4ava is so!ially and e!onomi!ally the most important riverbasin in *ndonesia The basin provides around ?6@ of thesurfa!e water supply to the !apital !ity of 4akarta andsurroundin" areas supportin" a population of about 6million and !ontributin" 56@ of the !ountry>s industrialoutputs *n addition, the river fed irri"ation s!hemesprodu!e @ of the !ountry>s ri!e produ!tion ustainablemana"ement of the surfa!e and "round water in the riverbasin is, therefore, !riti!al to the !ountry>s e!onomi!development and food se!urity Furthermore, water =ualityde"radation is !ompromisin" publi! health and livelihoods,

parti!ularly of the rural and urban poor, and in!ursadditional e!onomi! and #nan!ial !osts related to thedelivery of !lean and reliable water supplies

Followin" the ena!tment of the 0ater aw in 5662, theGovernment adopted an inte"rated approa!h to improvin"land and water mana"ement in the itarum river basinand developed a strate"i! inte"rated water resour!esmana"ement (*0%M) roadmap for the basin mana"ement*n 566?, A+& approved a Multitran!he Finan!in" Fa!ility(MFF) not e3!eedin" B66 million e=uivalent for the*nte"rated itarum 0ater %esour!es *nvestment 'ro"ram

0hile 'F% 1 implementation is pro"ressin" to stren"thenbasin wide water "overnan!e and mana"ement !apa!ity,demand and !ompetition for itarum water resour!es hasin!reased si"ni#!antly over the past 56 years 0atershedde"radation, rapid urbaniCation and industrialiCation in thearea and slow development of surfa!e water sour!es have!reated an overdependen!e on "roundwater as a primarysour!e of water onse=uently, the rate of water e3tra!tionfrom lo!al a=uifers si"ni#!antly e3!eeds re!har"e rates,

with water tables de!linin" at more than 1 meter a year insome pla!es This has led to a!ute water stress anddepletion of a=uifers in major urban areas su!h as&andun" Moreover, the hydrolo"i! Dow re"ime in theitarum river basin on whi!h &andun" water supplydepends has been also adversely a7e!ted by landde"radation, notably the loss of forest !over andunsustainable farmin" pra!ti!es on steep slopes in theupper !at!hments
