Interpretations

•Other Countable Related Activity on the Same Day as a Golf Practice Round

• The actual duration of a golf practice round that does not occur on the day before the start of a tournament at the tournament site must be counted toward the weekly limit on countable activities. Further, if the duration of such a practice round is four hours or more, no other countable athletically related activities may occur on the same day.

• If a practice round occurs at the tournament site on the day prior to the start of the tournament, the institution may require up to one hour of additional countable activities on that day.

Interpretations

•College Coach Observing Enrolled Students, Student-Athletes and Prospective Student-Athletes Athletically Related Activities Outside the Playing Season

• An institution’s coaching staff member may not observe enrolled students or student-athletes in nonorganized athletically related activities (e.g., “pick-up” basketball games) outside the institution’s declared playing season.

• A coaching staff member may observe enrolled students or student-athletes in organized athletically related activities, provided the coach does not direct or supervise the organized activity.

• If prospective student-athletes are also participating in the activities, the institution’s coaching staff member may observe such activities only if it occurs during a permissible contact or evaluation period or a men’s basketball recruiting period.

Interpretations

• Involvement of Coaching Staff with Student-Athletes on Another of the Institution's Teams

• An institutional coaching staff member may coach an outside team that includes student-athletes from the same institution who are not members of the coach's team provided the coaching is not performed at the direction of the student-athletes' coach and any information related to the student-athletes' participation is not reported back to the student-athletes' coach.

•No competition until Friday prior to September 1.

• If September 1 is a Friday, no competition until preceding Friday.

• If September 1 is a Saturday, no competition until two Fridays prior to September 1.

•Alumni match may be played week prior to first permissible date of competition.

Women’s Volleyball – First Date of Competition

•Maximum 29 practice units prior to first scheduled date of competition or September 1, whichever is later.

• If first competition is before September 1, one practice unit for each day from September 1 through first scheduled competition.

• Then, use practice unit formula.

Basketball Practice Scrimmages

Bylaws 17.3.3.1-(a) and 17.3.5.3


•May be exempted from maximum contest limitations and played prior to first contest if:

•Conducted in private;

•No publicity;

•No official scoring; and

• Student-athletes do not miss class for contest or associated activities.


•May exempt maximum of two-practice scrimmages each year.

•One, if team plays exhibition contest.

•May conduct at any time during the playing and practice season.


•Who may attend?

•No one from general public may view the contest.

• Facility must be closed to general public.

•Must ensure that general public does not enter the facility.


•Who may attend?

•Athletics department staff may be present.

•Other staff necessary to conduct the scrimmage may be present.

• Prospective student-athletes (PSAs) and those accompanying PSAs on official or unofficial visits may be present.


•Official Scoring and Publicity

• No publicity prior to scrimmage.

• No restrictions postscrimmage.

• Institutional press releases including score and statistics (team and individual).

• Interviews with media.

• Videos.

• Scores and statistics do not count toward official records.

Countable Related Activities


•Promotional Activities

•Can occur at anytime during the year.

• If the activity involves athletically related activities and is at the direction of or supervised by a coaching staff member, then must be counted as CARA.

• If outside the playing season, must be voluntary including the stipulation that coaches may not be present.

Countable Related ActivitiesCase Study #1

• Your institution would like to set up wrestling mats in the fan fest area of your first home football game and have the wrestling student-athletes do an exhibition. Is this permissible?


• Is the team in-season or out-of-season?

•What portion of the playing season is the team in?

• Wrestling cannot start practice before October 1, so they are outside their playing season.

•Could the exhibition be part of skill instruction?

• Skill instruction may not be publicized or conducted in view of general public audience.


•What if the activity is voluntary?

• Voluntary activities cannot be arranged or organized by coaching staff members and coaches cannot be present.

• This was not considered a voluntary activity due to the organized nature of the event.


