INTRODUCTION

In accordance with L.R.S. 40:1379.3(R)(2), the Department of Public Safety and

Corrections, Office of State Police is providing the following information as a

summation of the Concealed Handgun Permit Unit’s 2015 Annual Legislative Report.

The following report covers the period of January 1, 2015, to December 31, 2015,

and contains statistical information on the number of permits issued, denied, revoked,

or suspended and the reasons for such denial, revocation, or suspension to be

categorized by age, race, sex, parish and zip code.

Also in L.R.S. 40:1379.3, law further provides for the issuance of a lifetime concealed handgun permit to Louisiana residents who meet the qualifications for the issuance of a concealed handgun permit. This law provides that the term of the permit shall be for the life of the permit holder. This law became effective August 1, 2013. For the last reporting year, January 1, 2015, to December 31, 2015, the Department

issued 16,169 original five year concealed handgun permits, 2,162 lifetime permits,

and renewed 2,290 permits, for a total of 20,621. Also, during the same period, the

Department denied 200 permits, suspended 297 permits, and revoked 70 permits.

The total number of original permits issued from inception of the unit on April 19,

1996, to December 31, 2015, is 109,245. The Department also issued 3,940 lifetime

permits and renewed 41,522 permits, for a total of 154,707. Also during this time

period, the Department denied 3,029 permits, suspended 1,758 permits, and revoked

869 permits.

The Department had one (1) documented death that involved a concealed handgun

permit holder in 2015. The permittee was arrested on February 14, 2015 for “Second

Degree Murder”, for an incident that occurred on the same date. The permittee was

involved in an argument in the parking lot of an establishment in Lafayette, LA that

resulted in the shooting death of another man. Permittee’s status was revoked.
