skills based on an interdisciplinary perspective. It is aimed at enabling them to cope with the agendas such as
building order and peace in the international community, promoting international cooperation and development,
and solving problems that arise in multicultural society. The MA program also welcomes applicants who wish
to pursue careers in fields such as academia, research, journalism, international organizations in both private and
government sectors, especially those at the junctures between Japan and the international communities.
Doctoral Program
The Graduate School of International Relations Doctoral Program welcomes applicants who wish to pursue

careers as researchers engaging in innovative scholarship at various higher educational and research institutes
including universities, and those who are aiming at advanced professional careers which require a relevant

APPLICATION GUIDELINE for General Admission

I. Degree Conferred & Number of Students

* Depending on the applications received and results of the entrance examination, the number of successful candidates could be
less than the number of recruitment spots.
II. Requirements for Application
Applicants must satisfy one of the following criteria (1) to (12):
(1) Persons who have graduated from a university (*1) or who are expected to graduate from such before
being enrolled at the graduate school
(2) Persons who have been awarded a bachelors degree by the National Institution for Academic Degrees
and University Evaluation or who are expected to be awarded such a degree before being enrolled at the
graduate school
(3) Persons who have completed a 16-year program at an overseas school or who are expected to complete
such a program before being enrolled in the graduate school
(4) Persons who have completed 15 years of education in a country where 3-year bachelors degree programs
are offered or who are expected to complete 15 years of education before enrollment at the graduate
school and who have been recognized by the graduate school as having earned excellent grades (*2) (*3)
(5) Persons who have completed a 16-year program of an overseas school by taking its correspondence
course in Japan or who are expected to complete such a program before being enrolled in the graduate
school
(6) Persons who have completed the program of an overseas school in Japan that is recognized as being
equivalent to an overseas university by the Minister of Education, Culture, Sports, Science andTechnology or who are expected to complete such a program before being enrolled in the graduate
school
(7) Persons who have completed a specialized program at a special training school designated by the
Minister of Education, Culture, Sports, Science and Technology after the date designated by said
minister or who are expected to complete such a program before being enrolled in the graduate school
(8) Persons who have completed a program at a university under the prewar educational system (the 1953
Notification of the Ministry of Education, Science, Sports and Culture, No.5-1 to 4, and the 1955
Notification of the Ministry of Education, Science, Sports and Culture, No.39-1)
(9) Persons who have completed a program at any of the educational institutions affiliated with governmental
ministries and agencies, such as the National Defense Academy in Japan, the Japan Coast GuardAcademy, and the Meteorological College or who are expected to complete such a program before being
enrolled at the graduate school (the 1953 Notification of the Ministry of Education, Science, Sports and

Culture, No.5-5 to 9, and the 1955 Notification of the Ministry of Education, Science, Sports and
Culture, No.39-2)
(10) Persons who hold a specialized or first-category teaching license for elementary schools, junior high
schools, high schools, kindergartens, or schools for disabled children under the Educational Personnel
Certification Law or who are expected to obtain such a license before being enrolled in the graduateschool and who are 22 years of age or older, or who will reach 22 years of age before being enrolled at
the graduate school, or who have other teaching licenses and have been designated by the Minister of
Education, Culture, Sports, Science and Technology (or who are expected to meet specific requirements
before being enrolled in the graduate school) (the 1953 Notification of the Ministry of Education,
Science, Sports and Culture, No. 5-10 to 12)
(11) Persons who have been admitted to a graduate school under the grade-skipping system and who are
recognized as having sufficient academic ability to study at a graduate school at Ritsumeikan University
(*3)
(12) Persons who have been recognized as having an academic ability equal to or higher than that of a
university graduate by Ritsumeikan Universitys graduate schools as a result of an individual preliminaryscreening and who are 22 years of age or older, or who will reach 22 years of age before being enrolled
in the graduate school (*3)
Contact the administrative office of this Graduate School (the administrative office of the College of
International Relations) before the preliminary screening held prior to the application period if you have any
inquiries about the requirements above, such as the number of years you received education overseas or a
degree obtained at an overseas educational institution.
*1 A university as defined in Article 83 of the School Education Law (a degree course at a Japanese
university)
*2 Persons who potentially fall under category (4), their academic results will be subject to preliminary
confirmation by the Graduate School. They should refer to page 100 and complete the necessary
procedures by the specified dates.
*3 Persons who fall under category (4) (11), they will be subject to an individual preliminary screening to
determine whether they have an academic ability equal to or higher than that of a university graduate. They
should refer to page 100 and complete the necessary procedures by the specified dates.
*4 Persons who potentially fall under category (12), they will be subject to an individual preliminary
screening to determine whether they have an academic ability equal to or higher than that of a university
graduate, before the submission of their application. They should refer to page 100 and complete the
necessary procedures by the specified dates.
Applicants who expect to graduate but are not able to satisfy any of the above requirements by March 31,
2015, will have their admission cancelled.