• Your marketing office would like to host a youth softball clinic after a contest and have your softball student-athletes lead simple drills with the kids in attendance but you are concerned that this will count as CARA.


• Is this permissible for student-athletes to take part in clinic after the game?

• Participation in a camp or clinic is not considered CARA. Therefore, this would be permissible provided it is voluntary.


•National Championship, Elite International Championship Qualification and National Team Tryout Competition Events

• When a student-athlete is preparing for a National championship, may the student-athlete practice with an institution's coach?

• Yes, but must be considered CARA unless the coach is designated as a national coach per the normal policies and procedures by the governing body.


•Other Competition

• An institution's coach may engage in coaching activities during his/her participation in events listed in:

• Bylaw 16.8.1.2-(a) - Established national championship events (including junior national championships); and

• Bylaw 16.8.1.2-(b) - Specific competition (e.g., Olympic Trials) from which participants may directly qualify for the Olympic Games, Pan American Games, World Championships, World Cup, World University Games and World University Championships.


•Other Competition

• Bylaw 16.8.1.2-(c) - National team tryout competition events, including events from which participants are selected for another tier of tryout competition or events from which final selections are made for the national team that will participate in the Olympic Games, Pan American Games, World Championships, World Cup, World University Games or World University Championships.


•Coaches Involvement with a Student-Athlete During Participation in National Team Tryout Competition Events

•A coaching staff member may engage in coaching activities with a student-athlete during a student-athlete's participation in national team tryout competition events that occur outside the playing season for a particular sport.

•National Championship, Elite International Championship Qualification and National Team Tryout Competition Events

•Other Options:

• Individual Sports: Permissible practice during the summer at the request of the student-athlete (i.e., tennis).

• Safety Exception: Permissible monitoring of activities at the request of the student-athlete (i.e., wrestling)


• A cross country student-athlete has been chosen to attend a tryout for the Mexican National Team in February. In preparation she would like the institution’s coach to workout with her to prepare. Is this permissible?

• Yes if the time spent providing instruction is counted as CARA.


• But I thought the staff determination said this was permissible?

• If the institution’s coach has been designated as a Mexican National Team coach, then Yes. Otherwise the institution’s coach is only permitted to provide coaching during the event, not engage in coaching activities leading up to the event.

Fees Associated with Voluntary Activities

• It is permissible for the institution to pay fees to reserve an off-campus facility for voluntary activities outside of the declared playing and practice season during the academic year.

• However, based on the summer practice legislation in Bylaw 17, it is not permissible for the institution to pay fees associated with a noninstitutional facility during a summer vacation period unless it is the facility used regularly by the institution throughout the academic year.

Baseball Squad Size Limitation

Bylaw 17.2.8.3


• Thirty-five man roster must be declared before the first scheduled contest in the championship segment.

• Would not be triggered by alumni game if held prior to the first scheduled contest.

•Must include any individual who was a counter in baseball at any point during that academic year.

• Includes those that leave the team and those who may be injured.

• Waiver requests.


•Being on the Squad List ≠ Being on the 35 man roster.

• Those not included in the 35 man roster may not participate in any CARA activity with the varsity squad.


•Subvarsity Teams

• May participate in skill instruction workouts or practices with coaches (as long as varsity squad student-athletes are not present or participating);

• Must engage in competition to be considered a bonafide team;

• May participate in strength and conditioning workouts with a strength and conditioning coach (as long as they are not at the same time as varsity squad workouts);


•Subvarsity Teams (contd.)

• May participate in voluntary athletic activities with other varsity or JV student-athletes;

• May NOT travel with the varsity squad (or receive any actual and necessary expenses for varsity competition; and

• May NOT sit on the bench or participate in varsity squad home game activities.