Applicants whose first language is Japanese or whose last attended institution where they graduated
or are expected to graduate that uses Japanese as a lecture language do not have to submit these
documents.
Certificates must be valid from the date of the exam and through the end of the application period.
Applicants may be asked for further confirmation.(8) A photocopy of applicant s passport information page, including photo and date of birth (if an
applicant has a valid passport at the time of application)
(9) For those who graduated from a Chinese university or graduate school or are currently enrolled in a
Chinese university or graduate school, the Online Verification Report of HEQC (PDF file) downloaded
and printed from the China Higher-education Student Information (CHSI) website.
3. Notes of application
(1) Application documents (RESEARCH PROPOSAL and ESSAY) should be typed in the language of
the program you select after admission, and if possible with a word processor and printed in A4 size.
(2) Your name and date of birth on your application documents should be exactly as that printed on your
passport (If you have a valid passport at the time of application).
(3) Application documents should be sent by registered mail to the specified address.
(4) Submitted documents cannot be returned for any reason, even if it is determined after the application
that the applicant does not meet the application eligibility criteria.

Results will be announced on the notice board of the Graduate School of International Relations (1st floor of
Koshinkan Hall) at 2:00pm on Friday September 26, 2014 for the exam in September and Friday, February
27, 2015 for the exam in February. Results will be sent to the addresses written on the application form.Documents pertaining to the entrance procedures can be obtained at the Administrative Office by 5:00pm on
the notification day (Please bring your Examination Admission Slip). They will be mailed to successful
applicants at the addresses indicated on their applications after 5:00pm on September 26, 2014 for the exam
in September and February 27, 2015 for the exam in February.

Admission will be based upon screening all submitted documents.
Applicants may have phone/mail interviews or be interviewed if necessary
Research proposal and essay should be written in Japanese.
IV. Application period
Application period is between Friday, October 3 and Friday, October 24, 2014.
Applications can either be mailed or submitted in person at the Administrative Office, Faculty of International
Relations (applications must be submitted no later than 5:00pm on the final day of the application period if

are offered or who are expected to complete 15 years of education before enrollment at the graduate

course in Japan or who are expected to complete such a program before being enrolled in the graduate

Technology or who are expected to complete such a program before being enrolled at the graduate

You meet the Early Graduation requirements.
If you meet the Early Graduation requirements that follow, you will be able to graduate, receive a [Bachelor
of Arts in International Relations] and enroll in the Graduate School of International Relations.
1) Students who passed the College of IR early graduation qualification exam.
2) Students who register for third year courses in the fall semester and receive graduation status at the end

1. Requirements for a candidate who is expected to graduate in the 4th year.
Applicants must satisfy all the following criteria (1) to (3):
(1) Undergraduate student who is enrolled in the 7thsemester as of April l, 2014 at APU, and plan to
graduate in March 2015.
(2) Applicants must have acquired at least 90 credits required for graduation by the end of 6th semester
(3) Applicants must have a cumulative GRADE POINT AVERAGE (GPA)* above 2.75 (Cut-off after
three decimal places) by the end of 6th

Graduation Programat APU as of April 1, 2014, and plan to graduate in March 2015.
(2) Undergraduate student who has a cumulative GRADE POINT AVERAGE (GPA)* above 3.15 (Cut-off
after three decimal places) by the end of 4thsemester.
* Students unable to graduate in the at least 7thsemester of enrollment (including study abroad period to be
counted as an enrollment period) are not admitted to our school.

Please note that the GPA calculation differs from the normal GPA calculation method. N grades earned