Summer AccessBylaw 17.29

Graduate Student Participation

• An incoming four-year transfer student-athlete may participate in summer athletics activities without being enrolled in summer school prior to initial full-time enrollment at the certifying institution provided:

• (a) The individual has graduated from his or her previous institution;

• (b) The individual has been accepted for enrollment as a graduate student at the certifying institution; and

• (c) The individual has signed the certifying institution's written offer of admission and/or financial aid or the institution has received the individual's financial deposit in response to the institution's offer of admission.

Foreign ToursBylaw 17.29

Foreign Tours

•Eligibility during the Summer after Exhausting Eligibility

• It is permissible for a student-athlete to participate in a foreign tour during the summer immediately after exhausting eligibility as long as the student-athlete was eligible for intercollegiate competition during the previous academic year and has not professionalized himself/herself.

Foreign Tours

•Eligibility of a Continuing Student-Athlete for a Foreign Tour

• A continuing student-athlete who was not enrolled in the institution during the previous academic year (e.g., a student-athlete on an official religious mission), is eligible to participate on the institution's foreign tour during the subsequent summer, provided the student-athlete was eligible for intercollegiate athletics in his or her most recent academic year of enrollment at the certifying institution.

Foreign Tours

•Eligibility of a Student-Athlete Serving a Year-in- Residence Midyear Enrollee• A student-athlete must have established by the beginning

of the tour that he or she is eligible for competition during the academic year immediately following the tour.

• Since a student-athlete serving a year-in-residence would not be eligible for competition in the fall term and you are unable to determine spring eligibility at the start of the tour, he/she would not be eligible for the tour.

• This would be true even if he/she was ineligible due to a conference rule.

Foreign Tours

•Eligibility for Foreign Tour If Ineligible During a Term of the Previous Academic Year

• A student-athlete who is eligible for any term during the previous academic year at the certifying institution would be eligible to compete in the institution's foreign tour taken during the summer immediately following that same academic year.

Frequently Asked Questions on RSRO

Institutional Vacation Periods

• If an institution’s official catalog lists the vacation period as Thursday and Friday, if no classes are held on Saturday and Sunday may the institution consider them as part of the vacation period also and exempt those days from their season?

• Yes, provided no CARA activities occur on those days.

Publicity of Skill Instruction and Voluntary Workouts when Coaches are Permitted to

be Present.

• May share information after a skill instruction session has concluded.

• Intent of the prohibition on publicity is so the public does not become aware of when/where the event will take place.

• The information may only be shared after the workout has concluded and may not include any information regarding future practices/skill instruction.

Preseason Practice for Winter and Spring Sports

• Per Bylaw 17.1.7.6.4, preseason off-campus intrasquad games shall be prohibited in all sports.

• Preseason practice begins with the first permissible practice date per Bylaw 17 for each sport.

• Ends with the institution's first scheduled contest or date of competition.

• Example: In softball a intrasquad game held in November would not be permitted off-campus.

Competition after the Conference Tournament

• It is permissible for a team to participate in practice and competition after conference play and before the conclusion of the NCAA tournament, provided the team has days remaining in its season

• For example, a tennis team concludes the conference tournament but has seven days left in its 144-day season. They would like to play a match they had to cancel.

• Provided they have a date of competition left, this is permissible.

Start of Out-of-Season Activities – Basketball

• If the institution does not have reason to believe it is under consideration for selection to participate in an NCAA championship or other postseason national championship event, its teams may not continue to practice until the conclusion of the championship event.

•However, at that point, the institution's teams are considered out-of-season and; therefore, it is permissible for them to participate in out-of-season CARA.

Competing for a Club Team as part of a National Governing Body

Try-out• The Canadian Swimming Trials is organized by

the National Governing Body (NGB) Swimming Canada. The competition serves as the NGB’s selection trials for the Pan American Games, FINA World Aquatic Championships, FINA World Junior Championships and the FISU Games.

• Participants swim and score points for their club teams.

Try-out

• If the event meets the criteria in Bylaw 17.31.3, then the format of the event is left to the discretion of the NGB and other outside competition regulations would not apply.
